Yield pillars have been used for many years to help reduce stresses near mine openings and improve roof and floor stability. A yield pillar is often defined as a pillar that fails but retains residual strength. Stress transfer occurs through the roof and floor after the peak strength of the pillar is reached. High stresses are transferred from around the openings onto abutments that can be barrier pillars or unmined ground. This mechanism, often referred to as pressure arching, is possible as long as the width of yield pillar mining (panel width) is less than the critical width above which stresses cannot be carried by the overburden. Significant stress transfer also can occur due to small amounts of pillar and/or floor yielding before the peak strength is reached. This is accomplished in a quasi-elastic manner with little or no visible roof and pillar fracturing or floor heave. Long-term stability may be achieved when stresses and mechanical properties are favorable to prefailure yielding. This paper gives practical examples where improvements in stability and resource recovery were achieved with this mechanism. Yielding was assessed by comparing measured and calculated vertical pillar stresses. Results indicated that calculated stresses in the pillars were 25% to 40% higher than the measured stresses, demonstrating significant arching load transfer to the abutments. Prefailure yielding is probably often present but unintentional in both development and production areas. Better recognition and use of this mechanism should lead to design improvements, as mines become deeper.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. Ventilation Air-Heat Plants No. 3 Shaft In the early design phase of No. 3 shaft, it was recognized that air heating would be required to maintain underground temperatures above 0°C (32°F) during cold winters in the Colorado mountains. Luminex is a new method of prospecting for mineral deposits based on time-resolved mineral luminescence created by an ultra-violet light source. Developed by Scintrex Ltd., Luminex detects and resolves a group of key minerals - either ore minerals themselves or, more often, accessory or pathfinder minerals for certain types of economic ore deposits. These minerals are commonly found on the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits that are remotely detectable from the air. Tungsten, tin, molybdenum, gold, and bedded lead-zinc deposits are included. Therefore, Luminex is a natural supplement to the three classical methods of airborne geophysics. The luminescence of minerals has been known and used qualitatively in mineral exploration for many years. But there are more than 500 minerals known to be at least sometimes luminescent. Luminescence of most is unpredictable and the colors they emit may vary from locale to locale. It is, perhaps, this apparent complexity of the field that has discouraged its proper scientific scale until now. There are two basic types of luminescent minerals - intrinsic and impurity activated. In the first type, luminescence is an inherent property of the mineral in its purest form. In the latter, luminescence is due to the introduction of foreign trace elements, often in very modest amounts (ppm), into the crystal lattice. These trace elements are known as activators. There are very few intrinsic luminescent minerals commonly found in nature. Chief among these are the calcium tungstatemolybdate family, more commonly known as the scheelite-powellite family, and the uranyl minerals such as autunite and saleeite. The vast majority of other known fluorescent minerals such as fluorite, hydrozincite, and many calcites, are impurity activated - that is, they will not fluoresce in purest form. In addition to the many minerals likely to luminesce at the earth's surface under ultraviolet excitation, any prospector who has ventured out at night with a mercury lamp will know that much organic matter luminesces - for example lichens and even scorpions. Just as the eye finds difficulty in resolving the luminescence of minerals from that of organic materials, it also has its limitations at sorting out minerals from one another by their luminescent colors. Figure 1 shows, in part, the photoluminescent emission spectra of scheelite, hydrozincite, and autunite. It is clear that there is a considerable similarity in spectrum between scheelite and hydrozincite and a great deal of overlap. In fact, a small amount of molybdenum in the scheelite lattice can almost bring these two spectra into coincidence. On the other hand, the autunite emission spectrum is clearly resolved from the other two. Basis of the Method The right-hand side of Fig. 1 shows the time waveforms of decay of the photoluminescence of the same three minerals. It is apparent that the lifetimes of photoluminescence of scheelite and hydrozincite are radically different and that these two minerals, therefore, may be readily resolved through their emission lifetime characteristics. It is in the realm of time-resolved measurements (lifetime characteristics) that Scintrex has made its major advance in the Luminex method. With the exception of some work by Exxon confined to uranyl minerals, to the best of our knowledge, no systematic scientific investigation has been carried out in the field of time-resolved mineral luminescence studies other than the work of Scintrex. Scintrex's findings are that all organic materials and most commonly activated luminescent minerals have lifetimes shorter than one microsecond. In addition, only a relatively small number of minerals - among them those called key minerals, or certain ore and pathfinder minerals - have lifetimes greater than one micro-second. Scintrex is able to characterize these minerals primarily by their emission lifetimes and secondarily by their emission spectral characteristics. By a combination of these factors a mineral index is arrived at. From that, photoluminescent minerals can be resolved from one another with a high degree of probability. At least two spectral channels and two time channels - of which one can be common - are required to apply this mineral index. Ground System A portable hand-held Luminex analyzer based on a modulated mercury lamp has been used to date in Canada, the US, and Australia. The current production model of this device is the LG-2. It has two spectral channels and two time channels for each spectral channel. Figure 2 shows a ground Luminex traverse over the Texas-Arizona zinc prospect in Arizona. The instrument was set so the channel read was hydrozincite-specific insofar as possible. The mineralization in this prospect is known to be hydrozincite and other zinc secondary minerals in limestone. Figure 3 shows a ground Luminex traverse over the AAA uranium prospect in Nevada. The instrument was set to optimize the uranyl response. For comparative purposes, broadband scintillation counter readings were made on the same stations (also shown in Fig. 3). It is apparent that both the Luminex and the scintillation counter results reflect a near-surface distribution of uranyl minerals. It is interesting that no visible uranyl secondary minerals

