To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

Stoppings are required to resist lateral forces on the face of the structure to control pressure differentials created by ventilating air. The design criteria in other parts of the world, including Australia, exceed this requirement by specifying over pressurization control to as much as 14 kPa (2 psi) in the active sections and 35 kPa (5 psi) in the main ventilating control areas. This is done to provide protection to the mine workers from explosive or air blast events within the mine that can create this over pressurization. The National Institute for Occupational Safety and Health (NIOSH) has been conducting research to develop a new testing protocol for rating mine ventilation stoppings. The premise of this work is that arch-loading conditions more accurately reflects the transverse load capabilities of stoppings in underground coal mines than the freestanding flexural strength test specified in the current Code of Federal Regulations (CFR). This work clearly shows that the transverse load capabilities of dry-stacked, mine ventilation stoppings are dependent upon the material strength of the block and the height and thickness of the wall, none of which are part of the current CFR criteria based on ASTM E-72 specifications. This paper compares the transverse load capabilities of several block materials and wall dimensions commonly used in stopping constructions based upon simulated three-hinge, rigid-arch loading tests of half-wall constructions in the NIOSH Mine Roof Simulator. The results indicate a wide-range of transverse load capacities, ranging from as low as 21 kPa (0.3 psi) to as much as 117 kPa (17 psi) for the conditions evaluated in this study. The current CFR criteria do not distinguish between applications of these stopping designs despite their wide variance in transverse load capabilities, which is not conducive to employing ventilation control strategies that isolate certain sections of the mine to prevent injury to mine workers.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices, and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents a result of research work on development of an integrated data environment system for analysis and control of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where, and how much energy is being used. Lime is one of the most extensively used chemicals in industry. Other than sulfuric acid, it is used in greater quantities than any other man-made industrial chemical. In 1974 there were 20,368,000 tons of lime used in the United States, which amounts to approximately 190 pounds for each man, woman and child in our nation. Lime also is perhaps the most diversely used of any industrial chemical. It is used in such areas as pharmaceutical, chemical, steel making, glass making, production of copper and aluminum, sugar refining, agriculture, construction, ecological endeavors, potable water treatment and sanitation. Figure I lists the major uses of lime for 1974, which is the latest year for which this data is available. The impact of the use of lime for ecological reasons did not show up to any appreciable extent in 1974, but we expect this to be a significant factor within the next few years. Fortunately, in the United States and also in most of the world, there are many deposits of high quality limestone available for the production of hood quality lime. For this discussion, we will assure that a limestone of a suitable quality and size consist will be available in a storage bin or stockpile near the kiln. Quality requirements for the lime product will be covered. We also will give a brief description of the three most popular types of lime calcining systems, how they function, and expected lime product quality from each of these. Commercial fuels and major accessory equipment will be discussed briefly.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Cyprus Pima Mining Company is located in the Mineral Hill District of southern Arizona, approximately 22 miles south-southeast of Tucson. Cyprus Pima Mining Company is owned 50.01% by Cyprus Mines Corporation, 24.99% by Utah International Incorporated, and 25% by Union Oil Company of California, with Cyprus having the management responsibility. Cyprus Pima's history has been one of continued expansion from an initial plant of 3,000 TPD in 1957; 6,000 TPD in 1963; 18,000 TPD in 1966; 36,000 TPD in 1967; and 53,500 TPD in 1972. The major reason for Expansion IV was that a large volume of low-grade ore had to be moved to get at a higher grade ore in the course of proper pit development. With mining costs already defrayed, this relatively hard, low-grade material became economically profitable for subsequent milling and concentrating treatment. Similar material previously stockpiled was available for ore treatment. In an effort to meet the continuing search for lower unit costs, the largest milling and concentrating equipment had to be examined. The management of Cyprus Pima Mining Company began investigating autogenous, and semi-autogenous milling in 1964 when two carloads of ore selected from the Cyprus Pima pit were sent to the Koppers--Hardinge Operation at York, Pennsylvania for testing. One car contained approximately 40 tons of hard arkosite and the other contained approximately 40 tons of ore classified as soft Hornfels. The purpose of the testing was to determine the amenability of both ore types to autogenous or semi-autogenous grinding.

