Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. Utilization of low-grade manganese ore adopting the carbothermic reduction roasting process is a proven method to produce high-grade manganese ore. To minimize industrial waste and protect the environment, gas cleaning plant sludge (GCPS), which is a solid waste from steel industries, was employed as a reductant to perform the reduction roasting process. The optimum conditions to carry out reduction roasting of the low-grade manganese ore were found to be: a roasting temperature of 950 °C, a residence time of 2 h, 40% GCPS as reductant, and magnetic separation at 5000 G for a manganese ore size of –10 mm. A lowgrade manganese ore comprising Mn grade 31.27% and Fe grade 19.78% having a Mn/Fe ratio of 1.58 containing a high silica content of 26.48% was used for the carbothermic reduction roasting having mineral phases of pyrolusite (MnO2) and hematite (Fe2O3) as found from XRD. The gangue minerals were separated during the magnetic separation, and the upgraded product was obtained, which reached a maximum value of TMn 49.5% with RMn 76.55% and TFe 62.19% with RFe 42.51%. In the study, activated charcoal (AC) was also taken as a reductant for comparative analysis; the experimental results revealed that GPCS performed better than that of the AC, showing potential to be used as a reductant in metallurgical industries. However, the resultedMn/Fe ratio was very low for the reduced sample; therefore, it can be used for smelting along with high-grade manganese ores as a feed.

Today a large number of open pit mines use computer-based mine management systems to automatically assign haul trucks, track equipment, and manage information. Now advances in digital communications allow the use of these systems in underground operations. Underground mine management systems help maximize production by providing impressive gains in areas such as equipment and manpower utilization, draw point equalization in block caving operations, preventive maintenance, and safety. Current systems use allocated or "locked" train and LHD dispatching. While allocated dis-patching rarely optimizes open pit production, it offers an efficient mode of operation underground where options are more limited.

The sulphur shortage that has occurred in the past two years has directed attention more and more toward sour natural gas reserves, Wellhead values of sour gas vary widely depending upon the acid gas composition, location, market conditions, and necessary processing charges. Preparation of a saleable residue gas is considerably more involved and expensive than that normally encountered in treating a sweet gas. Recent revisions in sales gas specifications have increased capital costs and processing charges. The presence of hydrogen sulphide and carbon dioxide in a natural gas contributes to shrinkage factors that may approach 50%. Fuel required by the gas sweetening process and sulphur slant tail gas incineration also contributes to a further reduction in the volume of residue gas available for sale. The additional processing facilities involving gas sweetening, mercaptan removal, expanded utilities, sulphur recovery and sulphur handling, all demand additional operating and maintenance staff. A favorable sulphur market under certain conditions may justify the processing of sour gas whereby sulphur is either a by-product or a co-product, Five typical cases involving different compositions of sour gas are presented for evaluation. Theoretical development of comminution models has come about in the last 10 years. These models assume that the material being broken is homogeneous and that the compression or energy wave is uniform throughout the specimen. Obviously, this is not the case because most comminuted materials are rocks with either many phases and/or definite grain size. The mathematical models deriving the size distribution of daughter fragments resulting from the comminution of brittle, single particles are of two schools. The first model, proposed by Gilvarry in 1961, was based on the concept of volume, surface, and edge flaw activation. The second, proposed by Meloy in 1960, was based on the concept that the crack density is a function of the energy in the comminution wave. The flaw theory has run into increasing theoretical problems and is now being abandoned. On the other hand, the crack density theory has been expanded and has successfully considered the case where there are inhomogeneities in the comminutive wave. However, the main constraint of a homogeneity in the solid being comminuted has hitherto never been overcome. In this paper, a very general derivation of the crack density model is made for inhomogeneous solids by replacing the assumption of homogeneity with an arbitrary function, P(y), which describes the susceptibility of the material to comminution as a function of position. The restraints on this function, P(y), are very broad and, hence, the derivation is extremely general. General use of the equation derived necessitates a detailed a priori knowledge of both the fracture process and of the physical properties of the material being fractured; this knowledge is expressed in open form as, P(y), the linear probability density that a plane of fracture intersects at point y on an arbitrarily oriented line segment of total length xo through the original particle. From these assumptions, a general expression for the cumulative mass distribution of particles resulting from fracture is then postulated. It is: [ ] where, B(x), is a cumulative mass of material finer than size x, r is the average number of crack,, (y), is defined above and xo is the initial particle size. It is shown that suitable assumptions reduce the expression to the theoretical results of Gaudin and Meloy and to special forms of the empirical equations of Rosin-Rammler, Gaudin and Schuhmann. Semi quantitative agreement is demonstrated by Grimshaw with experimental results of a very complex fracture of heterogeneous sandstone blocks. A need is expressed for more theoretical development of P(y), and a more extensive experimental study of both homogeneous and heterogeneous fracture. The full mathematical derivation is presented for the first time in this paper. The general implications of the equation and its application are also discussed.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

