Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

In some cases, the extraction and separation efficiency of metals with a combined extractant are better than those with either extractant alone. However, the extraction and separation efficiency of metals with a combined extractant are not always better than those with either extractant alone. As part of the fundamental studies on the extraction and separation of metals with combined extractants, the extraction and separation efficiency of Au and Fe(III) added as an oxidizer in the leaching of Au from a sulphuric acid solution containing thiourea, and the extraction and separation efficiency of Nd and Sm from hydrochloric acid and sulphuric acid solutions were examined. The combined extractants for Au and Fe(III) were di(2-ethylhexyl) phosphosphoric acid (D2EHPA)/tri-n-butyl phosphate (TBP), D2EHPA/trioctyl phosphine oxide (TOPO). tri-n-octylamine (TOA)/TBP and TOA/TOPO, and those for Nd and Sm were D2EHPA/TOA. The paper presents a study on the reclamation of two mined-out bauxite open pits in the area of Kefali, Itea, Greece. The mining area has been reclaimed partially in the past, but its proximity to the town of Itea and a national road with tourist traffic, rose the interest to examine various scenarios for improving the landscape and the aesthetics of the site and introducing alternative land-use for recreational activities. Geospatial data were modelled using a Geographical Information System (GIS) that made it possible to study alternative proposals in terms of final landscape profiles, volumes required to be moved and the associated costs.

Flotation tests were carried out on six coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease during flotation recovery with some improvement in the grade. The reduction in the recovery increased with increasing concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than the floatability of medium and high rank coals. The recovery-size curves of oxidized samples were similar in shape to the recovery-size curves of non-oxidized coals.

Investigations were undertaken to improve the recovery of silver from CRA's Hidden Valley gold/silver deposit by the addition of calcium peroxide. The addition of 0.75 to 1.5 kg/mt of calcium peroxide improved silver extraction by 5 - 300 and reduced cyanide consumption by up to 30%. Gold extraction was also marginally improved in some of the tests. The results are of economic interest and plant trials will be initiated once operations are underway.

In order to reduce the heat loading in the Tilden Mine kilns caused by burning coal, which in turn resulted in rapid and significant build-upon the kiln lining, internal carbon was added to the green ball prior to balling. Intensive laboratory testing led to three short-term full-scale plant tests that were successfully conducted. Appropriate environmental permits were obtained to allow Tilden to use internal carbon on a continuous basis. Findings concerning carbon addition rates, reductions in coal use, build-up reductions, fired pellet quality, and environmental issues will be discussed.

Earthquakes, underground impact pressures and rock bursts all produce acoustic emissions. The rate of these emissions can be used to describe rock instability. In this study, it was found that acoustic-emission rates obtained by simulating a twin sample (rock-rock) model could be used to indicate the acoustic-emission-rate characteristics during rock instability. A computer simulation and two case studies support this conclusion.

Modified after procedures for assessing acid-generating potential of coal spoils, most acid-base-accounting (ABA) analyses inadequately characterize highly varied metal deposits. Although mineralogy critically controls acid generation and metal leaching, acquisition of appropriate data and their interpretation are poorly developed. Metal loading rates are commonly determined by kinetic testing, which rarely duplicate actual field samples and conditions. Accurate predictions and reduced assessment costs can conceivably be achieved by (i) use of geochemical analyses to define surrogate indicators; (ii) intelligent acquisition and use of mineralogical data; and, (iii) compilation of geo-environmental ore-deposit models to validate inference based on detailed geology.

Full-scale stopping and simulated over- cast structures were constructed in large opening (30 ft high by 55 ft wide) room and pillar excavations in an oil shale mine. The program was undertaken to develop construction techniques and to generate data on structure costs and leakage rates. Leakage rates were measured using both sulfur hexafluoride tracer gas and "brattice window" methods at varying differential pressures. The measurements were conducted before and after a full-scale face blast to characterize the effects of blasting on leakage, and blast air pressures were measured across the stoppings. The operating performance of different combinations of permanent and temporary stoppings was evaluated by developing an operating model for a two-panel oil shale mine. The operating performance for the different stopping combinations was then compared to the system cost to evaluate the overall performance.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

"Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."

