An explosive may be defined as a substance (usually a mixture) that has the property of yielding, readily to combustion or oxidation upon application of flame or shock, the combustion or oxidation process being rapid and accompanied by formation of such relatively large quantities of gases that much violence and pressure are produced; these, in turn, react against their surroundings and cause what is termed an explosion. By their very nature their action is destructive and disruptive of adjunct materials; hence, all explosives axe potentially hazardous and every type of explosive, irrespective of its relative safety, should be handled, .stored, and used with utmost care at all times and under all conditions. It should always be remembered that any explosive can be rude safe only in certain of its features and under certain conditions and circumstance. If these facts (and they certainly are facts) are always kept in mind, most of the modern types of explosives can be utilized advantageously in our industrial life and with a considerable degree of safety. That commercial explosives can be handled. safely is borne out in part by the fact that in the past 15 years at least 3,000,000,000 pounds of the commercial explosive dynamite have been transported by railroads in the United State, without injury to any person, insofar as available records indicate.

On 26 August 1971, the Bureau of Mines, through the Spokane Mining Research Center at Spokane, Washington, approved initiation of the evaluation of oscillatory energy toward enhancing flow of polymer into shale. The effort was an outgrowth of work performed under Bureau of Mines Contract H0210055, "Feasibility Study of Surface Impregnation equipment for the Chemical Stabilization of Coal Mine Structures," wherein feasibility of the impregnation concept was expressed and the detailed design of a machine for impregnation of coal mine roofs with polymer (under static pressure head) accomplished. Under these efforts, the potential enhance¬ment of polymer uptake into the shale thru superposition of oscillatory energy on the static impregnation pressure was suggested. A proposal for investigation of this phenomena entitled "Feasibility Study of the Application of Oscillatory Energy as an Aid to Afford Chemical Stabilization" was presented to the Bureau whereupon a three month program for initiation of investigation was approved.

"The U.S. Bureau of Mines and Michigan Technological University (MTU) are collaborating to develop an apparatus for measuring diesel tailpipe emissions in underground mines. A tailpipe emissions measurement apparatus (EMA) is described that dilutes diesel exhaust and measures the concentrations of diesel particulate matter (DPM), CO, CO2, NO, and NO2 at known dilution ratios.The EMA was evaluated by side-by-side comparison of its measurements with those by laboratory grade instruments. Concentrations of CO and C02 measured by the EMA were usually within ± 14 pct of concentrations measured by laboratory-grade instruments for CO and ±20 pct for C02• EMA measured DPM concentrations were, on average, 29 pct lower than those measured by laboratory-grade instruments, with the differences being fairly consistent. The CO and C02 differences are related to the method of calculating the EMA's dilution ratio, and the difference in DPM concentrations is attributed to thermophoretic and/or condensation losses related to the EMA's unheated sample probe. Preliminary analysis of data obtained with a heated sampling probe and modifications in the sampling procedures have indicated reduced variability in DPM and in the calculated dilution ratios."

The contemplated use of dichloro-difluorco methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for public buildings and possibly homes, brims attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorino compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines as requested to make a laboratory study of the toxicity and potential hazard, and it was ca the oasis of the results is of this work and the results of a preliminary investigation made in another laboratory6 that the compound has been selected for commercial use. The investigation conducted by the Bureau of Mines is still in progress, enough information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. The following is a summarized report of the work completed to date:

