Indonesia is poised to become a major player in the Pacific Rim thermal coal markets. Although the colonial Dutch developed numerous coal mines in the late 1800's for steamship bunkers and domestic fuel, Indonesia's coal industry has only recently begun to actively participate in the growing global marketplace. This export coal is primarily the result of the commercial development of coal mines in eastern Kalimantan by foreign contractors. From virtually no coal exports in the late 1980?s, Indonesia's coal industry has increased its exports to approximately 15 million metric tons (Mmt) in 1992. In 1992, Indonesia was the world?s sixth largest exporter of steam coal, By the year 2000, Indonesia projects that it will supply approximately 25 percent of the seaborne thermal coal requirements of the Pacific Rim countries. Although limited quantities of this coal may enter the European and U.S. markets, high qualities, low production casts, and favorable transportation rates will make Indonesian coals very competitive in the rapidly growing Pacific Rim markets. This study examines the Indonesian coal mining industry and compares it to the U.S. coal mining industry. This report is the sixth in a series of coal exporting country studies requested by the House Appropriations Committee. Previous studies examined the Colombian, Canadian, Australian, South African, Polish, and Venezuelan coal industries.

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. The Bureau of Mines studied copper-nickel minerals (mainly sulfides) of the Duluth Gabbro Complex in north-eastern Minnesota to determine their response to selective high-temperature sulfatization techniques. The gabbro, containing 0.44 percent copper and 0.13 percent nickel, was ground to minus 325 mesh and sulfatized in a heated, rotating, stainless steel bench-scale retort. Tests demonstrated that over 95 percent of the copper and 80 percent of the nickel can be converted to water-soluble sulfates, depending upon the roasting conditions employed. Yield equations were developed using regression analysis for predicting the extraction of copper and nickel between the temperature limits of 520° to 670° C, the roasting time limits of 3 to 7 hours, and S02 limits of 10 to 40 percent in S02-air mixtures.

An experimental and analytical investigation was conducted on a recoverable pit bottom buffer. Work was conducted at the Colorado School of Mines using the U.S. Bureau of Mine-s free fall test tower. The four-sided butter, one of several designs by Cable Belt Ltd., was constructed of reinforced rubber slabs. The kinetic energy of falling weights, 1670 to 6000 lb, was absorbed by the flexure of rubber slabs loaded along their edge. A series of constant energy, 3000 ft-lb and maximum design velocity, 600 fpm tests were conducted. Static testing of the buffer established the load-deformation behavior. A large hysteresis loop plotted above and below the data published by the manufacturer. Creep was evident during; the loading Lend unloading cycle. Electronic instrumentation measured deceleration using your accelerometers; overall and intermediate movement was found from four displacement transducers; bending strains were recorded at four locations; and base reactions were measured by using four load cells. Data were recorded on tape and played back on a recording oscillograph. High speed movies were taken of all the tests. Symmetry of response and rebounds, when they occurred, were noted. From the displacement-time and load-time data, maximum decelerations were calculated by four methods and different assumptions. Good agreement was found from these approaches. Impact loads ranged from a low of 0.7 to a high of 6.1 gs. A dynamic computer model was written for the response of the buffer. Displacement-time, and acceleration-time plots show close correspondence with experimental data for the ten experiments. Data from accelerometers, displacement transducers, strain gages, and load cells are included. The computer program listing, and displacement-time acceleration-time plots are also presented.

Laboratory and pilot-plant tests of spodumene-beryl pegmatites of the Kings Mountain, N. C., area resulted in development of a new and improved method by the Bureau of Mines for separating and recovering spodumene, mica, and beryl. The process was successfully applied to other domestic pegmatites and a spodumene flotation-plant tailing containing about 0.5 percent beryl. The method comprised soap flotation of the spodumene, using combinations of sodium fluoride and lignin sulfonate as conditioning agents to recover 80 to 85 percent of the contained lithia in concentrates assaying over 6 percent Li20. About 80 percent or more of the beryl was retarded in the spodumene tailing. The beryl subsequently was activated, floated, and cleaned in a secondary circuit to yield beryl concentrates containing 6 to 7 percent BeO. The tests also demonstrated that a good recovery of high-grade mica could be produced.

