"INTRODUCTION In the course of the investigation the Bureau of Mines is carrying on to determine the causes, behavior, a. control of mine fires, the detection of incipient heating underground in the mines and above ground in refuse banks has received consideration.Many of the anthracite fires have been active for years and have progressed considerable distances free their original source.Some of the fires are in inaccessible territory, and it is often impossible to determine with any degree of accuracy their exact location or even the veins of coal that are afire, especially when the fire is in the upper strata and when it is impossible to go underground because of flooded conditions or the presence of an irrespirable atmosphere.In such cases, the only means by which the trend of a fire may be ascertained (as a result of any fire-fighting methods that may have been employed) are the sampling, exanination, and interpretation of the gaseous products coming from the fire area. The most important information desired is to know whether the temperature in the heated area is increasing or decreasing and to determine whether a fire that has been sealed is cooling down to normal mine temperatures or is maintaining its heat or is increasing in intensity due to infiltration of outside air.Interpretation of the analyses of gaseous products from refuse banks on the surface also should be of value in combating such fires. Refuse bank fires, with the additional danger of starting an underground fire through ignition of the outcrop, are by no means unknown in the anthracite coal region, and the causes of such fires are not always apparent. In a few cases the causes have been strongly suggestive of spontaneous origin."

The drilling and bit-sharpening practice in the southwest Wisconsin zinc district generally conforms to the procedure described herein, except at very small properties, where drill steel is sharpened by hand. Though hot milling of rock-drill bits is practiced in South Africa on some of the large-scale operations, it is seldom seen at American minus in any form. Because of the simplicity and low cost of the equipment, it was thought that a brief description might prove interesting to same of the operators in ether districts who do not have enough steel to sharpen to warrant equipping an elaborate sharpening shop.

