During the preliminary design stages of the Illinois Division of Natural Resources(DNR) building, it was discovered that an old coal mine was present some 70 m (220 ft) beneath the building site. The new DNR building to be constructed is 36 m (120 ft)wide and 134 m (440 ft) long. It has three stories above grade and abasement level. The building is oriented north-south and has east and west ponds next to it (Fig. 1). The building is located on the State Fairgrounds in Springfield, IL. Given the history of surface subsidence of these underground coal mines in the Springfield area, there was concern about the potential for future subsidence at the building site. Mine subsidence events in the area have resulted in more than 0.9 m (3 ft) of settlement and have caused significant structural damage.

"The Ejpovice tunnels in Czech Republic were built by EPBM in soft Clyashale, and in weathered profile with low soil overburden. The segmented liner at the cross-passage openings required support, which would not interfere with the EPBM clearance envelope during the scheduled pull back of the EPBM through both tunnel tubes. For that reason support frames or radial bolting could not be used. Steel rods inserted into the neighboring segments during the ring assembly, and later grouted were tested and realized as an innovative solution. The paper presents practical experience gained with the segmented liner support during cross-passages construction. INTRODUCTION An innovative solution using the grouted dowels was developed and realized for sixteen cross-passage openings of the twin Ejpovice Tunnels, whose construction was part of the railway track Rokycany – Plzen modernization. The following paper described practical experience gained with the innovative support of cross-passage openings, which was realized by short steel dowels grouted within the segments of the EPBM segmented liner. The paper is a continuation of the paper published in WTC 2015, which described the design aspects of the grouted dowels support, while the following paper concentrated on the production, and the performance of the dowel support observed during the breakout for the cross-passages openings. The connection by grouted dowels was patented by Metrostav, a.s. Company THE EJPOVICE TUNNELS CONSTRUCTION The Ejpovice tunnels construction started in 2013. The start of the high speed train operation through the tunnels was planned for 2018. The project was funded by the state government with the support of European Union funds of up to 70%.The tunnels were excavated with one EPBM (Earth Pressure Balanced Machine) with the external diameter of 9.89 m. The segmental liner inner diameter was 8.7 m, and thickness of 0.4 m. First, the South tunnel tube was excavated from the East portal, then the EPBM was pulled back through the South tunnel, and the excavation was started from the same portal for the North tube. After the South tube was freed from the EPBM excavation operations the cross-passage construction started. Due to the short time schedule, in the North tube the cross-passage construction started while the tunnel was still under construction. Therefore, the cross-passage construction was performed concurrently with the segments transportation, and with the EPBM pull-back through the tunnel. There were 8 cross-passages along the tunnels with a maximum distance of about 500 m, Fig.1."

Belt network simulators developed in the last two decades are reviewed. Critical parameters in belt network design are identified, and the capabilities of belt simulators in providing values of these parameters are investigated. An alternative design model that optimizes values of the critical parameters is introduced. To illustrate the capabilities of the alternative model, a real life case is treated and the outcomes are discussed.

A novel methodology to estimate gold recovery by gravity is presented. The methodology makes use of a population balance model which represents gold liberation, breakage and classification behaviour and applies pre-concentration and recovery performance curves to gravity-recoverable gold to predict overall recovery. Derivation of the necessary parameters is explained and demonstrated using data from an actual gravity circuit and one projected application. The methodology makes it possible to estimate the performance of circuits with large gold circulating loads and relatively low unit recoveries (e.g. jigs), or with high recoveries on a bleed of the circulating load (e.g. Knelson concentrators).

The title of this session is "Wall Street Looks at the Mining Industry," and I am going to attempt to answer the question: Shouldn't Mining Stocks Sell at Higher Price Levels? Or, What Does Wall Street See When Looking at the Mining Industry? Well, it sees a capital intensive business, a technical industry, and a growing industry becoming more vertically integrated. But, at the same time, Wall Street sees a cyclical industry, a fragmented industry of erratic earnings, spotty public relations, a feast-or-famine business where the public usually does not differentiate between coal mining or metal mining, and does not appreciate either the risks or the rewards. As a result, mining stocks generally sell at relatively low price learnings ratios in comparison to other industrial groups. This PIE ratio, the current market price of the capital stock divided by annual earnings per share, is probably the most popular index of a stock's value. The average of the price/ earnings ratios of the 30 stocks comprising the Dow Jones Industrial Average is over 14. This diverse group of stocks is widely regarded as being a cross-section and representative of the industrial companies listed on the New York Stock Exchange. However, in comparison to 14, Asarco and Kennecott shares are currently available for about 8 times annual earnings. Even discounting earnings from South America, the stock of these two companies sells at only 10 times earnings. Of course, Peruvian politics is currently preventing Cerro shares from selling above 6 times earnings, and Chilean politics keeps Anaconda shares at a PIE multiple of 7. However, even in better times, these companies rarely sell above 10 times earnings. American Metal Climax and Newmont sell at only 11 times earnings as does Phelps Dodge and St. Joseph Lead. Mineral process engineering is a small but important part of the nation's raw material industry. Minerals are usually processed in large plants of high capacity, at low cost, using few engineers and operators, and at an ever-increasing level of plant sophistication. The magnitude of the mining industry is huge, with about 4 Gt (4.5 billion st) of ore, coal and industrial minerals mined annually in the United States. Industries such as construction, manufacturing and power generation rely heavily on a strong US resource base to maintain a competitive edge. Though rooted in classical chemistry, geology, physics and mathematics, a mineral process engineer must be trained in the science and engineering required to process raw materials. A modern mineral processing program still stresses the traditional aspects of the profession. But it also emphasizes particle technology, applied surface chemistry, chemical processing of ores, solid-fluid separations, process and equipment modeling and optimization, materials handling, personnel management, maintenance and environmental and health aspects. In such areas as particle technology and some aspects of applied surface chemistry, mineral processing academic programs have taken a leadership position in supplying specialists to a variety of other industries. The objectives of a mineral processing program are: • to furnish personnel to support the basic raw materials industries (undergraduate programs); • to provide a research and development base for industry (graduate programs); and • to provide expertise in particle technology, applied surface chemistry and environmental programs for other industries (undergraduate and graduate programs). In the United States, mineral process engineering programs have historically been associated with mining and metallurgy departments. The recent movement of metallurgy programs away from primary processing towards materials science has created the need for a new accommodation.

