Over the past decade, there has been a significant increase in effort put to tracking progress toward sustainability. Many aspects of society are participating in this “movement” including mining. The drivers are diverse and include evolving ideas in business and public administration as well as concerns for human well-being, community robustness, environmental integrity, and overall social and ethical responsibility. The scale in question varies greatly from local to global. For the most part, there has been a pre-occupation with developing discrete measurable signals. This paper argues that the overwhelming focus on the quantitative is ill-advised and that a more effective approach is to bring together the best of both quantitative and qualitative. The mining industry in particular is well-placed to affect this shift and reap the associated benefits.

Thunder Basin Coal Company has two mines located in the southern portion of the Powder River Basin. 60-90 km southeast of Gillette, Wyoming. The mines are principally located on federal coal leases acquired in the late-1960's. Development plans for the Black Thunder Mine focused on dragline stripping, but environmental considerations during the mid-1970's made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lying with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age and the deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21 m thick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

Meramec Mining Company, a joint venture by Bethlehem Steel Corporation and St. Joe Minerals Corporation, is engaged in the mining, concentrating, and pelletizing of iron ore from the Pea Ridge Mine located near Sullivan, Missouri, about 70 miles southwest of St. Louis. The orebody was delineated in the mid-1950's by St. Joe during an exploration program to discover new lead orebodies. An airborne magnetometer survey which was run by the U. S. Geological Survey, the Missouri Geological Survey, and several min¬ing companies was published in 1950 and showed an anomaly in the Pea Ridge area. Test holes drilled in 1953 and 1954 revealed the presence of a large orebody of probable commercial significance; additional drilling in 1956 and 1957 provided confirmation of this. Meramec Mining Company was incorporated in 1957 and shaft sinking began in the latter part of that year. The Pea Ridge orebody lies under about 1300 feet of sediments. It is tabular, about 2600 feet long and up to 600 feet thick, and lies in an approximate east-west delineation. The orebody dips about 800S and is of unknown depth. The ore is primarily high grade magnetite with smaller zones of specular hematite, The Pre-cambrian wall rock is rhyolite porphyry. The testing of different kinds of process flow configurations and cell volumes in industrial scale flotation processes is in general difficult to accomplish and even expensive to perform.1 Also the lack of suitable measuring and analyzing devices often prevents effective comparison of results. Nowadays, the existing flotation processes contain, almost with exception, several return loads which result in difficult control of the process. There exist two good reasons for testing different kinds of flotation circuits at the Outokumpu Oy Kotalahti mine. Firstly it is easy to change the process flow configuration without any additional installation work and secondly, the concentrator is highly automated with magnetic flow meters, on-line analyzer and process computers. In this presentation, open circuit flotation is compared with the classical closed circuit flotation which contains return loads. In additional, the effectiveness of computer control in both cases is estimated and also the effect of cell volume on flotation results is examined.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. A nickel-copper sulphide concentrate was treated in a pilot plant at Warren Spring Laboratory during 1961, by a hydrometallurgical roast-leach- solvent extraction process devised to cleanly separate the metal values, and produce acid sulphate liquors containing the metals. It is shown that 86 percent of the nickel and 95 percent of the copper could be leached from the calcine, after a sulphatizing roast on finely ground flotation concentrate. Iron was removed from the leach liquor by limestone neutralization with a small loss of values. Copper and nickel were separated by solvent extraction with naphthenic acid in kerosene after partial neutralization of the iron-free liquors with ammonium hydroxide. Hydrogen sulphide and chlorine were used to remove zinc (and residual copper) and cobalt impurities respectively. The recovery of pure copper and pure nickel, by electrowinning, from the acidic solvent extract strip liquors finally produced, appears technically feasible.

Self-cleaning fluidized bed heat exchangers are conquering the world for reason that they are able to solve any severe fouling problem in indirect heat transfer due to the circulation of cleaning particles through the tubes of vertical shell and tube exchangers. In most cases, these particles consist of chopped metal wire. Moreover, self-cleaning fluidized bed heat exchangers perform with excellent heat transfer at very low liquid velocities, which makes completely new designs of shell and tube configurations possible. Further, self-cleaning fluidized bed heat exchangers show a strong shear thinning effect in non-Newtonian liquids. All the above characteristics make the self-cleaning fluidized bed heat exchanger an ideal tool for the indirect heating of laterite nickel slurry in High-Pressure-Acid-Leach (HPAL) plants. Preliminary tests and evaluations of these heat exchangers have shown that the performance and price of these heat exchangers used for the production of nickel and cobalt from a laterite slurry, cannot be matched by existing conventional heat exchange systems. This article explains the principle, design, lay-out and enormous advantages of the self-cleaning fluidized bed heat exchange technology in a plant suitable for an annual production of approx. 45,000 ton nickel and 4,500 ton cobalt from laterite slurry through high pressure'acid leaching.

