A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

An important phase in the Bureau of Mines investigation of electrical machines designed for operation in gassy coal mines is testing enclosures of electrical components for explosion-proof qualities. In brief, this testing consists of filling and surrounding the enclosure with an explosive atmosphere of methane and air and then igniting the atmosphere within the enclosure to determine (1) Whether the resulting explosion is confined without discharge of flame; (2) whether the enclosure walls are permanently distorted; and (3) whether excessive pressures are developed within the enclosure. Ordinarily, the pressures encountered in routine testing do not exceed 100 pounds per square inch gage. Hence, the designer of the machine does not have too much difficulty in taking corrective measures to prevent flame discharge and distortion of the enclosure. Occasionally, however, the explosion pressures greatly exceed 100 pounds. Then the goblet of the designer may not be solved so readily, From experience over the year 0, the testing personnel often can predict that certain construction will result in high. Pressures, but, only in a very general way, has it been possible to advise designers what modifications might be made to reduce the explosion pressures to normal values. For example, if high pressures were developed in a motor starter having a partition with an opening through it, some enlargement of the opening may appear to be the logical procedure, but it has not been- possible to give information concerning the exact amount the opening should be enlarged to prevent development of high pressures .

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The Federal Bureau of Mines developed a 10,000-ampere cell to determine the economic feasibility of producing high-purity electrolytic titanium from mill scrap or offgrade sponge. Operating variables were investigated, matetial handling procedures were established, and the cost of electrorefining titanium was determined. The prototype cell produced premium-grade metal (<100 Brinell hardness number (B.h.n.)) from very impure Kroll sponge at a processing cost of less than $0.60 per pound. Refined metal was deposited at the cathode in the form of coarse (85 percent plus 34-mesh), hexagonal crystals of a titanium when the cell was operated an 850° C. A cathode current density of 1,000 amperes per square foot and a molten sodium chloride electrolyte containing approximately 5 percent by weight of soluble titanium were used. In continuous operation, at the optimum number of ampere-hours, (40,000), the current efficiency averaged slightly less than 60 percent. It was possible to supply large enough amounts of electric current for electrolysis to maintain the temperature of the bath, thus reducing overall power consumption to less than 5 kilowatt-hours per pound of metal refined.

"Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. Five lignites from the northern Great Plains province were carbonized at temperatures from 500° to 1,000° C in a bench-scale unit. A replicated Greco-Latin square experimental design was employed to allow testing of four independent variables at five levels. Independent variables investigated were temperature, source of lignite (mine), weight of charge, and moisture content of charge. Dependent variables were char yield, tar yield, light-oil yield, tar plus light-oil yield, carbonization gas yield, and carbonization gas heat yield. An analysis of variance indicated that, at the 99-percent confidence level, the independent variables of carbonization temperature, source of lignite, and weight of charge were significant for yields of char, tar plus light oil, and carbonization gas, whereas moisture content was only significant for carbonization gas yields. At the 95-percent confidence level, moisture content significantly influenced the carbonization gas heat yield per pound of lignite charge and the yields of dry tar plus light oil. All dependent variables were determined on a moisture- and ash-free basis. Multiple regression equations for predicting seven different factors of carbonization yields as functions of carbonization temperature and initial composition were developed using computer techniques. Equations for yields of char, tar plus light oil, and carbonization gas were compared with equations previously developed by others at the 500° C level.

Following the gold discoveries of the late 1800&apos;s much was written regarding the vast mineral resources of Alaska, and much interest was aroused, and yet over the years little has been done to exploit those resources. Between 1906 and 1935 the Kennecott copper mines of the Copper River region were the keystone of the mineral economy (fig, 1). After the depletion of the Kennecott ore reserves and aided by the statutory rise in the price of gold, the yellow metal became the major mineral commodity. In recent years it has shared the honors with coal and sand and gravel. Although this trend should indicate the development of a stable, diversified mineral industry, yet the trend of production is downward. This report results from a study by the Federal Bureau of Mines to delineate the problems and to forecast the growth of the mineral industries in Alaska. The need for such a blueprint for the future was enhanced by the population explosion in the United States and the consequent eventual need for additional living space, as well as the current interest in new areas, and the necessity to develop reserves of strategic minerals.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation&apos;s reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

The Anaconda Copper Company reportedly reached an exclusive agreement with Cook Inlet Region, Inc., to explore 24 million acres in south-central Alaska and to share equally with Cook the proceeds of any mineral discovery. According to an Anaconda geologist, "the company is anticipating, based on geologic testing, that it will find significant deposits of copper, lead, and zinc. There is also evidence of the presence of precious metals such as silver and gold, and also strong evidence of strategic minerals such as chrome, platinum, tin, and nickel." Cook Inlet Region, Inc., is owned by 6,500 Alaskan natives. Chile, which has a growing, free-market economy under President Pinochet, reportedly will no longer require companies to obtain prior governmental approval for the exploration and development of new mines.

