The separation of fine mineral particles, especially using environmentally friendly approaches, is one of the main problems in the processing of low-grade ores and the re-processing of mining tailings. This work assesses the potential of biosurfactants as collectors in the flotation of ultrafine (smaller than 20 μm) particles of hematite and malachite. As biosurfactants, we test acetylated acidic (ac-ASL) and lactonic sophorolipids (ac-LSL). In addition, n-dodecyl-β-D-maltoside (DDM) is used as a model non-ionic alkyl disaccharide surfactant, and sodium oleate (NaOl) is used as a reference. The biosurfactants are characterized using surface tension and foam analysis. The interaction of the minerals with the surfactants is characterized using zeta potential, solubility, and single-mineral flotation. The collecting properties of the surfactants are compared for the ultrafine (− 20 μm) and coarser (38–90 μm) particle size in the two-mineral flotation of hematite and malachite against quartz. The ultrafine particle size improves the grade in the oleate flotation of hematite, as well as the grades in the DDM flotation of hematite and malachite, which is explained by the weak interactions of the metal oxides with fatty acids and DDM. At the same time, the flotation with ac-LSL and ac-ASL is highly tolerant to the ultrafine particle size. These results indicate that biosurfactants are an interesting alternative to conventional petroleum-based surfactants in the flotation of Fe and Cu oxides. Moreover, a proper selection of surfactants can help combat the problem of fines.

Modern mechanical raise drilling was first introduced into the United states in 1962. This method of safely, economically raising a shaft has steadily increased in popularity since that time. This steady growth has been largely enhanced by the many advantages to be gained by mechanical raise drilling, as well as by the increasing reliability of the equipment required. It is the purpose of this paper to briefly review the state of the art of raise drilling to include: the various applications and advantages; the equipment requirements, including a comparison of the various types and sizes of machines and rock cutting equipment; equipment performance; and future trends.

Surface tension and its control are important in the concentration of ores by froth flotation, both in terms of producing the proper bubble size distribution and to render the ore surface of interest hydrophobic such that adhesion to a bubble will take place. The influence a substance has on surface tension has traditionally been measured using static, equilibrium techniques. Yet many applications such as flotation involve rate-related effects of surface tension where equilibrium values are not reached. In the time frame of 1 - 300 seconds, aging effects have been noted for bubbles formed in dodecylamine acetate solutions; a slow decrease in surface tension occurs until an equilibrium value is reached, as studied by Finch and Smith (1972). Since stationary bubbles do not exist in flotation cells because of the turbulence generated by agitation and aeration, it is more likely that the chemical composition of the bubble is determined during its formation, under dynamic conditions. The chemical composition is extremely important because the induction time required for a particle-bubble entity to collide and adhere to each other is augmented by favorable surface tension (wetting) proper- ties between the surface of the particle and the bubble air-water interface or envelope, as considered by Mackenzie and Matheson (1963). Finch and Lyman (1976) have established that the probability of a "permanent" attachment taking place during this contact time is aided by the ability of an oil droplet (viz. bubble) to relieve non- equilibrium surface tension effects which are involved in the water-thinning process. This Maragoni effect, or surface elasticity, can be considered in the context of particle agglomeration addressed by Kao and coworkers (1975). Water drainage leads to the formation of a collector-frother meniscus appearing between the colliding entities, arising from their combined partial immiscibility in the water phase and promoted by hydrophobic bonding within the interface. Together they constitute a liquid bridge whose force of attraction drawing the particles together is proportional to the interfacial tension existing between the water phase and liquid bridge. This adhesive force shows an approximate linear decrease with separation distance until rupture occurs, that is, FX = Fmax (1 ? X/Xr) (1) for a distance of separation X and rupture distance G. The greater the surface elasticity of the bubble, the greater will be the rupture distance and the better will be the force of adhesion. GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

Stochastic simulation has been routinely used for performing risk and sensitivity analyses in a variety of fields. The commonly used means of generating the simulations has been the Monte Carlo approach, which usually employs a Simple Random Sampling (SRS) scheme of the variable distributions. This method is prone to sample clustering and requires a large number of samples to represent the distribution faithfully. This can become problematic for simulating complex processes where it is impossible to run an arbitrarily large number of replicate simulations. The Latin Hypercube Sampling (LHS) method uses a stratified sampling approach that assures representation of the input distributions for any given number of samples. In this paper the LHS and SRS approaches are compared, using a petroleum resource estimation example.