Bright-orange couplings adorning piping systems are a common sight in just about every underground mine in North America. Grooved mechanical piping, the pipe-joining system that utilizes these couplings, is the preferred method for joining underground and plant piping systems in the mining industry, due to the ease and speed of installation and maintenance. However, the applications for such systems have traditionally excluded high-pressure systems. Most grooved mechanical couplings have a moderate working-pressure limitation, so high-pressure systems have required the use of alternative joining methods, typically heavy-duty flanges. However, the introduction of high-pressure couplings (up to 4,000 psi) has made the grooved joining method viable, and even preferable, for backfill, deep-mine chilled water and dewatering lines and other high-pressure piping applications. As engineers explore the use of high-pressure couplings, questions will undoubtedly arise about the joining method?s capabilities. This article will address the capabilities and specifications of high-pressure couplings, and compare flanged and grooved mechanical pipe joining in traditional as well as high-pressure underground mining applications.

Gold leaching of an auriferous pyrite ore from the Portovelo deposit in Ecuador indicates that noncyanide leaching systems, such as thiocyanate and thiourea, are not as effective as the traditional cyanide system. For example, whereas approximately 95% of the gold can be leached from the ore with cyanide, only about 50% gold dissolution can be achieved with a thiocyanate leaching system. Electrochemical measurements indicate that gold is not cathodically protected by pyrite in these systems. Based on the results of preliminary diagnostic experiments, it appears that gold dissolution in thiocyanate and thiourea systems is limited by passivation due to the formation of either elemental sulfur or sulfur compounds on the gold surface.

"Tunnels designed to NFPA 502 are required to withstand the RWS time-temperature curve, more specifically prevent progressive spalling and loss of strength of steel reinforcement. Fire boards or spray-on layers can be effective, however, these solutions have capital and whole-life cost implications. The use of “fire resistant” concrete based on a suitable aggregate with polypropylene fibers has also increased in recent years. This article presents a new methodology for thermal and structural analysis of segmentally lined tunnels, which permits the analysis of project specific fire curves and an assessment of different fire protection strategies. The effectiveness of fire boards is assessed along with whether “fire resistant” concrete alone is a viable means of achieving the required protection. Finally, since NFPA 502 recommends water-based fixed fire-fighting systems for Category C and D tunnels, we discuss the question of how a fixed fire-fighting system should be addressed within the structural design. INTRODUCTION Protecting road tunnels from structural damage and collapse is a key requirement for both life safety and business continuity. Where road tunnels are part of key highway corridors, protecting business continuity is a high priority for owners, operators and the Authority Having Jurisdiction. For existing tunnels, compliance with NFPA 502 may require upgrades with either passive fire protection and/or water-based fixed firefighting systems. For new tunnels, compliance with NFPA 502 requires a combination of good practice in design and fire testing. A water-based fixed firefighting system is a Conditionally Mandatory Requirement1 for Class C and D tunnels, i.e. all tunnels greater than 300m and 1000m long respectively. The basis for fire safety design of new tunnels and assessment of existing tunnels is the worst-case fire scenario. The Empire mine began operations on 1963. Low grade Magnetite ore is processed to produce iron pellets for blast furnace feed. Three expansions were added to the original plant and several equipment upgrades have been completed to improve the plant performance as the ore characteristics have been changing through the life of the mine. Size reduction is carried out by two grinding stages, the first one using autogenous grinding and the second one using pebble mills. Pebble crushing is also used to break the critical size fraction and increases primary grinding capacity. This paper describes changes in the configuration of the grinding circuits that have helped increase plant throughput and reduce power consumption by more efficiently utilizing assets available. Understanding the different components of the size reduction circuits and plant sections has allowed shifting part of the load from one section of the plant to another without affecting plant throughput.

Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.

Introduction Elevated zinc concentrations are observed in groundwater within alluvium adjacent to Silver Creek east of Park City, Utah. The study area is located in a small valley one and one-half miles northeast of Park City, Utah in Summit County, Utah (Figure 1). Although surface water concentrations in Silver Creek are typically less than 1 mg/l, groundwater concentrations have been measured as high as 85 mg/l in a near neutral pH environment. The elevated zinc concentrations in groundwater result from several factors including: (1) dissolution of zinc from tailings exposed at the surface and within the alluvium, (2) oxidizing conditions created by surface/ground-water exchange, and (3) ideal geochemical conditions for the dissolution of zinc-containing minerals. These ideal conditions include readily soluble minerals, available anions for complexation, and lack of available surface adsorption sites.