The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard for miners and mine operators. This type of failure, termed a 'cascading pillar failure' (CPF), occurs when one pillar in a mine layout fails, transferring its load to neighbouring pillars, which causes them to fail, and so forth. Recent examples of this kind of failure in coal, metal and nonmetal mines in the U.S.A. are documented. Mining engineers can limit the danger presented by these failures through improved mine design practices. Whether failure occurs in a slow, non-violent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This stability criterion is used as the basis for three design approaches to control cascading pillar failure in room-and-pillar mines-the containment approach, the prevention approach and the full extraction mining approach. These design approaches are illustrated with practical examples for coal mining at shallow depth. Cascading pillar failure {CPF) in room-and-pillar mines can go by many other names, such as `progressive pillar failure', `massive pillar collapse', 'domino-type failure' or 'pillar run'. In this kind of failure when one pillar collapses the load that it carried transfers rapidly to its neighbours, causing them to fail, and so forth. This failure mechanism can lead to the rapid collapse of very large mine areas. In mild cases only a few tens of pillars might fail; in extreme cases, however, hundreds, even thousands, of pillars can fail. CPF can have catastrophic effects on a mine, and sometimes these effects pose a greater risk to health and safety than the underlying ground-control problem. Usually, the CPF induces a devastating air blast as a consequence of the displacement of air from the collapse area. An air blast can disrupt the ventilation system totally by destroying ventilation stoppings, seals and fan housings. Flying debris can seriously injure or kill mining personnel. The CPF might also fracture a large volume of rock in the pillars and immediate roof and floor. In coal mines and certain other mines this can lead to the sudden release of large quantities of methane gas into the mine atmosphere; a methane explosion might result from the CPF. CPF is at the far end of the spectrum of unstable pillar failure. At the other end are slow `squeezes' that develop over days to weeks and, because of their slow progress, do not pose an immediate danger to mining personnel. There is ample warning time for men and machinery to get out of the way of the failure. In a CPF, however, the failure progresses so rapidly that men and equipment cannot be evacuated in time. Significant seismic energy is released as a consequence of the rapid failure and collapse. CPF should not be confused, however, with coal-mine bumps and rockbursts. In some cases the damage can appear similar, but the underlying mechanics are completely different. As will he shown later, the mechanics of CPF depend on the applied vertical stress and the post-failure, i.e. strain-softening, behaviour of the pillars. In a CPF pillars shed their applied load rapidly and have very little residual strength after failure. The collapse itself may release significant seismic energy, but otherwise the mine is seismically quiet. Alter a CPF the openings in the affected mine workings have usually closed completely. In contrast, coal-mine bumps and rockbursts occur in seismically active mines. Research has shown that coal-mine bumps and rockbursts are seismic events induced by mining that damage underground mine workings. Bumps and bursts are thus a subset of a much larger set of mining-induced seismic events.[ Only some of these seismic events damage mine workings; fortunately, most do not. The mechanisms by which a mining-induced seismic event can lead to a damaging coal-mine bump or rockburst is still a significant research area.2 After a bump or rockhursr the affected mine workings may or may not be completely closed. For example, in the coal-mine bump described by Soler and co-workers2 the mine workings remained open even though the pillars were destroyed during the bump event. Because CPF differs from a coal-mine bump or rockburst, the design approaches to control their occurrence also differ. The design recommendations developed here apply to CPF and not to bump- or burst-prone mines. Cascading pillar failure examples Unfortunately, CPF has occurred in room-and-pillar coal, metal and non-metal mines. The most infamous example is the Coalbrooke colliery in South Africa, where 437 miners perished where [si >1 3at1ttsumsus7car kky vArtMixiL7i nesafr tramwsamn ures] on 21 January, 1960.1 Table I summarizes the mining dimensions of 13 examples of rapid pillar collapse in U.S. coal mines. All occurred during the 1980s and 1990s, and all happened suddenly or without significant warning. Most resulted in air blasts and damage to the ventilation system. Table 2 gives the mining dimensions of six room-and-pillar metal and non-metal mines in the U.S.A. where failure occurred in all probability by the CPF mechanism. The collapse areas can be huge. Fortunately, some of these failures gave advance warning. At the lead-zinc mine slabbing from pillars and roof falls began four weeks prior to the main collapse.3 At the copper mine considerable rock noise and smaller failures preceded the main collapse by five days.5 At the copper-silver mine it is not known if nature provided a warning.6 Evidently, the trona mine collapsed without warning.7,8 Rock noise and other failure warnings preceded the silica mine collapse by three weeks. v The presence or absence of warnings at the salt mint is not known. to Most of these collapses induced a substantial air blast; damage to the ventilation systems was limited, however, to bent airdoors and a few downed stoppings, except at the trona mine where extensive damage to the ventilation system resulted.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. Delays will be introduced into the cycle of operations because the shuttle cars must be stopped and positioned on the platform. However, these delays can be held to a minimum, time wise, as the

"The Phosphate Rock Market:Indications, in the fertilizer market, point to a prosperous condition, caused chiefly by the growing demand for all classes of fertilizer material in spite of a shortage of supplies. Both of these conditions have been caused by the war. The shortage in phosphate rock is being relieved as production increases, but the supply has not caught up with the demand for this spring's trade, at least. Reports from Florida are to the effect that more than half the necessary quota of laborers are at work. This may not appear to be a very good showing, but even this situation is en¬couraging because there is a larger force now at work than has been the case for some time, and it is steadily, though slowly, increasing. Some of the producing companies are conducting advertising campaigns to get laborers back to the phosphate fields and attractions in the way of better housing and living conditions are being offered.Producers are far more confident about the situation than they were two months ago, and though the shortage will not be met before the end of 1920, theme is a surplus accumulating over what is going out on existing contracts.Quotations are now being offered on all Florida rock excepting land pebble and this, it is expected, will be soon quoted.Quotations on Florida rock per ton are as follows:"

The object of this program was to design and build a self-contained system for remote monitoring of the atmosphere in mines. The system developed uses the mine pager phone line as the primary communication channel and also has the capability of using 208 Hz in the ELF band for wireless transmission through the earth. The depth for through-the-earth trans- mission is expected to be about 80 to 90 meters in high conductivity soil and is limited by the noise level in the ELF band-pass filters. The underground components of the TEM System are energized by mine power through a battery charger - storage battery power supply. In the event of mine power failure the battery capacity is more than sufficient for one week's operation with interrogations every four hours.

