The commissioning of a Distributed Digital Control. System for the grinding circuit at Cuajone, was completed by mid August, 1985. Development of a successful strategy, excellent operator acceptability and the visual aspects offered by the display of the central console, improved mill throughput significantly. The inherent features of a digital system enhanced the flexibility in grinding control and allowed the mills and classifiers to be operated at maximum capacity. This paper discusses in detail the strategy development, the production restrictions encountered, and evaluates the overall performance of the digital control system. 1.0 Introduction In November 1976, the Cuajone Concentrator, located on the western slope of the Andes in Southern Peru, was commissioned to treat a nominal 41,000 TPD of ore. A systematic elimination of production restrictions has resulted in a continual increase of concentrator throughput to 48,700 TPD before the grinding control was in- stalled.

Hydrometallurgy has a well-known and established role in the production of manganese metal (1) and manganese compounds, including battery grade manganese dioxide (2). Also, several leaching processes have been developed and applied at various times for the recovery of manganese from low grade ores (3). Recently, interest in the hydrometallurgy of manganese has been stimulated by the problems presented in the processing of sea nodules (4). Fumes and dusts from the ferro-manganese furnaces also offer a potential field for the application of manganese leaching techniques (5). In treating low grade manganese ores a major requirement of the leaching process is that it should dissolve manganese from a mixture of manganese and iron oxides. The most selective reagent for this purpose is ammonium carbamate applied after preliminary pyrometallurgical reduction of the ore (6). Since soluble carbamate complexes of the postulated type (7) are formed by both manganous and ferrous, but by neither manganic nor ferric, ions, selectivety of manganese leaching is achieved by control of the reduction operation to yield, essentially MnO and Fe304? A potential improvement to this two step process would be to simultaneously reduce and selectively leach the manganese in one hydrometallurgical operation. This possibility has been experimentally studied and the results are described below. The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

A geostatistical approach is proposed for the design of infill drilling programs. The method is consisted of three major steps: developing geological favorability models, delineating mineralization and ore envelopes, and classifying reserves or resources. Geological modeling aims at developing favorable geological zones in which drilling is designed. Modeling mineralization and ore envelopes establishes criteria on potential blocks to be drilled. Top target blocks should be those included within ore envelopes. The framework of resource categories includes five types: probable reserves, indicated reserves, indicated resources, possible resources, and barren. Indicated reserves or resources are the top priority to be drilled for the definition of minable reserves. Possible resources may be considered as targets for further exploration. The algorithms involved in the analysis include indicator favorablity analysis, ordinary kriging, and indicator kriging. A case study presented here involves a gold deposit of Carlin type. The deposit was delineated by a sparse drilling program with 230 feet of average spacing. The infill drilling program designed by the new method suggests a significant reduction on the number of holes from a regular-grid infill drilling pattern.

The Office of Mine Safety and Health Research, Spokane Mining Research Division, is continuing its high-energy, high-displacement testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link mesh, welded-wire mesh and combinations of them. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can assist in interpreting the condition of installed surface support. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to better quantify the stability of installed shotcrete support.

Introduction Mining has always been sensitive to the fluctuating income of downstream customer industries. The industry is now becoming more vulnerable to booms and busts as economic pulsations increase and demand for mining products shows little or no long-term growth. As the general economy has become more cyclical in the last decade, the capital-intensive primary industries have become more aware that timing as well as preparation of survival plans are vital in investment decisions. Strangely, however, some of us have not yet included the business cycle in our feasibility studies. Cyclic prices and volumes and fluctuations in profits and cash flows do not fit our linear models. The increased cyclical nature of our economy is recent and poorly understood. Forecasting peaks and troughs is still more an art than a science. Nevertheless, avoiding business cycle parameters can lead to error in value estimation and contingency planning of new projects. Metal and Mineral Industries More than half the iron and steel, aluminum, copper, lead, zinc, manganese, tin, nickel, molybdenum, cobalt, and chrome that we mine, smelt, upgrade, and recycle goes to construction, transportation, capital goods, and consumer durable industries. All are cyclical. Their products are consumed slowly, so replacement can be postponed in recessions. Purchases of such goods are usually financed by debt, and their customers are sensitive to highly cyclical changes in interest rates. During prosperous periods, people tend to buy capital goods despite high interest rates. Upstream industries also tend to be whipsawed by inventory cycles. With high interest rates and good transportation, downstream fabricators can lighten their inventories during recessions. They know that upstream suppliers can deliver supplies and raw materials immediately, And, with the advent of electronic accounting, the fabricator with timely inventory information can afford to hold fewer contingency stocks. Likewise, when recovery returns, inventories surge back through industry pipelines, accelerating demands on primary supplies. The price elasticity of most primary products is low. Their share of the value of finished products of the industries they supply is generally small. The 60 kg (130 lb) of aluminum in a car is vital. But whether it costs $80 or $130 will not visibly influence the demand for an automobile. With low elasticities of demand, the primary producer is hit with decreases (or increases) in prices and in sales volume, during recessions as well as recoveries.