A mathematical modeling method was developed by the Bureau of Mines for the prediction of the principal equilibrium species in the solvent extraction of copper. The use of models for predicting the amount of metal extracted can reduce the amount of experimental work required to characterize a system for purposes such as optimization studies. Models were developed for the extraction of copper from ammoniacal sulfate and carbonate solutions with commercially available extract ants commonly used by industry. Results from laboratory shakeout tests compared well with predictions of the equilibrium concentrations of copper and pH values. For example, the loading of copper onto the solvent was predicted for most cases within ±S pct of the measured values, and the pH to with-in ±O.l pH unit in sulfate systems and ±O.2 pH unit in carbonate systems. Both mechanistic and empirical extraction equations were developed from laboratory data for copper and ammonia. The empirical-based models were slightly more accurate than were the mechanistic-based mod-els. Industrial level concentrations of the aqueous and organic constituents were used in this work. Independent variables included copper concentration, ionic strength, and initial pH of the aqueous phase; extractants, diluents, and their concentration in the organic phase; and temperature.

"In smelting operations, finely divided material called ""flue dust"" is carried by the moving gases from the roasters and furnaces; it is partly settled and recovered in the flue system. The flue dust from copper smelters contains a high percentage of copper, usually some gold and silver, and occasionally other valuable metals. It is too valuable to throw away and in present practice is returned to the smelting furnaces for re-treatment. A part of this material again passes out with the gases and forms a circulating dust load in the system. The dust that passesout of the stacks into the atmosphere is an important source of loss in copper smelting. Loss of values also occurs by dust being blown away while in transit from the flues back to the furnace, and of course the greater the amount of rehandling the greater this loss.Dust carried in the gas currents causes corrosion of the roof arches in reverberatory furnaces. Returning flue dust to the furnace increases the quantity of suspended dust. Corrosion reduces the life of the arches and shortens the length of furnace campaigns; also the corrosion of arches limits the temperature at which a furnace may be operated. Every ton of material that must be re-treated in the furnaces reduces correspondingly the amount of new ore or concentrates that could be smelted.As the present tendency is toward finer grinding in flotation plants smaller particles will need to be treated at the smelters, increasing the difficulty of preventing losses in flue dusts. Many schemes and processes for a more economical method of treating flue dust have been proposed or tried, but in the main none of them has been successful."

To further investigate the potential of precast concrete sets as a support medium for underground mines, the Bureau of Mines designed an eight-piece precast reinforced concrete drift set for a small opening. Twenty-two sets of three different member sizes were tested to destruction under two loading conditions. A discussion of the test results and typical failure patterns is presented.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

This report is the third of a series on convergence of roof and floor in coal mines and subsidence of surface that accompanies it. The first paper5/ dealt with extraction in a mechanized mine (Montour 10) having relatively short rib lines that retreat rapidly. The second dealt with extraction in a mine (Crucible) in which coal was loaded. by hand and in which the rib lines wore long and slow-moving. The present report deals with a mine (Gibson) in which conditions approximated those in the Crucible mine, except that the distance between room centers was considerably less and the pillars were narrower in consequence. Moreover, the average cover was less and the studies were made under the steep hillside of a stream valley compared with a gently rolling surface over the portions of the second mine studied. Gibson mine lies in the east-central hart of Washington County, Pa. , approximately midway between the Montour 10 end Crucible mines on a north-south line. A cooperative agreement covering the work was made with the Hillman Coal & Coke Co. through W. L. Affelder, vice president. This paper describes the methods used in the investigation, gives excerpts from the data obtained, and offers such generalizations as appear to be justified.