The American Society for Testing Materials4 has recommended that the melting temperature of potassium chromate be used-for indicating the temperature to which a coal sample should be heated in the standard method of analysis to determine its volatile matter content. The specified temperature is 950± 20° C., the melting point of potassium chromate being noted as 940° C. Le Chatelier5 originally found the melting point to be 975°; later6 he found 9400. According to Shemtschushny7 the melting point is 984°; he also found a transition at 679°. Groschuff8 found the melting point to be 971° and the transition temperature 679°. Amadori9 reports a melting point of 9.78° and a transition point of 666°. The International Critical Tables10 take the melting point as 975°, which is estimated to be correct to two significant figures. In view of the apparent uncertainty existing, it has been though worthwhile to make a careful redetermination of this datum. It is of interest not only to determine the melting point of the pure salt, but also of the commercial product, in order to test its suitability for use as a temperature indicator. The work was suggested by A. C. Fieldner, chief engineer, experiment stations division, U. S. Bureau of Mines.

Develop a metal substitute which is more plentiful and less expensive than the metals currently being used in high performance, permanent magnets, while maintaining the quality of the magnet. The New Alloy The rare-earth metal used in most high performance magnets is samarium, an expensive metal of limited availability. Cobalt is also used in high performance magnets, but supplies of this metal also are limited because it is not domestically mined and must be imported. The Bureau of Mines embarked on research to find a less costly domestic: metal source for use in industrial magnets. The alloy found most promising consists of mischmetal, a relatively abundant, naturally occurring mixture of rare-earths, which can be used as a replacement for samarium. Additives of copper, magnesium and iron used in combination with mischmetal aid in replacing some of the cobalt needed for the magnets.

"The ""safety bonus"" in metal mining is a sum in addition to the regular wage, paid to foremen or bosses for keeping the accident rate down to a specified minimum. It has been used with success for some time by certain companies as a regular part of their safety work. It is desirable from the employer's point of view in that the desired results in accident reduction must be accomplished before the bonus is earned; and from the standpoint of the recipient, in that he receives a reward for the additional effort which he has put forth in order to earn the bonus.While this paper relates to the safety bonus as applied in the metal mining industry, the bonus system discussed herein will apply equal well to coal mining, oil-field work, and other mineral industries.Various estimates have been made as to the percentage of accidents that can be prevented through physical safeguards, adoption of safe working methods, and other safety measures which can be initiated and carried out wholly through the management or the safety department. This percentage will always be a vari¬able according to the local plant and conditions. But all who have been engaged in accident prevention agree that such work alone cannot bring the accident fre¬quency down to where it should be, and that it is very necessary to work directly with the workmen, in an effort to make each individual do his share in making the work safe. In this latter phase of the work, the boss who has immediate super¬vision of the men is the one who can do the most, since he is in daily and frequent contact with the men while they are at work. In the metal mines, the shift and stope bosses are the key men; in the oil fields, the ""tool-pushers"" or sub-foremen, and the same applies to all industries. So it becomes necessary to keep these sub-foremen constantly interested in accident prevention, both because they are in personal touch with the men and because they are responsible for production and hostile to any plan which they think will interfere with their output. In large organizations it is the shift boss who represents the company and its policies to the man on the job."