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between, the Coordinating Fuel Research (C.F.R.) Committee of the Coordinating Research Council (C.R.C.) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.-4/ Further reports have been issued describing motor gasolines sold during the succeeding summers and winters to the summer of 1941 and during the winter of 1942-43 and the summer of 1943 5/ No reports were made on motor gasolines sold during the winter of 1,) 41-42 and during the summer of 1942. The present report presents analytical data for 1,356 samples, representing the products of approximately 103 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines - and each group has been averaged separately. The number of samples, items and brands comprising each group is as follows: Regular-price, 770 samples, 286 items, and 94 brands; premium-price, 537 samples, 236 items, and 72 brands; third-grade, 49 samples, 31 items, and 18 brands. "In the land-pebble district of Florida a lively interest in the possibilities of obtaining increased recoveries of phosphate rock is evident. Research in several directions is being carried on by companies operating in the district to increase the yields obtained by the washing plants. The Bureau of Mines is cooperating with this research program to promote more efficient plant practice and to avoid unnecessary depletion of mineral resources.Washing practice, as carried on in the district at present for the recover of phosphate rock from the crude ores or matrix, is not a complicated process. Flow sheets of the several companies are similar, although the equipment varies with the preferences of the individual operators. For disintegrating the matrix log washers are favored, although revolving drums equipped with flights to break up lumps of clay are also used. Fine sand is removed by screening. Vibrating screens have become well established in the district, although stationary flat screens and trammels are also employed.The writer acknowledges with appreciation the cooperation of the phosphate companies in the land-pebble district; suggestions and criticism by Will. H. Coghill, supervising engineer, Ore Dressing Section of the Bureau of Mines; and the laboratory assistance of J. O. Davie, J. W. Pamplin, and E. Roca, cooperative fellows of the University of Alabama.Losses in the Finer SizesOf the phosphate that is not recovered by present washing methods the greater portion is in the finer sizes. In these sizes the phosphate grains are accompanied by grains of sand - largely quartz - of the same size, and recovery of these phosphate grains as a commercial product is not possible by simple washing methods. Phosphate recoveries approaching complete extraction can only be effecte by applying metallurgical processes, either mechanical or chemical. As yet, most of these processes have not advanced much beyond the laboratory or perhaps the pilot-plant stage. Such processes may have some application to the beneficiation of phosphatic ores or washer rejects, but a discussion of them is not within the scope of this paper."

Reduce injury to people or damage to equipment when a scheduled production blast is detonated. Approach The essential elements of an effective blast area security system were identified through case studies of five mining operations where the blast area guarding practices were considered to be superior to those generally found in the industry. These elements were used in making recommendations for improved blast area safeguarding practices. Background The blast area security system is a means by which the mine operator prevents injury to people or damage to equipment when blasting is performed. Analysis of blasting accidents showed that most blasting accidents occur during scheduled blasting and are due to inadequate blast-site security. Factors contributing to the system's breakdown are failure to clear the blast zone, inadequate guarding. and failure of personnel to follow instructions, retreat to a safe location, and/or take adequate cover. Mine personnel, visitors and even trespassers can inadvertently wander into a blasting zone unless proper procedures exist to ensure that all personnel are cleared from the blast zone and kept safely away until after blasting IS completed. Statistics show that the blaster is the miner most frequently injured In these accidents.

As part of the Bureau of Mines subactivity in secondary resource recovery and to expand the Nation's mineral base, the Tuscaloosa Research Center made characterization and preliminary beneficiation studies of the waste residues from various coal-conversion processes: from pilot plant tests of the Synthane process for coal gasification, the Synthoil process for coal liquefaction, and the solvent-refined coal (SRC) process for sulfur removal from coal. Those coal conversion processes selected for this study were based on the availability of pilot plant samples. Physical, chemical, and mineralogical examinations of the wastes made to determine the mineral content prior to physical beneficiation tests indicated that in addition to significant quantities of carbon, some trace elements offer potential for concentration.

The Asia and the Pacific region has large mineral resources of antimony, barite, bauxite, bismuth, copper, fluorspar, gold, graphite, iron ore, magnesite, mica, rare earths, salt, talc and pyrophyllite, titanium, zinc, and zirconium. The region overall lacks large resources of oil and natural gas, but it has large resources of anthracite and bituminous coal. In terms of exploitation, many minerals, metals, and fuel are produced in significant quantities in the Asia and the Pacific region as shown in table 1. Collectively, the area accounts for a substantial amount of the world production of antimony, barite, bauxite, fluorspar, gold, graphite, ilmenite and rutile, iodine, iron ore, lead, magnesite, manganese, nickel, salt, tin, tungsten, and zinc. Total coal production of the region exceeds 1.6 billion metric tons. The production of bituminous coal accounts for more than 80 % of the total output. China is the region's largest coal producer, with an output of almost 1.1 billion tons. Other major producers are Australia and India. The combined production by Australia, China, and India is more than 1.5 billion tons or 93 % of the area's output. The remainder of the coal output in the region comes from Afghanistan, Cambodia, Indonesia, Japan, the Korean peninsula, Malaysia, Mongolia, New Zealand, Pakistan, the Philippines, and Taiwan. The production of crude oil throughout the Asia and Pacific region is close to 2.4 billion barrels. China and Indonesia together account for 67 % of the total output. The remainder of the output is primarily from Australia, Brunei, India, and Malaysia. Indonesia is the largest producer of natural gas in the region with an output of close to 58 billion cubic meters, followed by Malaysia and Australia with 23 and 22 billion cubic meters, respectively. Other producers in the region of lesser stature by output include Brunei, China, India, and Pakistan.