Zirconium, formerly distinctly a rare element, is rapidly becom- ing of rather extensive commercial importance. Economic features of the zirconium industry, together with general information regarding the metal and its compounds, are discussed in a separate paper, to which this paper is a supplement. In addition to giving a brief discussion of the four or five de- posits that so far have proved to be commercial sources of the element, this circular summarizes available data (including some hitherto unpub lished material from the files of the Bureau of Mines) upon other occur- rences, including many of scientific interest only, of the two commercial. minerals, zircon and baddeleyite, and also data upon some of the minor minerals, such as eudyalite and cyrtolite, which have attracted addition- al interest in recent years because they are frequently richer in hafnium than the more common zirconium minerals.

Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.

The purpose of this paper is to give a more detailed description of equipment and material rind to discuss construction and operating costs. The productive potential of the Nation&apos;s principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

The zinc-lead ore reserves of the Tri-State district of Kansas, Missouri, and Oklahoma, as of December 31, 1947, are estimated at a total of 66,100,000 tons of crude ore containing 2.18 percent metallic zinc and 0.38 percent metallic lead. The Bureau of Mines began estimating the reserves in October 1945 and completed the&apos; work December 31, 1947. A total of 38,900 acres of land representing approximately 5 percent of the area of the district is covered in this report. The work was confined for the most part to properties developed or partly developed by drilling and underground workings, and to acreage sufficiently drilled out to indicate ore of enough tonnage to make a commercial undertaking. The acreage in which ore reserves exist is widely distributed in all three States. A map of the Tri-State area is shown in figure 1. The remaining 95 percent of the area is not necessarily nonproductive but represents, possibilities for future exploration and development of additional mineral resources when and if economic conditions or national necessity encourage such work. Of the total reserves, 41 percent are in Missouri, 38 percent in Kansas, and 21 percent in Oklahoma.

Chlorofluorocarbons (CFC&apos;s), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC&apos;s is thought to deplete the Earth&apos;s ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC&apos;s), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC&apos;s), which fill an intermediate gap in the replacement of CFC&apos;s. As a result of the elimination of chlorine in the HFC&apos;s and the reduction of it in the HCFC&apos;s, these alternatives contain more fluorine than the CFC&apos;s do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC&apos;s, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

The Bureau of dines present, an economic evaluation of its process for the ferric chloride leaching of chalcopyrite concentrate. In this process, chalcopyrite concentrate is leached with ferric chloride solution to extract copper, which is precipitated from the solution by electrolysis while leaving sulfur in the residue. Spent liquor from electrolysis is treated with oxygen to regenerate the ferric chloride leach solution and the sulfur-laden residue is processed to recover the sulfur. A cost estimate was prepared for a plant capable of processing 600 tons of chalcopyrite concentrate per day, 330 days per year. The fixed capital cost, on an early 1.975 basis is $27,831,600 and the estimated operating cost is 9.9 cents, per pound of copper product. In comparison, the estimated operating cost of a smelter equipped with a citrate process plant to recover sulfur is about 13.6 cents per pound of copper product. No charge for chalcopyrite concentrate or credit for recovered byproducts has been included in either operating cost. The ferric chloride leach process, therefore, appears to be economically attractive.

More gold is being produced now than ever before in recorded history. All over the world huge quantities of ore are being mined and processed, thanks to historically high prices for gold and the use of processing techniques demonstrated as cost efficient in the last 20 years. Over the past 10-15 years prices for many other metals have been depressed, and gold has accounted for a significant proportion of worldwide exploration and development expenditures(l)1. The revenues generated from gold mining are providing greater return on investment, more jobs, and more tax revenues to national governments than ever before. Emerging nations are using the gold industry as a springboard for development; developed nations are continuing to fuel their economies with gold industry revenues; and China and countries of the former Soviet Union are using the gold industry to generate foreign exchange, modernize their mining industries, and take the first tentative steps toward private sector participation in their economies.

Guidelines are provided for the design of explosion-proof electrical enclosures that will meet MSHA certification requirements according to Part 18, Title 30, of the Code of Federal Regulations, and fulfill their intended service underground. The guide covers only those aspects of design which affect enclosure strength, ruggedness, endurance and flame path, i. e., the enclosure ability to properly contain an internal explosion. Internal static and explosion pressures, external impact and thermal heating load are treated as well as the proper selection of materials and welding procedures.