An evaluation was made of one of several improved underground communication systems sponsored by the U.S. Bureau of Mines. The system evaluated was installed in a typical metal/non-metal room and pillar mine and utilized UHF repeaters connected to a unique distributed antenna and passive reflector system which provided mine-wide communications. A microprocessor controlled data collection system was assembled and installed for the evaluation. Data consisting principally of times and durations of messages and identities of the originating transceivers was collected between February and August of 1982 (6 mos.). Analysis of the data shows that the principal benefits are reduction in time required for unscheduled maintenance and repair, enhancement of safety, and better coordination of production activities. A cost benefit analysis shows a net benefit over cost, although it is also concluded that the capacity of the system is greater than can be justified by current activity in the mine.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

Coalbed gas content measurements are commonly used in mine safety as well as coalbed methane resource assessment and recovery applications. Gas content determination techniques generally fall into two categories: (1) direct methods which actually measure the volume of gas released from a coal sample sealed into a desorption canister and (2) indirect methods based on empirical correlations, or laboratory derived sorption isotherm gas storage capacity data. Direct gas content determination techniques may be further. subdivided into quick-crushing and extended desorption methods. The quick-crushing methods are primarily used in mine safety applications outside the United States, but have also been used for resource recovery applications. Quick-crushing methods rely on crushing the coal sample soon after collection to release all the desorbable gas, thus significantly shortening the amount of time required for desorption measurements. However, some data useful for resource recovery applications are lost. Extended desorption techniques are most commonly used for resource assessment and recovery applications where information on desorption rates is useful for reservoir modeling, and for fundamental coalbed methane research. Extended desorption methods allow the gases in the coal sample to desorb under controlled laboratory conditions until a defined low desorption rate cutoff point is reached. The sample may then be crushed to measure the amount of gas remaining within the sample. Direct method techniques for gas content measurement are the focus of this paper.

"Introduction. The first short—flame explosives were made in the United States during the year 1902, then the mount was 11,300 pounds. In 1902 they were designated ""permissible explosives"", and were required to meet specific tests. By 1912 the total consumption thereof had increased to 24,630,000 pounds, equal to 5 per cent of the total quantity of all kinds of explosives produced in this country; while in 1922 the total was 43,429,000 Pounds, or 10 per cent of the production, and 18 per cent of the explosives used for the mining of coal.Each year the Bureau compiles statistics of explosives, one important object of this being to show the extent to which permissible explosives are replacing other classes of explosives in coal—mining operations, and the influence of such replacement in reducing the number of accidents caused by explosives in this class of mines. The consumption of permissible since 1916 has considerably exceeded the quantity of high explosives (dynamites, etc.) used in coal mines. While the increase in use of permissible is good, the replacement of other explosives therewith is not nearly as good as with be, considering the known general efficacy and safety of permissibles."

Cement kiln dust (CKD) is a waste product generated at the rate of 4 to 12 million tons per year in the United States. The dust has considerable resource potential as a neutralizer for coal mine waste effluents and as a lime substitute in the agriculture and construction industries. However, little information has been published on the composition and characteristics of CKD, and a concern arose over the potential environmental effects of the waste when an analysis of a single sample from West Germany revealed lead and zinc concentrations of 5,620 µg/g and 16,200 µg/g, respectively. Educating the public about the role of mining and minerals can be a challenge. While it sometimes seems that little is being done to counteract negative publicity, there are many exciting things happening across the country that are helping meet this challenge. This paper will discuss existing minerals education activities and will provide tips for developing successful programs for a variety of groups, from students to industry to minerals educators themselves. The paper will also include an overview of the 9th annual National Minerals Education Conference held in July 2000 in Spokane, WA.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

To inexpensively monitor the ventilating airflow anywhere in underground working places. The Approach: The Bureau has developed a small self-contained monitor which sounds an audible alarm and energizes a flashing lamp if air velocity decreases below normal. How It Works: The sensing element of this inexpensive monitor is a thermistor, which is self-heated by a constant-current electrical source. Airflow over the thermistor increases heat removal and lowers the thermistor temperature. Since the electrical resistance of a thermistor is a function of temperature change, the voltage across it varies with temperature, and, therefore, the air velocity. Changes in the voltage across the thermistor are amplified, and can be used to trigger the alarms.