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. However, the comparatively low grade and small size of the known ore bodies, the small demand for cobalt, and. the lack of adequate roads throughout the region precluded extensive exploration of the early discoveries in the area. Recent advances in alloy metallurgy, accentuated by wartime activities, greatly increased the demand for sources of domestic cobalt. Beginning In 1941, engineers of the Bureau of Mines conducted an examination and exploration program in the Blackbird district. This work was supplemented by an exploration program by engineers of the Howe Sound Mining Co., 730 Fifth Ave., New York 19, N.Y.

Research conducted over the past 20 years in France, Great Britain, and the United States on the use of the large-hole burn cut has established cer¬tain advantages for this system. Advantages include longer pull and more complete fragmentation from blast rounds. However, research is needed to establish a set of parameters for optimum performance. As part of the Bureau of Mines Advancing Mining Technology for Marginal Resources program, the Twin Cities Mining Research Center, Twin Cities, Minn., acquired a horizontal rotary drill capable of boring holes up to 24 in. in diameter. This was used for a series of underground experiments at White Pine mine, White Pine, Mich., during 1973. Exceptional results were obtained with a 12-1/4-in void hole that yielded up to 18 ft of pull in a 10- by 20-ft drift, Fragmentation was excellent, and the compactness of the muck pile facilitated loading.

Operating mine haulage trucks near the crest of stockpiles and waste dumps is a potentially hazardous practice often resulting in a localized slope failure and a dump point accident. The U.S. Bureau of Mines has developed a computer code (INSLOPE3) based on the kinematic method of limit analysis which determines an admissible truck weight (upper bound value) for varying distances from the slope edge. The program considers the material strength parameters, slope geometry, and inertial forces induced by vehicle braking. The program can be utilized to assist in the determination of safe operating distances for a haulage truck from a slope edge, the development of safe vehicle operating procedures, and the admissible weight for a static concentrated loading near the crest of an otherwise stable slope. This report provides information on the use of INSLOPE3, interpretation of the results for mining applications, and instructions for acquiring a copy of the software.

Zinc, silver, copper, and tungsten are the principal minerals in Dardanelles RARE II area (No. 4982). Zinc with associated silver and copper occurs in a persistent shear zone in metasedimentary rocks and in a massive sulfide vein; tungsten occurs as disseminated scheelite in a tactite zone along a metasedimentary-intrusive rock contact. Since 1883, approximately 100 lode mining claims have been recorded, mainly it the eastern portion of area No. 4982 (fig. 1). Extensive workings on the Alhambra Prospect indicate past production; however, no records were found for the prospect. At the Alpine Mine, 500 tons of tungsten ore had been mined before 1943 (Hopson, 1943, p. 1) and possibly 1,000 tons of tungsten ore mined by 1947 (Benson, 194/, pp. 2).

Seals are barriers constructed in underground coal mines throughout the United States to isolate abandoned mining panels or groups of panels from the active workings. Historically, mining regulations required seals to withstand a 140-kPa (20-psig) explosion pressure. However, the Mine Improvement and New Emergency Response Act (“MINER Act”) requires the Mine Safety and Health Administration (MSHA) to increase this design standard by the end of 2007. This report provides a sound scientific and engineering justification to recommend a three-tiered explosion pressure design criterion for new seals in coal mines in response to the MINER Act. Much of the information contained in this report also applies to existing seals. Engineers from the National Institute for Occupational Safety and Health (NIOSH) examined seal design criteria and practices used in the United States, Europe, and Australia and then classified seals into their various applications. Next, the engineers considered various kinds of explosive atmospheres that can accumulate within sealed areas and used thermodynamic calculations and simple gas explosion models to estimate worst-case explosion pressures that could impact seals. Three design pressure-time curves were developed for the dynamic structural analysis of new seals under the conditions in which those seals may be used: unmonitored seals where there is a possibility of methane-air detonation or high-pressure nonreactive shock waves and their reflections behind the seal; unmonitored seals with little likelihood of detonation or high-pressure nonreactive shock waves and their reflections; and monitored seals where the amount of potentially explosive methane-air is strictly limited and controlled. Figure 1 is a simple flowchart that illustrates the key decisions in choosing between the monitored or unmonitored seal design approaches and the three design pressure-time curves. For the first condition, an unmonitored seal with an explosion run-up length of more than 50 m (165 ft), the possibility of detonation or high-pressure nonreactive shock waves and their reflections exists. The recommended design pressure-time curve rises to 4.4 MPa (640 psig) and then falls to the 800-kPa (120-psig) constant volume (CV) explosion overpressure. For unmonitored seals with an explosion run-up length of less than 50 m (165 ft), the possibility of detonation or high-pressure nonreactive shock waves and their reflections is less likely. A less severe design pressure-time curve that simply rises to the 800-kPa (120-psig) CV explosion overpressure may be employed. For monitored seals, engineers can use a 345-kPa (50-psig) design pressure-time curve if monitoring can ensure that (1) the maximum length of explosive mix behind a seal does not exceed 5 m (16 ft) and (2) the volume of explosive mix does not exceed 40% of the total sealed volume. Use of this 345-kPa (50-psig) design pressure-time curve requires monitoring and active management of the sealed area atmosphere. These design pressure-time curves apply to new seal design and construction.

