In this Bureau of Mines investigation, the electrochemical polarization behavior of Fe and Fe-1BCr has been characterized in rigorously controlled 1[N] H2S04 solutions stirred with oxygen or an inert gas. Samples that under-went various levels of corrosion or passivation were examined using Auger electron spectroscopy (AES) and ion sputtering. Passivation of iron occurred at a potential of approximately 0.6 volt (1) in poorly stirred, oxygen-saturated solutions for forward polarization (scanning from cathodic to anodic potentials); (2) in pH-adjusted (increased), well-stirred, oxygen-saturated solutions for forward polarization; and (3) in well~ and poorly stirred, oxygen-and helium-saturated solutions for reverse polarization. Passivation of Fe-18Cr occurred at a potential of approximately -0.1 volt in helium-, nitrogen-, and oxygen-saturated solutions for all cases of forward polarization and most cases of reverse polarization. Elemental depth profiles obtained from AES sputtering measurements indicated that films or adsorbed species were present on iron samples in solution subjected to open-circuit, active, and transpassive corrosion, cathodic reduction, and passivation. This conclusion was reached by considering the distribution of the solution species, primarily sulfur, in the films, which were composed primarily of iron and oxygen. Sulfur was present throughout the films on actively corroding samples, in the outer regions of films of passive and transpassive samples, and on the film surfaces of open-circuit and cathodically reduced samples. For Fe-18Cr, sulfur was found on the surfaces of films on passive samples only, indicating that only the passive samples had films on their surfaces in solution. The films on electropolished and passive Fe-1BCr samples had the largest chromium concentrations, estimated to be approximately 45 at. pct, with less chromium in films of cathodically reduced, active, and open-circuit samples, in that order.

The accident experience of the California petroleum industry for 1927 was characterized by a decrease it .the number of fatalities. The year closed with a total of 41 fatal accidents, as compared with a total of 54 for the preceding year. 3 In percentage, the figure for 1927 represents a decrease of 24 per cent from that of 1926 and evidences the promising results of organized safety work, in which the industry in California has taken an absorbing interest. The percentage of decrease for 1927 is the largest recorded in any one year since the compilation of the fatality record in the California petroleum industry was begun. Although good progress has been made during the past few years, much remains to be done to reduce still further the human and economic waste caused by accidents. This review is intended to show the employee, as well as the employer, the proximate and contributing cause of accidents. To increase the value of the report, preventive measures in various instances are suggested, on the theory that accidents of a similar nature will occur unless remedial action in taken to remove the cause.

"It took only 9 years from the first appearance of roof shields on the U.S. longwall mining scene to the present predominance of shield faces. An apparent consequence is the welcome downward trend in accidents related to failures in longwall ground control. The report addresses load prediction, the effects of shield geometry on support loads, factors contributing to ground control, and related techniques. The Bureau of Mines took an active part in the evolution of longwall mining, including developing one of the first shield faces in 1975, the first lemniscatetype shields in 1976, the Mine Roof Simulator completed in 1980, the first shields in steeply pitching coalbeds in 1981, and the first multilift working of a thick coalbed in 1982. The information offered in this state-of-the-art report will assist in establishing criteria for roof support selection. INTRODUCTIONIn terms of roof support technology, the introduction of shields in the seventies and eighties was a major step forward. Table 1 indicates the predominance of shield faces on the U.S. longwall mining scene and its apparent consequence, a welcome downward trend of ground-control related accidents.The rapid progress of longwall technology began in 1975 and is highlighted by a development leading from the caliper shield to the modern lemniscate type. Shields have been gaining preference over chocks since their advent to longwall mining in 1975. Safety and productivity factors favoring shields over chocks are--1. A sheltered working space requiring minimum cleanup work.2. Structural stability that allows advancing without delay even with brushing roof contact and, by controlling all lateral loads, removing the requirement for cumbersome leg restraint and restoration devices.3. Wide hydraulic range of mining height.The development of roof shields in the Federal Republic of Germany preceded and paralleled their rapid adoption by U.S. miners. In 1983, 87 pct of the total production in Germany came from shield faces (1).2 In Great Britain, the National Coal Board introduced the first shield support system in 1977 to initiate Advanced Mining Technology (ATM) and Heavy Duty Mechanization (HDM) programs; as of mid-1982, 44 shield faces were operating, or 7.5 pct of a total of 581 faces CJ_)."

