The principal deposits of carnotite, so far as now known, are con- fined to a well-defined area lying in the southwestern part of Colo- rado and the southeastern part of Utah (see Pl. I). Approxi- mately, this area is bounded as follows: On the east by a line ex- tending from a few miles east of the southwest corner of the State of Colorado, to a point about 6 miles west of Naturita, thence di- rectly north to the San Miguel River, thence along the course of this river and the Dolores River to Mesa Creek, thence toward the head- waters of Mesa, Blue, and Calamity Creeks on the south side of the Uncompahgre Mountains; on the north by a line extending from the last-named point westerly to the San Rafael Swell near Green River, Utah; on the west by a line extending from San Rafael Swell to the Henry Mountains, and on the south by a line extending from the Henry Mountains toward the southeast corner of the State of Utah. This area includes the main districts wherein carnotite has been found, claims have been located, and the ore produced. There are of course, extensive tracts within this area which do not contain carnotite in paying quantities. In places the carnotite beds have been entirely eroded or are not present, or lie so deep that mining is not practicable. The main deposits of carnotite within the area lie in different districts which in Colorado are as follows: Summit and Bush Canyons in Dolores and San Miguel Counties; McIntyre, Gypsum Valley, and Bull Canyon districts; the Paradox Valley, La Sal Creek, Roc Creek, Long Park, Hieroglyphic, Saucer Basin, and Hydraulic districts in Montrose County; Mesa, Blue, and Calamity Canyon districts and the Gateway area in Mesa County. The included dis- tricts in Utah are as follows: The Green River and San Rafael Swell district in Garfield County; the Thompson deposits in Grand County; the Dry Valley, Yellow Wash, and Lisbon Valley districts in San Juan County; the district around the Henry Mountains in Garfield County; and the deposits recently reported in Montezuma Canyon (south of Monticello) in San Juan County. Outside of the area described there are scattered deposits north of the Denver & Rio Grande Railroad at Coal Creek, near Meeker, Rio Blanco County; along Skull Creek and Red Wash, near Rangely, Routt County; on Horse Mountain, near Eagle, Eagle County, and in South Park, near Garos, in Park County, Colo. The claims leased from the Crucible Steel Mining & Milling Co. by the National Radium Institute are situated on the north side of East Paradox Valley, in the Long Park and Hydraulic districts. The National Radium Institute has mined no ore except from its leased claims in the Long Park district. For information regarding the general geology of the region, the probable origin of the ores, and descriptions of other carnotite deposits, the reader is referred to the literature on these subjects. The carnotite of the area described is deposited in a light-colored, cross-bedded sandstone that lies almost horizontal between the La Plata formation below and the Dakota sandstone (conglomerate) above, and is included in the McElmo formation, which is of Jurassic age. Underlying the white sandstone of the La Plata is the Dolores formation, or "Red Beds," which is plainly visible along and just below the rim rocks of the steep canyon walls in many of the carnotite districts. Along such canyons the ore crops out at different places, so that prospecting is comparatively easy. For ore on the benches and on the mesa prospecting is more difficult, especially where the ore lies at some depth and no surface indications are visible. The carnotite deposits are flat, lenticular, and irregular, varying greatly in extent and thickness. The carnotite itself forms incrustations on exposures of the white sandstone, in joints and fractures of the rock, and is deposited around and between individual sand grains, replacing the original cement. The Utah and Colorado carnotite is amorphous, and to the naked eye appears as a very fine yellow pow- der. It is often granular, and as a rule can be readily separated from the individual sand grains.

This paper summarizes the cause and effect of induced voltages in multiple conductor cables supplying alternating current power to equipment in under- ground coal mines. The investigation of this phenomenon revealed that the electrical energy produced by the resultant electric arcing between the frames of mobile electric face equipment was of a sufficient magnitude to ignite explosive methane-air mixtures. The results of laboratory tests and field tests made between equipment frames during actual operation in numerous coal mines are discussed. Several methods of eliminating or suppressing the induced voltages to nonincendive levels are also described. It is the purpose of this paper to convey to the mining industry a knowledge of this problem and to recommend methods of eliminating or reducing these induced voltages or arcing currents to safe levels.

