This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

This Bureau of Mines publication describes a practical approach to sampling that does not require elaborate statistical techniques. Simple steps are given for finding a cutoff point in the response from a repetitive survey. This procedure can be used to estimate the aggregate value of the characteristic being measured without waiting for a complete count from the survey. This is a useful technique when the reference periods are repeated at frequent intervals, such as monthly and quarterly, and when the statistical collecting agency is engaged in publishing timely data which must be accurate economic indicators.

The roll forming of oxide powders was studied in a Bureau of Mines investigation to find the conditions and parameters required to make satisfactory ceramic strip. High-quality porous or dense alumina, zirconia, and porcelain shapes were made by sintering strip roll-formed at room temperature from powders containing minor amounts of binder and water. Strips with thicknesses of 0.04 to 0.08 inch and bulk densities from 40 to 90 percent of theoretical densities were made. The parameters most important to formability were particle size, condition of the powders, and roll gap. Other factors affecting quality were speed and surface condition of the rolls, amount and type of binder, water content, and sintering conditions. Ceramic strip was formed at rates up to 78 feet/minute, which is 13 to 23 times faster than reported by previous investigators, and forming was done in a simple and inexpensive roll unit. Reshaping the strip was possible by cutting, grinding, shearing, and stamping. The following innovations were developed that allow roll processing not normally possible with ceramic powders: (1) Fine-sized powders were made into strip by preparing these as partially sintered granules; (2) thick strip was formed by pressure feeding powders into the rolls; (3) flexible strip was made using a rubber-base bonding agent; (4) corrugated strip was formed on shaped rolls; and (5) porcelain strip was densified and reduced in thickness by rerolling while hot.

During a research program to develop improved methods for recovering elemental sulfur and useful sulfur compounds from secondary source materials, the technical literature was searched for pertinent articles on processing methods. This report summarizes results of the literature survey and describes the more important processes that have been used or suggested for recovering sulfur and sulfur compounds from all non-Frasch sources. The bibliography presented represents a survey of the available English language literature on the subject through 1958, with particular attention focused on the period 1950 through 1958. Engineering Index and Industrial Arts Index were the principal guides used in the survey of this period. Chemical Abstracts was used to a limited extent to identify a few key foreign articles and patents. The Sulfur Symposium (4)4 published in November 1950 by Industrial and Engineering Chemistry includes a broadly representative selection of the literature up to 1949. Therefore, this reference was used extensively to locate and list pertinent articles on processing methods reported in the period prior to 1950.

This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. The Bureau of Mines has started an engineering study of oil recovery by miscible-phase displacement. As a preliminary part of the investigation a literature and patent study was made to prevent duplication of work already done, to become acquainted with those actively engaged in research of this type, and to learn where the recovery method has been attempted. This bibliography gives results of this study. The bibliography includes 254 references to U.S. and foreign patents and published literature relating to miscible-phase displacement processes of oil recovery. It is divided into the following sections: (1) U.S. patents, (2) foreign patents, (3) literature references, (4) author index, and (5) publication and source reference. The patents and literature references are listed alphabetically by author by intervals of years. References to February 1963 are included.

Oxidation testing of copper-clad steel strip was performed in a muffle furnace to determine whether copper in contact with steel scrap could be removed by oxidation in an airstream at high temperatures. Substantially all of the copper was oxidized before any significant iron oxidation occurred. The rate of copper oxidation was not affected by contact with iron. Copper oxide scale separated spontaneously from the underlying metal during cooling. Results indicate the possibility of removing light-gage copper coatings and components from ferrous scrap by oxidation in an incineration process.

A new dual-boom remotely controlled roof bolter was designed, fabricated, and then tested in an underground coal mine. Remote-control functions allowed complete bolting cycles to be performed on two booms with both operators located within protective cabs. Capabilities included 3-to 6-foot-long bolts in 5-to 8-foot seams, limited to bolts 20 inches shorter than seam height. Machine was in compliance with all regulations including dust collection, machine lighting, and permissibility.

Systematic leakage surveys of natural-gas transmission lines not only aid in the conservation of gas, but can be made to show direct financial returns of large magnitude. 1. Such surveys reveal the actual leakage from the lines, and indicate repairs to be made in order, to eliminate unnecessary waste. 2. Tests on lines, after repairs are made, show the actual saving that has been accomplished. 3. Tests on newly constructed lines reveal the presence of leakage that should be eliminated before the lines are put into service.

Safety and health professionals recognize that training is a critical element of any effective safety and health program. An extensive literature survey has led the authors to conclude that we are at the beginning of a revolution in training due to changes in the demographics of the workforce, the rapid growth of technology, and the universal ascendance of the information age. Of present major concern in the mining industry is how to provide appropriate training for an aging workforce and concurrently develop training for the expected influx of new and less experienced miners as older workers retire. This report explores the key issues in the changing safety and health training area as identified by the multidisciplinary team of NIOSH researchers who conducted the literature survey. Issues include generational differences between newer mine workers and the present workforce with respect to their physical, psychological, social, and cultural characteristics; their learning styles and work expectations; and the impact of technology. Some preliminary conclusions are offered for future training needs.

Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

"Although coal-mine explosions rank third among causes of underground fatalities, they receive more wide-spread attention than any other accidents in mines because frequently many persons lose their lives in a single disaster. Each bituminous coal-mine explosion endangers the lives of approximately 100 persons--the average number employed underground in a commercial mine. A critical analysis of coal-mine explosions in a restricted district gives a cross-section of relative existing explosion hazards, of common causes of ignitions of gas and dust, and of effective prevention measures. The Safety Division of the United States Bureau of Mines is collecting data on coal-mine explosions in the various States, and this circular is one of a series analyzing the causes and recommending methods for thy prevention of similar occurrences,The data on this circular are based on records of the United States Bureau of Mines and the West Virginia Department of Mines. Unfortunately practically all of the early records were destroyed by fire in the State House at Charleston, W. Va.; the remaining records were made available to the authors by N. P. Rhinehart, chief of the Department of Mines, and his cooperation is gratefully acknowledged.The earliest available reference to coal in West Virginia is that made by John Peter Lally who in 1742 found ""a great plenty of coals"" near a river later called Coal River. In 1809, Nicholas Roosevelt found coal along the Ohio River and used it on the New Orleans, said to have been the first steamboat west of the Allegheny Mountains. In 1810, Conrad Cotts opened a mine near Wheeling and sold coal for domestic purpose in 1812, a mine was opened on the Ohio River opposite Mason City and produced 1,200 bushels of coal that year. In 1840 the total West Virginia coal production was 298,691 tons; in 1863, the production had increased to 444,468 tons, and in 1883, to 2,335,833 tons. During this period apparently most of the coal was extracted from coal outcropping on the hillsides; little danger of gas ignition existed at that time, but explosions from blown-out shots occurred frequently. On February 22, 1383 the West Virginia legislature enacted legislation providing for a mine inspector to inspect the mines of that State, to prevent mine accidents, and to insure properly ventilated mines.In a special report to the Governor on December 31, 1884 the Inspector of Mines reported:We have 5 shafts, in 4 of which there is more or less gas; and in 1 of our drift mines there was an explosion on the 27th day of March 1880, whereby 2 men were killed and a boy badly burned.Table 1 lists 287 explosions in West Virginia coal mines. Several early explosions were listed in the annual reports of the West Virginia Department of Mines as ""blown-out shots"" or ""powder explosions"". The injuries usually were described; explosives accidents have been eliminated from these and other available data, and only those in which dust or gas were involved have been included in this paper as explosions."

The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

The organization of the Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely ant accurately many previously published limits.

BUREAU OF MINES helium plants produced a. record-breaking 477 million cubic feet of this essential element in 1959. The supply of helium was less than the demand before operations were resumed at the Navajo plant in July and begun Sit a. new plant at Keyes, Okla., in August. Helium was in abundant supply after August, and the informal allocation system which had been in use intermittently since 1955 was discontinued Delivery of 26 new tank cars in August and September increased the total in the tank-car pool to 163. Defense and space agencies and the Atomic Energy Commission continued to use more helium in their operations and research.

Southeastern reserves of titanium ores are large, widespread, and ample for anticipated demand. The leading titanium industries are mining and beneficiating sand deposits, principally in Florida, and manufacturing titanium pigments. Most of the mineral output is consumed by the producers themselves. In 1962, 20 percent of the national pigment capacity was in the Southeast.

The U.S. Bureau of Mines has been conducting research on the use of waste-derived zinc as a partial replacement for pure zinc in the electrogalvanizing process. The end product of this process is automotive sheet, which has enhanced cosmetic protection over previously used cold-rolled (CR) steel. In this study, primer-coated specimens of CR and electrogalvanized (EG) steel were subjected to the on-vehicle environment and monitored periodically by electrochemical impedance spectroscopy (EIS) during immersion in 1M NaCI solution. The results of these tests were compared with immersion-only conditions. Scanning electron microscope (SEM) and energy-dispersive X-ray (EDX) techniques were also used to evaluate the corrosion processes and compare them with atmospheric exposure specimens. EIS was found to measure the corrosion associated with on-vehicle exposure, thus providing an excellent screening technique for evaluation of the performance of EG automotive sheet steel.

[This Bureau of Mines report presents results of a survey of underground mining equipment and of two demonstration programs showing the feasibility If quieting; a load-haul-dump (LHD) machine and a personnel vehicle. Typical noise levels are presented for the major machine types used in underground mines, along with estimates of the noise overexposure of miners who operate or work near these machines. General principles of noise control are explained, and the application of these principles is illustrated in the description of modifications made to the LHD machine and the personnel vehicle. The noise control package installed On the persona of vehicle lowered its noise level by 14 dBA after 4 months of operation, and inspection of the LHD machine after 2 1/2 years of operation with the modifications showed its noise level 7 dBA lower than that of the unmodified machine. Noise dosimeter measurements indicated that both machines were in compliance with Federal noise regulations for a typical shift.]