Acidic treatment of enargite (Cu3AsS4) dissolves both arsenic and copper from the mineral and then attempts to separate them in the leach solution. The reactivity of enargite was examined in acidic solutions, over the pH range 1-7, to determine a potential range for co-dissolution.. Enargite mineral samples from Butte, MT and Quirivilca, Peru were used as working electrodes in a cyclic voltammetry corrosion cell setup, which were then cycled multiple times over -1000 to 1000 mV. Surface reactions and transitions were characterized using in-situ Raman spectroscopy, which were then compared to updated predominance diagrams for the copper-arsenic-sulfur system from a previous study done under alkaline conditions. The region of co-dissolution is limited to > 600 mV vs. SHE and pH < 1 under the proposed diagram.

"The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) ventilation gallery was used to study methane-air flows around a continuous miner mockup with water sprays and a scrubber fan. Methane gas was released from pipes located at the face to simulate face gas emissions. Methane concentrations and air velocities were measured while varying parameters such as airflow quantity, entry width (sump or slab cut), and face ventilation configuration (blowing or exhausting curtain). Test data showed a similar pattern of methane concentrations at both low and high airflow quantities, but a difference in the distribution of methane concentrations between narrow and wide entry widths. Most tests showed that blowing face ventilation was more efficient in diluting methane than exhausting ventilation, similar to observations made in previous empty gallery studies. The patterns of airflow and methane concentrations observed in this testing can further improve the understanding of airflow in and around the CM and face, promoting effective use of face ventilation to improve the health and safety of miners. INTRODUCTION Attaining an accurate understanding of airflow distribution at the continuous miner face is instrumental in maintaining a safe mining environment. US mining regulations require that sufficient airflow must be directed to the deepest penetration of the face and render harmless contaminant gases, as verified by the Mine Safety and Health Administration (MSHA). Currently, continuous miner face air readings can be taken in the last open crosscut and at the inby end of the curtain mouth. By measuring adequate airflow in a pre-determined area it is accepted that a sufficient quantity of that air exists to sweep the face of harmful dust and gasses. Unfortunately, due to the location inaccessibility, precise face velocity readings cannot be measured in situ. Face velocities may be estimated through computer-simulated programs based on laboratory models. Improving upon previous empty gallery testing and to more effectively determine representative face methane readings, a mockup of a continuous miner with water sprays and a scrubber fan was used in the current study to further refine face airflow conditions that would be closer to actual mining conditions."

Kennecott Copper Corporation has developed a new hydrometallurgical process for extracting nickel, copper, cobalt and molybdenum from maganese nodules. This process (KCC Cuprion Process) utilizes a reduction leach operating at atmospheric pressure in the temperature range of 45 C to 50 C and has been successfully demonstrated in a continuous pilot plant processing 800 lbs of nodule ore per day. The chemistry, basic flow sheet and operating characteristics are presented and discussed.

Mixing of solid-liquid slurries is a unit operation that is widely encountered in the minerals processing industry. Applications may range from simple slurry storage in open tanks to complex chemical reaction systems under extreme conditions of temperature and pressure. The specific process requirements dictate both the degree of mixing required and the type of agitation employed to achieve the desired results.' Many continuous-flow process applications feature tanks operating in series to provide a discrete number of stages and a known residence time for the slurry. Because these tanks operate at a constant level in an overflow mode, the mixer must maintain uniform solids concentration and size distribution throughout the tank; failure to achieve uniformity results in accumulation of coarse solids in the tank, ultimately leading to a process or mechanical failure. Downward-pumping, axial-flow mixing impellers are widely employed to produce uniform solids suspension. The specific impeller type, number, size, and power draw is a function of each given situation. The use of high-efficiency, fluid-foil impellers (Figure I) has evolved as a recognized standard for these flow­controlled applications. Recent small-scale experimentation and full-scale experience has demonstrated that, when uniformity is required, capital and operating expense can be minimized by employing an additional upper impeller pumping in the upward direction.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public&apos;s legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Estimation of the cutter life and cost is a part of evaluating performance for a hard rock TBM in any project. Various approaches has been proposed for calculation of disc cutter life in various rock types based on machine specifications and rock strength and abrasivity. Cutter change time is a parameter that is used in some of the estimates and is defined as the average time required for changing a cutter on the cutter head and cutter life is the number of cubic meters of excavated rock per each disc cutter. Analysis of cutter life information of several tunnel projects from around the world has revealed that the published models for estimation of cutter consumption require some revisions to offer a more accurate prediction. The preliminary analysis of data shows that the average cutter change time is approximately 66 minutes for different cutter sizes and there is a minimal difference between corresponding cutter change times of the large (e.g. 19 or 20 in) versus smaller cutters (e.g. 15.5 to 17 in). This paper reviews the available and published cutter life data from various projects. It also introduces new models for estimation of cutter life and cutter change time as part of TBM down time and utilization analysis.