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

Roof support systems, longwall shields in particular, have persistently grown in size and capacity for the past 25 years. Why is this? Is it a good thing or is it unnecessary? What are the consequences of this “bigger-the-better” design philosophy? Rarely do we see a “one size fits all” approach to roof support except when it comes to longwall shields, where the historical trend for new procurements is to simply purchase the highest capacity support you can buy. Does high capacity ensure failures will not occur? The answer is no! The highest capacity tailgate supports are typically the ones that fail the most often. What does this tell us? It tells us that there are fundamental aspects of support design and ground control that we still do not understand or recognize when designing a support system. This paper provides an interesting evaluation of these issues and proposes a different approach to support design that attempts to match the support performance characteristics to the ground behavior. Along the way, some of the old premises of support design will be discarded, and new “controversial” ideas developed. Thinking outside the box never hurt any industry. Mining has made it a common practice.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was clone through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will he useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetimes. Alkalized alumina (an active form of sodium aluminate) has been considered as a sorbent for the removal of sulfur dioxide from industrial flue gases. Four rate equations, each based on a different mechanism, were compared with the results of thin-bed sorption tests. It was found that each equation agreed with the experimental results, within experimental variance, over most of the range of sorption studied. First-order rate equations were generally satisfactory in explaining both sorption and regeneration. It is concluded that the equations developed are adequate for the design of commercial fluidized beds for the sorption of SO2 from industrial flue gases and regeneration of the alkalized alumina.

The point estimation method can be applied to the safety factor (SF) equation for any specified rock slope failure mode (such as plane shear, step path, or wedge) to obtain reliable estimates of the mean and standard deviation of the SF probability distribution. A gamma probability density function is recommended for modeling this probability distribution, because it allows only for positive values and is flexible enough to provide symmetrical shapes and right-skewed, exponential-type shapes for the SF distribution. The mean and standard deviation define this distribution, which then can be integrated numerically from 0 to 1 to obtain the probability of sliding, PS (portion of the SF distribution where SF < 1.0). The overall probability of failure, PF, for the potential slope failure mass is the joint probability that the rock discontinuities are long enough to allow kinematic failure (PL) and that sliding occurs along the rock discontinuities (PS); that is, PF = PSPL. This method for estimating the probability of sliding is extremely efficient computationally, and thus, expedites slope stability simulation routines used by NIOSH software to stochastically describe rock slope behavior and assist the engineer in designing catch benches for large rock slopes. Enhanced bench design translates into increased operational efficiency and safer working conditions in open pit mines and quarries.

The microstructures of a CF2Br2-inhibited methane flame and its uninhibited analog have been determined using molecular beam-mass spectrometry. The slightly lean flames were stabilized on a cooled porous plug burner at reduced pressure. Composition profiles of stable, intermediate, and radical species and temperature profiles were obtained. Comparisons of the uninhibited and inhibited flame profiles revealed the following inhibition effects; a shift of the primary reaction zone to higher temperatures, a higher maximum flame temperature, an increase in the CH3 concentration, and a reduction in the H2CO, H, 0, and OH concentrations. Kinetic analyses of the data yielded rate coefficients at flame temperatures for the reactions H + CH4 ? CH3 + H2, H + O2 ? OH + O, CO + OH ? CO2 + H, and CH3 + O ? H2CO + H. CF2Br2 is judged to decay by thermal decomposition and abstraction reactions.

Centrifugal model embankments with varying geometries and materials were constructed of- coal waste material, accelerated From 100 to 120 times earth&apos;s gravity, and subjected to various throughflow rates until failure occurred. Complementary laboratory tests were performed on the waste materials to obtain strength and permeability parameters for analytical calculations to predict observed centrifugal model behavior. Failures in the form of deep.-seated failure, or erosion and sediment transport or a combination of both, occurred in model embankments with 1V:1-1/2H and 1V:2H slopes when the phreatic surface due to seepage exited on the downstream slope: Positive seepage control, i.e., a toe drain successfully prevented sloughing and failures. Slope stability analyses agreed well, albeit conservatively, with observed model performance. Factors of safety ranged from 0.7 to 1.02 at the instant of failure for models with retrogressing slips as compared with 1.05 to 1.7 for stable embankments, These models verified existing criteria of a minimum safety factor of 1 3 and the necessity of positive seepage control.