Electrowinning and solvent extraction are crucial steps in the production of high-purity copper. However, safety concerns have been raised regarding the acid mist generated from the electrowinning process. The mist generated results in health risks to workers and damage to machinery and infrastructure. Currently, chemicals and pellets are used to control acid mist. However, the effectiveness of these controls may vary depending on the type of organic solvent used in the solvent extraction process, which can influence the generation of acid mist. This study aims to evaluate the impacts of organic solvents and surfactants on acid mist suppression. In this study, an electrolyte is contacted with organic solvents to simulate the solvent extraction. The electrolyte is dosed with 20 mg/L of surfactant at each contact. Acid mist testing is performed on the electrolyte separated from the organic phase at the end of the solvent extraction step. The mist collected is analyzed to determine the level of acid mist generated. The results of this study indicate that organic solvents and surfactants showed significant acid mist suppression, but with somewhat different suppression efficiencies. After first contact, Licorice and the organic, for instance, showed a suppression efficiency of up to 69.7% but its efficiency gradually decreased as the number of contacts increased.

A laboratory investigation was carried out to study the influence of asphalt, bentonite and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in terns of the compression strength, impact resistance (drop test), abrasion resistance and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder used. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Ms. Banick holds a BS in Civil Engineering from the University of Virginia and is a law student at New York Law School. She is a law clerk at Postner & Rubin.

Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." Implied in the constraints of Section 516(b)(1) of SMCRA is a determination of what constitutes "material damage" to surface structures, renewable resource lands, and the capacity for sequential land use following underground mining. The authors have already briefly addressed the subject of damage criteria in relation to surface structures (Bhattacharya et al, 1984). In this paper, an attempt is made to provide quantitative guidelines to ascertain material damage to renewable resource lands, although the data available to establish these criteria are considerably more limited than is the case for surface structures. Besides, many more variables influence the severity of the impact at a given site, making the task of assigning stringent ground movement limits even more complex. This often necessitated use of professional judgement and occasional reverting to a qualitative approach. Hence the reader is cautioned at the very outset that the quantitative limits presented herein are approximate and are primarily intended to serve as rough guides for ascertaining the extent of damage to the renewable resource lands under consideration, and that depending on site-specific conditions the actual damage incurred may differ significantly from that predicted by the proposed criteria. The authors, however, feel that the criteria suggested are somewhat conservative, but realistic. The actual damage observed should generally be less severe than predicted by these criteria. It may also be clarified here that the term "subsidence", as used in this paper, implies the total phenomenon of surface and subsurface effects associated with the mining of minerals and not only the vertical displacement of the surface as is sometimes inferred in the literature.

The production of fine particle products within the mineral processing industry is a very important market segment. Many of these products are processed in an aqueous state and must ultimately be dewatered. This entails processes which are very energy and capital intensive. The introduction of membrane based dewatering systems has offered great promise in the area of energy saving and operating costs. Unfortunately, membrane separators have not yet had the ability to handle high solids. New Logic introduces a system which can concentrate a low solids stream to a high solids sludge in a one pass, very energy efficient system.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges such as crown and invert instability due to the overstress condition affecting the strata above, below, and in the tunnel alignment during and after TBM excavation along with the potential for methane inflow. This paper showcases how the orientation of a tunnel alignment has a significant impact on how in-situ geological stress can impact the excavation of a tunnel from the contractor’s point of view and how geological features influence gas inflow to the alignment over time.

