The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.

Underground coal mining can cause seismic events. There is currently no way to predict such phenomena reliably, in particular stronger events. That is why, according to the current state of the art, empirical methods are employed in this field. Some assessment criteria, which relate to the geological and mining situation and either stimulate or rather help to avoid seismic events, are presented in this paper. These criteria are examined for a practical mining situation in Germany, with a view to estimate possible seismic events.

The first recorded discovery of diamonds in Australia was in 1851 from New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be relatively widespread through much of the Tasman Fold Belts of Eastern Australia and production to date is estimated to be some 500 000 carats from a number of 'small alluvial fields. Despite extensive exploration though, no primary rock source carrying significant diamond contents has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia over the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives, of which 180 have been confirmed to be diamondiferous. Only one pipe however, the 1200 Ma high grade Argyle lamproite and associated near-by alluvials, has proved to be economically exploitable with current annual production of 40 million carats valued at approximately US$400 million. Production from the open-pit will be sustainable until at least 2003. This paper briefly summarizes the history of diamond discovery in Australia, principal diamondiferous provinces and deposits, current exploration activities and the potential for future discoveries.

Electricity is a major cause of lost-time accidents and fatalities in the mining industry. Major hazards and unsafe practices that contribute to electrical hazards are identified in this paper. Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors of this paper, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the interdisciplinary area which they have called "geostatistics." An actual example has been selected to illustrate this benefit.

Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

Maryland, will be the widest vehicular tunnel ever built by the trench tube method. Careful coordination and planning were required to meet the tight and fast design and construction schedules. During the preliminary design, traditional design drawings were bypassed in favor of 25 preliminary design reports representing major work breakdown structures (tasks). For each task, alternative design solutions were examined and analyzed by means of trade-off studies on the basis of engineering, constructibility, and economic considerations, thus providing an overall conceptual value engineering approach for the entire project. So far, total value engineering proposed by the contractor for Contract I I (largest contract of the project at $245 million) is less than 1.5 percent of the contract value. This is an important indication of the success of the design phase planning.

Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. Marine black shales of Paleozoic age in the Western United States that exceed 10 weight percent organic carbon contain as much as 5,000 ppm vanadium, 1,000 ppm molybdenum, 1,300 ppm nickel, 600 ppm cobalt, 16 ppm silver, 7,000 ppm chromium, 18,000 ppm zinc, 280 ppm cadmium, and 350 ppm selenium. Depositional settings include: (1) continental-rise and marginal-ocean basins, (2) continental-shelf and foreland basins, and (3) cratonic-platform embayments. Most of these metalliferous organic-rich shales have not been examined for resources because of rapid weathering and poor exposures which preclude easy sampling of unoxidized rock necessary to determine actual concentration and residence of indigenous metals. Generally, the marine black shales of Paleozoic age in the Western United States are richer in metals than marine Paleozoic black shales in the Eastern United States.

High-pressure roll mill comminution of heterogeneous multicomponent feeds was simulated with artificial limestone-quartzite mixtures using a piston-die press. The influence of heterogeneous interactions between components of the mixture on grinding path, energy utilization and energy split have been examined. Primary fractures are governed by differential fracture strength and attrition resistance of the components at heterogeneous contacts; subsequent secondary and tertiary fracture events are governed by coarse-fine interactions in the particle-bed. The weaker component is preferentially ground out of the feed size fraction and concentrates in the fines. Energy split among the components in the mixture is a function of their relative fracture strengths. It doubles for limestone and decreases by a factor of 5 for quartzite over the entire range of the mixing ratio.

Rio Algom Corporation of Wilmington, Delaware is a wholly owned subsidiary of Atlas Alloys Inc., an Ohio Corporation, which in turn is 100% owned by Rio Algom Mines Limited of Toronto, Canada. Rio Algom is controlled by the Rio Tinto Zinc Corporation of London, England, which has subsidiaries and affiliated operations throughout the world. Rio Algom geologists first became interested in this Utah pro- perty in 1966, after preliminary drilling had indicated that a known orebody close to the surface appeared to continue on the dorm thrust side of a major local fault, known as the Lisbon fault. Accordingly, in 1968, arrangements were made to acquire what was known as the "Humeca Option", a total of 2,573 acres located in San Juan county in south-east Utah, 35 miles south-east of the town of Moab.

