The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume XI of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

Behavior of hard-burned quicklime was compared with that of soft-burned quicklime in an oxygen converter utilizing oxygen blowing in a rotating cylindrical vessel, set at a 30° to 60° angle to the horizontal and operated at a predetermined speed of rotation. Four pairs of tests were made) each comparing hard lime with soft lime. Three of the pairs differed from one another in the quantity of lime employed) and the fourth differed in blowing time, All four pairs showed an increase in yield when soft lime was used. Three of the pairs revealed that the ratio of the oxygen consumed with soft lime to the oxygen consumed with hard lime was the same as the ratio of metal yield with soft lime to the metal yield with hard lime. The fourth pair contained an error and could not be included. Finally, a close inverse relation was found between the combined iron in the slag and the combined lime in the slag, which can be expressed by the equation pct Fe = 52.67 -0,906 (pct CaO).

The metallic reduction of vanadium chlorides was investigated by the Federal Bureau of Mines as a possible new route for preparing vanadium metal in an effort to develop a production process that would be adaptable to large-scale plant production and would yield metal of uniformly high quality. Vanadium tetrachloride was usually prepared by chlorinating vanadium pentoxide in the presence of carbon. Although oxygen-?free tetrachloride was difficult to prepare this way, it could be prepared by the direct chlorination of vanadium carbide. Lower valent vanadium trichloride was prepared by the thermal decomposition of vanadium tetrachloride. Vanadium dichloride was also prepared by the thermal disproportionation of vanadium trichloride.

The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.

In 1919 the United States was threatened with a shortage of gaso- line. In spite of this well-known fact, a detailed field investigation has shown that in one stage only of handling crude oil the volume of gasoline that evaporates is equal to one-thirtieth of the country's yearly gasoline production. This loss occurs during the few days that the oil is stored on the leases before being taken by the pipe line, and in 1919, in the Mid-Continent field alone, it amounted to 122,100,000 gallons. Large as it is, it is only a part of the loss on the lease. Investigation has further shown that the gasoline in crude oil evaporates from one-half to six-tenths as rapidly as the same gaso- line after being distilled and stored, all evaporative conditions being the same. Many wastes in the oil fields are called "necessary." By this is meant that the cost of preventing the waste is greater than the gain through saving. Evaporation losses have fallen heretofore in this category, but now they must be considered unnecessary. In other words, it is no longer economical for any handler of crude oil to permit losses through evaporation. In accordance with its purpose of seeking to conserve mineral resources, the Bureau of Mines investigated the loss of gasoline by evaporation in the storage and handling of petroleum. Inasmuch as most producers had not decided that their losses justified cor- rective measures and no evidence was available on the comparative losses in various stages of handling the oil, the investigation was limited to determining by experiment and observation the nature and magnitude of evaporation losses, where the greatest losses are, and the factor controlling evaporation.

Of the about 60 million pounds of aluminum used in the Pacific Northwest in 1960, 40 million pounds or two-thirds was used by 10 companies. One of these companies made airplanes and missiles; one manufactured roofing, siding, and tubing; three produced truck tractors, truck bodies, or truck trailers; two made architectural metal products; one made irrigation and industrial products; one was a general foundry; and one was a shipyard. These companies contributed to regional growth by developing markets outside the area; some have worldwide sales. Aluminum consumption increased at an average rate of 7 percent annually from 1954 to 1960. Airplane manufacture, formerly preeminent in aluminum use, no longer was in first place in 1960. By industrial group, the leading users were manufacturers of building products, 30 percent; airplanes and missiles, 22 percent; truck tractors, truck bodies, and truck trailers; 17 percent; general foundries, 5 percent; ships and boats, 4 percent; mobile homes, 4 percent; other transportation equipment, 3 percent; and irrigation equipment and all other products, 15 percent.

Track in underground bituminous coal mines was investigated and technology was taken from other industries in order to obtain information on conditions that impair the safety and efficiency of the track and to develop guidelines and useful information on the construction, inspection and maintenance of mine track. Volume 1 contains information on the investigations, observed track conditions, useful technology from railroads and other industries, derivations of track condition descriptors and limits, conclusions, and recommendations. Volume 2, Guidelines, contains recommended standards and practices for mine track. It includes the relation of track conditions to safe speeds; descriptions and limits for measurable track features, such as gage; descriptions of conditions for track components that are normally not measurable, such as subbase soils; construction requirements and techniques; inspection requirements and methods; and methods for managing and performing track maintenance work. It does not repeat the summary or? derivations. Volume 3, Inspection Handbook, summarizes recommended standards and procedures from Volume II and provides related information for ready reference by inspectors in the mines. As a research product to be used in mines, it does not repeat the summary, derivations or references.

