Most of the 154 t (170 st) truck fleets that were predominant in large surface mines in the 1970s and 1980s are approaching the end of their economic life. One replacement option considered by mine operators is a change to the 2 18 t (240 st) trucks. A comparison of load capacities between the 1.54 t (170 st) and the 2 18 t (240 st) trucks indicates a large productivity advantage in favor of the 218 t (240 st) trucks. This advantage, however, is often reduced by a number of site-specific factors. Therefore, a careful evaluation is required to define the actual benefit of changing to the large trucks. This article discusses some important factors that have an impact on truck size selection, based on several different studies. 218 t (240 st) trucks The 2 18 t (240 st) rear dump trucks were first introduced for surface mine service almost 10 years ago. However, it is only during the last few years that this equipment has gained acceptance in the surface mining industry. About 250 units were employed in surface mines worldwide at the beginning of 1992, and further purchase commitments are being made. Encouraged by the mining industry’s interest, all major off-highway mining truck manufacturers now offer 218 t (240 st) models (Table 1). At present, the existing 218 t (240 st) truck fleets are dominated by electric drive trucks. However, recent introduction of a 2 18 t (240 st) mechanical drive truck rounds out the development of this truck size.

Good morning gentlemen. My name is George Dials, and I am [vice] president of the Mining and Reclamation Council of America (MARC). The Council is composed of various companies, individuals, and affiliated state and regional trade organizations representing nearly 3,000 companies directly and indirectly involved with surface coal mining in the United States. I am very glad to be here today to address the Society of Mining Engineers of AIMS. While I do not pretend to be an expert in either geological or geotechnical engineering, I am infinitely familiar with the provisions of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and the Federal regulations that have been promulgated pursuant to that Act. The Office of Surface Mining Reclamation and Enforcement (OSM) was created by P.L. 95-87 within the responsibility for implementing the provisions of the Act and "to ensure that society and the environment are protected from the adverse effects of surface and sub-surface coal mining operations."

Based on previous investigations of ultrafine comminution in planetary ball mills, a new centrifugal mill has been developed which permits similar high stress conditions. Because this new type of mill is equipped with an immobile chamber, devices for measuring energy, for cooling the milling vessel, as well as, in continuous operation, for material feed and discharge can be more easily attached than to planetary ball mills. Observations of particle behaviour have shown that, in the case of dry grinding, most of the material is found on the mill walls even after short grinding times. Due to the fact that energy dissipation takes place mainly in the zone near the wall, a grinding system which reduces the amount of ball filling required is at an advantage.

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. Where difficult shaft sinking conditions exist, it may be appropriate to use a blind drilling technique. The success of the method is in part due to the presence of a drilling mud which fills the shaft void during excavation. The mud performs two important functions with respect to shaft stability: it reduces the influence of groundwater; and, due to the mud weight, gives a positive sup- port to the shaft walls. The application of the method is illustrated by a case history which traces the development of a shaft from the initial investigation to determine the shaft location, through the evaluation of wall stability and mud requirements, to the shaft sinking contract and actual conditions encountered.

Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. Sixthly, his learning must comprise Architecture, that he himself may construct the various machines and timber work required underground, or that he may be able to explain the method of the construction to others. In this presentation, it is intended to briefly describe some occurrences of lead-zinc mineralization in Mississippian carbonates of central Nova Scotia. Results of geophysical and geochemical prospecting are presented. Because the deposits do not give positive identification to these indirect techniques, it is necessary to site exploratory drilling through the development of geological concepts.

Introduction The recovery of precious metals from ore can generally be accomplished using either gravity concentration, flotation, and/or hydrometallurgical (leaching) techniques. The objective of this paper is to show why gravity concentration can be an important part of recovery systems which employ leaching as the primary unit operation. A brief discussion of modern gravity concentration equipment is also presented.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

In support of the Conceptual Design of a Nuclear Waste Repository in Salt, a confined core pillar design method developed by others was reviewed. The method, which was developed for applications in coal, represents the confined strength of the pillar material in terms of a linear failure criterion. However, triaxial compression strength tests conducted on salt samples indicate that a non-linear strength criterion is more appropriate for salt. The rationale behind the confined core method is reviewed. A rederivation of the confined core method is then presented that incorporates a non-linear strength criterion. Benefits of the modified method are that the strength of the confined pillar core can be more accurately represented, and that two contributors of pillar strength, rather than one, can be addressed.

Many of the gravel deposits in Mississippi which range in age from Mississippian to Recent are being exhausted. Particularly in southern Mississippi the supplies will become very short in the near future and some use of sand will have to suffice. All methods of exploration for sand and gravel are presently being used in the State and this will be of some assistance in finding other deposits. A good supply of material for expanded clay aggregates is present in the State and will be sufficient to supply the needs of this segment of the construction industry for years to come. Crushed stone has been a minor contributor in years past and will probably become no more important in the future.

