Kennecott Copper Corporation's Chino Mines Division concentrator is located in Hurley, New Mexico. Construction of the concentrator was started in 1910 and its capacity was progressively increased over the years to the present nominal 20, 425 t/d of ore (22, 500 stpd). The principal copper minerals present in the ore are chalcopyrite and chalcocite with much of the chalcotite intimately associated with pyrite. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the deisred pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. In 1972 a major renovation of the flotation and regrinding circuits was com¬pleted and at that time a new lime distribution and control system was placed in operation. Limestone is obtained from a nearby quarry west of Hurley. The limestone is crushed, sized and fed to a rotary kiln and the quicklime product is stored prior to slaking. The lime is slaked, as required, in a mixing tank-classifier type slaker and the lime slurry is pumped to a concentrator storage tank from which it is distributed through a conventional closed loop system. The current average lime usage rate is approximately 6 kg/t of ore (12 lb per st).

The increasing popularity of alternative methods in delivery of underground infrastructure projects has given rise to innovative and collaborative contracting strategies to allocate and manage the unique risks associated with the work. This paper presents approaches and recent examples of how risk has been dealt with using various alternative delivery methods, including Progressive Design Build (PDB) and Construction Manager/General Contractor (CM/GC). Based on the experience gained from these examples, recommendations for an innovative and collaborative risk baselining approach using contingency sharing are presented that should advance the overall goals of equitable risk sharing and compensation.

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. With the aid of modern computer automation, certain mathematical techniques are easily adapted to geophysical, geochemical and geological data analysis. First and second derivative filtering (or transformation) of raw data, in many cases, gives a better indication of anomalous conditions than conventional methods of analysis. The calculations involved, which are tedious manually, are simple, accurate and fast with the assistance of Fourier analysis and modern computers.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. Three dimensional surface approximations are important means of evaluating physical and environmental factors that affect surface coal mining and reclamation. Computer approximated surfaces are projected as an array of square grid cells where individual cells define each parameter value respective to locations on the grid. Grid surfaces or grid cells within a surface can be compared or modified through application of standard mathematical functions. Surface approximations can be used to define the quantity and quality of marketable coal and to evaluate thickness and quality of overburden. Surface approximations also can be used to evaluate overburden swell factors wherein changes in post-mine topographic relief are related to expansion of unconsolidated materials in the backfill. Application of computer approximated surface to analysis of approximate original contour (AOC) standards allows an assessment of the quantity and geographical displacement of overburden and the distribution and numerical level of slope.

On March 15, 2012, about 24 attendees from several western states attended Roundtable 2012, hosted by Knight Piésold and Co. at the Red Lion Hotel and Casino in Elko, NV. The focus of this year?s discussion was ?Acid Rock Drainage for Engineers and Environmental Scientists.? Other names may have been more suitable for the event, perhaps combining geochemistry, with air and water quality and their long-term effects on soil and rock mechanics. Bryan Ulrich (senior vice president, Knight Piésold?s Nevada operations) and Steve Lange (senior geochemist, Knight Piésold, Denver, CO), helped facilitate the discussion. Attendees included personnel from a dozen mining properties, various corporate offices and academia. There were also attendees from a geochemical testing laboratory to help respond to specific questions pertaining to testing protocol and procedures.

A multimine mineral value chain (MVC) consists of multiple mines in the upstream supplying raw materials to multiple destinations in the downstream. The short-term mine production scheduling problem of a multimine MVC aims to determine the optimal extraction sequence and destination allocation of blocks from all the mines collaboratively to meet the quality and quantity requirements of all the processing plants in each period, subject to all relevant technical and operational constraints of the mining system. It is carried out at shorter scales of days/weeks/months under the purview of long-term production scheduling. An optimal short-term production schedule for MVC involving multiple mines that share the same infrastructure (processing units, stockpiles and waste dumps) requires coordination across the network of mines. Optimizing the short-term production schedules independently at each mine fails to capture the benefit of collaboratively generating schedules for all the mines, resulting in suboptimal schedules. Additionally, in short-term production scheduling, the operations are modeled in greater detail with additional decision variables and constraints to model the more complex multimine MVC situations. This makes the large-scale instances of the problem computationally intractable for standard mixed-integer programming (MIP) solvers. This work presents a customized genetic algorithm (GA)-based heuristic approach to obtain near-optimal solutions to the industrial-scale instances of the short-term production scheduling problem of multimine MVC within a reasonable computation time.

