Detailed geological studies using side scan sonar, bottom sampling and piston cores along the Rio Grande do Sul inner continental shelf and coastline indicate the occurrence of elongate deposits of calcareous shells fragments containing high calcium carbonate content. On the inner shelf these deposits lie at a depth between 15 and 50 meters and have been interpreted as ancient shorelines. They occupy an area of 965 km2 with a economic potential of 1 billion tons. Chemical analyses indicate a mean composition of 34.8% of calcium; 0.16 ppm of fluoride. According to the regional economy such composition make it highly recommended for a variety of uses including poultry feed and cement.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

Polymetallic nodule mining presents mankind with a unique opportunity to advance the world?s sustainable development aspirations, particularly given the ultimate beneficiaries from polymetallic nodule mining will be the billions of people around the world that require greater access to more affordable minerals for their social and economic development. This paper discusses the importance of polymetallic nodule mining in the context of sustainable development and forecasted growth trends, supply and demand dynamics, the decreasing grade and quality of terrestrial mineral resources, and the Green Economy, as well as in light of a comparative analysis that demonstrates polymetallic nodule mining offers a socially and environmentally advantageous alternative to terrestrial mining.

METHOD My methodological point of departure is to view the various factors in context, and to differentiate between the various groups of actors. It is well known that diamonds are found in Kimberlite pipes within the earth’s crust and are also discovered where erosion has released them to be concentrated by rivers in trap sites within alluvial gravels. Few people are aware however, that diamonds are now being found in significant quantities at sea. And that the rugged marine environment has ensured that the quality of diamonds in the sea is predominantly gem quality. Shortly after intrusion of Kimberlites into the host rocks of the karoo in the Cretaceous period massive erosion occurred when torrential rivers carried diamonds from their Kimberlitic source rocks down the rivers and into the sea. In the sea they have been subject to a transporting and concentrating dynamic, which has deposited them in trap sites along the West Coast of Africa for hundreds of kilometers. In the last 60 million years the sea level along the West Coast has varied in steps from the current sea level to – 300m. With time at each beach level the sea has reconcentrated the diamonds previously carried down. These old beach levels exist at roughly 10 meter intervals. Each previous sea level now provides a target for marine miners. Marine diamond mining was started 46 years ago by the first pioneer, a Texan, Sammy Collins. Collins brought the potential of marine diamonds to the attention of major mining companies. With now outmoded technology Collins had days when he recovered pockets of high grade gems worth several million dollars; an excitement hard to equal in any walk of life. Amongst marine miners there is still a strong pioneering spirit but the industry has matured and now aims to consistently produce over two million carats of gems a year. The potential resource is huge stretching up to 30 kilometers offshore along the West Coast of Africa from South Africa to Angola.

The State of Hawaii has expressed concern over deterioration of the tourist beaches at Waikiki, which are becoming seriously depleted of sand. In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30'W to 2 40'W, and between the shoreline and approximately the continental shelf edge north of 4 30'N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.

Modern Kuroko-type deposits occur in submarine calderas of island-arc fronts and back-arc rifts in Japan. They occur primarily on or adjacent to caldera boundary faults. Hydrothermal sulfides in the Myojinsho submarine caldera are one of Kuroko-type deposits, but their occurrence is different from other deposits found within the area 200 km2 around the Quaternary volcanic front of Izu-Ogasawara arc.

Methane hydrate, a solid compound formed from methane and water, occurs naturally in permafrost regions on-land and in deep continental slopes offshore and has been examined as future energy resources. The existence of methane hydrate in the eastern Nankai Trough region, offshore Japan, was confirmed by drilling the MITI well “Nankai Trough” in 1999. Aiming commercialization of methane hydrate production, the Research Consortium for Methane Hydrate Resources in Japan (MH21, core associations: JOGMEC[*1], AIST[*2] and ENNA[*3]) under METI [*4] has been executing geological and geophysical surveys around the eastern Nankai Trough since 2001 as a nation project.