Among the problems investigated by the Bureau of Mines the coal- dust problem has received much attention. Several of the bureau's publications deal specifically with the subject. Bulletin 20° contains an account of preliminary experiments of the bureau to determine the explosibility of coal dusts as well as a review of pertinent literature. Bulletin 50 is a report of a laboratory study of the inflammability of coal dust. The first series of coal-dust explosion tests in the bureau's experimental mine at Bruceton, Pa., is described in Bulletin 56, and Technical Paper 56 presents notes on the prevention of dust and gas explosions in coal mines, and Technical Paper 84 discusses the causes of such explosions and describes methods and apparatus devised by engineers of the bureau for preventing and checking them. The present paper is a report of a detailed study of the bituminous dusts of Illinois mines, and is a part of the investigations conducted by the bureau in cooperation with the Illinois State Geological Survey and the department of mining engineering of the University of Illinois./ It is well known that bituminous coals like those found in Illinois yield dusts that may give rise to explosions of great violence. In order that proper methods might be devised for preventing dust explosions in Illinois mines it was considered desirable to obtain accu- rate information on the quantity and character of these dusts. Ex- periments and tests of dust explosions in an experimental mine as well as in a large steel gallery comparable in area of cross section to mine entries have been made by the Bureau of Mines. Similar experi- ments have been made in Austria, England, France, and Germany. Experiments under conditions similar to those of actual mining prac- tice are obviously more conclusive than tests made in a laboratory. On account, however, of the expense, time, and quantity of dust re- quired, it is not practicable to conduct large-scale tests in studying a large number of dusts and recourse must be had to laboratory apparatus and methods. Laboratory,devices for the study of coal-dust explosions have been devised by a number of investigators. Most of these were intended for qualitative tests only. Quantitative methods have been devised by investigators of the English and French mining-experiment stations." In the experiments described in this report, laboratory tests of inflam- mability were made with an apparatus devised by Dr. J. C. W. Frazer, formerly a chemist of the Bureau of Mines. Laboratory tests of inflammability have been made on more than 500 samples of dust from 100 representative Illinois mines. As a result of these tests it may be stated that: 1. The coals of Illinois when ground fine enough yield highly inflam- mable dusts which when suspended in air may give rise to violent explosions. 2. In the majority of the mines of the State the dusts adhering to the ribs are inflammable. In about one-fourth of the mines the quantity of rib dusts present in the entries is sufficient to form an explosive mixture with air. 3. Most of the road dusts are inflammable when ground to a suffi- cient degree of fineness.

"HISTORYThe origin of roof bolting as a means of roof support is obscure. During the past 23 years a method was developed by the. St. Joseph Lead Co: at its mines in southeastern Missouri, ranging from occasional use of single bolts with small bearing plates to systematic networks of bolts utilizing continuous bearing plates. Officials of this company are not certain which of its employees suggested their use. Many instances of occasional use of roof bolts have come to light during the past few years in widely separated mining districts, such as in West Virginia, Alabama, Illinois, Colorado, and Wyoming bituminous coal mines, and in Pennsylvania anthracite, Lake Superior iron, and Colorado lead-zinc mines. A few of the known installations have boon in place as long as 40 years.These installations usually were made to supplement wooden timbering in mine openings whore space was constricted, although it had been reported that roof bolting was started as a systematic moans of roof support in at least three instances but was abandoned because the cost of installation was excessive. The extra expense above that of conventional timbering could not be recaptured through economies resulting from increased efficiency, such as would be gained through mechanized mining.Roof bolting was first mentioned in mining literature in an article by W. W. Weige 3/ in Engineering and Mining Journal of May 1943, in which he described the use of bolts with 4-inch channel bearing plates in mines of the St. Joseph Load Co."
