The role of geology in coal exploration, mine planning and mine development has, in the past, been relatively small. The primary reason for this lies in. the simplicity of geologic concepts that were necessary to bring these operations about. These concepts can be briefly stated as follows: 1) coal occurs in the beds or layers and is overlain and underlain by shales, sandstone or limestone in varying porportions, 2) each coal bed has been given a name and certain quality characteristics can often be associated with a named bed and 3) coal beds (and their adjoining rocks) are often folded into broad anticlines or synclines and, in some places, displaced or faulted. In actual practice, however, these simple principles have been found wanting. Thickening, thinning, pinch outs or changes in coal quality occurred but the occurrence was apparently unpredictable and the only real solution to such problems seemed to be practice and experience. This combined with ingeneous engineering solutions have provided answers to most questions. Perhaps a more fundamental reason that geology could offer so little input to coal mining is that the thickest, most persistant and best quality coal seams followed the above stated rules fairly well. In many areas, however, such seams are now nearing exhaustion and the increased demand for clean, non-polluting, safe energy is quickly bringing a need for techniques of exploration and mining procedures that will make development of formerly unminable seams a profitable venture. For the past 20 years some considerable body of knowledge has been added to the framework of the geology of sedimentary rocks and it is the purpose of this paper to present some of these newer ideas that will be useful in solving some of the present problems of coal exploration and development.

Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

The decreasing supplies of natural gas and low-sulfur crude oil available for electric power generation in the United States will unquestionably shift the emphasis to nuclear and coal fired steam power plants in the immediate future. Failure to do so will ensure our dependence on mid-east low sulfur crude oil comprising some 70% of the known world reserves, and imported liquid natural gas. By contrast, the United States has 43% of the known world reserves of anthracite, bituminous and semi-bituminous coal and 48% of all known coal reserves of the world including lignite. It is evident, therefore, that coal is alive and well and will continue to be a significant energy source for the production of electricity for many years. Of course, concern for our environment and the development of new technologies will ultimately curtail the utilization of coal for the generation of bulk power, but information released by the National Electric Reliability Council and the Federal Power Commission is worth repeating. In the year 1972 the total capacity of generating units in the United States was 379,552 Mw of which 149,974 Mw, or 39.5% of the total, was produced by coal fired steam turbines which consumed 344,700,000 tons of coal. New capacity additions planned or in construction show that in the year 1981 our total generating capacity will be 843,503 Mw, of which 257,995 Mw, or 30.6% of the total, if from coal only. Translating this increase into terms meaningful to the bulk material handling industry suggests that ten years from now the utility industry will require 590,000,000 tons of coal per year - a monumental task - if we are to sustain our current demand rate for power.

Coal producers and utilities depend on automated coal blending systems to reduce costs and meet stringent environmental regulations. Over 30 systems installed in the United States since 1987 use on-line PGNAA (Prompt Gamma Neutron Activation Analysis) analyzers to accurately control the blending process. Experience and detailed engineering are required to integrate real-time data produced by the coal analyzer with a control system to meet demanding performance specifications. This article reviews successful installations and lists important features including interfacing analyzers with plant control systems, specifying feeders and weigh scales, and managing data.

There are technical and commercial limitations to using high fluorine copper concentrates in industrial copper smelters. The presence of more than 1,000-ppm fluorine affects the sulfuric acid units generally integrated to copper smelters. Price penalties are normally applied to copper concentrates with high fluorine contents. Several process alternatives to resolve this issue were studied at the Companhia Vale do Rio Doce (CVRD) Technology Center, Santa Luzia, Brazil. These alternatives included modifications to conventional sulfuric acid plants so that they can use high fluorine concentrates; removal of fluorine-containing minerals by flotation using depressants; selective leaching of fluorine minerals; and sulfuric acid leaching of the copper concentrates. As a result of this research, a hydro¬metallurgical process to remove fluorine and upgrade copper concentrates was developed by the CVRD.

Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

Introduction The US coal mining industry is in the midst of a serious economic crisis. To overcome increased operating costs, operators must take advantage of technological advancements in mining systems and equipment. A relatively new concept available to underground operators is that of extending the cutting depth for continuous mining machines (continuous miners). This system is referred to as deep-cut mining, and may be described as mining cuts to depths greater than the standard 6 m (20 ft). Productivity is increased through the reduction in continuous miner tram time since the machine stays longer in each working face. To successfully implement a deep-cut mining system, three problems must be overcome: Exposing personnel to unsupported roof, methane removal, and controlling respirable dust. Remote control cutting The solution to the unsupported roof problem is remote control. Recent advances in remote operation, especially in radio remote controls, have resulted in what is generally accepted as a safe and reliable tool. By installing remote control on the continuous miner, the operator and helper can now be stationed in a supported area. This allows for improved visibility while cutting coal. With this in mind, the limiting factor now becomes the position of the haulage equipment operator. North River No. 1 uses Joy 21SC shuttle cars and Jeffrey 4110 diesel ramcars. These cars are pulled against the bumper of the continuous miner. Thirteen meters (43 ft) can be cut with the shuttle car and 14 m (45 ft) with the Ramcar before the operator of the car is inby permanent supports. By loading away from the bumper, about 1.5 m (5 ft) can be added, bringing total cut depths up to 14.5 and 15 m (48 and 50 ft), respectively. Methane removal The second problem involves methane removal, and the line curtain-to-face distance. In other words, how to maintain the line curtain to allow sufficient ventilation to remove methane and not expose workers to unsupported roof. The solution, in most cases, is to use a blowing-type ventilation system. Unlike the exhausting system that, to be effective, must be installed within 3 m (10 ft) of the working face, the blowing system can be effective at greater distances from the face. Numerous studies have documented the advantages of a blowing-type ventilation system over an exhausting system. Furthermore, a blowing system can be significantly improved by in¬creasing the velocity of the air delivered without increasing the volume of air. With this greater ventilation efficiency, it is possible to secure ventilation plan approval from the Mine Safety and Health Administration (MSHA) for a greater curtain set-back distance. This eliminates the need for personnel to travel inby permanent supports to extend the face brattice. The distance from the face MSHA will approve, however, is on a mine-by-mine basis. MSHA will evaluate the particular mine's face methane liberation rates, along with the specific proposals regarding face ventilation volumes and velocities. Dust control The third problem is controlling respirable dust. This is actually a result of the solution to the second problem. In the blowing system, while mining on the slab cut, both the continuous miner and haulage units are located on the dusty side of the line curtain (Fig. 1). In the early 1970s, underground operators virtually abandoned this system, in order to comply with the 2 mg/m3 (0.87 gr per cu ft) federal dust standards. The numbers tell the story of this one. More than 50,000 people and 1,890 exhibitors took over the Las Vegas Convention Center Sept. 24-26 for the largest mining trade show in the world ? MINExpo. Inside the convention center, some of the largest machines used in mining were on display. Caterpillar, Liebherr, Komatsu and Hitachi displayed ultraclass offroad mining trucks and shovels. Atlas Copco and Schramm were among companies that rolled in mining drills and Bridgestone, Goodyear and Michelin were among the companies showing off the massive tires used by the trucks. Throughout the three halls and an outdoor display area, just about every kind of product, gadget or service used in the mining industry could be found on display somewhere.

Geographic Information Systems (GIS) are becoming a more commonly used tool for resource estimation as they provide not only a database management platform, but also the graphical capabilities to visualize resource characteristics. Interpolation methods used commonly in these resource studies do not typically provide a quantitative answer to the question: "How accurate is the estimate?" By comparing localized measurements at several locations to the interpolated thickness distribution used in a resource estimate, a quantitative analysis of accuracy can be obtained. The technique is demonstrated with a case study from Central Appalachia.