In designing mine workings and adequate roof supports, it is indispensable to determine properties of the strata surrounding the workings. The proper selection of roof supports is based, before everything else, on a thorough knowledge of the roof rock strength, especially tensile strength. This parameter is a vital factor in the delamination of roof rocks and eventual cave-in. It is also important to know the properties of the floor on which the roof supports are set. While driving galleries, it is essential to know beforehand the strength of rocks that will be encountered in the near future during the work. The devices described will help to obtain this information.

The comminution laws The grindability of the ores or minerals is an important factor that could not be deduced from their mineralogical characteristics (Testut, 1958). Many theories have been proposed to determine the amount of work required in a comminution operation as a function of the nature of material, size and shape of the minerals before and after of comminution. The most important laws are proposed by Rittinger, Kick and Bond. According to Rittinger (1867), the work is directly proportional to the new surfaces produced during the comminution. Kick (1885) believes that the work needed to produce similar modification is proportional to the volume or mass of the material. Bond, during his 25 years of experience and research, reached to the conclusion that on the average the energy required for a known comminution is between the Rittinger's and Kick's laws (Bond, 1952). According to Bond's Third Theory, the work input is proportional to the new crack tip length produced during the particle breakage, and equals the work represented by the product minus that represented by the feed.

The so called 'SISCOM' is a General Purpose, microprocessor-based Monitoring and Control System, developed by AITEMIN to meet the requirements of Spanish Mining Industry in - the field of automation and data -transmission. Typical applications -are automatic control of pumps, compressors, fans and conveyors, as well as environmental monitoring and production monitoring. In relation with the last, the - System has been succesfully installed in a full section roadheader and in a mechanised steep coal face. In both cases, the main objective is to get information about running times, down times and causes, -and monitoring of other important parameters such as ventilation, methane content, power consumption..etc. Measurements concerning the face behaviour from a geomechanical point of view are also monitored. These are different pressures and stresses. All data is transmitted to the - surface and on-line analysed by a -desk-top microcomputer. The paper shows the system structure and the requirements that have - been considered on its design. Attention is given to the mechanical data acquisition problem, involving special development of some transducers. The information provided by the surface microcomputer is shown and its utility discussed.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

With the increasing importance being placed upon modernizing the coal industry as a result of recent developments in the international energy balance, computer control has been and is being instituted in many coal cleaning plants. Control techniques that are well established in many base metal industries have been adapted to coal washing. Essential to any control scheme is an accurate measure of the parameter which is to be controlled. A sensor is required that will provide information both quickly and precisely. In fine coal circuits, the critical parameter that must be measured and controlled is the per- cent ash contained in the clean coal product and tailings. Measuring the ash content of these slurry lines on a continuous basis enables the operating conditions in the circuit to be adjusted so as to obtain optimum separation efficiencies at all times. An on-line ash monitor has been developed and tested at Michigan Technological University which is capable of making percent ash and percent solids determinations instantaneously. Two radioisotopes are employed in this system to generate signals that can be related to the density and the ash content of the slurry. Such data provide a means to execute a short term control strategy.