This paper presents a strategic plan for automation, plant integration and process management being implemented at the Chuquicamata mining and metallurgical complex of Codelco-Chile. This five-year plan considers different levels of process control and plant integration, which include instrumentation and direct control, process models and supervisory control, plant information integration, and real time process and plant wide management. The conceptual solution developed defines an architecture for the overall system and the projects to be implemented by each production unit, as part of the proposed solution for the division wide process control, plant integration and real time process management. An estimate of the cost benefit relation of the plan is also given.

The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

The 29th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 3, 2011. Each year, one living inductee, two recipients of Medals of Merit, and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Chilean Minister of Public Works and former Minister of Mining, Laurence Golborne Riveros will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Golborne Riveros was instrumental in managing the rescue of the 33 Chilean miners in October 2010 and in the coordination/management of the ?townsite? for family members, rescue support and the media. His engineering background and executive management skills made him ideally suited to assist in both a technical and managerial role in this emergency.

Stanford Linear Accelerator Center (SLAC) is located in Menlo Park, CA. In order to allow for enhanced experiments, the current facilities required expansion. Tunnels were excavated through very weak sedimentary rock interspersed with uncemented zones (Ladera Sandstone) employing the principles of the NATM. The overburden var-ied from 10 to 80 feet. The paper addresses the characterization of Ladera Sandstone that can exhibit the properties of dense sand and weak rock. The paper focuses on the challenges that were encountered during the NATM initial support design and the construction phase including the geotechnical instrumentation, monitoring and design verification process in particular the excavation of the junction between access tunnel and the FEH cavern (49 ft wide by 32 ft high).

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Since 1980 a number of significant changes have been introduced at Palabora in an effort to offset the effects of reduced product price and increased unit costs of production. These changes and improvements include major equipment rationalization programs, the introduction of trolley-assisted truck haulage, adoption of a sophisticated computerized truck control system, pit design enhancements, improved drilling practices, use of emulsion explosives, and the installation of an in-pit crushing and conveying system. The various changes, their effect on the operation, and their contribution to cost reduction and improved productivity at Paihbora are considered.

The renaissance in extractive metallurgical practices for gold and silver recovery is far from over. This is one conclusion of a three year investigation into innovations in Cold & Silver Recovery by Randol International Ltd. (1981, 1983). The six volume reference report reviews a host of new processes and innovative applications of older metallurgical practices. Some of these were summarized by von Michaelis (1982, 1982a). There are several reasons to expect this renaissance to continue. One reason is the nature of gold and silver deposits. The list of known occurrences of These metals is very extensive. There are literally tens of thousands of prospects but over 99% of these are too low grade, too small or too refractory for a viable operation employing conventional processing.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges which, continuing to develop over time, hampered excavation completion and impacted the cast-in-place final lining technique and work execution sequence for the entire project. The continued degradation of the excavated hard rock tunnel conditions led to a unique, dynamic, geologic setting that forced the project to innovate new and adaptable measures allowing for a conventional cast-in-place liner to be completed in a safe and timely manner and minimize delay.

A high seam geologic condition exists at Jim Walter Resources No.4 mine which requires immediate rib support after a continuous miner cuts a place, High seam mining heights are typically 2.4 to 2.6 m (8 to 9 it) and a thick rock layer is present in the upper portion of the coal rib side. The 610 m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 30.5 cm (12 in) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas which endanger men and equipment. To control this situation rib support must be installed in the roof bolting operation as the bolting crew works towards the face. A rib control system has been developed for this high seam mining condition utilizing a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDFI- 15 bolting machine. Over 120 km (75 mi) of entry have been supported with angle rib bolts. These angle bolts constitute 43 to 60% of the total roof and rib bolt footage in the high seam port- ions of No.4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method employing bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people and the total drilling supply costs are approximately 60% the previous cost, when compared to the previous support method using horizontal rib bolts.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.

Traditionally, fuel oil or diesel was the collector of choice in coal flotation, but in recent years these materials have come under increased scrutiny because of concerns about the toxicity of some components. In response to these concerns, Georgia-Pacific Chemicals LLC has commercialized a patent pending coal collector (Talon® 9400 reagent) that is 100% derived from the pulping of trees. This study presents a comparison of yields and recoveries for different coal collectors, including the one derived from the pulping of trees.