A LOW-TEMPERATURE carbonization assay test is described, and factual data derived from this test are presented. The test procedure outlined in this report incorporates a mild-steel retort of improved design, an accurately controlled method of heating, and a complete collection and condensation system for the solid, liquid, and gaseous products of carbonization. The test described establishes, under closely controlled conditions, the relationship of temperature to yields of products on carbonization. Noncoking or weakly coking coals and other carbonaceous material are particularly amenable to testing by the assay. Mass balances of 100 percent± 0.3 are obtainable by this test. It is believed that the efficiency of the test and the accuracy of the type data obtained have been materially increased.

This report describes exploration, development, and exploitation methods, and summarizes costs at the Stormy Day mine, which was discovered in 1941. Several shipments of tungsten ore were made in 1944 to the Metals Reserve Company, Salt Lake City, Utah. The purchase of tungsten by the Federal Government, which began in 1951, stimulated interest in tungsten, and a successful program of exploration with participation of the Defense Minerals Exploration Administration (DMEA) indicated enough ore to warrant development of the property. Development work comprised drifting, crosscutting, and raising. Shrinkage stoping was used for mining the ore. Operations were suspended in October 1956, when the Federal Government terminated its purchase program. Total production of the mine was approximately 20,000 tons of tungsten ore. INTRODUCTION This information circular is one of a series, prepared in cooperation with various mining companies and published by the Bureau of Mines, relating to methods and costs of equipping and developing mining properties in the United States.

This paper describing mining practice at Morenci, Ariz., is one of a series of articles on mining method, and practice in the various mining districts in the United States. At present (1929) practically all the mineral production in the Morenci district is from the Humboldt mine of the Morenci Branch, Phelps Dodge Corporation. The mining method used is adapted to the type of ore body being exploited; it has been developed by adopting methods used elsewhere and making necessary changes to fit local conditions. Improvements in current practices are still being made.

Lightweight basic refractories suitable for use in some sections of the all-basic furnace were developed. Potential advantages of such refractories are lower weight, improved resistance to thermal shock, and less tendency to spall off the working face. Plant trials in positions not subject to heavy loading or severe erosion seem warranted. Forsterite (2MgO.SiO2), stabilized dolomite (2Ca0?SiO2 + MgO), and chrome-spinel [(Fe,Mg)0?(Cr,Al) 031 refractories were fabricated using bubbles as the principal component in the brick mixtures. Bubbles were blown from melts of the basic raw materials as they were tapped from a conducting-hearth arc-resistance furnace. The bubbles were graded, bonded with synthetic Forsterite plus mineralizers, dry-pressed, and fired to temperatures of 1,600° C. or over in a gas-fired kiln. Refractory properties of the bubble brick were compared with those of insulating refractories made by burning combustibles out or dense brick mixtures. Lightweight refractories fabricated of bubbles were one-third lighter in weight than dense bricks of like materials. Their mechanical strength was satisfactory, and their resistance to thermal shock was excellent. In tolerance to open-hearth slag and in resistance to thermal shock, the chrome-spinel bubble bricks wore the best of the refractories tested. Basic refractories of the insulating type were about 40 percent lighter in weight than dense commercial refractories, but they were mechanically weak and not suitable for superduty service.

Researchers have developed a model to describe airborne respirable dust (ARD) generation on surface coal mine drills. By measuring a few basic parameters and using a graph, a drill operator or engi­neer can estimate the relative severity of drill dust emissions as well as how much of a reduction in ARD can be obtained by changing any given parameter. Geometric parameters include: drill deck cross-sectional area, shroud leakage associated with the deck shroud as well as the operational parameters of bailing air­flow, and dust collector airflow. The rela­tionships yield predictive ARD values which fall in the range measured on oper­ating drills for collector/bailing air flow ratios greater than 2. Overexposure to airborne respirable crystalline silica dust can cause serious or fatal respiratory disease. Exposures of sur­face coal mine rock drillers to respirable crystalline silica are of particular concern. In a 1992 alert on silicosis in rock drillers, the National Institute for Occupational Safety and Health (NIOSH) reported on 23 cases of advanced silicosis (acute, acceler­ated, and chronic) ranging in ages from 25 to 60 with drilling tenures ranging between three and 20 years.1 Most of the cases involved drill operators in their 30?s and 40?s, indicating high silica exposure levels are associated with their occupation. A more recent lung x-ray surveillance study of a 664 volunteer population of surface coal miners showed that the prevalence of silicosis-like abnormalities was 9%.2 The two most significant factors associated with these abnormalities were increasing age and years of drilling experience.