Studies carried out over the last 10 years reveal that precipitating particles which may appear in alkaline solutions of long-chain amines and in acidic solutions of fatty acids exhibit clear isoelectric points around pH 10.6-1 1 for dodecylamine and around pH 2.5-3 for fatty acids. These colloidal species can accumulate at solid/liquid and liquid/gas interfaces and affect flotation. While the precipitate in solutions of fatty acids apparently can chemically interact with the mineral surfaces and is flotation-active if sufficiently long conditioning time is available, the cationic flotation of quartz in alkaline solutions is depressed by the colloidal precipitate. The experimental data available in literature on the adsorption, electrokinetic, contact angle and surface forces measurements in the solutions of the weak electrolyte collectors are analyzed and the role played by the precipitate is discussed. It is shown that these concepts allow for an explanation of the selective flotation of sylvite from halite with long-chain amines in potash ore flotation.

Introduction Ring roller mills are efficient size reduction machines embodying the following machine functions: 1) Size Reduction: from a feed size of 2 in. to various size products as fine as 400 mesh, or granulation from 2 in. to 6 mesh containing a minimum of fines. 2) Drying: fluid bed drying of wet feed materials. 3) Conveying: negative pressure air system results in dust-free conveying. 4) Beneficiation: liberation and removal of foreign materials from the auxiliary bottom discharge simultaneously while grinding. Operation Operation of the roller mill system, Figs. 78 and 79, is completely automatic. A feeder introduces raw material into the grinding chamber in the base of the roller mill at a rate determined by pressure variations within the roller mill as material is ground and air conveyed away. The feeder will be activated by the reduced static pressure and introduce unground material into the system, thereby maintaining a constant differential pressure. Plows located ahead of each grinding roll direct the material upward and between the grinding rolls and the bull ring where it is ground to size. The grinding rolls are free to swing out centrifugally, which forces them to bear upon and grind the raw material. Being free to pivot axially, the rolls automatically assume the proper position for grinding and need no adjustment to compensate for wear. Rotation of the rolls is by rolling contact. Once ground to size, material is swept out of the mill by the controlled air flow from the centrifugal main mill fan. Air suspended, the ground material passing through the adjustable spinner separator. In the separator, an accurate size classification is made which allows product-size material to be conveyed away from the roller mill while oversize material is returned internally for additional grinding. By varying the speed of the separator drive, more or less cyclonic action is achieved at this location, effectively controlling product size. Product sized material is removed from the airstream by the cyclone collector. Typically, a conveyor or product storage bin will be located to accept the product as it exits from the bottom of the cyclone collector.

The Jim Bridger Coal Mine, operated by Bridger Coal Co., is located in Sweetwater County, WY about 56 km (35 miles) northeast of Rock Springs. Bridger Coal is a joint ven¬ture between Nerco Coal Corp, the operator, and Idaho Energy Resources Co. The permit boundary encompasses more than 81 km'- (20,000 acres) on the western side of the Continental Divide. Since the mine began opera¬tions in 1974, it has produced about 82 Mt (90 million st) of coal while moving about 344 hm3 (450 million cu yd) of virgin earth. Annual production averages 4.5 Mt to 6.4 Mt (5 million to 7 million st) of run-of-mine coal. Coal is consumed on-site by the Jim Bridger Power Plant, a 2000-MW generating station. Electricity is transmitted to the Pacific Northwest power grid that includes Oregon, Idaho and northern California. Geology The mine is located on the northeast flank of the Rock Springs uplift. This is a broad, asymmetrical anticlinal feature about 97 km (60 miles) long and 56 km (35 miles) wide with a north-trending axis. This uplift separates the Green River Basin to the west and the Great Divide and Washakie Basins to the east. Precambrian rocks on the apex of the uplift are estimated to be 5200 m (17,000 ft) above the Precambrian rocks in the Green River and Washakie Basins. Normal faults with generally less than 30-m (100-ft) vertical displacement cut through the uplift. The dip of strata on the flanks is generally between 3° and 15°.