KIOST has developed the pilot mining robot, named MineRo ?? from early-2011 to mid- 2012. The robot consists of two unit-modules having an identical mechanical structure and hydraulic system. One unit-module has two track systems, two pick-up devices, two crushers, one lifting pump and one thruster. The pick-up device is fitted on the frame of the track device. All actuators are driven hydraulically, which are manipulated by valves and the controllers. Each unit-module is equipped with one dual HPU of 250kW / 4,000V. PWM-16 (INNOVA AS) as hydraulic valve controller is adopted, which outputs PWM signals of 16 channels and can be used under pressure in oil-filled box. To measure angular velocity or displacement of hydraulic actuator, turbine-type flow-meters are adopted. The flow-meter has RF (Radio Frequency) type pulse detector, which extends the flow range by eliminating drag on the rotor. Two track motors, two crusher motors, lifting pump, one thruster can be controlled their velocities through feedback of the measured flow-rates. As well as the flow-rates, the states of the hydraulic system such as hydraulic pressures, temperatures, leakages are measured through a self-developed flow-pressure canister. In that canister, multi-channel amplifier boards are installed, through which the vast amount of data is acquired and transmitted to the main controller using serial communication.

Williamson & Associates, Inc. has developed a marine mineral exploration tool using an induced polarization technology (IP) under license from the US Geological Survey. Developed by Jeff Wynn at the USGS, this method has gone through several prototyping stages and is now in commercial use to map offshore ilmenite deposits. Preliminary results of a recent resource mapping program are discussed as well as potential applications in the detection and quantification of other minerals in marine sediments.

Under the provisions of the U.N. Law of the Sea Convention Ireland is likely to have mineral rights to an area of continental shelf some six times its present land area. Apart from the major potential hydrocarbon basins which are currently the focus of active commercial exploration, little is known about the mineral resources of this vast area. In recent years a variety of mineral resources however have been identified from the coastal region. These include Sand and Gravel aggregates, Calcaraeous Algae (Lithothamnion), Heavy Mineral Sands and Coal deposits. The potential also exists in the coastal zone for buried placer deposits and base metal deposits. Several million cubic metres of gravel and hundreds of millions of cubic metres of sand have been identified by the Geological Survey of Irelands (G.S.I) Marine Unit off the east coast. The greater part of these deposits lies within the 10 metre depth contour and are easily recoverable. Irish aggregate needs at present are well supplied by onshore Pleistocene glacial deposits. Commercial interest in offshore deposits is in supplying coastal areas which are locally poor in aggregate and major coastal construction works. The possibility of supplying the large British and Continental European Market nearby also exists.

In September-October 2002, shallow seafloor drilling using the 5 m-Rockdrill of the British Geological Survey and the German R/V Sonne has revealed critical information on the sub-surface nature of two distinct hydrothermal systems in the New Ireland fore-arc and the Manus Basin of Papua New Guinea. Drilling at the summit plateau of Conical Seamount (39 holes, 31 % recovery) south of Lihir Island in the central New Ireland fore-arc has confirmed the sub-seafloor extend of previously discovered surface gold mineralization (up to 230 g/t Au) and associated alteration to a depth of at least 4.5 m below the seafloor and further proven analogies to the giant Ladolam epithermal gold deposit on Lihir Island. Drill core samples of clay-silica alteration contain average gold grades up to 14.2 g/t Au over a length of about 30 cm (fire assay Lihir Gold Ltd. laboratory) and appear to be part of a more extensive gold zone located below a carapace of relatively fresh ancaramitic and trachybasalt. These samples contain a complex mineralogy including realgar, orpiment, galena, sphalerite, some chalcopyrite and pyrite, together with amorphous silica, and possibly cinnabar. In addition to high concentrations of gold, shipboard analyses indicate that the gold-rich samples contain high values of Pb, As, and Sb, which is a characteristic feature of a magmatic-hydrothermal style of mineralization and alteration.

