Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize productivity, the influence of reclamation parameters must be well understood ? which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass appraisals, and also the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, we use biomass production experimental plots on reclaimed mine sites established by the Powell River Project (PRP) for a comparative study between satellite measurements of Normalized Difference Vegetation Index and inventory estimates of biomass under a variety of conditions. The PRP is a unique public-private partnership in the coalfields of southwestern Virginia dedicated to enhancing beneficial use and environmental protection of mined lands.

Conversion to trolley assist is a means of minimizing diesel fuel consumption, which in many mining situations offers a rapid payback of capital investment plus the inherent flexibility and maneuverability of truck shovel operation. When diesel electric truck shovel mining operation with trolley assist is compared to alternative mining methods such as conveyor systems, the trolley assist system can be easily justified in terms of return on investment, payback and increased productivity. A review of present technology, performance requirements and past experience in the mining industry has led to the development of a trolley assist system for diesel electric haulage trucks which, is proven in the mining environment, offers significant reduction in fuel consumption and increased productivity.

The study focused on the recovery of vanadium from a Korean vanadium-bearing titaniferous magnetite (VTM) ore, examining the behaviors of magnetic separation and Na2CO3 roasting-water leaching. Two concentrates were prepared using single-stage dry magnetic separation and three-step wet magnetic separation, resulting in V2O5 grades of 0.8% and 1.0% and major gangue mineral SiO2 contents of 6.5% and 1.7%, respectively. These concentrates were subsequently roasted at 1050 °C with the addition of Na2CO3 and then water-leached at 25 °C. Various stoichiometric ratios of V2O5 to Na2CO3 were tested, ranging from 1:1 to 1:40 of the theoretically required amount. As the amount of Na2CO3 increased, the vanadium leaching efficiency showed fluctuations between 4 and 35% for ratios of 1:1 to 1:10, while it linearly increased from 4 to 82% for ratios of 1:10 to 1:40 in the leaching of the low-grade concentrate. In contrast, the leaching efficiency increased from 47 to 74% for ratios of 1:1 to 1:8 and then sharply rose to 84% at a ratio of 1:10 in the leaching of the high-grade concentrate. Subsequently, it reached a plateau of 92 to 94% for ratios of 1:20 to 1:40. The difference in leaching efficiency was primarily due to the reaction of gangue minerals with Na2CO3, which hindered vanadium leaching from the VTM concentrates. This hindrance was notably more pronounced in the low-grade concentrate with the lower salt ratio, as the gangue minerals exhibited a preference for consuming Na2CO3 over vanadium. The mineral formation was analyzed in detail using XRD and MLA to shed light on the mechanism of different vanadium leaching behavior depending on the concentrate grade and vanadium to salt ratio. Based on the results of this study, it is evident that applying a proper magnetic separation procedure is significant to achieving satisfactory vanadium recovery with less salt amount by removing gangue minerals ahead.

The Pascua Lama Project is situated on the border of Chile and Argentina at an elevation of 4,800 m. The ore contains gold, silver and copper, and an initial milling production rate of 33,000 t/d is planned. The mineralogy of this deposit is unusual. The ore is hard and abrasive, and it contains a complex array of sulphate minerals, such as chalcanthite, jarosites and alunites. The sulphides are predominantly enargite and pyrite. A novel flowsheet has therefore been developed, which includes dry grinding and ore washing to remove and then neutralize the soluble salts, prior to flotation, cyanide leaching and Merrill-Crowe recovery of the precious metals. These metallurgical issues and challenges associated with plant design and construction in the high and remote Andes Mountains make this a particularly challenging project.

It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.