The melting, casting, and welding of the Raney nickel alloy (42 pct Ni-58 pct A1), a methanation catalyst useful in coal gasification, were investigated. Melting was done in graphite crucibles by heating aluminum and adding nickel using a cryolite slag cover. Casting conditions were found to be optimum when the melt temperature ranged from 1,125° to 1,200° C and the mold temperature ranged from ambient to 250° C. Suitable mold materials were found to be quartz, heat-resistant glassware, olivine, and zircon. Welding of the alloy can be accomplished using tungsten inert gas process. Tensile strength of the alloy, in the as-cast condition, was found to be 2,000 1b/sq in with an impact strength of less than 1 ft-1b. The coefficient of thermal expansion was determined to be 18.4 x 10-6/° C after heat treatment.

NIOSH recommends that exposures to respirable coal mine dust be limited to 1 mg/m3 as a TWA concentration for up to 10 hr/day during a 40-hr workweek, measured according to current MSHA methods (see Section 5.1 and Appendix J). NIOSH recommends that sampling be conducted with a device that operates in accordance with the NIOSH accuracy criteria [Busch 1977; Busch and Taylor 198 11 and the international definition of respirable dust [ACGIH 1994; CEN 1993; IS01993; Soderholm 1991a,b; 1989].* The REL represents the upper limit of exposure for each worker during each work shift. For single, full-shift samples used to determine noncompliance, NIOSH recommends that MSHA make no upward adjustment of the REL to account for measurement uncertainties [NIOSH 1994c] (see also Section 5.6.2). NIOSH further recommends that all reasonable efforts be made to reduce exposures to respirable coal mine dust below the REL through the use of engineering controls and work practices.

Airborne respirable dust surveys were conducted at six surface coal mines to investigate the effectiveness of dust control methods used on rotary rock drills and bulldozers. Dust controls commonly used on drills include a dry dust collection system, exhausting from a shrouded area around the collared hole, and an enclosed drill operator cab, filtering airborne dust from the cab. Bulldozers are also typically equipped with an enclosed operator cab as a dust control measure. Airborne respirable dust sampling was conducted near each equipment's source of generation and inside its enclosed cab. Silica analysis was performed on the dust samples to determine the percent silica content in the dust generated at the six mining operations. An additional eight- month follow-up of dust sampling was also conducted in the enclosed operator cabs of several rock drills and bulldozers. Data were analyzed for long-term variability of accepted control methods to abate dust and silica levels. The highwall rock drill was the major and most variable dust source as compared to the bulldozer, generating dust levels, on average, one order of magnitude higher than dust levels of the bulldozer. Four of the six drills surveyed had dust containment and capture problems at the shrouded drill table above the lple. Repairs or modifications to three of the drill dust collection systems were shown to reduce dust levels by more that 50% next to the shrouded drill table. The enclosed operator cabs provided more than 90% and more than 40% lower dust levels than at the dust source for the drill and bulldozer, respectively. Long-term sampling of several of these highwall drills and bulldozers showed that the dust levels in the drill cabs were frequently higher than 0.2 mg/m3 and more variable than in the bulldozers. The bulldozer dust levels were frequently below 0.2 mg/m). Future research should focus on improving some of the deficiencies present in the drill's primary dust collection system, and developing quality control methods to ensure the integrity of enclosed cab protection for equipment operators.

