The mineral industry in Burundi was a minor contributor to the country's gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation's major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi's trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi's increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi's Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi's phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country's phosphate reserves at Matongo-Bandaga, The study's specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government's first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. Data on compositions of natural substances are important in the study of possible interrelationships. The similarity of the low molecular weight alkane isomers from crude oil and Fischer-Tropsch catalytic synthesis product has been reported (8).3 A similar composition for the alkane isomers from high-temperature coal carbonization has been found. The composition of the C4 to C 7 alkane isomers from these three sources can be calculated quantitatively with the equations previously developed to calculate alkane isomers in Fischer-Tropsch product. An KM sting reversal of the concentrations of the monomethyl isomers from C6(2 Me > 3 Me) to C7 (3 Me > 2 Me) occurs in all three products; fragmentary comparisons at higher carbon numbers indicate some dissimilarities. Naphthene isomers in the C6 to C7 range for crude oil and high-temperature coal carbonization also have similar compositions. Aliphatic hydrocarbons from low-temperature coal carbonization processes are considerably different, consisting mainly of normal alkanes.

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health conducted a study of the explosibility of various metals and other elemental dusts dispersed in air, with a focus on the experimental explosion temperatures. The data are useful for understanding the basics of dust cloud combustion, as well as for evaluating the explosion hazards in the minerals and metals processing industries. The dusts studied included boron, carbon, magnesium, aluminum, silicon, sulfur, titanium, chromium, iron, nickel, copper, zinc, niobium, molybdenum, tin, hafhium, tantalum, tungsten, and lead. The dusts were chosen to cover a wide range of physical properties - from the more volatile materials such as magnesium, aluminum, sulfur, and zinc to the highly "refractory" (very low volatility) elements such as carbon, niobium, molybdenum, tantalum, and tungsten. These flammability studies were conducted in a 20-L chamber, using strong pyrotechc ignitors. The experimental data obtained included the minimum explosible concentrations, maximum explosion pressures, and maximum explosion temperatures. A unique multiwavelength infrared pyrometer was used to measure the temperatures. For the elemental dusts studied, all ignited and burned as air-dispersed dust clouds except for nickel, copper, molybdenum, and lead. The measured maximum explosion temperatures ranged from -1 550 K for tin and tungsten powders to -2800 K for aluminum, magnesium, and titanium powders. The measured temperatures are compared to the calculated, adiabatic flame temperatures. In general, the dusts whose experimental temperatures were closer to the adiabatic values were those with the finer particle sizes, those that were more easily vaporized, and/or those that were intrinsically more reactive.

 The amount of energy required to support a unit volume of industrial production appears to depend on the volume of industrial production, effi- ciency of utilization of fuel, the form of energy used, climate, and popula- tion served. Previous to the first World War, industries of the United States were learning how to use the vast resources of energy that were available. From 1895 to 1900 the total amount of energy produced was equivalent to 3.7 tons of 13,100 B.t.u. coal per capita, but from that period until 1920 the energy used increased steadily until it reached an average of 7.7 tons per capita. Since that time the amount used has fluctuated with business con- ditions and has averaged 6.9 tons per capita.

Research undertaken by the Bureau of Mines in 1938 has resulted in the development of titanium from a laboratory curiosity to a commercial metal. Along with processes for producing the metal, it was necessary for the Bureau to develop methods for analyzing the metal, raw materials, and intermediate products. Some of the methods developed have been published.3 4 5/ General Services Administration (GSA) was responsible for purchasing titanium metal under Defense Production Act contracts with commercial producers. GSA designated the Federal Bureau of Mines to analyze this metal and establish its compliance with Government specifications. A substantial quantity of tin was found in some of the samples analyzed, and in July 1957 tin was added to the list of impurity elements to be determined. The specifications limited the amount of tin in titanium sponge to a maximum of 0.10 percent. A program was immediately initiated to investigate methods and techniques for determining tin in the range of 0 to 1.0 percent. A method accurate at the 0.10 percent level was necessary, as this level was the critical range for acceptance or rejection of the metal.

In a closely controlled laboratory retorting system for oil shale, a relationship was developed by the Bureau of Mines between the temperature in the retort and the weight ratio of ethylene to ethane in the gases produced. Reciprocal temperature was shown to be directly proportional to the log ([ethylene]/[ethane]). From this relationship a number, called retorting index, was developed. The retorting index has the dimension of temperature, but its magnitude depends on both temperature and residence time for the reactants in the heated zone in the oil-shale retort. The slopes of the lines relating reciprocal temperature and the logarithm of the ethylene-ethane ratios are nearly constant for each of the retorting processes for which data have been presented. The retorting index should be a valuable tool to control the operation of oil-shale retorts, either aboveground or in situ. If an optimum operating condition can be established, the maintenance of the optimum or the departure from it should be easily monitored by use of the index.