This paper develops the procedure for simulating the special locked-cycle Work Index laboratory test using the kinetic parameters obtained by conducting standard size-mass balance (SMB) grinding tests and presents the results for three materials - quartz, a taconite iron ore and a bituminous coal. It was found that the WI could be determined by simulation; however, if a material breaks abnormally, a full description of its abnormal breakage is necessary. It was also found that the sensitivity of the WI test procedure to the sieving process and the estimating of the 80% passing size of the sieve undersize is sufficient to question the practice of quoting a WI to two or more decimal places. Finally, if a material grinds abnormally in the Work Index mill, then the WI test should not be conducted.

The unit-train concept of moving raw materials .is considered by many railroad men as the most signifigant contribution to reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling results in the maximum utilization of equipment. For example before the unit train was plaged in servige on coal hauled to one of Mid. Continent's customers, about 900 cars and 9 locomotives were needed to move the coal requirements for this plant, compared with. 250 cars and 6 locomotives used by the present scheduling of unit trains. If the economics of unit-train movements are to be achieved, coal companies no longer can use railroad cars as small storage bins on wheels to accumulate their coal in trainload shipments, but, rather, must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time. In this manner railroad equipment is operated at a high degree of efficiency 'with consequent dollar savings. After negotiations between Mid-Continent, the customers and the Railroad, it was decided a unit train loadout and storage facility at Carbondale was required in order to reduce the delivered price of coal to the customers and thereby contribute to the reduction in the cost of manufacturing steel. Carbondale was selected as the bin site location, because the cost of constructing a railroad to Redstone could not be justified for the tonnages anticipated.

"Mining makes civilization possible. It also creates socio-economic problems surrounded by sustainability controversies yet continues extraction without considering the balance and finitude of nature. Nature requires restoration of equilibrium if mining and life on earth are to continue. Mining is still practiced according to Agricola’s views and the consequences it has wrought on our planet demand we critically reexamine it from its very core, to its metrics, to its design, to its technology, to how it is taught, and to reconsider its raison d'être in 2017. This paper offers tools to new mining engineers that are required to transform and solve new challenges. The task before us is to formulate an updated core curriculum that meets the demands and realities of the 21st Century. Mining professionals must rethink and reteach how to redesign mines before shovel hits dirt, how to mine with restoration of nature figured in to the mining design. Mining needs a new extractive technology in order to transform the results of its well-known liabilities. Mining has evolved and its future must be different than its past. Our industry is capable of doing this but it needs to be shown the way. INTRODUCTION The statement that ‘mining makes civilization possible’ is of the utmost importance and has the most value to us. We can examine the past and present appropriately to see the future that we are building. Mining must be addressed in a different way that makes a positive difference and improves upon rather than continues to get the negative impacts of the past. See Fig 1. Mining creates disequilibrium in Nature by producing ore, waste, tailing, dilution of resources, toxic, and pollution to its ecosystems. What is next for mining on a limited planet? Delaying the transformation of mining is not an option to developing an updated and modern mining business-as-usual paradigm. It is hurting the essentials of living in a civilization; our livelihood is in danger to the point of unrest in nature as we generate a lot of eco-print by present mining practices. So, we are urged to eliminate this bottleneck in life by employing a different design. This way, we will have a vision on how to sustain our civilization. [1]. This new design, with input from current and future generations, will be our contribution to posterity."