Salt cavities have been proven to be a suitable structure for underground storage of various matters in gas, liquid or solid form. Since the technique of underground storage was developed mainly through field experiences in solution mining, a wider use of solution cavities for storage of gaseous and solid matters requires evaluation of three basic rock mechanics problems; cavity instability, boundary rock failure and surface subsidence. Cavity instability is due to the non-linear long-term creep properties of the surrounding ground media which are sensitive to cavity pressure changes associated with the storage. The cavity boundary rock failure is caused by the loss of effective confining pressure to the boundary rock media in the process of storage of gaseous and solid matters. Surface subsidence is the final outcome of the stress envelope originated around a cavity, eventually reaching the ground surface. The rock mechanics processes of instability, failure and surface subsidence are explained by using various field examples in salt domes and bedded formations. Methods of solving the problems are discussed including stress relief, stress control and computer optimization of design.

PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. Conventional barrier pillars in underground coal mines are intended to protect mains and sub-main entries for relatively long periods of time. Inter-panel barrier pillars that may be used in especially deep coal mines, say, below 800 m (2,400 ft), are intended to protect longwall panel faces and adjacent panel entries for the life of nearby panels. Barrier pillar failures have serious consequences, especially when failure is sudden and catastrophic. Design of barrier pillars is thus of considerable importance to safety and efficiency of operations. Locally, failure occurs at the limit to elasticity when stress tends to exceed strength. Strength of rock is stress dependent, so an analysis of stress is central to rational design of barrier pillars. There are several approaches to stress analysis for coal mine pillar design that range from the simplified but popular tributary area method including variations that use empirical definitions of the tributary area (volume) to more sophisticated numerical methods such as the boundary element method and the finite element method. Despite ease of use, empirical methods are limited and always suspect when applied to conditions beyond their scope of definition, while boundary element methods do not generally include pillars in the solution domain. The finite element method is not so restricted and thus is a natural choice for conventional and inter-panel barrier pillar safety analyses. Caving of roof strata certainly affects the distribution of stress about longwall faces and nearby barrier pillars. Conventional wisdom that considers roof strata to respond as cantilever beams indicates the longer the span the greater are loads on longwall faces and face supports. Failure of roof beams, caving, shortens spans and relieves face and support loads. The same view is applicable to barrier pillars in that long roof spans outside of barrier pillars leads to higher pillar loads than short spans. Hence, caving should be beneficial to barrier pillar safety. However, the benefit may be small depending on the extent of caving and only in the form of a slight reduction in overburden weight transmitted to the barrier pillar, especially in case of inter-panel barrier pillars. FINITE ELEMENT MODEL Finite element models for stress analysis in rock mechanics are formulated in consideration of physical laws, kinematics, and material laws. These models meet the essential requirements for equilibrium of stress, satisfy strain displacements relations, and in a general sense, relate stress to strain through material laws, often referred to as constitutive relations. The last may be complex and replete with nonlinearities. A de facto engineering material law is the elastic model in the form of Hooke?s law for linear, homogeneous materials that may be anisotropic. A limit to elasticity is imposed by strength in the form of a failure criterion or yield function that accommodates triaxial stress states. Examples used in rock mechanics are the well-known Mohr-Coulomb (MC)criterion, the popular Hoek-Brown (HB) criterion, and the Drucker-Prager (DP) criterion. The first is linear in stress, while the second is nonlinear. Both do not include any effect of the intermediate principal stress. The last is also linear in stress but includes the intermediate principal stress. All show an increase in the major principal stress at failure with confining pressure. In the UT2/3 finite element programs, the failure criterion Y is a nonlinear, anisotropic form and is also the plastic potential [1]: [YJI=+ 11NYJI=+- (1) ] where N is an exponent, usually 2, and J2 and I1 are nonlinear anisotropic forms of the second invariant of deviatoric stress and the first invariant of principal stress. The form (1) reduces to DP when N=1and isotropy prevails. When Y = 1, the limit to elasticity is reached and plastic deformation is possible. The material constants that enter (1) are all computed from unconfined compressive, tensile, and, in case of anisotropy, shear strengths. These latter strengths may be estimated from conventional laboratory test data. Of course, joints in field-scale rock masses induce different values. How different is often a matter of conjecture. For comparative studies, laboratory rock properties seem adequate. Inelastic, that is, plastic behavior occurs with strain beyond the elastic limit. Strain hardening, ideal plasticity, and strain softening are possibilities. Ideally brittle behavior with complete loss of strength is an extreme form of strain softening [2]. Caving may also be considered as strain softening with a less drastic reduction of material properties. As intact roof strata fail, fall, and form a rubble pile below, a new material is formed with greatly reduced elastic moduli and strengths, say, 1/100th of the original intact moduli and strengths. From another viewpoint, caving is simply a natural cut and fill process. Input for stress analysis by the finite element method includes: 1. Preexcavation stress state 2. Geology (stratigraphic column) 3. Structure (major faults, joint sets) 4. Elastic moduli 5. Strengths, and specific gravities of each rock type 6. Excavation sequence Output from an analysis includes distributions of: 1. Stress 2. Strain 3. Displacement 4. Local factor of safety (element fs) The last is defined as the ratio of strength to stress and in view of the failure criterion (1), is the ratio [fsJstrengthJstress=] where the numerator is the maximum possible value and the denominator is the actual value of the square root of the second invariant of deviatoric stress. This invariant is a measure of shear stress intensity but also reduces to uniaxial tensile and compressive strengths as the case may be. Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.