The Millet copper deposit is on the north shore of Iliamna Lake in southwestern Alaska. Copper mineralization occurs in a zone of altered limestone .adjacent to and intruded by a diorite porphyry with some diabase facies. During 1949 and 1950, the Bureau of Mines investigated this prospect as a part of the U. S. Department of the Interior program in Alaska for the development of critical and strategic minerals. Field work was begun August 8, 1949; it was recessed November 28, 1949, because of inclement weather. The work was resumed Nay 28, 1950, and completed July 3, 1950. The program of investigation by the Bureau of Nines included topographic surveying, machine and hand trenching, diamond drilling, and sampling the zones of mineralization. This report outlines the general geology of the area, gives a description of the deposit, and contains the factual data resulting from work by the Bureau of Mines.

Instrumental analysis is an indispensable tool to many phases of research on rare-earth metals and their compounds; therefore, the development of new and improved instrumental techniques is essential. This report describes an emission spectrometric analytical method using direct-current carbon-arc excitation of various rare-earth-oxide mixtures. Lanthanum oxide serves the dual purpose of an internal standard and a constant major constituent. The versatility of the method was demonstrated by three different applications: (a) Analysis of complex rare-earth concentrates; (b) determination of impurities in high-purity rare-earth oxides; and (c) detection of rare-earth elements in other types of matrices, such as those resulting from beneficiation of rare-earth ores. The average error of analysis in the concentration range of 0.2 to 10.0 percent was 14.6 percent for a group of complex synthetic mixtures of rare-earth oxides. An average error of analysis in the concentration range of 0.05 to 0.50 percent was 21 percent for a group of high-purity rare-earth oxides.

The 53 countries that constituted Africa in 1990 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, the titanium minerals-ilmenite and rutile, vanadium, vermiculite, uranium, and zircon. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States. Despite the underdevelopment of much of Africa, mineral raw materials playa very important part in the national economies of many of its countries. In many cases, the production of minerals is the dominant economic activity in the country, often having the largest and most sophisticated work force. In several countries, one or two mineral commodities are dominant in a weakly diversified economy. Among these are petroleum and diamonds in Angola, petroleum in the Congo, gold in Ghana, bauxite in Guinea, uranium in Niger, phosphate in Senegal and Togo, and copper and cobalt in Zaire and Zambia.

"INTRODUCTION The strategic importance of zinc warranted investigation of the Silver Eagle zinc prospect, which was first examined by an engineer 3/ of the Bureau of Mines in January 1943.From October 12, 1943, to March 16, 1944, the Bureau explored the deposit by trenching, core drilling, and sampling to establish the amount and grade of ore and to test for the presence of sulfide-ore minerals at depth.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. "INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese ore 5/ from the widespread domestic manganese and manganiferous iron deposits.Samples were received from the Stance property in southwestern Virginia, 12 miles northwest of Stoney Gap, in Bland County.The Stange mine is situated on the crest of Flat Top Mountain and is developed by open-cuts extending over several acres. The manganese deposit occurs in the Oriskany sandstone largely as a replacement of the sandstone, to some extent as breccia filling in the crusted parts of the sandstone, and as veins along joints, and bedding planes.The mine was first worked in 1917 and was operated during the war years. A long period of idleness was followed by intermittent operations in recent years. A small log-washing plant, consisting of a 20-foot log washer, was operated 1-1/4 miles northwest of the mine. The log-washer concentrates were crushed to minus- 1/2 inch and then washed in a second log washer to remove as much of the siliceous sandstone as possible. According to a communication from the operator, the double-washed concentrates were jigged and the jig concentrates marketed without further beneficiation."

This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.