The Bureau of Mines maintains an active program in thermochemistry to provide thermodynamic data for the advancement of mineral science and technology. As part of this effort, the standard enthalpy of formation at 298.15 K, ?Hf°, for 2CdO-CdSO4 was determined by HCI acid solution calorimetry to be -345.69 ±0.61 kcal/mol.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the water spray patterns of automatic sprinkler heads. Experiments were performed in a rectangular tunnel with pendent, upright, pendent sidewall, and horizontal sidewall sprinkler heads at air velocities of 0, 150, 300, 500, and 800 ft/min. As the air velocities were increased, there were significant shifts in the total coverage areas, density distribution patterns, and the maximum coverage densities for all types of heads. The pendent and upright heads exhibited upstream shifts in total coverage in the direction of the air-flow ranging from 4 to 6 ft, while the downstream coverage distances were extended up to 14 ft at the 800 ft/min airflow. The shift in upstream coverage distance for the sidewall heads ranged from 6 to 12 ft, while the downstream coverage was extended up to 22 ft at 800 ft/min. The results showed that airflow can have a significant effect on the coverage characteristics of automatic sprinkler heads and needs to be considered in the design of effective sprinkler fire suppression systems for ventilated areas.

"Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

Social and political movements that had been gathering momentum over several years continued in 1993 to dramatically affect and inspire uncertainty on the global mineral industry. Privatization of government-controlled mineral industries continued throughout the world, especially in Africa, Asia, Central Eurasia, Eastern Europe, Latin America, and Western Europe. The reasons for privatization varied among regions and countries, but the trend was universal and was not expected to end soon. Regional trade blocks were being developed and expanded. The European Union (EU), the North American Free Trade Area (NAFTA), the Association of Southeast Asian Nations (ASEAN) , the Asia Pacific Economic Cooperation (APEC) , and the Latin American Southern Cone Common Market (MERCOSUR) were expected to contribute to reduced internal tariffs and increased minerals trade. Minerals consumption within the politically unstable former Soviet Union (FSU) decreased significantly without a simultaneous cutback in production, while its exports flooded the world's mineral markets. These exports into Western Europe and Japan, still in economic recession, depressed minerals and metals prices worldwide, especially for aluminum, magnesium, nickel, and potash. Increasingly restrictive environmental laws and land-access limitations in Australia, Canada, Western Europe, and the United States tended to discourage mineral resource development. However, the number of undeveloped countries in Latin America and Asia that encouraged exploration and development by revising mining and tax laws and regulations increased, thereby increasing investment opportunities for foreigners.

Mechanical cleaning of bituminous coal in the United States was begun about 1875, with plants in western Pennsylvania and Illinois. The United States Geological Survey began to record the quantity of washed bituminous coal in 1906; and the series was carried forward to 1923, except that no data were collected, for 1922. This statistical work was transferred to the Bureau of Mines in 1925, and the collection of data on mechanical cleaning was resumed in 1927. Data collected before 1927 include only the coal that was washed at the mines and do not include that cleaned by pneumatic methods at the mines and that cleaned at central washeries operated by consumers.2/ The total bituminous coal washed in 1906 was less than 10 million net tons. In 1927, the first year for which complete figures are available for all types of mechanical cleaning, 28 million net tons of bituminous coal were cleaned in the United States.

Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

This Volume documents the Phase 111 effort on the Seismic Detection and Location of Isolated Miners on Contract H0122026 undertaken during the fall of 1972 by a task team composed of ADL staff and several seismic consultants. The team was assembled specifically to work together on complementary tasks, at an accelerated level of effort for four months, to meet the Bureau of Mines' time schedule for obtaining independent, objective, technical judgments regarding seismic methods and systems for detecting and locating isolated miners. The impetus for this work resulted from a compilation and analysis, during the first half of 1972, of new experimental data obtained from a series of in-mine field tests conducted by Westinghouse Corp .+ using the CMRSS* interim seismic location system. The Bureau of Mines took advantage of the availability of these new data to reassess the potential and limitations of various seismic methods and systems, and to direct its seismic system improvement program accordingly. ADL assisted the Bureau in this reassessment by drawing on the skills of seismic consultants from industry, universities and government, to supplement the skills of the ADL project team. The consultants were principal resources of broadly-based and detailed technical expertise in the areas of seismic signal-source and signal-propagation characteristics, natural and cultural seismic noise, seismic sensors and field instrumentation, seismic signal and data processing for detection and location, and overall seismic system utilization in the field under operational emergency conditions. Specifically, the participating consultants were: F. Crowley, Air Force Cambridge Research Laboratories ; W. Dean, Teledyne Geotech, Alexandria Laboratories; R. Greenfield, Pennsylvania State University; J. Kuo, Columbia University; D. Peters and R. Crosson, University of Washington; and F. Pilotte, U.S. VELA Seismological Center. The principal ADL participants were J. Ginty, R. Lagace, M. Roetter, and R. Spencer.