In 1977, an article in World Mining (1) reported a total of 2726 rotary blast hole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher: Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item, to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to re¬ducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, five factors affect the rate of penetration. They are: 1. Bit selection 2. Weight on the bit 3. Rotary speed 4. Hole cleaning 5. Formation properties Of these factors, all but one may be control¬led by the operator. Looking at any one in detail may reveal possible improvements in the system. Cleaning the hole is a good place to start. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh, clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in re drilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole.

Researchers from the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research conducted an assessment of the effects that ground control mesh might have on rock and float coal dust distribution in a coal mine. The increased use of mesh to control roof and rib spall introduces additional elevated surfaces on which rock or coal dust can collect. It is possible to increase the potential for dust explosion propagation if any float coal dust is not adequately inerted. In addition, the mesh may interfere with the collection of representative dust samples when using the pan-and-brush sampling method developed by the U.S. Bureau of Mines and used by the Mine Safety and Health Administration for band sampling. This study estimates the additional coal or rock dust that could accumulate on mesh and develops a means to collect representative dust samples from meshed entries.

BRS, Inc. has utilized Carlson&apos;s Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming&apos;s Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. "Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios, including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation.IntroductionAcid rock drainage (ARD) is a notable environmental concern in areas where rock or other material with acid generation potential is disturbed. ARD is defined as drainage that occurs as a result of sulfide oxidation in rock exposed to air and water. ARD is characterized by low pH, elevated metals concentration (especially aluminum, iron and manganese), sulfate and high total dissolved solids. Ground falls in longwall gateroad entries remain a concern in modern longwall operations. The gateroads are subject to changing horizontal and vertical ground stress induced by longwall extraction. These stress changes can result in failure of the strata around an entry leading to large deformations of the entry roof, floor, and ribs. The gateroad support systems are required to control the failed strata while maintaining safe access to the longwall face and unimpeded ventilation. This paper presents research that was conducted to better understand the stability issues in gateroad excavations and to develop procedures for evaluating support and layout alternatives for longwall gateroads. Using the results of a field-monitoring program and numerical model analysis of case histories, a conceptual model of gateroad support needs was developed. The conceptual model formed the basis for developing a set of equations that can be used to estimate likely roof sag and support loading for given roof geology and longwall-induced loading conditions. The developed equations were used to compare predicted gateroad stability to field study results, showing satisfactory agreement. The calculation procedures are used to demonstrate their application in assessing support alternatives at a case study mine. It is concluded that the developed analysis procedures provide realistic assessments of likely ground stability and can be used to evaluate alternative gateroad support systems at operating longwall mines.

Along with other transportation modes, the barge industry will be greatly effected by trends in domestic coal production. Traditionally, coal has been one of the major commodities moved by barge. Now, because of events in the international energy market, coal is finally getting the recognition it deserves as a major component of the country&apos;s energy program. Perhaps even more significantly, a series of events have caused other countries to turn to the United States as a source of coal. Although the outlook for coal demand is optimistic, it will be greatly influenced by the ability of the transportation sector to handle the additional traffic. Because of our long experience in moving large quantifies of coal, the barging industry is in an excellent position to capitalize on coal&apos;s increased popularity. A brief description of the barging industry should facilitate the discussion of coal as it relates to the barging industry. Barge companies operate on a 40.23-Mm (25 000 mile) river system which includes the East and West Coasts and the Mississippi River System. Included in the Mississippi River System are the Allegheny, Monongahela, Kanawha, Ohio, Illinois, Missouri, Tennessee, Cumberland, Arkansas, Warrior - Tombigbee and Mobile Rivers as well as some smaller tributaries. The Gulf Intracoastal Waterway, which stretches along the Gulf Coast from Brownsville, Texas to Apalachicola, Florida, is also considered part of the inland waterway system.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.