Rusk County is located in the northwestern portion of the state of Wisconsin, roughly 130 miles east of Minneapolis (Figure 1). The topography is generally flat with dairy farming the principal activity. Forest and swamp lands are common, as well as pasture and cultivated ground. Rusk County falls near the southern terminus of the Precambrian Shield and is covered by a thick layer of glacial drift. Outcrops are quite rare, but the few available exposures indicate that the subsurface is comprised of steeply dipping metamorphosed volcanics and sediments of Early Proterozoic age. A thin section of flatlying Cambrian sandstone is sometimes found directly under the glacial till. The depth to Precambrian basement has been recorded to be as great as 150 feet beneath the surface.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Newmont has delineated a 600,000+ ounce gold reserve in the Cargo Muchacho Mountains. This is a desert range underlain by Proterozoic(?) Tumco Formation (gneiss) intruded by Jurassic granitic plutons, and cut by low angle shears of the late Cretaceous Chocolate Mountain Thrust event. Gold, associated with pyrite, quartz veinlets, and propylitic alteration, is emplaced along low angle shears. The mineralizing system, enriched in tungsten, copper, zinc and arsenic, was active during Eocene time. Gold reserves are found in eleven areas as moderate to high tenor deposits that may be mined by open pit and underground techniques. Eastmaque Gold Mines Ltd. is developing the deposit.

The importance and complexity of the ventilation systems in many underground coal mines necessitates the use of digital computers to model the ventilation networks. The modeling procedures used by the Mine Safety and Health Administration (MSHA) utilize the MSHA-modified Penn State computer program. The basic techniques used by MSHA have been described in detail in NESA (now MSHA) Informational Reports 1066 and 1183 (1. 2). Two basic methods are utilized for modeling underground mine ventilation systems. The first modeling method is the use of actual air-flow, pressure, and fan-performance data acquired during a full air-pressure, air-quantity ventilation survey to develop a mathematical model of the ventilation system. The second modeling method is the design of a ventilation system using data obtained from calculation, from past experience, or from technical literature. The latter method would typically be used to design a ventilation network prior to developing a new mine. Regardless of which method is used for modeling, there is a need to know, or to calculate, appropriate resistance values to be used for airways and for the various ventilation control structures. Such data is typically difficult to obtain and this report is an attempt to summarize typical resistance values which may be used in designing ventilation networks for new mines or in simulating proposed system changes in existing mines. Illustrations are presented to show where some of the resistances typically are located and how they are modeled in mine ventilation net- works.

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

In this paper, the authors outline the deficiencies of PERT/CPM as a method for scheduling complex projects such as mine development. In particular, PERT/CPM networks cannot accommodate logical nodes (events) or stochastic branches (activities). The Graphical Evaluation and Review Technique (GERT), developed by Pritsker and. co-workers, is introduced as an alternative to PERT/CPM that overcomes many of the deficiencies of the latter and enables a more realistic analysis of complex projects that are subject to significant uncertainties. A brief overview of GERT network structures and network analysis is given and a PC implementation of the method is described. The technique is illustrated by application to the development of an open-pit gold mine in Saudi Arabia.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

This paper presents a history of a successful three year effort in locating a large, economic deposit of high purity limestone. The exploration program has been carried out by Ernest K. Lehmann & Associates, Inc., geological consultants, for Dravo Corporation, owner of the limestone property which is now under development. The permission of Mr. L. P. Struble, Jr, President of Dravo Lime Company, and Mr. M. W. Robinson, Director of Research and Development, to present this paper is gratefully acknowledged. The limestone property is on the Ohio River near Maysville in northern Kentucky, 60 miles east of Cincinnati (Fig. 1). The area lies at the eastern flank of the Cincinnati Arch, a regional structure where the Lower Paleozoic strata crop out below the adjacent younger sedimentary rocks of the Illinois and Apallachian basins. In general, the limestone formations of the Middle Ordovician High Bridge group offer the best potential for industrial limestone in Kentucky and adjacent parts of Ohio and Indiana. These formations are exposed along the axis of the Cincinnati Arch in central Kentucky. Toward the west, east and north, strata of the High Bridge group are progressively deeper, concealed beneath a succession of interbedded fossiliferous limestone and shale. The High Bridge group limestone formations are shallow-marine deposits largely of tidal flat, shallow lagoon and related environments. Principal lithologies include cryptocrystalline micritic limestone and crystalline dolomitic limestone to dolomite. Shale and bioclastic limestone are subordinate but the proportion of shale increases in the basal formations. Characteristic, is the occurrence of several thin beds of bentonite that serve as regional stratigraphic key horizons.