The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry today is how to train the present aging workforce plus the expected influx of new and less experienced miners and mine operators as the cohort of older workers retire. This paper defines the problem, offers a model to structure the inquiry, and presents the key issues a multi-disciplinary team of NIOSH researchers identified, based on an extensive review of the current literature in relevant areas. Issues include differences between cohorts, such as the newer workers (Generation M), and present workers (Boomers) with respect to their physical, social, psychological, and cultural characteristics, their learning styles and work expectations. Specific issues for an aging workforce are discussed. Some preliminary recommendations are offered on the type of training needed.

To provide for continuous remote sensing of carbon monoxide (CO) in underground mines. The Approach A transducer module has been developed as a wall-mounted, continuously operating instrument that will measure ambient levels of CO, and produce a signal that is proportional to the concentration.

In the early winter of 1919 the Pittsburgh petroleum laboratory of the Bureau of Mines undertook the work of testing fuel oil samples representing purchases of the United State Shipping Board for ships sailing from the port of New York. fuel oil was, at this time, being bought on a contract which involved specifications issued by the United States Navy under dace of October 2, 1920 (See Bulletin 1, Oil Division, U. S. Fuel Administration.)The object of the Bureau of Mines in undertaking this inspection work was twofold. (1) The Bureau was in position to give, and the Shipping Board needed, reliable laboratory service for checking the quality of the fuel oil purchased, the value of which ran into millions of dollars for,year's supply. (2) It was believed, and later demonstrated, that the existing specifications did not insure the obtaining of a reliably satisfactory quality of oil.The objection to the specifications concerned the employment of a clause limiting the gravity of the oil. The inadequacy of gravity specifications for several types of petroleum products has long been recognized, and there was every reason to reason to believe that they were no more desirable for fuel oil than for gasoline, kerosene, or lubricating oil. A first and obvious objection was the fact that it is somewhat difficult to make accurate gravity tests on ""heavy"" residuum fuel oils. (The Bureau found it necessary to employ or such tests a rather tedious procedure involving the use of a picnometer and an accurate balance, as the simpler methods, employing hydrometer or displacement balance, proved unreliable in a large proportion of cases.) A second and more important objection was that gravity tests, even when accurately made, do not provide a reliable index of the actual quality of the oil.

 The Bureau of Mines-American Gas Association (BM-AGA) method5/ has been used in surveying the carbonizing properties of American coals and, to date, in testing coals from 43 beds. The results in this report apply only to tests in the 18-inch retort at 800°, 900°, and 1,000° C. on coals from 32 beds. Table 1 gives the proximate and ultimate analyses of these coals and the name and location of mines. Coals from Pennsylvania, Virginia, West Virginia, Kentucky, Indiana, and Washington are considered. Seven of the coals are of low-volatile, four of medium-volatile, and twenty-one of high-volatile bituminous rank. One of the high-volatile coals (No. 45) is of high-volatile C rank, whereas all the others are of high-volatile A rank.

Laboratory batch and small-scale continuous flotation tests were con-ducted by the Bureau of Mines on a mica waste tailing from Kings Mountain, N.C., to determine the feasibility of producing high-quality mica, feldspar, and glass sand. Mica was recovered by two methods; one was by flotation in an alkaline circuit, which produced a mica concentrate assaying 92.0 percent mica with a recovery of 87.l percent, and the other by flotation in an acid circuit, which produced a mica concentrate assaying 91.0 percent mica with a recovery of 79.4 percent. Continuous flotation processing yielded a feldspar concentrate assaying 1.10 percent Na20 and 13.50 percent K20, with recoveries of 66.4 and 80.6 percent, respectively. The feldspar tailing was high-quality quartz glass sand analyzing 98.6 percent Si02 and 0.02 percent Fe203.