Oil shale, a long-considered potential source of motor fuel in the United States, is found over an extensive area in the Green River formation in Colorado, Utah, and Wyoming.4/ Oil has been retorted commercially from shale in Scotland for many years,5/ and work done by the Bureau of Mines and other investigators has shown that it is technically feasible to extract oil from American shales.6/ By refining, the shale oil may be converted into marketable products similar to those manufactured from crude petroleum. The need for a simple, very sensitive, and accurate method for the determination of benzene in blood and urine vas evident throughout a recent study of chronic benzene (C6H6) poisoning conducted cooperatively by the United States Bureau of Mines, The Barrett Company, and the producers of benzene. A combustion method which will be described in a later publication, and a previously described/ adaptation of Smyth's method were developed and used during that investigation. The adaptation of Smyth's method gave satisfactory results when dealing with exposure conditions that produced chronic poisoning in a comparatively few days, but it was time-consuming; and lacked the accuracy necessary for a study of the absorption, distribution, and fate of benzene in the body during exposure to threshold concentrations of benzene vapor in air. The combustion procedure was satisfactory from the standpoint of sensitivity but was cumbersome, intricate, time-consuming, and required the use of special and somewhat expensive Physical and chemical apparatus. Following the termination of this study of chronic poisoning, possibilities ides for developing better methods occurred, and these have been investigated by the Bureau of Mines with the aid of Relief Works Division personnel microcolorimetric method for the determination of benzene in air has been described recently.6/ The present report deals rich the adaptation of this new colorimetric method to the determination

Reconnaissance studies of beach sands along the eastern part of the Gulf of Alaska were conducted by the Bureau of Mines to determine if any of these coastal areas warranted investigations as possible sources of valuable minerals. Because of difficult access and limited transportation facilities only a minimum of sampling, surveying, and camping equipment is utilized to obtain spot samples from key areas as well as information indicating the location, size, and character of the deposits. Such data were obtained from beaches located along approximately 247 miles of the Gulf of Alaska coastline during parts of the 1957 and 1958 field seasons. A total of 201 3-inch-diameter auger holes, spaced roughly at 1 mile intervals, were bored by hand methods to depths ranging from 3 feet to 27 feet; also 33 shovel samples were collected from selected localities. Samples were reduced to a rough concentrate in the field by panning; the rough concentrates were shipped to the Bureau of Mines laboratory at Juneau for further concentration and for petrographic and chemical analyses. Particular attention was given to the heavy-mineral content of the concentrates, although the types and relative amounts of rock-forming minerals were also determined. The reconnaissance indicated that, generally, the valuable mineral content of the beach deposits was too low to be of further interest except in the vicinity of Yakutat and Lituya Bays where erratic but possibly significant concentrations of magnetite and/or ilmenite were found. At Yakutat, about 20 miles of beachline extending southeasterly from Ocean Cape, yielded samplas containing from 1 pound to over 300 pounds of iron and from a trace to over 100 pounds of titanium dioxide (TiO2) per cubic yard of beach material. However, the higher grade samples represented local concentrations of minor importance. The general tenor of the Yakutat beach, as indicated by the airthmetical average of 27 auger-hole samples, is about 35 pounds of iron and 20.5 pounds of titanium dioxide per cubic yard of beach material. An electrical method for the continuous determination of propagation velocities in opaque, confined explosives, and propellants is described. A resistance element imbedded in the reactive material generates electrical signals that are displayed oscillographically and indicate the position and progress of a reactive zone associated with progress of a reactive zone associated with burning or detonation. The method is applicable to both solids and liquids.

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. The increased consumption and importation of fluorspar and cryolite (1)3/ in recent years, and especially the addition of fluorine compounds to drinking water in the United States, have aroused renewed interest in the properties of such compounds and possible health hazards incident to their use. It has been suggested that the issuance of a revision and elaboration of Information Circular 7311, The Hazards of Hydrogen Fluoride Poisoning in the Mineral and Allied Industries, which hay been out of print for some time, would be opportune. Fluorine minerals have been known since the Middle Ages. Fluorine was isolated in 1886 by Moisson (2).

This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.
