This paper presents an evaluation of the tailings dam incidents included in the 1994 US Committee on Large Dams (USCOLD) Committee on Tailings Dams report. Also, comparisons are made to water storage dam incidents from USCOLD reports, as well as to more recent tailings dam incidents. The evaluation results show that tailings dam incidents result from a number of factors, including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions. The results also show that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring and tailings characteristics.

A computational procedure has been developed to determine the lung volume function for the upper airways of the human respiratory system. This analytical procedure computes a person's partial lung volume from an experimental two-microphone acoustic measurement of the upper airway passages obtained through a molded tubular mouthpiece. The theoretical transfer function for the two microphone signals as well as the related acoustic impedance and reflection coefficient for the upper airways are calculated using two-channel spectrum analysis techniques. An inverse spectrum analysis scheme then converts the reflection coefficient to an impulse response from which the airway area function is extracted using an area recovery algorithm. Numerical integration of the upper airway area function yields the lung volume function for the upper airways of the human respiratory sysytem. A software program to accomplish this computation of human upper airway volumes will be described in this paper. Application of this computational procedure to the measured tracheal acoustic impedances of 15 human subjects will illustrate the program's capability toward early detection of lung dysfunction using a prototype clinical facility.

Noted as one of the 20 major economies of the world, Turkey is a semi-arid plateau between the Eurasian and the African continents. With its surface area of 780 thousand sq km, it supports a population of 70 million people. While the mining history of Turkey can be traced back as far as 7 000 B.C., mining currently generates only 2% of Turkey’s gross national product. Turkey has 77 of the 90 principal minerals that are mined world-wide. Currently, some 5 000 mine occurrences including copper, lead, zinc, iron, gold-silver, chromite, sepiolite, mercury, and coal deposits, soda ash, marble, zeolite, feldspar, magnesite deposits, as well as the world’s largest known borate deposits, have been discovered and partially explored.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

This paper summarizes a three phase face ventilation study which was conducted from September 1989 through March 1990 to determine face area methane liberation patterns on two extended longwall sections. The coal seam being mined was considered gassy and the mine liberated an average of 14.4 million cubic feet per day (cfd) or 0.41 million cubic meters per day (cmd) of methane through the mine fans. The mine also used an extensive underground degasification program to recover up to 13.4 million cfd (0.38 million cmd) of methane. Data was collected while the longwall sections were mining from the beginning, middle and end of panel extraction to determine the relationship between the methane liberation and extent of longwall retreat. As expected, methane concentrations did increase from the headgate (intake) to the tailgate (return) side of the longwall face and peak concentrations were detected above the shearer as it passed a methanometer location during mining. There were significant differences in the methane liberations due to the location of the active face within the longwall panel. Results from this study could be used to determine a minimum design face air quantity for an extended longwall section operating under similar conditions.

Little knowledge is available that considers the effects of continuous miner position on the possible respirable dust exposure of the remote mining-machine operator. Such information could be very useful for increasing the awareness of the remote operator as to those parts of an extended cut that generate higher levels of respirable dust. This data could be used to develop guidelines for positioning the remote operator to reduce his potential exposure. This work details the effects of continuous miner position on dust levels measured on the machine and at the remote continuous miner operator location.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (United States, Canada), better geological prospects (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This article does not cover the aluminum industry oligopoly, which is multinational in character. Nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free trade treaty will reverse that investment flow. Cross-border investments The following examples should dispel any doubts about the significance of cross-border investment in the Pacific Rim. A sewer tunnel being constructed through an urban commercial area was to pass the site of a former gasoline service station. The site was known to have contained leaking underground storage tanks. An environmental assessment of soils on the alignment was performed, and measures were implemented to handle expected contaminants. Despite these precautions, an explosion occurred in the heading when liquid gasoline was encountered. Four workers were injured. This paper presents the findings of an investigation into the cause of the explosion, and examines how concerted efforts by the parties involved failed to prevent it. The level of guidance provided by OSHA Code provisions for tunneling in gassy conditions is discussed.

Effective ground control in the gate entries, particularly in the tailgate travelways, is essential for safe longwall mining. Longwall pillars maintain gate entry stability and carry abutment loads. To answer the need for effective longwall pillar design, an empirical method called Analysis of Longwall Pillar Stability (ALPS) was proposed several years ago. Some recent research at the Bureau of Mines has focused on the refinement and verification of the ALPS method. ALPS was originally developed from field studies in which multiple stressmeters were installed in longwall pillars and monitored during mining. Several new field studies have now been incorporated into the ALPS data base. The field measurements have' been used to verify formulas for predicting abutment strength and pillar loads, and to develop an expression for the distribution of the abutment load.

A model assessment was made to evaluate contaminant transport to ground water from clay-lined and unlined tailings pits. The input hydrologic soil characteristics were measured on materials typical of those found at the Morton Ranch uranium mill site in central Wyoming. The assessment involved combined saturated and partially saturated flow and contaminant transport models for two-dimensional cross-sections typical of the proposed Morton Ranch burial pits. Specifically obtained from the models were contaminant flow paths, the advancing contaminant flow fronts for sorbed and non-sorbed constituents, and travel times of contaminants along flow paths. Such results enable evaluation of the environmental consequences for the alternative control methods.