In alkaline pulp, galena is depressed by sodium carboxymethyl cellulose (NaCMC), while Cu(II) -activated sphalerite exhibits a high floatability so that satisfactory separation can be achieved. In addition to hydrogen bonding, chemical bonding of NaCMC with galena is confirmed by infrared (IR) spectra; only hydrogen bonding is involved between NaCMC and Cu(II)-activated sphalerite. It is also found that the greater the degree of substitution and polymerimtion of NaCMC, the stronger the depressive effect of NaCMC and that lower stirring speed favors the depression.

The application of automation and robotic technologies to coal mining equipment at the face offers improvements in worker safety and efficiency. The evolutionary introduction of autonomous, intelligent machines to perform the most hazardous tasks in underground coal mines may become a reality within the next 10 to 15 years. The US Bureau of Mines Advanced Mining Systems research program is developing the technology necessary to achieve this goal. This program consists of both core and applications re¬search that focus on the fundamental issues of sensor-based, computer-assisted, machine control technology. In the near term, the research is directed specifically to the computer-assisted control of present-day underground equipment. The immediate effect will be relocating equipment operators to a nearby area of safety. It is being performed in a manner that can make incremental improvements in safety and efficiency. The research is being performed closely with private, government and academic researchers in the miring, space, armed forces and factory automation and robotics research areas. It is a mixture of basic research, applied research and the application and adaptation of existing technologies from a multitude of sources.

Mine managers rely on their experience, section foreman's daily reports and occasional time studies to make important production, maintenance and forecasting decisions. This information is often subjective and imprecise, consumes expensive engineers time, is often biased and is restricted to short time periods. Managers need better information. Furthermore, if a recently purchased machine is being evaluated, a large increase (>10%) in productivity may be obvious, but small increases are usually masked by other variables. In today's highly competitive markets, cumulative small changes are important, especially since managers have already exhausted most available, obvious avenues of improvement. A technique to separate these charges from effects of other variables and to quantify the target effect is necessary. CSM researchers are addressing this need by developing an intelligent decision support system (IDSS). It provides key production and maintenance information to support management decisions by recognizing patterns in mining machine sensor data and representing knowledge about mine management, operations, layout and equipment. A continuous miner section at Western Fuels-Utah Inc.'s Deserado Mine in Rangely, CO is the test facility for the research. Power transducers located in the sections load center provide kilowatt versus time data from continuous section equipment. The IDSS pattern recognition algorithms classify the kilowatt versus time patterns into individual machine operating modes. It produces an output similar to a typical industrial engineering time study but continuously, automatically and without an engineer in the section. It is relatively easy for a time-study engineer to identify the stop and end points of a cycle element and classify it by looking at the machine and glancing at a stop watch. The problem is that monitoring system hardware and software do not have these unique capabilities. Consequently, IDSS algorithms must automatically define the begin and end points of machine tasks and identify the task by recognizing patterns in kilowatt versus time data. However, many mines have file drawers of time-study type data that are not very useful. So, IDSS contains the knowledge representation subsystem (IDSS/KRS) to produce short reports containing only key information. This is difficult because mine environments continually change and information requirements differ for each management level. Consequently, IDSS/KRS must learn and adapt to new conditions in a dynamic mining environment. Western Fuels-Utah owns and operates the Deserado Mine, located about 19 km (12 miles) northeast of Rangely, CO (Upadhyay, 1988; King and Eros, 1988). One longwall and two continuous miner sections produce about 900 kt (1 million st) of coal annually for the Deseret Generation and Transmission Cooperative's 4000 MW power plant located near Bonanza, UT. Three mine monitoring systems control the underground mine, the preparation plant and the unit train load out. Pattern recognition IDSS/PRS produces a listing of begin and end times for each machine operating event as shown is Table 1.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from a high-extraction retreat room-and-pillar operation in southern Illinois. The objective of this monitoring program is to study the inter- action between the ground surface and a structure during a subsidence event. Data from such a study should enhance the understanding of the mechanisms that produce structural damage and aid in the design of structures that resist such damage. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tiltmeter to detect and follow the tilt of the foundations caused by the mining subsidence sequence is demonstrated. Using data from this tiltmeter, the development of curvature in the foundations as they conformed to the displaced ground surface is shown. This curvature is rep- resented by differences in tilt at various points on the foundations, indicating a change in tilt over a horizontal distance. Also, even though subsidence damage has not been fully analyzed, preliminary observations of the cracks that formed in the foundations are reported. These cracks resulted in the separation of one footing into distinct pieces; therefore, their effect on the tilt readings is cited.

