INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. Magnesite has the unique combination of properties that make it useful in a wide variety of metallurgical applications. The use of refractory magnesite has been increasing throughout the world, but the source of the "ore" differs. The United States has increased production of synthetic magnesites while the rest of the world is exploiting its resources, using natural magnesites. The history and methods of manufacturing synthetic magnesite are discussed as well as the practices for beneficiating natural magnesite. The properties, costs, and uses of the two types of magnesite are discussed and compared.

A significant portion of the, coal mined by U. S. Steel is beneficiated to upgrade the quality of the resultant coke to meet blast-furnace requirements. Primarily because of degradation from modern mechanized mining methods, a considerable quantity of the coal to be beneficiated is in the 1/4-inch by 100-mesh size range. In the cleaning plants, this coal is usually cleaned on concentrating tables and then mechanically dewatered in solid-bowl centrifuges to 9 to 14 percent water. At some plants, to further decrease the amount of water shipped with coal, and to improve the coking characteristics of the coal at its destination, mechanical dewatering is followed by thermal drying. At U. S. Steel's-Alpheus preparation plant at Gary, West Virginia, approximately 50 percent of the total coal produced is in this fine size range, and two fluidized-bed dryers are used for the thermal drying step. The two fluidized-bed dryers are 14 feet in diameter and were designed by the Dorr-Oliver Company. Although the original design called for a rate of drying equivalent to 37 tons, of moisture per hour, presently they are removing twice that amount. This paper describes, the major problems encountered' in operating these dryers at the present, high capacities and how they were overcome.

Recent advances in rock mass mechanics and computational technology now allow for stability analysis of excavations in "wet" mines where mining-induced changes in rock mass deformation and fluid flow are coupled and time-dependent. All the usual dry mine parameters including the premining stress state and rock mass properties are taken into account, in addition to water pressure and flow in jointed, possibly porous, rock masses. Finite element analyses of shafts and tunnels as circular, elliptical, rectangular and arched-rectangular hole shapes excavated in an initially stressed and pressurized rock mass indicate that the usual guidelines for optimum shape and orientation of single openings apply. Here, optimum means maximizing the minimum wall safety factor, or equivalently, minimizing the peak stress concentration. The results also show that failure originates in elements at the wall and that the minimum safety factor at the wall in the wet case is always less than the dry case regardless of drainage time allowed.

These requirements led to the development of a new and innovative approach to control system development. This paper describes the control philosophy used by Conveyor Dynamics, Inc. (CDI) and some of the key features of our approach to the architecture of control systems.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. Resume Guidelines There are some things to remember when preparing a resume. These include: • Limit your resume to one page, unless you have a lot of experience. Then it should be a maximum of two pages. • Use 8.5 x 11 plain bond paper, white or off-white. Stay away from colored paper, odd size paper, and cute resumes. They are counter-productive. • Make certain your resume is typed professionally. Be sure to check for spelling, grammar, and typographical errors. • Have your resume reproduced by copier or printing shop. Do not use carbon copies. • Keep your sentences and remarks short and punchy. Use action verbs. • Have a good layout that is easy to read, brief, and uncluttered. Allow some white space in your resume. There are also some things you should not do when preparing a resume. The recent study by R. M. Hays(l) prompted the study summarized in this paper. In his Interesting paper, Mr. Hays shows fine results to be attainable by a relatively complex flowsheet on a semi-taconite, a manifestly difficult ore to treat. We obtained a semi -taconite from Minnesota, and treated this sample by wet magnetic separation alone. The device in which the separation was accomplished is the standard pilot-plant, laboratory separator in use at Magnetic Engineering Associates' laboratory (MEA) in Cambridge, Massachusetts. It consists of a cylindrical space which can be magnetized by turning on the magnet of the separator. In this cylindrical space, there is a canister which provides the special configuration of the magnetic field and magnetic field gradients that MEA considers to be required. The ore pulp is made to flow through the canister while the current is on. A portion of the pulp is retained in the canister, and the rest is evolved as a non-magnetic fraction. The laboratory device is cyclic, but it accurately predicts the results obtainable by an Industrial unit of either cyclic or continuous type (moving matrix). The ore tested was 99.5°%o -325 mesh, and approximately 75% -500 mesh. The concentrate from this ore was, therefore, eminently suitable for pelletizing. In passing the ore through the magnet, we had the choice of repeatedly passing the concentrate from the first step through the operation, or of repeatedly passing the non-magnetics. The recent depressant research is summarized, and a new kind of depressant (SCO) has been put forward in this article. Using Na-oleate as a collector and SCO as a depressant, separation of dolomite and phosphate was studied. When SCO was added in the concentration range of 80 g/t to 2kg/t at pH 9.5 ± 0.2, dolomite was absolutely depressed, and apatite kept its floatability. Interestingly, in the mixture of phosphate and dolomite, the dolomite floated. The reasons for such a behavior are investigated through flotation and electrokinetic studies. It was found that the adsorption of dissolved species on dolomite and phosphate resulted in reverse flotation. A concentration of 31.59% P205 and 83.87% recovery of P205 was obtained from the mixture of phosphate and dolomite (2:1) with 26.6% P205 using 210 g/t SCO and Na-oleate 4.93*10-5 M at pH 9.

Maintaining satisfactory air quality in electrowinning tankhouses is problematic and costly, particularly as plant operating current densities have increased. Conventional approaches have not proved completely effective. These include the use of beads, hollow spheres, surfactants and coalescer devices. They require powerful ventilation systems to be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses.