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

"The Industrial Comminution Efficiency (ICE) working group, part of the Global Mining Standards and Guidelines Group (GMSG) has engaged a large number of industry professionals representing mining companies, equipment vendors, consultants and metallurgical laboratories with interests and capabilities in the comminution field. These participants have collaborated to develop three guidelines for the assessment of the efficiency of mineral comminution circuits. Two of these guidelines deal specifically with power based modelling techniques to quantify energy efficiency using widely practiced techniques, those developed by Bond (1961), Rowland and McIvor (2009), and Morrell (2009). The third guideline deals with the sampling and surveying of grinding circuits as is required to provide the necessary information, at appropriate quality, to furnish the efficiency analysis promoted by the first two guidelines. This preprint will focus on the Guideline on Methods to Survey and Sample Grinding Circuits, which is currently in the final stages of peer review and finalization by the GMSG. INTRODUCTION It is important to make a clear distinction on the scope of work of the GMSG guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and as a result require a large amount of information to calibrate and validate the unit models. As a result these surveys are labour intensive, somewhat expensive depending on internal capabilities of the mine site or company, and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions. As a result of these factors full grinding circuit surveys are not a common occurrence at a large number of facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices. To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. It can also be manipulated by experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, supporting an initial rate and rank exercise to focus plant optimization efforts."

Now it is time co once again improve the quality and types of coal products coming from future coal preparation plants to meet the changing needs of our society. Clean Coal Technology, along with federal support provided, is forcing our industry to provide cleaner coal products for industrial applications. Liquid fuels from coal is just one of many new products from a coal preparation plant that has a ready market in the transportation sector. UCC Research Corporation is developing these new liquid coal products and this paper will describe the progress and the new slate of coal products to be provided from future preparation plants.

Kaolin deposits of Patagonia (Argentina) were formed by ?in situ? alteration of volcaniclastic rocks or by erosion, transportation, and deposition of residual clays in small basins. The mineralogy, geochemistry, grain size distribution, and specific surface area of natural and washed kaolins were studied in order to point out the relationships with the ceramic process. Primary kaolins are coarse-grained, kaolinite+quartz±halloysite, with a very low specific surface area. Sedimentary clays are either kaolinitic?smectitic and very fine-grained or kaolinitic with a coarser particle size distribution. An interdependence between mineralogy, chemistry, particle size distribution, texture, surface activity and ceramic behavior was found. Plasticity is strictly dependent on surface activity and expandable clay minerals. Slip rheology is affected by soluble salts, smectite, and tubular halloysite. Kaolinite-halloysite play an opposite role versus smectite-I/S in slip casting and tile pressing. Kaolinite and quartz are beneficial for drying behavior while expandable clay minerals increase drying sensitivity. Firing behaviour is mainly affected by minor components supplying fluxing oxides.

Scale formation is a problem that affects many mineral processing systems because the processes require the use of large volumes of water. Scale composition may vary from circuit to circuit, but the scale deposition mechanisms and needs for prevention are often somewhat similar. Likewise, there is a degree of commonality in the prediction, detection, and elimination of scaling conditions in various water systems. This paper briefly reviews some of the conditions which lead to scale formation, as well as some of the common problems associated with unchecked scale growth. The primary focus of the paper is on the variety of chemical scale inhibitors available for use in mineral processing circuits, and the actions of each type. The means of predicting and detecting scaling tendencies are also addressed, and include both direct and indirect methods, i-e., stability index determination and chemical analysis of deposits.