The fossil resins of certain western coals are of significance and of sufficient value as a chemical commodity to justify a fossil resin industry. At the present time these valuable fossil resin resources, worth more than $0.50/lb as a chemical commodity, are being burned as fuel for electric power generation. This waste of our fossil resin resources corresponds to a loss in revenue of $200 million per year -equivalent to the value of the coal itself! Improved process technology for the recovery of fossil resin is under development and includes selective flotation of fossil resin from fine coal streams and solvent refining of the fossil resin flotation concentrate to produce a premium resin product. The most recent developments in process technologies are discussed with respect to separation efficiency and product quality. It is clear that the development of a fossil resin industry should not be limited by process technology.

Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

Naumannite (Ag,Se), a silver selenide mineral, was first discovered in 1828. This study investigates the structure, morphology, chemical composition, and leaching kinetics of naumannite. Mechanical activation in a planetary ball mill increased its specific surface area, enhancing the leaching rate of silver in nitric acid (HNO3). The study found that mechanical activation significantly improves silver recovery.

[The two types of sulfide deposits in the Bathhurst Newcastle area are; (a) epignetic fissure deposits, and (b) massive sulfide deposits. Geological evidence has been variously interpreted to suggest a syngenetic origin, a source bed' origin, or a magmatic hydrothermal origin for the massive sulfide deposits. Sulfides disseminated through the black shales and argillites of the host rocks are enriched in S32 (mean value 22.34, S34. = 5.8 per mil) relative to the meteoritic standard of 22.21, and have a broad spread in range of values. S32/S34 ratios of sulfide minerals from the deposits occur in two distinct groups. The massive sulfide deposits exhibit ratios between 21.88 to 22.05, while the fissure deposits exhibit ratios between 22.18 and 22.21. These results suggest two separate sources for the sulfur, each, however, resulting in magmatic hydrthermal deposition because of the narrow spread of ratios in each group. Granite intrusive into the host rocks of the sulfide deposits have a mean K/A age of 386 ± 10 M.Y. Lead minerals in the sulfide deposits have a mean nodel lead age of 370±20 M. Y. Thus the lead minerals and the granite bodies were emplaced during the same major orogenic event. Sulfide minerals from magmatic hydrothermal deposit have a very narrow range of S32/S34 values, as do those of the Bathurst area. It seems reasonable, therefore, that well homogenized magmatic hydrothermal solutions are the most logical source of the sulfide deposits. Furthermore, the homogeneity of the lead isotopic abundance data gives strong independent evidence that the ores are of a magmatic hydrothermal origin.]

Capital and energy are the dominant cost factors in nickel production from laterites. Since the 1973 energy crisis, pyrometallurgical developments have been oriented towards lower cost sources of energy and higher grade ores and hydrometallurgy towards higher recoveries and greater flexibility in types of ores treated. Energy recuperation offers some potential, but at a price. 'The lower energy acid leaching process is indicated to have the greatest potential, particularly with its inherently high cobalt recovery.

One way to upgrade iron ore is to process it into pellets. The pelletizing process is multifaceted, involving complex fluid dynamics with highly turbulent, high-temperature flow in intricate geometries. This makes it hard to perform measurements during operation, so a useful tool for better process understanding is computational fluid dynamics (CFD), where the challenge is to perform efficient and trustful simulations of complicated problems. A validated simulation model can be valuable for increased process control and development. In this paper, the flow field and coal combustion process in a pilot-scale iron-ore pelletizing kiln is simulated using a CFD model. The objective of this work is to apply a coal combustion model to enable an investigation of thermal effects from the flame on the surrounding flow field.