The ability to optimise a concentrator from mill feed to final products requires a simulator which integrates comminution, classification and separation modelling. In order to model this range of processes, such a simulator must handle a variety of information about the ore. The AMIRA P9 project has developed a whole-of-concentrator simulation capability which brings together a texture-based model of mineral liberation, quantitative X-ray micro-tomography analysis to measure the inputs required by this model, and a multi-component simulator software framework. In the context of this approach, the term ?multi-component? implies the ability of the simulation to handle many particle properties simultaneously; for example size, composition, density, floatability etc. The simulation software framework provides the means to manage the flow of data around a circuit flowsheet, allowing each process model to access the information relevant to that particular model. A case study based on plant data from a gold-bearing pyrite concentrator is used to demonstrate the capabilities of the multi-component approach in simulating circuits which contain comminution and separation processes.

Precast concrete segmental linings for tunnels have traditionally been designed with conventional steel bar reinforcement. In many cases, this has been satisfactory in service, but in others, major problems have occurred with the durability of the linings. Commonly this has resulted from corrosion of the reinforcement, mainly from chloridesin ground water, causing spalling of the concrete and leading to very expensive and disruptive repair programs. This paper discusses the relative merits of designing tunnel linings with steel fiber reinforcement to provide long-term durability, improved impact resistance and toughness for greater load capacity across joints, enhanced robustness during transportation and erection, plus improved fire resistance with the addition of polypropylene fibers. Guidance is also given in the selection of the correct fiber type, mix design and testing methods to establish the optimum dosage required and production techniques to ensure even distribution and compaction.

As open pit mines continues to grow deeper, managing air pollution can become challenging. During arctic air inversion, the temperature of the air over the mine increases with altitude, and the cold, heavy, surface air is trapped in the pit. This problem is complex, and any solution will require an extensive understanding of the interactions between the aerodynamic movement of air, air inversion, meteorology, pollutant sources, and transport phenomena in the open pit mines. The availability of computational fluid dynamics (CFD) has elucidated the pollutant flow mechanism in open pit mines. Very few CFD studies have been published, especially the Large Eddy Simulation (LES), on the contaminant transport in deep open pit mines under arctic air inversion. The contaminant transport in an open pit mine under arctic inversion is due to a stable or nocturnal boundary layer in micro-meteorological terms. Understanding the physics of the stable boundary layer (SBL) is relevant to air flow and pollutant transport in deep open pit mines. This paper focuses on a Large Eddy Simulation (WMLES as Sub-Grid Scale Model) modeling of the SBL and pollutant transport in a large open pit mine.

In the past, health concerns in coal mines have primarily centered on those elements which have been essentially inherent to the mining environment. These would include respirable coal mine dust, respirable crystalline silica, excessive noise levels, and diesel exhaust particulates. Commercially-available chemical products are prevalent on mine property. These potentially toxic materials are chemical formulations that can degrease, clean, and lubricate metal parts, separate coal from rock in float/sink operations, and aid in roof consolidation, among other uses. As the general public has become more aware of the hazards of chemical exposures, miners have likewise become more concerned about working with an ever-expanding variety of chemical products on the job. Often, product or chemical specific hazard communication training is inadequate or ineffective, and miners do not know exactly what the ingredients are in the products they handle, or the health hazards involved with their use or misuse. Currently, the Mine Safety and Health Administration (MSHA), by law, enforces 1972 Threshold Limit Values (TLV). MSHA is making preparations to adopt new personal exposure limits for enforcement. The values given throughout the article are 1994 TLV's and are not enforcement standards, but are used for discussion purposes. They reflect the current scientific thinking regarding personal exposure to these chemical agents. An overview of these products is presented, and the potential health hazards associated with their use are discussed. Controls needed to prevent overexposures, such as proper handling procedures and personal protective equipment, are covered. Methods used to collect and identify contaminants are presented.

Personnel at the Jet Propulsion Laboratory (JPL) are studying the technology and applications of salt-gradient solar ponds (see below) for both electrical and thermal energy generation. The brine extraction and processing site operated by the Kerr-McGee Corporation at Searles Lake, California, offers ideal conditions for economic construction of solar ponds. Furthermore, since rising conventional energy costs adversely affect the economic recovery of brine by the present process, this site was selected for a study on the feasibility of integrating the solution mining of trona (Na2CO3?NaHCO3?2H20) in the lower salt with solar ponds for heating. The major emphasis of this study was to determine whether inexpensive thermal energy available at the brine extraction site would be useful in extracting increased mineral value from the resource. The present operation, which involves the simple extraction of the complex brine and its processing at the adjacent plant, is sometimes referred to as solution mining. Since the concept discussed in this paper involves injecting a heated sodium sulfate brine to dissolve carbonate underground, the proposed scheme is referred to as "enhanced" solution mining. The subject is discussed in greater detail in a recent JPL report. (1)