The presence of elements, minerals, or chemical compounds in materials at very low concentrations is becoming a constantly increasing concern for several segments of the Industry. Some trace elements or chemical compounds may be considered as hazardous, some are simply considered as undesirable In complex processes where they could be constantly recycled and end up as the major factor of decreasing quality for some valuable products. In some other cases, the presence of a trace element or mineral may be highly desirable because of its economical value: precious metals are falling into this category, they probably were the first trace elements to draw our attention. Tremendous quantity of money is spent for analysis at the trace level, also the analytical "tool" has been considerably improved during recent years, but still the sampling aspect of the problem remains obscur for many, and because of it, large quantity of analytical efforts become meaningless. Not only the absence of sampling strategies is badly affecting the representativeness of a large majority of samples, but furthermore for the same reasons, many laboratories are failing In their endeavor to prepare reliable standard reference materials. The reason of this failure has its roots in the unability to estimate effectively the sampling characteristics of the element, mineral, or compound of interest, not to mention the unability to perform precise and accurate complete analysis, so essential for the instrumental analyst (1). In this paper a strategy to perform a better sampling operation is recommended. SELECTION OF A PROBABILISTIC APPROACH AS SOON AS PRACTICALLY POSSIBLE It Is essential to differentiate probabilistic sampling from non-probabilistic sampling. As Illustrated in Figure 1, the sampling operation Is a selection process which could be performed In two different ways: I. A probabilistic selection process according to which all elements of a lot of material to be sampled are submitted to the selection with a same probability of being selected. 2. To protect the water supply for the Metropolitan Chicago area, the Illinois legislature, in 1889, created the Metropolitan Sanitary District of Greater Chicago. To insure the quality of the water supply, the Sanitary District collected and diverted the wastes of 750,000 people away from Lake Michigan. Today, the Sanitary District collects and treats the wastes from a domestic population of 5 ¼ million people and an industrial waste load equivalent to 4 ¼ million people. The District serves Chicago and 120 other cities and suburbs in an 858 square mile area. An average of 1300 million gallons of wastewater is treated each day, producing as a by- product about 700 dry tons of solids which contains more than $10,000 worth of plant nutrients when equated to the value of commercial fertilizer purchased in the retail market. The Sanitary District considered several alternatives to past methods for disposing of these solids, and chose land application as a technique to utilize the solids produced by the wastewater treatment process in a beneficial manner.

"The development process of Metal Resources Technical and Economic Evaluation Expert System (MRTEEES) is introduced in the aspects of requirements analysis, design of the expert system, main functions of the expert system and features of the expert system. The system is based on C/B/S mixed mode and uses ASP.NET technology with .Net Framework being chosen as the development platform and metal resources database providing data support at the bottom layer. The system is an auxiliary management system for metal resources technical and economic evaluation and has the basic functions of auxiliary decision analysis, metal resources database management, data management and comprehensive query. Technical and economic evaluation model can be set up by users independently according to at which stage a project is, mainly including exploration stage, development stage and production stage, and according to the mining methods, for example underground mining, surface mining and in-situ leaching mining. Then, the technical and economic evaluation parameters can be generated. By inputting the value of each parameter in a simple and convenient way, the evaluation results can be directly calculated out and shown in the form of diagrams among others, and feasibility evaluation report can also be automatically generated, making the technical and economic evaluation process accurate and efficient. As the system can achieve the functions of scenario analysis, sensitivity analysis, shareholder’s returns analysis, horizontal comparison of different projects, it can improve the ability of project senior decision makers for rapid response to the rival and meet the demand of pricing negotiations. IntroductionWith the arrival of a new round of industrialization upsurge in both developing and developed countries, growth of demand for metal resources is entering a new stage. Population involved in the new industrialized countries is about four times that of all previous industrialized countries, implying resource consumption increases dramatically both in speed and in quantity. It is a must to seize the strategic opportunity of developing and utilizing metal resources around the world to lay abundant resource base for national industrialization. Objectively speaking, global configuration of metal resources is an inevitable tend. Presently, many issues, for example, resources exploration, mining, merge of mining companies, metal trades, mining financing, etc., generally show the feature of globalization. For the reality that competition for metal resources is becoming fiercer, industry standards of mineral resources will undoubtedly be improved. Occupying large scale mineral resources with high grade and developing them with low cost is the base for the survival of mining companies and metal resources merchants. With the growing demand of global investment in mineral resources exploration, which is at the upstream of the industry chain, geological exploration industry is promising. Globally building market relationships for mineral resources exploration companies is key to their sustainable development. Developing large and super-large deposit with low cost is also an important approach to enhancing core competence of a country or an enterprise. Mining companies around the world are rushing to purchase mineral resources globally. However, in different countries, economic, financial and tax systems for mineral resources vary greatly, and mining and processing techniques, technical parameters and equipment selection also change a lot. Thus, pro-phase research work is necessary for feasibility evaluation of mineral resources projects and it can be time wasting if taken in the traditional way. It is necessary to accelerate the process considering the complex and rapidly changing international situation."