An interceptor sewer, 2103 linear meters (6900 Ft), 1.52 meter (5 ft) in nominal diameter, is installed by a direct pipe jacking system utilizing a remotely controlled fully automatic slurry shield machine called "Unclemole". The system involves placement of custom designed fiberglass pipe with Unclemole. The sewer alignment is along a heavily travelled thoroughfare in Staten Island, New York with invert varying from 20 meters (65 ft) to 28 meters (92 ft) beneath the road surface, and passes through soils of Glacial and Cretaceous origin. Dewatering was carried out at the jacking and receiving pits. Details of ground conditions, the pipe jacking system and method, and tunneling experiences are herein described.

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.

A pneumatic impact breaker is used to fragment the rock at the shaft bottom, replacing the drill and blast cycle. A backhoe-type mucker removes the broken rock. The operators are in protective cabs below the bottom work deck in the shaft. Preliminary testing has been accomplished at underground and surface test sites in Arizona. Seven, approximately 6.4 m deep by 7.3 m-diameter (21 ft by 24 ft) test holes, (a total of 45 m (148 ft)), were recently excavated in various rock types, including jointed and massive quartz monzonite and rhyolite. An average advance rate of .4 m/hr (1.24 ft/hr) has been achieved. This includes breaking and mucking the rock. Further data is being sought from an in-shaft demonstration.

A great potential market for the high BTU midwestern thermal coal exists if the coal is desulfurized and prepared to meet the environmental restrictions and the utility customer specifications. Because the midwestern coal is very high in pyritic sulfur, it can be adequately desulfurized by removing the pyrite with the help of such coal cleaning techniques as the froth flotation. Froth flotation cells are now commonly employed in modern coal preparation plants for recovering the fines but they are not utilized for desulfurizing the coal probably due to a lack of system operating data for such applications. A research project recently conducted at Southern Illinois University shows that the total sulfur in the midwestern coals can be successfully reduced from as high as 5.3 percent to less than 1.4 percent by single stage froth flotation. The results obtained on ten different samples of high sulfur coal obtained from different areas in the Illinois Basin are presented and discussed.

Surface mining has been used primarily where deposits of minerals were exposed or close to the surface. Surface mining can, therefore, be considered the oldest branch of mining. As the most accessible deposits became uneconomical because of the lack of suitable high capacity conveying systems, deep mining took its place. Only in the twentieth century was this trend reversed as high capacity production and conveying systems were developed. This rapid development was triggered by the steadily increasing demand for raw materials and fossil fuels, as well as by the ever increasing ratio between overburden and deposits.

A description is given of the investigation conducted at Sherritt Gordon's Ruttan Operation in Manitoba during 1986. Gas and dust concentrations were measured in the exhaust air of the major working sections to assess the potential for recirculating exhaust air into the intake air in winter to reduce heating costs. The results indicate that there is excellent potential to significantly reduce winter heating costs by controlled recirculation of exhaust air. Gas and dust concentrations vary significantly during the working shifts but have consistent trends from shift to shift and day to day. The variations in gas concentrations have similar trends but no single gas could be reliably used to predict the variation of the other gas or the dust concentrations. Dilution and the other effects which reduce pollutant levels as the exhaust air returns to surface indicate that recirculation should take place as close to surface as possible, subject to the economic constraints of the airway construction required and the extra fan energy required for the longer recirculation path. Recommendations are made for the choice and positioning of air and dust monitoring sensors and the logic of a control system. Economic analysis of the results indicates that controlled recirculation is viable at an existing mine with a pay back period of approximately two years. Incorporation of a system into a new mine at the planning stage would significantly shorten the pay back period.

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. The use of electrokinetic or zeta-potential phenomena in studies of the properties of mineral sulphides has increased greatly over recent years. This review aims to examine and discuss the body of literature on the subject of electrokinetic properties of sulphides in a comprehensive and critical manner. Although the review covers the period from 1925 to 1975, it is only in the past ten years that researchers have been fully aware of the implications and problems of chemical reactions, notably oxidation and precipitation reactions, on the surface properties of sulphide minerals. These papers are discussed in more detail than the earlier publications. A table containing a list of determinations of iso-electric- points and points-of-zero-charge of mineral sulphides, and the methods employed in obtaining these results, is presented.

Although not generally recognized, Arizona has rock salt deposits unique in the United States. This uniqueness stems from a combination of two factors: (1) relatively youthful geologic age and (2) nonmarine origin. Although Arizona shares one deposit with Nevada (Figure 1, No. I) there are three others within the State (Nos. 2, 4, 5) that are believed to be both late Cenozoic in age (less than 15 million years) and nonmarine in origin. The only other recognized nonmarine salt deposits in the U.S. are much older, being in the early Cenozoic (Eocene) Green River Formation of Colorado and Wyoming. According to Johnson and Gonzales (1), the remaining rock salt deposits in the United States are marine and either Paleozoic or Mesozoic in age. Of the seven localities shown in Figure 1, six in the Basin and Range geologic province are believed to represent nomarine late Cenozoic phenomena and one (No. 7) in the Colorado Plateau geologic province is Paleozoic (Permian) in age and marine in origin. The following comments are intended to update the general geologic highlights of these deposits and to summarize the nature of their present utilization.