INTRODUCTION The Sunnyside mines of Kaiser Steel Corp. are lo¬cated on the west flank of the Book Cliff Range, a tongue of the Wasatch mountain range in Utah. The mines are 193.12 air km (120 air miles) southeast of Salt Lake City and 40.23 km (25 miles) east of the town of Price. The area has a semiarid climate with an an¬nual rainfall of 304.8 to 381 mm (12 to 15 in.) and a temperature range of -23.3 to 32.2°C (-10 to 90°F). The base of the Book Cliff Range is approximately 1981 m (6500 ft) in elevation with some mountain peaks in excess of 3048 m (10,000 ft) (Fig. 1). The Sunnyside mines were opened in the late 1890s and have been operated continuously since that time. Kaiser Steel leased the No. 2 mine in 1942 and pur¬chased the entire property in 1950. There are three mines adjacent to one another, each with its separate access, ventilation, and haulage. The three mines en¬compass an area extending 12.87 km (8 miles) along the outcrop and dipping northeasterly 2.41 to 3.22 km (11/z to 2 miles) into the Book Cliffs. During 1975, only the No. I and No. 3 mines were operating to sup¬ply 908 184.7 t/a (1,000,000+ stpy) of clean coal to the Kaiser Steel mill at Fontana, CA. Sunnyside coal is blended with coal from the Kaiser Steel mine near Raton, NM, and with purchased coal from noncompany sources to form the mix for the coke ovens. At that time, Sunnyside operated three longwall units and five to seven continuous miner units. Typical production for that time came from one miner unit pillaring an area not conducive to longwall mining; one or two miner units on construction or modernization projects, and the remaining units used to develop future longwall panels. Longwall mining has been a part of the Sunnyside scene since 1961 when the first panel was set up in the lower Sunnyside seam of the No. 3 mine. Through 1975, 27 longwall panels were mined (Fig. 2). Of the more than 47 173 604 t (52,000,000 st) of clean coal that were taken from the property through 1975, 6 350 292.9 t (7,000,000 st) were mined by longwall methods. Coal was brought to the surface in 4.5-t (5-st) mine cars and crushed to -152.4 mm (-6 in.) before entering the preparation plant. Coarse coal is cleaned by Baum jigs and fine coal (-28 mesh) is cleaned in flotation cells. The coal is reduced to 50.8 x 0 mm (2 x 0 in.) and belted to an aboveground storage pile with a ca¬pacity of approximately 113 398.1 t (125,000 st). The coal is gravity fed through two 1.52-m (5-ft) diam culverts directly into railroad cars, which pass beneath the storage pile through an arched excavation. Eighty-four 90.7-t (100-st) cars make up a unit train which makes the round trip to the steel mill in four days. Additional trains are scheduled in as demands dictate. Loading rates in excess of 13 607.8 t/h (15,000 stph) have been attained. Geology The coal seams of this area are of Cretaceous age and are classed as a medium volatile bituminous coal. coal, with a sulfur content less than 1 % and 6 to (20-mile) zone of the Book Cliffs, and this area is owned or under lease by either Kaiser Steel or US Steel. Coal in adjacent areas is noncoking but an excellent steam coal, with a sulfur content of less than 1 % and 6 to 7% ash. Sunnyside coal contains 40% volatile, 53% carbon, less than 1 % sulfur, and 51/2 to 61/2 % ash after washing. There are two minable seams throughout most of the Sunnyside property known locally as the upper and lower Sunnyside. Separation between the seams varies from less than 300 mm (1 ft) near the southern boundary adjacent to the US Steel Columbia mine, to over 12.19 m (40 ft) in areas of the No. 3 mine in the center of the Sunnyside property. The upper seam varies in height from 1.2 to 1.98 m (4 to 61/2 ft) while the lower seam varies in height from 1.52 to 4.28 m (5 to 14 ft) in areas of No. I mine where the two seams apparently come together. The majority of early work was con¬centrated in the upper seam which has a stronger roof and a lower sulfur content. When Kaiser Steel began mining the No. 3 mine in the early 1950s, it mined in the lower seam beneath the old workings with conven¬tional and continuous mining equipment. Numerous bounces and pressure points created by unextracted pillars and barriers in the upper seam made this a low¬production, high-cost mine and brought about the ad¬vent of the first longwall system. The first unit, while small by today's standards, successfully mined panels that had been all but given up and saved the mine from closure. There were areas that could not even be mined by longwall because of the erratic extraction in the upper seam. The system was successful enough to allow operations to gain access to and develop virgin areas of the upper seam. Development of longwall mining in the No. 3 mine has been confined to the upper seam since late 1964. With the almost complete extraction afforded by the longwall system, it is felt the lower seam can be successfully worked in future years (Fig. 3). In most of No. 1 mine, only the lower seam (or lower seam and upper seam combined) is minable, except in the northwest portion where a rock split has again separated the seam into two 1.83 to 2.13-m (6 to 7-ft) thick beds. In this area, the upper seam or upper split is being mined. The separation between seams at the present workings in this area varies from 0.609 to 6.1 m (2 to 20 ft). It is hoped that most of the lower split can be mined using shield supports and/or what¬ever new technology is developed in the coming years. The coal seams in this area dip to the northeast at an average grade of 10%. The dip near the outcrop reaches 22% and gradually decreases downdip. Over¬burden ranges from a few meters at the outcrop to 762 m (2500 ft) over some of the deeper workings. In the next several years, some overburden will be in excess of 914 m (3000 ft) as the lower mine workings extend ever deeper under the Book Cliffs. To cope with the

Rare earth elements and critical minerals have recently become of great economic interest because of their necessity for many new technologies and recent geopolitical unrest affecting the supply and import of resources. The San Juan and Raton basins in northern New Mexico are two structural coal basins that contain elevated concentrations of rare earth elements and critical minerals. These two New Mexican coal basins will be assessed geochemically and petrographically to identify vectors of the rare earth element and critical mineral enrichment. Coalbeds, coal seams, overlying, and underlying rock units will be sampled and characterized to determine any economic viability. Historic data will be compiled into a new and comprehensive coal geochemical database, which will grow with new analyses, and serve as the dataset for this project; this coal resource database will be made available to the public.
