Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility, steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis is easy to obtain, provided that a normal top discard is taken, as is always the case in steels poured with hot-top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel. For a large tonnage of steels which go into articles manufactured by deep-drawing processes, killed steel has never been successfully applied because with the present deoxidation practice, low-carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, - that is to say, deoxidized with manganese and perhaps a small amount of aluminum, - the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper-central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low-carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel.

In the course of another investigation4 during 1926 and 1927, samples of water collected from a few abandoned coal mines indicated that their drainage was usually lower in acidity than water from active mines in the same locality. In order to determine whether this condition might have a bearing on the advisability of sealing abandoned mines, a number of such mines were visited, samples of drainage were collected, and as much information as possible was obtained from officials of the mining companies and older residents of the district. This paper presents data on the limiting (minimum) oxygen concentration (LOC), in the presence of added N2, of methane (CH4), propane (C3H8), ethylene (C2H4), carbon monoxide (CO), and hydrogen (H2), and some of their binary mixtures. It also addresses the issue of the flammable concentration (flammability) limits of these pure gases in air. The study is based on spark ignited explosions in large, spherical laboratory vessels (120-L and 20-L) using a 7% pressure-rise criterion for explosion propagation. The results of the study are compared with the older values which used long flammability tubes with a diameter >5 cm together with visual evidence of substantial upward propagation. They are also compared to results reported recently using a 12-L spherical flask with a visual flame propagation criterion. Finally, they are compared to results reported in Europe using more modest flammability criteria and smaller chambers. The findings reported here show excellent agreement between the 120-L and 12-L results, good agreement with the 20-L results, and reasonable agreement with the earlier flammability tube values for the lower flammability limits. They disagree, however, with the more conservative European values. These results and those from the 12-L experiments also feature lower LOCs than are given by traditional flammability tubes. A model for the LOCs of such fuel mixtures based on the Le Chatelier mixture rule for lower flammable limits is seen to reasonably fit the observed results on binary mixtures and can accommodate more complex mixtures as well. One such set of ternary mixtures containing CH4 and 1:1 CO:H2 is well fitted by the model.

This paper is one of a series being prepared by the Bureau of Mines describing; gypsum mining and crushing methods and costs at various operations throughout the, United States. These papers are designed to dissemminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole; on the other hand, operating costs are essential to the technical discussion and. study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the mining and primary crushing methods employed at the plant of the Ebsary Gypsum Co., Inc., Wheatland, Monroe County, N. Y. This company is capable of maintaining a maximum yearly production of 220,000 tons of crushed gypsum, thereby ranking as one of the largest gypsum operators of the State. The methods and practices employed typify the standard methods followed by gypsum producers in western Now York State, The bed of gypsum mined lies only 35 feet beneath the surface and is above average thickness for this vicinity.

This Bureau of Mines report describes methods to electrodeposit erosion-resistant titanium diboride coatings from molten alkali metal borate baths at 900° C. These coatings have been shown to be highly resistant to material loss during impingement with high-velocity alumina and silicon carbide powders, and they show promise as protective coatings to reduce metal loss in erosive chemical environments, such as coal gasification systems. The most erosion-resistant coatings were prepared on nickel, Inconel, and molybdenum from an electrolyte containing LiBO2, NaBO2, Na2Ti03, and TiO2. The best coatings were deposited at current densities of [~]20 ma/cm2, using titanium or titanium diboride anodes. Erosion-resistant coatings were shown to exhibit (1) a high degree of crystallographic orientation along the (100) or (110) planes, (2) a chromium impurity level of less than 3 pct, and (3) a uniform, smooth, consolidated surface appearance when viewed under a microscope or by scanning electron microscopy. Optical spectroscopic studies of the molten electrolyte suggest that the lower valent (+3) titanium ion predominates in the baths.

Domestic production of greensand (glauconite) increased 15 percent in quantity and 13 percent in value compared with that of 1964. Since only two firms were in operation, statistics on production and sales for the year are not reported in order to avoid disclosure of individual company confidental data. The average annual production for the 5-year period 1961-65 was 4,306 tons valued at $200,200. The material was marketed for use as a soil conditioner and a water softener. An article of mineralogical interest was published concerning the New Zealand glauconites.2

The Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and Health (NIOSH) and Thiessen Team USA, Spokane, WA, have developed a pull claw that can be attached to any accessible friction bolt ring to test the performance (i.e., load-carrying capacity) of bolts without the use of a pull collar. This would allow true random testing of friction bolts, which need to be evaluated to determine if they are still providing an adequate level of support months or years after installation. Such support is critical to maintaining safe working conditions for underground miners.

Coal-clay waste slurries were dewatered in laboratory-and small-scale continuous tests by the Bureau of Mines using polyethylene oxide (PEO) as a flocculant. Dewatering from a nominal 7-wt-pct solids to over 50-wt-pct solids was accomplished using 0.5 lb of PEO per ton of feed in small-scale continuous tests. Parameters such as pH, initial solids content, and PEO concentrations were investigated. Water recovered from dewatering was reused as dilutant for PEO solutions.

This chapter includes tables from 1984 that were not available in time for publication of the 1984 Minerals Yearbook, but does not include corresponding tables for 1985. The value of raw nonfuel minerals produced in the United States during 1985 was estimated at $23.2 billion, an increase of $0.07 billion over the value for 1984. This is the third consecutive year that the value has increased, and except for a decrease in 1982, the value for each year has increased since 1971, or 13 out of 14 years. However. while the value of industrial minerals production continued to grow, reflecting the growth of the domestic economy, the value of metal mine production decreased in 1985 by 6%. This drop was more than offset by a 3% increase in the value of industrial minerals production because the value of industrial minerals produced was more than three times larger than the value of metals. The decrease makes 1986 the third year in the past 5 years in which a drop in the value of metal mining production occurred in the United States where production continued to lag behind growing world production. Domestic production of such major commodities 88 aluminum, copper, iron ore, phosphate rock, and zinc continued to decline owing to a number of international and domestic factors. Gold continued to be the most active commodity in the domestic metal mining industry. Despite lower prices, gold output increased to 2.5 million troy ounces, a 19% increase over that of 1984. The estimated annual production capacity of new gold mines beginning production exceeded 1 million ounces.

The Bureau of Mines monitored surface subsidence and water level fluctuations in 10 shallow observation wells above a series of four adjacent longwall panels in southwestern Pennsylvania, for about 4 yr. This study attempted to correlate the changes in the water levels within the observation wells to the measured vertical and horizontal ground movements associated with subsidence. Results of this study indicate that the fluctuation of the water levels appears to be a function of the well location relative to the mine layout and the proximity of mining. Wells are generally unaffected by mining of a preceding panel unless they are located within the angle of draw for that panel. Wells located at the centerline of a longwall panel exhibit the greatest fluctuation and head loss. This relationship may be related to the strain developed by the advancing longwall face. The water levels in the wells monitored fell at the greatest rate when the ground surrounding the well was in tension. The rate of the decline decreased as the dynamic development of the strains was changing from tension to compression. The water levels were found to be near the premining level before the ground was subject to maximum compressive strain. Nine of the ten wells investigated recovered to their premining water level after mining was completed.

Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine.