Hydraulic cylinders a re used in several roof support systems, such as longwall shields and mobile roof supports, to provide critical ground control Many state-of-the-art hydraulic support systems operate at pressures as high as 7,000 psi to provide the necessary support capacities. Pressure in the upper stages of multi-stage cylinders can be intensified by a factor of 2 or 3 providing pressures of 20,000 psi or greater. A proper understanding of the operation of these high pressure systems is necessary to safely maintain and repair these support systems. Likewise, the performance characteristics need to be fully understood to evaluate the impact of design parameters on the capability of the support to maintain effective ground control. This paper examines the basic operating principles of state-of-the-art hydraulic cylinders and discusses relative issues pertaining to. (1) setting loads, (2) support stiffness, (3) yielding behavior, (4) errors in assessing support loading, and (S) hydraulic failure mechanisms and how to detect them

This circular is part IV of the third paper (entitled "Sand and Gravel Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part I discussed the use of power shovels, draglines, and excavator cranes; part II discussed the use of power scrapers, slackline cableway excavators and hydraulic monitors; and part III discussed the use of hydraulic, clamshell, ladder, and dipper dredges. This circular discusses haulage equipment in general, particularly the use of industrial cars with locomotives or hoists as the motive power. Part V, to follow, will discuss the use of other types of haulage equipment.

1. Summary This investigation is concerned with description of the loading function at the underground coal face, and the identification of varia¬bles - geological, geometric, mechanical, and operational - that affect the loading function. The immediate objective of this work was to provide information for operations-research studies as applied to underground coal mining, and the broad objective was to provide guide¬lines for planning and equipment selection in underground coal mining. The loading function was expressed as -a statistically-developed linear mathematical model. Originally, fifteen independent variables were considered which potentially could have influenced the loading function. These variables were constructed on the basis of measurable or estima¬ble geometric and geological properties at the working face, mechanical characteristics of the mining machine, and certain operational proce¬dures of mining. The original model explained 64.0 percent of the experimental variation. The final condensed model explained 54.1 percent of the experimental variation in terms of only five indepen¬dent variables, namely: 1. Ratio: width of cut/total width of cutter 2. Ratio: height of cut/diameter of cutter 3. Total horsepower of cutter-drive motors 4. Rotation speed (RPM) of cutter 5,. A subjective estimate of machine quality and operator skill Certain limitations were found to exist in the evaluation of the variables. Principle among these limitations was the impossibility of precise measurement of tonnage loaded in certain instances.

The question "Why can not American kaolins be substituted for English china clay?" has been asked time and time again, and more often since the beginning of the present war in Europe, which has threatened to cut off the supply of European clays imported from abroad. The answer to this question has invariably been, that the domestic kaolins are not as pure and uniform in composition as the imported clays. This demand for white-burning American clays is of such economic importance that it was considered advisable to determine whether some of our vast deposits of impure white clays could not be refined sufficiently to permit their being substituted for the foreign materials. Up to the present time mechanical principles only have been applied in the refining of kaolins, but in order to keep pace with the increasing requirements for better quality and uniformity of product, the application of the principles of colloidal chemistry is necessary. The investigation described in this report was carried on to deter- mine the practicability of applying technical control of clay disperse systems to the refining of kaolins and the utilization of the prepared clay in the manufacture of vitreous china and wall tile. It is hoped that this report will prove a stimulus to the clay- washing industry; will point out a method of refining certain Amer- ican clays, and will lead to the substitution of domestic kaolins for imported china clays by manufacturers of high-grade ceramic wares.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. "Under existing conditions in the treatment of oxidized lead ores containing small quantities of molybdenum no provision is made for the recovery of the molybdenum. Considerable quantities of this important element are lost in the slags of the lead smelters and constitute an economic waste. There is little or no probability that slag dumps containing molybdenum in small quantities could be economically treated for the recovery of the element, and steps for the prevention of waste in this respect must be taken prior to smelter treatment.Wulfenite, lead molybdate (PbMo04), and molybdite, molybdic ocher (Mo03), are the molybdenum minerals most abundantly found in deposits of oxidized lead ores. Wulfenite contains 39.3 per cent molybdenum trioxide and 60.7 per cent lead oxide; molybdite contains 66.7 per cent molybdenum and 33.3 per cent oxygen. Plumbojarosite, argentojarosite, cerussite, and occasionally anglesite are commonly associated with wulfenite ores, and the oxidized iron content is usually fairly high.The recent discovery and development of a body of wulfenite ore in the Star district near Milford led to a cursory microscopic examination of samples of the ore, followed by a few preliminary tests which had for their object the separation and recovery of the lead and molybdenum in separate products.The microscopic examination showed that the samples used in the work were composed of wulfenite, plumbojarosite, and a small quantity of cerussite, and indicated that the iron content was quite high. The ore was porous and yellowish-brown; crystals of wulfenite appeared to be quite uniformly distributed through it, and this mineral and plumbojarosite (Pb0.3Fe203.4S03.6H20) apparently accounted for the major part of the lead content, although lead"