The principal thrust of the U.S. Department of Energy (DOE) Coal Preparation R&D Program is to develop technology to reduce the ash and sulfur contents of United States coals to levels such that the resultant product can be formulated into a high quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. Specifically, the objective is to develop and refine cost-effective physical and chemical beneficiation processes to extract 85-95 percent of the total sulfur and ash. The Coal Preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in-house and by a cross section of industrial organizations, universities, and national laboratories. Research is subdivided into three areas -coal characterization, beneficiation, and ancillary unit operations. This paper will provide a brief overview of many of the research projects being carried out in these areas in fiscal year 1984.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

Mining is one of the oldest industrial activities. Its products are essential to modern civilization. Paradoxically, and despite a deep-rooted belief to the contrary, mining is not a lucrative industry— at least not in the aggregate. This assertion is true not only for recent years, one of the weakest periods in terms of metal prices, but also for a long time past. In 1776,Adam Smith said in The Wealth of Nations: “Of all those expensive and uncertain projects, how-ever, which bring bankruptcy upon the greater part of the people who engage in them, there is none perhaps more perfectly ruinous than the search after ... mines. It is perhaps the most disadvantageous lottery in the world... Projects of mining, instead of replacing the capital employed in them, ... commonly absorb both capital and profits.”

The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

The effect of anions such as sulfate, chloride and nitrate on the solubility of rare earth element (REE)-bearing phosphates and fluoro-carbonates was examined using relevant thermodynamic data. The study found that these anions have significant influences on the overall dissolution of REEs from various sources in the aqueous media.

Fully mechanized longwall mining with large mining heights (LMHs) in shallow-depth thick coal seams has been widely applied in Shenfu coalfield, China. Dynamic loading and rib spalling is serious when the LMH working face experiences periodic weighting in shallow coal seams. The advanced breaking position (fracturing ahead of the face) in the roof affects the strength of the mine pressure (weighting) when the roof is broken. Based on the theory of the “elastic foundation beam,” this paper presents a mechanical model for the advanced breaking of the roof, including a predictive formula. In an attempt to verify the formula, a field program consisting of multiple-point borehole extensometers installed in the roof in advance of the longwall face was performed in the No. 22201 working face of Zhangjiamao coal mine in the Shenfu mining area, China. The field measurement results show that the roof movement of the LMH working face is detected prior to roof pressure increase, and that the roof breaks approximately 5–8 m ahead of the face. This compares with a calculated value of 6.9 m, indicating that the formula developed in this research is reliable and should have application in predicting roof pressure associated with LMH working faces in shallow coal seams.

Also, because of recent enactment of the Synthetic Fuels Corp. authorizing up to $88 billion in loan and price guarantees-federal financing will provide the critical incentive to permit private investment in a still infant industry.

Primary autogenous grinding has been in general use for somewhat over 20 years. During this period there have been many highly successful plants built on this principle, while some others have had problems such as: 1. Not performing as predicted from test work. 2. Highly fluctuating tonnage rates. 3. Mechanical problems. 4. High liner wear. Many of the problems with commercial autogenous mills have resulted from improper sampling and testing of the ore during the development period. It is recognized that the fully autogenous mill is very sensitive to any changes in grindability which may occur in the feed to such a mill. The semi-autogenous mill is somewhat less sensitive, but large swings in grindability of the feed require adjustment of ball charge and this cannot be easily accomplished in a short period of time.

The Bureau of Mines, U.S. Department of the Interior, is investigating chemical and biological decontamination of complex wastewaters such as tailings pond water containing 280 ppm CN and 5 ppm Se as well as significant concentrations of arsenic, copper, iron, silver, and zinc. The most effective chemical procedure involves cyanide oxidation using hydrogen peroxide or sodium hypochlorite followed by selenium reduction using ferrous hydroxide. The effluent contains ?1 ppm CN and 20 ppb Se; concentrations of other - major contaminants meet National Drinking Water Standards. Preliminary research indicates that biological cyanide oxidation is possible even in highly alkaline solutions (pH 10.5) containing high cyanide concentrations; indigenous bacteria destroyed 85% of the cyanide. Exploratory research shows that other bacteria removed up to 79% of the selenium from chemically oxidized, low- cyanide water. These promising results may lead to a final processing scheme that involves a combination of chemical and biological techniques.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.