It would permit coal mines to operate continuously instead of intermittently . Intermittent operation increases the cost per ton for mining , and makes the yearly return to labor low . These conditions contribute to serious instability and unrest in one of the fundamental industries of the country and this can be changed only by coal buyers doing their part to insure steady work . The railroads are now required to transport the maximum amount of coal during the winter months when traffic is most interfered with by bad weather and when the maximum amount of coal is used by the railroads to handle other coal . The railroads now use nearly 30 per cent of the total output of coal . About one- third of their freight traffic is hauling coal , so that economy of fuel used by the railroads will produce a considerable gross saving .

The spontaneous explosion of charges of nitroglycerin placed in deep wells situated in parts of the Ranger and Caddo fields of North Texas has aroused considerable inquiry among operators end others as to the probable agency, or combination of conditions, which causes the explosion.The method now followed, under certain physical conditions of a well, of setting a charge of nitroglycerin and allowing it to explode spontaneously was discovered locally by accident. In certain deep wells where formations, overlying productive strata, cave upon withdrawal of casing, it has been the practice to fire the shot electrically. In some of these operations the electric wires are broken or the firing system is otherwise deranged by pulling casing or the caving of hole prior to the time for firing. Sucn accidents make it necessary for the driller carefully to clean cavings out of the hole to a depth close to the top of the charge, after which in the normal practice, an attempt is made to fire the charge by dropping a ""jack-squib"", fitted with a fuse and detonator, down the well. Mr. R. L, Fowler, production manager for the Pierce Oil Corporation, reports that a delayed shot was thus successfully tired through four feet of caved material lying on top of the nitroglycerin shells.When a shot destined to be fired electrically fails, because of the above mentioned accidental conditions to the electric firing system, much time is required for the driller to run casing into the hole and clean out caved material. It was during the time of such uncompleted operations that the spontaneous explosions first noted took place. Having noted these spontaneous explosions the well shooters now intentionally place a charge in deep holes, which because of probable caves would otherwise have to be tired electrically, and wait for the charge to go off. No detonators are placed with the charge.

There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

To provide a method for locating trapped miners promptly and accurately. The Approach: Develop a wireless emergency system that is intrinsically safe, compact, easy to operate, reliable, sturdy, and economical. How It Works: A (one transmitter has been developed under Bureau of Mines contracts. The transmitter weighs only a few ounces, is powered by a cap lamp battery, arid can be carried on the miner's belt. A compact loop antenna, which could either be carried by the miner or strategically located in the mine, is used to generate a magnetic field that is sensed by a mobile receiver on the surface. When needed, the antenna is deployed to form a single loop. In mines where the overburden is less than 600 feet, a loop of No. 19 wire approximately 30 feet in circumference is normally adequate. This antenna weighs less than one half pound. In deeper mines, a heavier wire and bigger loop is required; a No. 10 wire deployed around a pillar has been used.

Goals of the Bureau of Mines include utilizing readily available minerals as substitutes for scarce mineral commodities and minimizing occupational hazards associated with mineral processing occupations. Therefore, the Tuscaloosa Research Center investigated using rapid-set cement as a suitable molding sand binder for small ferrous castings; currently petroleum-based binders are used. Substitution of a rapid-set cement would eliminate organic vapors associated with the petroleum-based binders; these vapors constitute occupational hazards and environmental pollutants. A binder containing 60 percent white portland cement (WPC) and 40 percent calcium aluminate (CA) would be an acceptable and economic substitute for petroleum-based binders where the foundry requirements are compatible with its limitations. It produced a set time and a pattern strip time of less than 1 hour. Cement, sand, and water mixtures developed compressive strengths from about 40 to 75 psi after 2 hours and from 120 to 130 psi after 24 hours. Tensile strengths of 18 to 22 psi were obtained after 2 hours, increasing to 30 to 35 psi after 24 hours. The addition of about 1 percent polyphosphate to the sand-cement-water mixture doubled the compressive strength and increased the tensile strength about 50 percent after 4 hours, but also increased the set time from 30 minutes to 1 to 1-1/2 hours. Po1yvinylacetate (PVA) resin latex additions resulted in rapid strength development. When castings were poured into the cement-bonded molds, the surface finish was fair to good on gray iron castings, but some areas of burn-on were present on steel castings. Using a graphite wash on the cement-bonded molds produced good surfaces on gray iron castings.