"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

The results from the sound level measurements, the dosimeter recordings and the time-activity studies on four different air-rotary rigs indicate a wide variation of operator noise exposure during hole development. These variations appear to be dependent on the cab design and the operator?s drilling behavior. Studies have documented that exposure to high sound levels for long periods of time can cause hearing loss. The results of this study help identify the loudest parts of the drilling cycle. Sound level measurements on the four rigs show that all the rigs generate sound levels that are 90 A-weighted decibels (dB(A)) and above within 6 feet around the rigs during drilling. It is easy to conclude that some type of noise protection, such as a cab, is needed to protect the operator from overexposure to noise for an eight-hour shift of uninterrupted drilling. However, even when rigs are outfitted with cabs, operators observed in this study are being exposed to sound levels above 90 dB(A) during some activities required to complete a drilling cycle. An evaluation and comparison of the four dosimeter recordings and time-activity studies during one drilling cycle may explain why variations in operator exposure occur. Table 1 summarizes the time-weighted average (TWA) and accumulated dose percentages for each of the four operators during the time needed to complete one typical hole cycle.

During 1984, minerals exploited in Burundi included gold, kaolin, lime, and peat. Over 1,100 troy ounces of gold was extracted and traded during the year as a result of the lifting of the Government ban on gold mining in mid-1983 and the establishment of an artisan mining program and licensed trading counters. Almost 2,000 tons of kaolin was mined for the manufacture of insecticides. Lime production was for domestic fertilizer applications. Amoco International and the Government signed an accord late in the year for a petroleum exploration program covering 600,000 acres of Burundi's onshore Ruzizi Plain and part of northeastern Lake Tanganyika. Amoco was expected to begin the exploration program by mid-1985. Anticipated program costs could run as high as $200 million.2 The Finnish company Ekono Oy completed its peat industrial energy development studies for the Buyongwe peat deposits of northern Burundi by the end of the year. The project assessed the quantity and fuel quality of 13,000 hectares of peatland and was part of a larger study for developing the Musangati lateritic nickel deposits of Burundi, estimated at 3% of the world's reserves of nickel. The Buyongwe peat would fuel dryers and an electrical generating plant for supplying power to nickel ore processing facilities. Briquetted peat would also be used as a substitute for wood and charcoal, presently the main sources of rural energy in the country and rapidly depleting because of deforestation. The study also evaluated the most economical methods to harvest the peat bogs. The study was financed by the International Development Association (IDA), United Nations Development Program (UNDP), Finnish Aid-Finnida, and the Burundi Government.