Of the impurities present in phosphate ore, dolomite is the most difficult to remove due to the similar chemical compositions of the impurities and also adsorption of dissolved species of dolomite onto phosphate. A new amphoteric surfactant was found to be a suitable collector for separation of dolomite from phosphate. Flotation results showed that the new amphoteric collector had a high flotation selectivity for dolomite in wide pH ranges. The flotation study of francolite and dolomite in each other's supernatant demonstrated that the dissolved ions had little effect on the selectivity of the new collector, but were detrimental to the flotation separation using sodium oleate as collector. A phosphate concentrate with 35.2% P2O5 with 90% recovery was obtained using 290 g/t of the amphoteric collector from a mixture of francolite and dolomite containing 26.2% P2O5. The rejection of MgO was 81.41%.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.

Certain external forces affect the manner in which business is conducted. and in recent years changes in the business environment have altered how some of these external forces affect the management of a business. These changes must be understood and considered in definition of the strategy of the business. Implementation of the strategy must assure commitment from all departments within a company, and this commitment sometimes involves compromises to assure that a department's goals mesh with the overall business objective such compromises must be externally motivated. i.e. for benefit of the customer. Complete implementation transcends internal departments to all aspects of managing the efforts in the marketplace.

Any effectuation of a viable program of air pollution control will' require a basic understanding of the chemistry of atmospheric processes, the fate and migration of SO2, and the ultimate health effects of the sulfur oxides themselves. The migration and ultimate fate of Sop discharged into the atmosphere will be discussed with particular emphasis on the various conflicting views and how these relate to our present emission control regulations. Our present lack of knowledge is a severe detriment, and consideration will be given to those particular areas where future research may best be directed to provide the answers to a number of perplexing questions.

Facing lower gold prices, gold mine operators throughout the world are seeking ways to reduce costs for treating refractory sulfide ores. Many gold mines, currently producing oxide ores, have underlying refractory sulfide deposits and the operators could extend the mine life by processing these sulfides. Fortunately, oxidation technologies for refractory ores need not be complex nor costly. GeoBiotics, Inc. has developed heap biooxidation technologies (GEOCOAT™) for treatment of refractory gold ores and concentrates. GEOCOATTM uses simple low cost unit operations common to heap leaching of gold and copper ores. The cost effectiveness and flexibility of GEOCOAT™ heap biooxidation allows mining companies to expand operations to include refract01y ore. In addition, GEOCOAT™ can be utilized to supplement or replace existing oxidation processes such as roasting, autoclaving, or agitated tank biooxidation, and to treat a lower resource grade than is currently economic. The GEOCOAT™ technology involves coating sulfide concentrates onto sized support rocks and biooxidizing the sulfides in a heap configuration. After biooxidation the concentrate is stripped from the support rock, neutralized and leached in conventional cyanidation facilities. Ashanti Goldfields Company Ltd. (AGC) produces over 885,000 ounces of gold per year from oxide and refractory ores at its Obuasi operations in Ghana. Refractory flotation concentrates are treated in roasters and in the world's largest stirred tank biooxidation facility. In August 1998, AGC and GeoBiotics jointly constructed and operated a field demonstration heap of the GEOCOATTM process at the Obuasi operations. The heap contained I 082 tonnes of support rock and 125 tonnes of concentrate. The heap was approximately 19 meters square at the base and 3.8 meters high, and ran for 88 days after which the concentrate was reclaimed. Average gold recovery after biooxidation was 91.5% with a NaCN consumption of 8.6 kg/t. Baseline gold recovery by direct cyanidation of the concentrate was 53.8%.

Underground roof falls can have devastating effects on the safety of operations personnel, and equipment, and seriously impact production. Immediate steps are usually taken to danger off and secure the area while clean-up efforts are designed and implemented. A critical step, often overlooked due to production demand, is the determination of - why the roof fall occurred so that additional occurrences can be avoided in future developments or what measures can be taken to identify areas that have similar ?symptoms?? Forensic engineering includes the investigation of materials, products, structures or components that fail or do not operate/function as intended. The authors define forensics in ground control engineering as the study of evidence discovered while examining underground roof falls by applying expert observational techniques and established mining engineering principles to determine the probable cause, hypothesize solutions, and design engineering safeguards to prevent reoccurrences. Simply stated, the primary steps in the forensics of underground roof fall techniques are: ?Assess regional and local conditions prior to the event. ? Assess post-event conditions. ? Hypothesize plausible ways in which the pre-event conditions became the post-event conditions. ?Search for evidence that either denies or supports the various hypotheses. ?Apply engineering skill to relate the various facts and evidence into a cohesive scenario of how the event may have occurred. This paper details the proposed technique by utilizing a roof fall case study that required the examination of five primary factors: mine design parameters, excavation geology, method of excavation, method of support, and mining cycle times.

Research over a period of ten years resulted in the development of an efficient automatic ore feed regulator for mill grinding circuits. The facilities that a large mining company gave the inventor made it possible to develop the control apparatus under actual mill operating conditions. The Littlewood Regulator automatically determines the optimum power input at which a mill should operate, and controls the rate of ore feed to maintain this optimum power for any predetermined operating conditions. It is to be noted that the optimum power varies with many factors such as ball, rod, and mill liner wear, therefore the regulator is designed to automaticall keep itself properly calibrated. To efficiently control the rate of ore feed of a mill grinding circuit the regulator analyzes and interprets all power changes of the mill motor. The critical electrical measurements for this type of control are made possible by a patented device that has the ability to detect and integrate minute changes in power. In ball mill operation the small but significant changes in power serve to select the rate of ore feed in accordance with the rate at which ore accumulation takes place within the mill, and in rod mill operation they serve to select the rate of ore feed in accordance with the degree of rod spread.