To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

Dust surveys were conducted around small truck-mounted rock drills operating at surface coal mines to assess their airborne respirable dust generation and in-service dust control methods. Of four out of seven drills sampled, respirable dust concentrations measured around the drill deck ranged from 8.68 to 95.15 mg/m with3concentrations ranging from 1.37 to 2.69 mg/m at distances 12.2 to 30.5 m downwind of these drills. The other3drills had noticeably lower respirable dust concentrations measured around the drill deck at or below 1.30 mg/m.3Rotoclone-type dry dust collectors were commonly used with dust being emitted from around the drill deck shroud, collector exhaust, and collector fines dumping. Wind speed and direction was also a factor in the dust concentrations measured on the bench. Dust control modifications were made to three rock drills to reduce their airborne dust emissions. Dust controls tested included water injection into the Rotoclone exhaust, Rotoclone exhaust extension, improved sealing of drilling deck shroud, shrouding the Rotoclone hopper dump process, and wet drilling. These control techniques showed noticeable improvement in dust concentrations measured around the drills. Finally, repositioning the drill operator showed that operator dust exposure can be improved by avoiding the dust cloud around the drill.

At the main experiment station of the U. S. Bureau of Mines , situated in Pittsburgh, Pa . , three phases of its work in behalf of the safety of the coal miner are the establishment of permissible explosives for use in gaseous and dusty mines , the development of electrical equipment that can be used with safety in mines of this character , and improvement in the safety of mechanical devices used in and about the mines . Also That these efforts are beginning to have a cumulative effect in lives. saved is evident from the fatality statistics of the industry . Although nearly 80,000 more men are employed in coal mining than ten years ago and much more coal is mined , the fatalities each year are considerably less than ten years ago . the amount of coal mined in a year for each life lost has risen between 60,000 and 70,000 tons . In 1909 , the year before the Bureau was created , the production of coal for each life lost was 174,416 tons . In 1920 , the production for each life lost was 285,000 tons .

Abstract—Overhead electric power lines present a serious electrocution hazard to personnel in a variety of industries. Overhead lines, typically uninsulated conductors supported on towers or poles, are the most common means of electric power transmission and distribution, and are exposed to contact by mobile equipment such as cranes and trucks. Equipment contacting energized overhead lines becomes elevated to a high voltage, and simultaneous contact by personnel of the “hot” frame and ground can cause serious electrical shock and burns. Industries where risk of these accidents is greatest include construction, mining, agriculture, and communications/public utilities. An estimated 2300 accidental overhead line contacts occur each year in the U.S. This paper describes a practical low-cost concept to detect actual contact of mobile equipment with a high-voltage line and provide a warning. Accident statistics indicate that more than half of the fatalities could be prevented by such a device. This longitudinal field study was designed to encourage Appalachian coal miners in West Virginia and Pennsylvania to engage in hearing-protection behaviors. Method: Participants were mailed postcards that featured either a positive, negative, or neutral message on the outside of the postcard and a message encouraging hearing protection behaviors on the inside. The first posttest measurement of the effectiveness of the persuasive messages was conducted about a week after the postcards were mailed. The delayed posttest measurement was conducted six weeks later. Results: Responses from 307 coal miners revealed that the positive or neutral messages generated significantly more self-reported hearing protection behaviors than the negative message. Identical results were obtained in a delayed posttest assessment of miners' self-reported hearing protection behaviors. The positive message was also more effective than either the neutral or negative message in preventing defensive mechanisms from emerging over time. Impact on Industry: Positive and neutral messages were convincingly more than negative messages in facilitating self-reported hearing protection behaviors among coal miners. The Bureau of Mines used mathematical reliability theory to define, for use in the mining industry, the concepts of risk, safety, reliability, hazard, and mean time between accidents. In this report, the definitions are explained theoretically and illustrated by application to actual underground mine accident data extending over a 9-1/2-year period. The theoretical development proceeds along two parallel analytical paths. For each line of reasoning, the data are presumed to be independent. If they are not, the analysis stops, although there are interesting implications when dependency is demonstrated. The first method uses the elapsed times between accidents as the basic data. These elapsed times are fitted to a negative exponential distribution function using least squares and yielding the function parameter, P1 The P1 is used to form the Poisson distribution function for the data, which is then used to define the safety-related concepts. The second method uses the maximum likelihood estimator to formulate a Poisson distribution function for the data. The function is tested for adequacy by a goodness-of-fit test; if the fit is acceptable, the Poison function is used to define the concepts. Both methods were applied to the data base, yielding nearly identical results.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates.