Adverse geological condition is a major factor which makes construction difficulty in tunneling. But if it is predicted and tunnel support is made efficiently in time, the above difficulty can be reduced. It is necessary to develop one or several effective and economical geological methods for prediction of tunnel geology while expensive and time-consuming instruments are used. This paper reviews and proposes several geological methods for prediction of fault, seam, contact zone, and groundwater inrush. These methods have been proved to be effective and economical in tunneling practice in China.

Longwall mining is a highly productive and efficient coal mining method used in the USA. During longwall retreating, the belt entry must be maintained stable, and any roof fall in the belt entry would jeopardize mine safety and substantially interrupt the continuous production of coal in the longwall face. Past experience of longwall mining has shown that belt entry stability was the greatest challenge in longwall ground control, and the occurrence of roof falls in belt entries was largely associated with high horizontal stress. To properly support the roof in the belt entry, it is important to understand how longwall-induced horizontal stress changes affect roof stability in belt entries and to strategically install supplementary support to prevent any potential roof falls. Researchers from the National Institute for Occupational Safety and Health (NIOSH) performed horizontal stress measurements in the immediate roof of the belt entries for two Pittsburgh seam longwall panels oriented unfavorably to high horizontal stress. Hollow inclusion cells (HICells) were installed in the immediate roof at the intersection in each of the belt entries, and stress changes were monitored as the longwall face was approaching and passing the intersection. Numerical models were set up to calculate the longwall-induced horizontal stress changes in the roof at the monitoring sites. With the verified model, investigations were made of how horizontal stress is concentrated and relieved in the belt entry roof near the face under different panel orientations. Both measurements and modeling results showed that high horizontal stress is concentrated in the roof in the belt entry within about 15 m outby the face when a longwall panel is unfavorably oriented to the major horizontal stress. The study demonstrated that longwall-induced differential horizontal stress can be used as an indication of the degree of horizontal stress concentration. Roof support strategies are discussed on how to maintain the stability of belt entry under high horizontal stress concentration.