The discovery of chemosynthetic-based ecosystems at hydrothermal vents in the deep ocean was arguably one of the most important findings in biological science in the latter half of the 20th century. More than 100 vent fields have been documented along the 60,000 km global mid-ocean ridge system. Over 500 new animal species, over 80% of which are endemic to the vents, have been described from this environment. Unusual, highly evolved symbioses between invertebrates and chemolithautotrophic bacteria are common at vents, producing concentrations of biomass that rival the most productive ecosystems on Earth. Hydrothermal vents ecosystems, because of their very limited area and the presence of endemic species, are highly vulnerable to human disturbance. Mining for polymetallic sulphide deposits poses the greatest future physical threat to hydrothermal vents and their biological communities. However, there is more immediate concern about the impact of concentrated scientific research activities. Some sites have been revisited by several research expeditions per year for more than a decade. As vent sites become the focus of intensive, long-term research, oversight organizations are discussing mitigative measures to avoid significant loss of habitat or oversampling of populations. Canada recently became the first national jurisdiction to set aside a hydrothermal vent site as a Marine Protected Area.

There are two environmental issues which have only recently begun to need planning in detail for marine mining. One is the environmental consequences of mine closure; the other is environmental terrorism. In principle it is not difficult to predict the pattern and rate of biodiversity recovery after mine closure on metalliferous depositional seabeds. 1-5 years to a self-sustaining community of organisms is a generalized guideline, depending on depth and particulate composition. The rate and pattern of biodiversity recovery on some metalliferous hard-rock habitats is far less predictable due to the patchiness and rareness of the habitat. Ecoterrorism at mines, whether on-land or marine, is now to be expected. A good example of resource industry ecoterrorism is the fire-bombing of logging and cement trucks in Oregon in 2001. But there have also been bombs at mine sites, as at Asbestos, Quebec. It is also possible to regard some resource-loss lawsuits as frivolous, hence forms of ecoharassment. Marine mining operations should take note of the development of environmental terrorism (and terrorism in general) and its various manifestations and impacts. Potentially these range from minor work stoppage inconveniences, to serious financial risk jeopardizing the economics of a mine, to jail for company executives, managers and environmental staff, and to harassment and killing of mine personnel.

Platinum is one of the most rare elements in the earth?s crust, but it is significantly enriched in some hydrogenetic ferromanganese crusts in the ocean. The element is essential to the electric industry and is believed to be of importance as a raw material a future fuel-cell industry. The earlier reliable chemical analysis of platinum-group elements (PGE) of ferromanganese crusts have indicated a variety of concentrations of Pt in the range of 100 ppb to a maximum of about 1 ppm, but little is known about the elemental abundance in ferromanganese crusts on fine-scale, or the geochemical behavior and form of the element. The chemical and mineralogical forms of platinum and its group are important in planning the methods of mineral exploration and extraction of the elements from of ferromanganese crusts. We attempted to characterize the distribution pattern within a cobalt-rich crust on the fine to microscopic scales by using reflecting microscope, scanning electron microscope/energy-dispersive spectroscopy, electron microprobe X-ray analysis (EPMA), ICP-mass spectroscopy, X-ray absorption near edge structure (XANES), small-focus XRF, and X-ray diffraction (XRD). These data indicated a wide range of Pt concentration from 150 to 700 ppb within a crust, though we found no distinct inter-element correlation or mineralogical control. Under the reflecting and electron microscope, no distinct Pt-bearing minerals or particles were identified. Small-focus XRF indicated no uneven distribution in any particulate matter, but all areas are less in abundance than the detection limit of about 10 ppm. Our tentative conclusion is that zero valence Pt0 (as suggested by XANES) is dispersed in the form of submicroscopic material most probably within ferromanganese minerals, and therefore, Pt-rich mineral particles may not be a major carrying phase.

The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).