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

Excessive heat exposure is among the health and safety hazards that have adverse effects on the mine workers. The very nature of the underground climate makes it a convenient avenue for heat generation and accumulation from several heat sources including autocompression, equipment, and heat from strata. This study investigated the effects of clothing insulation and acclimation on the thermal comfort ofmineworkers who are exposed to heat in underground working environments. Several clothing ensembles have been considered to analyze the effect of the thermal resistance of clothing on the thermal comfort of workers. To investigate the impact of the clothing insulation, the thermal comfort limit of an underground miner was calculated in the form of maximum allowable exposure time for an 8-h shift. Parametric analyses were subsequently performed using an already developed thermal comfort model using MATLAB software. The results demonstrate that clothing insulation has a significant effect on the thermal comfort of mine workers. Increase in the clothing insulation decreases the maximum allowable exposure time of mine workers. This is especially true for the new and non-acclimated workers. Since acclimatized workers can tolerate a higher level of the dehydration and are capable of losing more water by sweat per shift, the maximum allowable exposure time for the acclimated workers are higher than non-acclimated workers. These analyses have shown that acclimated workers can have more continuous work per shift compared with non-acclimated workers. For example, in an environmental condition with clothing that a nonacclimated worker cannot work more than 5 h, an acclimated worker can work a full 8-h shift.

INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. The physiocemical properties and industrial uses of the clay mineral montmorillonite are reviewed. Montmorillonite is the most abundant species of the smectite clay mineral group and is the predominant mineral composing bentonite deposits. The crystal structure, chemical composition, exchangeable ion type, and small crystal size are responsible for several unique properties, including a large chemically active surface area, a high cation exchange capacity and interlamellar surfaces having unsual hydration characteristics. The type of exchangeable ion Na, Ca and/or Mg has a major influence on industrial and chemical uses of montmorillonite because of their hydration characteristcs. Natural occurrences of Na montmorillonite in commercial quantities are geographically limited, but Ca-Mg montmorillonite deposits are known world wide. Foundry, well drilling, pelletizing and civil engineering constitute the major uses of montmorillonite, but the total array of uses of montmorillonite exceeds that of any other mineral.

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

"Signs in underground mines are subject to variable airflow, which carries dust and moisture. Dust buildup reduces their visibility, hampering production efficiency and safety. Underground workers commonly must stop to clean signs in order to gauge their location, or find critical supplies or services. There are currently a variety of coating products, including dust and water repellants, available on the market that have the potential to reduce dust accumulation on sign surfaces. This paper describes a preliminary study to determine their effectiveness. The study involved a practical testing protocol using a trickle rock duster and samples cut from a clean, used road sign. Product effectiveness, under both dry and wet conditions, was evaluated based on photographic evidence by comparing changes in sign luminosity after a period of rock dust application. By analyzing the frequency of different pixel luminosities on the dust-covered samples, both uniformity of dust coverage and the total amount of accumulation was assessed. Results indicate that at least one product may reduce the amount of dust buildup on sign surfaces and increase visibility. INTRODUCTION In all underground mines, visibility of signage is critical. Signs inform miners of their location, direction toward escape routes, and location of supplies. Over time, sign surfaces can collect dust and can eventually become unreadable. The rate of dust accumulation on surfaces is often particularly high in coal mines, where both mining (e.g., cutting and drilling) and rock dusting activities can contribute significant amounts of dust to the airways. Several factors may contribute to dust buildup on sign surfaces. First, basic principles of fluid and particle flow are at play. When a fluid travels past a stationary surface, the velocity of the fluid at the surface boundary is zero. If a very small dust particle moving with air collides with a surface, it does not immediately fall off since the air velocity is zero at the sign surface. (This is the same reason that dust can collect on a rotating ceiling fan.) Further, once the collision occurs, other mechanisms may help keep the particle there – including friction that resists particle falling due to gravity, and adhesive forces due to humidity and/or static charges the particle and others already on the surface. Currently, the most common way to deal with reduced sign visibility due to dust buildup is for mine personnel (e.g., a compliance foreman, supply worker) to periodically clean sign surfaces – usually just by wiping them with a cloth. As a regular activity, this solution is inefficient; in cases of emergencies, it can also pose unnecessary risks. Application of an off-the-shelf coating to sign surfaces may represent a simple yet effective way to reduce the rate of dust accumulation. There are currently a variety of products on the market that may be suitable for this purpose, including dust and water repellants."