During 1983, The Youghiogheny and Ohio Coal Company's lost-time-incidence rate was 8.1, equal to the average for underground bituminous operators. How- ever, one half of all lost-time injuries were low back, back and neck related. In reviewing these results, we determined that substantial improvement could be made. We investigated existing back schools and the possibility of opening an in-house clinic. In September 1984, we began The Youghiogheny and Ohio Coal Company's Back Care Program. The objectives of the program are to reduce the number of back injuries incurred at the work site, hasten recovery time, decrease medical and workers' compensation costs and provide the employee with a thorough understanding of his problem. A state-of-the-art clinic capable of treating injuries to the spine and extremities has been established at the work site. The clinic is staffed by a licensed physical therapist and is offered to all employees on a voluntary basis under physician referral. The approach to treatment is multi-phasic. For the typical patient, the initial goal is to reduce pain and correct dysfunction. Treatment modalities such as auto-traction, extension exercises, ultra sound and moist heat are frequently used. During this period the patient is given extensive education regarding his problem. As soon as more vigorous activity can be tolerated, a work-hardening pro- gram consisting of job simulation activities designed to improve flexibility, strength and functional capability is begun.

Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

Cyprus Pima is a medium-sized open-pit copper mine located 35 km (22 miles) south of Tucson, AZ. The ore body was discovered using geophysical prospecting methods in 1953 and was originally worked as a small underground mine followed by small open-pit operations. As mining equipment grew larger and the economic ore grade dropped, the operation grew in size, through four expansions, to the present 50 500 tpd (56 500 stpd) milling rate. The remaining stripping ratio is about 2.5 to 1. Mining equipment includes 11 electric shovels ranging in size from 6 to 15 m3 (8 to 20 cu yd) and 42 diesel-electric haulage trucks ranging in size from 89 to 223 t (100 to 250 st). Mine planning is performed at Cyprus Pima to serve several functions. The most important is to plan ahead, one year at a time, to predict the ore grade and stripping requirements on a month-by-month schedule. This yearly plan is necessary for budget preparation and is revised once each quarter to incorporate variations in actual production experienced during the preceding quarter.

The potential health effects of quartz-bearing airborne dust in mine and mill atmospheres point to the need for the quantification of quartz content in the source material for determining the source-sink relationships and for choosing applicable control measures. While a standard method exists from a regulatory point of view for the sampling of coal mine atmospheres for determining (i) respirable dust concentrations and (i) the amount of quartz in thesamples, there is no generally accepted standard method for quartz analysis in bulk samples of coal and host rocks. Generally, the bulk sample is reduced to a powder for producing quartz analysis samples. Extensive controls are necessary to ensure representativeness of the analysis samples when these are very minute fractions of the bulk samples. Since the amount of analysis sample is not limited, alternative methods for quartz analysis may also be tried. It is, however, necessary to adopt a procedure which will satisfy several statistical requirements to guarantee representativeness of the quartz analysis samples. In this paper, the important factors in the preparation of quartz analysis samples from the host rocks and bulk samples are discussed. The method developed to prepare the analysis samples is outlined. The results of application of the procedures are presented. The procedure developed for quartz analysis sample preparation is based on sound statistical foundations. The procedure has been validated for reproducibility and homogeneity.