"Colorado School of MinesResearchers at Colorado School of Mines (CSM) have developed computational fluid dynamic (CFD) models to study gas distributions and explosion and fire hazards in longwall gobs. In underground coal mines, methane continuously emitted from surrounding strata mixes with air from active mine workings and may form explosive gas zones (EGZs). Some western United States coal mines are also prone to spontaneous combustion (spon com). Insight into oxygen concentrations within the gob is crucial for assessing spon com hazards and mitigation strategies. Nitrogen injection used in conjunction with progressive gob sealing can reduce EGZs and spon com hazards by forming a dynamic seal that separates the methane in the gob from the air that ingresses from the face. This paper describes CFD modeling simulations studying the formation of such dynamic seals by optimizing the nitrogen injection locations. The impact of nitrogen on oxygen ingress and formation of EGZs is discussed. Optimum nitrogen injection quantities and injection locations were determined. Dynamic seal formation is most effective if the headgate nitrogen injection locations are split between the first crosscut inby the face and a second location about 300 m (1,000 ft) further inby. INTRODUCTION Underground longwall coal mine ventilation systems are designed to dilute hazardous gases and to provide breathable air to miners working in the area. Methane gas is liberated as the mining process extracts the coal and disturbs the surrounding strata. Methane mixes with the ventilation air and often produces explosive gas zones (EGZs) within longwall gobs (Brune 2013). Past CFD modeling research of underground coal mine ventilation systems has shown the effects of face air quantity on EGZs (Worrall 2012) and nitrogen injection to control spon com (Balusu et al. 2005; Ren et al. 2012; Ren et al. 2011; Smith and Yuan, 2008; Yuan and Smith, 2014). Other modeling approaches include network ventilation models of oxygen ingress (Dziurzynski and Wasilewski, 2012), and coupled Linear Network CFD algorithms (Wedding 2014). In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), CSM researchers are using Fluent®, a CFD software package by ANSYS, Inc., to model gas compositions and flows in underground longwall gobs. Figure 1 shows a progressively sealed gob with a U-type ventilation system in a three entry development. As the longwall advances, seals are constructed along the headgate in the crosscuts between the center entry and the gob. Additional gob isolation seals are built to block off the headgate entries inby the face. Nitrogen is injected through the seals in the first two crosscuts on the headgate side and at the first crosscut inby the face on the tailgate side, as shown in Figure 1."

In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.

The one-day event offers attendees the opportunity to listen to their peers outline what’s new in the underground construction industry, get updates on major projects in North America and have a chance to catch up of old friends.The conference is put on by the Underground Construction Association of SME. This latest conference attracted about 370 specialists in the industry. The theme for this year’s event was “Water Tunnels, Past, Present and Future.”The technical session included talks focused on major tunneling projects, including the massive California Water Fix program and the Massachusetts Water Resources Authority (MWRA) Metropolitan tunnel redundance program in Boston. The conference also included an update on the Gateway Project from Phil Rice from WSP and Mahammed Nasim of Amtrak as well as a Tunnel Industry update.The following is a sample of a few of the presentations. Technical presentationsDEP’s Tunneling Program Evolution. James Mueller is the agency chief engineer of New York City’s Department of Environmental Protection (DEP). Its mission is to plan sustainable infrastructure investments for the future of clean water and the environment in the city and its watersheds, he said. The agency’s goals are to synthesize information across bureaus within DEP to allow data-driven decision-making. It is also to optimize internal agency processes and systems related to the implmenation of engineering programs within a structured assessment process. The agency also prioritizes projects and funding within a structured integrated planning process. And it standardizes project performance and delivery to meet the needs of the agency in alignment with industry standards and market capabilities."

Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

The time-worn adage "an ounce of prevention is worth a pound of cure" was never more applicable than when used in reference to coal mine safety. Many individuals have dedicated many hours to developing effective accident prevention programs, and much has been accomplished. Each production escalation, however, creates new hazards and safety problems which need special study and research. It is a never ending cyle. To study the progress of coal-mine safety is to raise memories of many individuals who have been dedicated to removing the hazards that have developed with increased productivity and deeper penetration into the earth for coal. Some vivid examples of this dedication are the works of the men who pioneered the use of the safety lamp and the use of rock dust in mining.

So, while developing its Two Piece Assembly, Goodyear noted a number of trends in the mining industry: •The global market sophistication of equipment and operations requires the packaging of products and services to provide the best return on investment. •Industry consolidation and growth have resulted in fewer, more powerful mining houses, leveraging purchasing power in the marketplace. •User productivity demands continue to drive original equipment manufacturers to develop higher pay-load equipment. •Technology needs include improved ergonomics, to reduce fatigue and increase operator productivity. •Increased laws and environmental regulation prohibit on-site whole tire disposal practices.