Just a few years ago my company was referred to as the Marion Steam Shovel Company. We still make shovels, both two and eight crawler types. The eight crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It owes its popularity today to the fact that it can cope with overburden depths in excess of 100 feet and with blasted sedimentary rock, all at an 0 & 0 cost of ± 10¢/BCY.

Single-charge cratering tests can provide a direct measure of the powder factor necessary for achieving a desired effect in conventional blasting. If a desired blast effect, such as fragmentation or mound velocity, is produced by a single point-charge at a particular scaled depth of burial, then the cube of the reciprocal of that scaled depth is the appropriate powder factor for duplicating the effect in a conventional array of blast holes. Scaling formulas are presented that provide a link between point-, line- and plane-charge geometries, and which can be Apparent crater used for blast design. Mound and burden velocities from several sources are compared and several examples of blast design are given.

It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. The amount of fine material (minus 60 Tyler mesh) generated during calcination and/or handling of calcined abrasive grade bauxite from Alcoa's operations at Moengo, Suriname, has recently increased relative to past production experience. Bulk samples of raw abrasive grade bauxite from three deposits in the Moengo area have been studied in order to determine the factors controlling the generation of fine material samples from the Jones IC and Tapira deposits, which generate excessive amounts of fine material, have been compared with reference samples from the Begi Gado deposit, which does not generate excessive fine material. Additional type samples of abrasive grade and marginal abrasive grade bauxite from deposits in the Moengo area which represent different bauxite textures found in the Jones IC, Jones I, and Begi Gado deposits have also been studied. Field observations in the Moengo area have indicated that abrasive grade bauxites with a dull, earthy appearance generally do not generate excessive fines. On the other hand, excessive fines are generally associated with coarsely crystalline bauxite in which the gibbsite crystals appear to sparkle in sunlight.

A subsystem-based approach to the characteristic curves for a multiple fan ventilation system is presented. The ventilation variables and their relationships associated with a fan branch are considered as a subsystem of the multiple fan system. For each subsystem, the solution curve is generated by replacing the fan with a hypothetical pressure source or, alternatively, by adding a hypothetical pressure source without removing the fan. The projection of the solution curve onto the coordinate planes results in two classes of subsystem characteristic curves: pressure-vs.-quantity and quantity-vs.-quantity. The subsystem characteristic curves are described and illustrated through example ventilation systems. These curves are also discussed using the network equations of a general multiple-fan system.

Longwall mining offers low cost potential for coal with high capital investment. As opposed to two shifts-per-day operation in most long- walls, Saarberg Mines in Germany increase utilization of capital by operating their longwalls around the clock. Differentiation between capital and operating costs, corrective maintenance versus preventive maintenance, improved roof conditions, and economical life of equipment was investigated. A surprisingly high degree of improvement was attained. Capital costs at Saarberg longwall coal mines have been reduced through a step-by-step research and trial program. This reduction was particularly influenced by the high performance pilot longwalls at the Ensdorf mine. The following presentation shows data and figures of those longwalls. End results were 40% reduction in capital costs, which could contribute favorably to investment decisions in the coal industry in a supply side economics environment.

Caltrans is studying alignments for a 160-kilometer-long high speed ground transportation system from Los Angeles to Bakersfield across the Tehachapi Mountains. This link is needed to connect southern California with San Francisco by a short passenger rail service. None presently exists. The system will require tunnels and viaducts along the route with sections crossing two major active fault zones. High speed ground transportation technologies are being evaluated for achieving rail speeds of between 200 and 480 kilometers per hour. This paper presents the technical requirements for tunnels along the alternative routes being considered for the project.

Improvements in today's maintenance practices are mandatory as more complex and productive machines evolve in the mining industry. By keeping machine reliability high through improved maintenance procedures, overall mining costs can be reduced. The Bureau of Mines is investigating diagnostic maintenance systems for underground mining machinery. A hydraulic expert diagnostic system and an electric motor predictive diagnostic system have been designed and installed on a Joy 16CM continuous miner. An electrical diagnostic system has been designed and installed on a Joy 14CM continuous miner. Each system is functionally described and the relative merits of expert diagnostic systems versus algorithmic diagnostic systems are discussed.