Revegetation of neutralized heap leach material in the arid environment of the Great Basin represents a challenge of avail­able technology. The chemical and physical environment of spent and neutralized ore is inhospitable for germination and establishment of desirable long term vegetation. Common soil amendments were tested to dete1mine if the heap material could be made more conducive to plant growth. Decommissioned heap material profile samples were collected and reconstructed in columns at bench scale. The column profiles were amended and subjected to three leaching regimes, and representative meteoric conditions. The soil amendments provided positive results for ameliorating the heap material limitations and providing a medi­um conducive to plant growth. The bench scale study also pro­vided insight for the future of heap leach planning and design with successful reclamation in mind at the forefront.

Sample preparation and analysis can impose devastating errors on assay data. Minimizing these errors by testing and procedural redesign may be critical to assure representative assays and project success. Replicate samples, taken at any volume-reduction and/or analytical step in a sampling procedure, generate replicate assay values whose relative differences constitute a set of data. Variance of this data judges the addition to total sampling error imposed by the step generating the replicates. A variance more than (11.5%)' is excessive for a single step. Sample volume increase and/or comminution at a step will reduce variance for that step. Rejects from well mineralized intercepts can provide bulk samples for testing.

Cost o f mechanical tunneling requires the knowledge of many machine/rock parameters such as rock types, machine power, penetration rate, cutter life, maintenance schedule, etc. Capital investment, labor requirements, and project scheduling will all play an important role in defining the economics of the overall project. Knowledge of the cost sensitivity of different project parameters will improve the overall success of any particular tunneling project if this information is incorporated into an effective management plan. Through the use of an interactive graphic computer program written for a microcomputer, one has the ability to quickly evaluate relative costs for a variety of parameters for either an existing project or for a proposed site.

The Thermo-MIE personal DataRAM dust monitor (pDR) is a light-scattering instrument approved for use in gassy underground mines by the U.S. Mine Safety and Health Administration (MSHA). However, the use of lightscattering monitors has been inhibited by concerns about inaccurate readings resulting from changes in dust size distribution and composition, as well as concerns about the impact of moisture in the mine air. Because of this concern, the National Institute for Occupational Safety and Health (NIOSH) has evaluated the pDR using available data from laboratory tests and mine surveys. The data show that accuracy can vary widely from test to test and mine to mine. In most cases, the results can be improved by using a companion gravimetric measurement to adjust the pDR data.

Productivity improvements reduced the number of continuous miner sections from seven to three while maintaining full productive capacity. So a decision was made to test an advancing tailgate ventilation system on the shortwall mining section. Having the shortwall mine its own return air system has freed the third mining section for more productive, less costly mining. The advancing tailgate has provided effective ventilation across the face and gob with acceptable pressure losses. The low-productivity, tailgate-development, continuous-miner section has been transformed into to a high-productivity, development-retreat section that is also available for long-term mine development duties, increasing mine planning flexibility.

The incorporation of particles into metal matrix materials is important to many technologically important areas. Particles that are incorporated into a metal matrix have a significant effect upon the properties of the resulting composite. Proper selection of particles and incorporation densities can lead to optimal composite properties that can be modified as needed for various applications. This paper discusses the parameters that affect the particle incorporation density in electrodeposited metal matrix composite coatings as well as a deterministic model that can be used to predict the effects of such parameters on particle incorporation density.

The leaching behavior of palladium in ammoniacal solutions was investigated by using the rotating-disk technique in an autoclave. The study included the effects of rotation speed, temperature, oxygen pressure, composition of ammoniacal solutions and catalysts on the overall leaching rate. The dissolution of palladium in ammoniacal solutions was discussed in terms of the thermodynamics and a kinetic model. Even though the Eh-pH diagram suggests that palladium metal can dissolve in ammoniacal solutions at room temperature, it was found that the dissolution was very slow at temperatures below 100 °C but was significantly improved at higher temperatures. It was also found that the rotating speed of the palladium disk had no effect on the leaching rate. The apparent activation energy was found to he 69.7 kJ/mole. Based on the results obtained, it was concluded that the dissolution of palladium is controlled by chemical reaction.

INTRODUCTION The principal OSHA standards dealing with tunneling activities are found in 29 CFR Part 1926. A reference for the applicable subparts which apply to tunneling is included as Appendix A. In addition, some standards from 29 CFR Part 1910 have been identified as applicable to construction and are included in the recent printing of an interim vertical standard for construction (1910/1926 Project). The remainder of this presentation will be focused on past OSHA activities to revise Subpart S of 1926, the principal subpart dealing with tunnel construction.

Carbon attrition losses are not usually a prime consideration for CIP equipment selection and CIP plant design. However, the costs as a result of carbon attrition and associated gold lost with carbon can be high. Recorded carbon losses for Newcrest operating gold plants were shown to vary widely from plant to plant. The Tuckabiana plant recorded an overall loss of only 0.3g carbon /t ore which is very low by industry standards. A comparative carbon management study was undertaken by Newcrest to highlight the reasons for the excellent record of Tuckabiana operation compared to other Newcrest plants. This paper discusses the results of the comparative study and high­lights areas of concern with respect to carbon attrition.