The research presented here is part of a project to quantify the differences in the mechanical excavatability of rocks in dry and water-saturated conditions. A series of full-scale laboratory linear rock cutting tests were carried out with a long-bladed single disc cutter on dry and water-saturated sandstone blocks. The muck collected from the cutting tests was analyzed to establish a link with the specific energy (SE) of the operation. The coarseness index (CI), a non-dimensional parameter, was found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n was observed between SE and CI. The power n of the relationship for both dry and saturated rock was much lower than found in previous studies. The exponent n is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI was lower for saturated rock than for dry rock, at the same time, saturated rock cutting was found to be less energy-intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate, discounting the effect of discontinuities in the rock mass.

"INTRODUCTION The small strain assumption routinely made in tunnel analyses remains sufficient from an engineering point of view as long as convergences do not exceed 10%. More specifically, small strain theory assumes that deformations are so small (in relation to the size of the underground opening) that any geometric change in the continuum can be disregarded (Fig. 1a). In fact, however, the geometry is updated during loading (or unloading) according to large strain theory and thus equilibrium and stiffness are evaluated on the deformed configuration of the continuum (Fig. 1b).In problems involving large deformations, where the undeformed and the deformed tunnel geometry differ significantly, small strain theory leads to erroneous and sometimes even nonsensical results (i.e. it can predict wall displacements even greater than the excavated radius under conditions of very low stiffness and strength, high in situ stress and low support pressure). This can easily be verified from the widely applied relationships for the ground response curve. For example, in the ideal case of linearly elastic behaviour, the convergence of an unsupported opening equals (1+?) s0 / E (where E, ? and s0 denote the Young’s modulus, Poisson’s ratio and initial isotropic stress, respectively) and is greater than 100% for E < (1+?) s0. Although convergences are less than 10% in the great majority of tunnelling projects, very large deformations may take place when tunnelling through weak rocks under a high overburden (Fig. 2). This paper will first present a very simple and practicable way to account for large strains, based entirely on the results of routine small strain analyses, and will subsequently show the importance of addressing large strains in tunnel analysis and design with reference to three typical case studies of tunnelling in squeezing ground."

Surface properties of minerals could be modified selectively and very specifically by adsorption -desorption (dissolution) processes. This requires a monitoring and control of the outermost surface layer at a molecular and atomic level. The nature and structure of self-assembled submonolayers and monolayers at the interface of minerals were studied by infrared reflection spectroscopy. The external reflection spectra of the adsorbed monolayers on any type of minerals: transparent, opaque or non-transparent, recorded at different angles of incidence and for two polarizations are an excellent source of information about the nature and surface distribution of the adsorbed species. The developed method allows to obtain detailed information at a molecular level about the adsorbed surface species. By combination of the simulated and experimental data, the qualitative description of the adsorbed species as well as quantitative evaluation of orientation and the thickness of the adsorption layers were obtained. This fundamental knowledge allows to determine the mechanisms of surface phenomena which govern selective separations. Examples of different surfactant - mineral systems and industrial applications will be discussed.

On-line analyzers have made possible the use of Fuzzy Logic Control (FLC) for local control applications in coal preparation plants. This includes FLC control of complete circuits such as heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be readily developed using Statistical Process Control (SPC) techniques which are first applied off-line in manual mode through the use of control charts and then this process is brought on-line using FLC in conjunction with an on-line analyzer to fully automate the circuit. This paper outlines the types of control strategies employed and presents examples of automatic verses manual control.

"Air overpressure monitoring procedures and instrumentation guidelines which apply to production blasting in underground limestone mining are not readily available. The industry also lacks an applicable source for air overpressure levels that are produced by blasting operations in underground limestone mines. As such, there was no available background data from which the expected overpressure levels from production blasting in a new underground limestone mine could be predicted. During the development phase of the mine, it was imperative that newly constructed underground structures be capable of withstanding the overpressure produced by blasting in nearby production headings. To ensure the structures could withstand the blast-induced overpressure, a study was conducted to record empirical overpressure data and develop a model which could be used to control air overpressure levels by the production crews. This document describes the procedures used to develop the model, the development of the model, and the applicability of the model for predicting underground blast overpressures. INTRODUCTION A developing underground limestone mining operation required that a ventilation wall be built to house the permanent mine fans. At the time of the study, the mine was a single-level room and pillar operation with a 7.9 meter (26 ft) high roof, 13.7 meter (45 ft) wide entries, and 13.7 meter by 13.7 meter (45 ft by 45 ft) pillar dimensions. The mine is accessed via a 396 meter (1300 ft) long decline and 100 meter (330 ft) deep ventilation shaft. The ventilation wall was to be partially constructed of autoclaved aerated concrete blocks, for which dynamic strength data from explosives loading were unavailable. The company ownership feared that airblast may affect the wall due to the close proximity of the working faces. Therefore, the company management asked that the overpressure levels be estimated and compared with the designed wall strength. Few studies that apply to explosively-driven air overpressure levels in underground production blasting were found through a literature review. Therefore, the logical approach to assess the overpressure levels was to monitor the blast pressures at the site and conduct a thorough evaluation of the data. As a result of this study, the equipment setup and monitoring procedure used to record the airblast data is described. Finally, the experimental data gathered during the monitoring program is presented, trends and findings from the data are discussed, and recommendations for further study are presented."