The Bureau of Mines determined the kinetics of the reaction of titanium-iron alloys with titanium trichloride dissolved in sodium chloride to provide a basis for understanding the reactions occurring in metallurgical processes involving reduction of the metal halides or alloy refining in fused salts. The rate of the heterogeneous reaction was determined between titanium-iron alloys and titanium trichloride to elucidate the effects of alloy composition on the rate. Measurements were made in an inert atmosphere with a high-temperature thermobalance using high-purity reactants. The rates of the reactions were about 1 x 10-5 g Ti/cm2-sec, and the reaction was phase-boundary controlled. Titanium alloys of the body-centered cubic beta structure reacted faster than those with the hexagonal close-packed alpha structure. The inter-metallic compound, TiFe, reacted very slowly, whereas TiFe2 was inert. Alloys containing above 89 atomic percent iron gained weight by reacting with titanium species in the salt solution and depositing titanium in the alloy. The effect of TiCl3 concentration on the reaction rate was determined from 2 to 12 weight-percent TiC13 and at various alloy compositions. At high iron contents, above 50 atomic percent, the TiC13 concentration effect was small. At lower iron contents, the TiC13 concentration effect was greater for beta-crystalline alloys than for alpha-crystalline alloys. The temperature dependence of the reaction between titanium alloy containing 8.7 atomic percent iron and titanium trichloride was measured over the temperature range 1,062° to 1,220° K, and the energy of activation was 7.7 kilocalories for the reaction.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The heats of solution of erbium chloride in water and in hydrochloric acid and of erbium oxide in hydrochloric acid were determined. The results reveal a discrepancy of 10.5 kcal. per gram-atom between the heats of combustion and solution of erbium reported in the literature, the heat of combustion being more negative. The heat of combustion of erbium t4)4 and its heat of solution in hydrochloric acid (1, 18) have been reported in the literature. The heat of solution of erbium chloride was determined in two studies (2, 19). The present work was undertaken to check the reported heats of solution of erbium chloride and to determine the heat of solution of erbium oxide in hydrochloric acid. The latter quantity permits the heats of combustion and solution of erbium to be compared for mutual consistency. It was also desired to determine the degree of similarity between the thermochemistry of yttrium and erbium.

"INTRODUCTION The practicability of providing safer methods of underground transportation for mine workmen and officials has been given much thought in recent years by advocates of safety, health, and efficiency. Numerous fatalities and disabling injuries have resulted from falls of roof, personal contact with both electrical conductors and timbers, and improper position or conduct of passengers while they were in man-trips. Unfavorable atmospheric exposure due to high-velocity air currents and sudden changes in temperature may adversely affect the health of mine workmen if they are transported in unprotected Cars.Recent installations of protected, man-trip cars, wherein such cars have been utilized to haul men to and from their stations in the mine, have resulted in a large reduction in exposure to haulage hazards. Where special-built cars have been used the probability of injuries to men during transportation in man-trips has been decreased, and the morale of the employees has been improved. A number of man-trip cars are in service in the coal-mining regions; those described in this circular are typical examples of a few installations."

Provide coal mine shafts/slopes with an optimum coal mine shaft fire and smoke protection system composed of reasonably-priced, reliable hardware. Approach Accident and injury data indicate that a relatively low percentage (5%) of underground coal mine fires occur in shafts or slopes. Nevertheless, shaft or slope fires are extremely serious because they block critical escape routes for miners. That also can happen when combustion products resulting from fires in other mine areas contaminate shahs and slopes. Seeking the optimum configuration for a shaft/slope fire and smoke protection systems, the Bureau of Mines gathered data on the performance of existing fire detection devices and signal telemetry systems In several mines, and analyzed the generic protection needs of the U.S. underground coal mining industry. The optimum system developed by the Bureau provided an adequate number of detectors, a wide area of coverage, and an extensive data acquisition, analysis, display, and storage capability. This system. recommended for fabrication and in-mine testing, consisted of a microcomputer-controlled master panel located in the test mine's slope hoist room, and four remote units. Two of the remote units were placed on the surface atop upcast ventilation shafts, a third was situated underground near the slope bottom, and a fourth was installed at the slope top in intake air.

Workers in coal preparation plants, where vibrating screens are significant noise sources, are often exposed to sound levels exceeding 90 dB(A). The National Institute for Occupational Safety and Health, a major coal company, and a vibrating screen manufacturer conducted a cooperative study of vibrating screen noise. Rubber isolators reduced sound levels by 1 dB. Urethane screen panels did not reduce sound levels in this case. Drive noise was determined to be the dominant noise source on the screen. Damped side plates reduced vibration levels on the screen sides by 1 to 7 dB(A). Detailed results of the study are presented.

The mineral industry in Burundi was a minor contributor to the country's gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation's major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi's trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi's increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi's Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi's phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country's phosphate reserves at Matongo-Bandaga, The study's specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government's first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.