The adsorption of gold-thiourea complex onto a cation exchange resin, Amberlite 252, has been evaluated in a batch stirred reactor. The observed non equilibrium saturation capacity was 3.20 meg Au/g dry resin (620 kg/t) whereas the equilibrium ion exchange capacity was only 0.53 meq/g (103 kg/t). The enthalpy of adsorption was 4 -25 kJ/mole under equilibrium conditions and increased to 20-200 kJ/mole under non equilibrium conditions. Under non equilibrium conditions, the adsorption capacity of the resin decreased with increasing temperature and increasing thiourea concentration and increased with increasing gold concentration. This dependence of adsorption capacity on thiourea concentration and temperature may be a useful tool for elution of gold from the loaded resin. Scanning electron microscopy revealed evidence of deposition of elemental gold on the loaded resin under non equilibrium conditions. The proposed mechanism for "adsorption" of gold-thiourea complex onto this cation exchange resin consists of an ion exchange reaction followed by a reduction of the exchanged gold complex to elemental gold on the surface of the resin.

Pneumatic coal loading and conveying systems provide alternative methods for the safe and efficient mining of the thin high-grade coal seams found in the Southern Appalachians. Pneumatic systems eliminate most of the health and safety hazards associated with the operation of conventional mining and haulage equipment in small low-coal mines by removing powered mobile equipment from the mine. Ventilation is also improved by the coincidental removal of gas and respirable dust from the mine by the operation of the pneumatic loading and conveying system. Other significant advantages of pneumatic coal recovery systems are relative simplicity, operating flexibility, low capital cost, quiet operations, environmental benefits, and ease of automation. The design considerations and field evaluations of experimental prototype pneumatic coal loading and conveying systems, installed and operated in small thin-seam mines, are presented in this report. In addition, fundamental design criteria and recommendations for the installation and operation of a variety of pneumatic coal loading and conveying systems are proposed, which offer alternative coal recovery systems that alleviate the serious health and safety concerns of current small mine operations.

This is a brief state of the art paper describing current (1975) Uranium recovery plant flowsheets, some notes on system selection, design philosophies, and materials of construction. The in-situ, or borehole solution mining, of Uranium is a process which has been developed over recent years to better match Uranium mining and milling technology with the size, shape, grade and territorial distribution of the remaining identified Uranium deposits of western United States. Solution mining recovery plants are pure hydrometallurgical units ideally suited to automation, modular design, and mobility. Similar to conventional Uranium mills, two basic flowsheets, one acid and one carbonate, are in use, but the predominance is reversed so that the majority of plants employ the alkaline carbonate flowsheet, All plants incorporate resin bead ion exchange Uranium recovery for both acid and alkaline circuits.

Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

The trend in underground room-and-pillar coal mining is to employ remote-control continuous mining machines and extended cuts, 12 m (40 ft) deep or more. This system of coal extraction, adopted by over 435 mines, can create additional worker-safety hazards. To address the ground control and worker-positioning hazards, a combination of statistical analyses and numerical modeling was conducted. Initially, the reported roof-fall incidents and fatalities were reviewed to delineate the ground-control hazards. Then, the application of the Coal Mine Roof Rating (CMRR) for estimating safe extended-cut depths was evaluated. Finally, computer modeling to predict roof displacements during extended-cut mining was completed. The paper describes the results of these studies and their impact on the safety of extended-cut mining.

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation&apos;s mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming&apos;s desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Oil sand tailings are disposed of in large ponds in which MFT (Mature Fine Tailings, a stable suspension of fine particles in water) forms after many years of settling. Long-term storage of large volumes of MFT is costly to maintain and also poses an environmental liability. The Advanced Separation Technologies laboratory at CANMET Western Research Centre has worked closely with oil sand companies to eliminate MFT generation by applying paste technology to oil sand tailings. In this process the fine tailings are flocculated to produce a thickened material that has the potential to consolidate to a dry landscape, while warm water is recovered and recycled for reuse in the extraction process. This paper presents some results of an extensive technical program involving bench-scale tests for flocculant selection and continuous thickener pilot tests.
