The Musaimeer pump station and outfall project (MPSO) is in Doha Qatar. This technical paper will discuss and explain the three major stages of geotechnical investigation employed. Stage one the tender geotechnical data and how this was used to design the TBM and identify various areas of risk. Stage two was the selection of supplementary geotechnical investigation methodologies. Stage three was the geotechnical investigation by specialist equipment installed on the TBM and providing further data on a real time basis as the TBM was advancing. Analysis of all the data will be provided along with the lessons learned.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

"Surface subsidence caused by underground room-and-pillar mining operations and by solution mining operations have been studied separately but never in combination. In 2008, FMC Minerals began using solution mining at its Westvaco Mine as a secondary extraction method in an area that had been previously mined using the room-and-pillar mining method. Mining regulations require that subsidence associated with underground mining activities be monitored and measured annually. Using Salt_Subsid, a subsidence software package from the Solution Mining Research Institute, and ArcGIS, Esri's mapping platform, researchers at Montana Tech were able to develop a relationship between measured surface mine subsidence and solution mining that can be used at the Westvaco Mine to estimate the production of trona from solution mining operations. Project backgroundFMC Minerals has increased the production of trona from its Westvaco Mine near Green River, WY, using solution mining as a secondary extraction method in an area previously mined using the room-and-pillar method. The area of interest was mined until 2001 with the use of a borer miner at a depth of approximately 488 m (1,600 ft). Currently, FMC determines the amount of trona produced using its solution mining operations by measuring the dissolved solids pumped from the mine. This approach, however, does not account for the location from which the trona was removed.The location from which the trona is removed and the size of the cavern created by the solution mining operations are important to FMC’s mine planning. FMC believed that with proper investigation of the subsidence at the Westvaco test site, a correlation might be found between surface subsidence measurements and the amount and location of trona production from the solution mining activities. The primary goal of this project, conducted by Montana Tech, was to find relationships between the measured subsidence and the solution mining activities. The project attempted to develop an equation that could be used to predict solution trona production based on measured subsidence. The project attempted to model the relationship between the measured surface subsidence and solution mining production using Salt_Subsid, an existing subsidence software package from the Solution Mining Research Institute (SMRI, Clarks Summit, PA) to estimate the location, size and shape of the solution mining cavern. This study would determine the program’s usefulness for locating and developing the cavern created by secondary solution mining activities. The subsidence and production data sets used in this study were collected over a seven-year period from 2008 through 2014."

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. "In order to extract proportionately small quantities of valuable minerals, mining companies move large amounts of earth. A resulting waste product of this process has traditionally been stored in a semi-liquid phase known as tailings, typically stored in a large pond created by an earthen dam at the low end of a drainage basin. It is generally expected that these dams are stable enough to withstand the pressure of the stored material. Unfortunately, history shows us that this is not always the case. The Baia Mare dam in Romania failed in 2000, causing tragic and prolonged environmental damage to several major European rivers. The Bento Rodrigues dam in Brazil failed on Nov. 5, 2015, and that event resulted in the loss of 16 lives.In hard rock mining, many minerals are imbedded within the ore. As part of the mining process, valuable minerals are extracted from the ore; often, the mineral content is only a fraction of the total ore volume processed. To extract the minerals, the ore is typically crushed and pulverized into very fine particles, then wetted to form slurries. The minerals are extracted from the slurries through a series of flotation and/or sedimentation steps with the aid of water-soluble separation chemicals typically known as reagents. Following the mineral extraction, the resulting residual wetted ore cuttings are labeled as tailings. At the end of the extraction process, the tailings are in a thick semi-fluid sludge state, often with trace elements of the extraction reagents.Historically, these tailings are deposited in giant basins or sludge ponds, where they pose a great threat to the environment while binding large volumes of waste process water.Process water recovery and achievingdry tailingsCurrent generation engineering studies, trials and successful field implementation have shown that an alternate process known as dry stacking is practical. The dry stacking process deposits dewatered tailings into containment areas that are smaller in overall footprint and significantly safer by reducing the transfer of reagents into the tailings storage area. In addition to achieving the dry tailing benefits mentioned, it is possible to recover valuable process water while dewatering the tailings sludge utilizing modern separation technology."

INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. "The 2018 Elko Roundtable was held at the Red Lion in Elko, NV on March 15, 2018. The gracious host was once again Knight Piésold. Attendance was robust with representatives from more than 14 mining properties across Nevada representing nine corporations. Total attendance was at its highest in almost a decade. A high level of interest was also gauged by the number of companies with multiple attendees.The topic of water in mining was clearly a factor in creating the large show of interest. In terms of industry trends that are tracked annually, this topic had been absent from the list for more than 10 years (Deloitte, 2018) but was squarely planted there this year. And deservedly so. Three attending companies are signatories of the International Council on Mining and Metals (ICMM) which espouses a firm stance on water stewardship (ICMM, 2017).How’s the water?It is reported that water scarcity affects more than 40 percent of the world’s population (Deloitte, 2018). Consumption of water in the United States, based on the last detailed census, entails only 1.5 percent usage by the mining industry. The largest users are reportedly thermoelectric power and irrigation, combining for more than 75 percent of the U.S. consumption. During the prior census period, water usage at mines was up dramatically (USGS, 2014).Mine water source usage is primarily a mix of ground water and saline or fresh surface water resources. Over the previous period, saline sources experienced the greatest percentage in growth as a mine water source, nearly doubling in use. Nevada ranks second as a state nationally in mine water consumption. California is the leader, and Nevada is immediately followed by Utah and Alaska (USGS, 2014).Water rights in Nevada and the ongoing litigation at the state level, particularly over the Humboldt River basin, have elevated the concern over the supply of water and have raised the interest regarding the topic of water across the mining industry as well as within other industries.The Elko Roundtable meeting began with a safety share and introductions, and included each attendee mentioned a water problem or solution that he or she would like to discuss during the day. An interesting list of subtopics was developed from this round robin and yielded the following most common themes:• Mine pit dewatering during operation and pit wall stability.• Draindown from tailings dams and heap leach pads and dealing with this at closure.• Post closure pit lakes, pit lake water quality and associated water rights."

The use of sodium hydrosulfide (NaHS) in most of the operations in byproduct molybdenum flotation comes with safety concerns and, in some instances, a high reagent cost. Engineered solutions at the various operations where NaHS is used have immensely reduced the possibility of hydrogen sulfide (H2S) gas evolution. However, the threat of exposure remains, and this, coupled with the high dosages of NaHS consumed, supports the continued search for alternative depressants. This paper focuses on efforts to study the applicability of disodium carboxymethyl trithiocarbonate (DCMT), an organic depressant, as an alternative to NaHS. Bench-scale rougher flotation results for samples from the Sierrita copper–molybdenum (Cu–Mo) plant showed the best DCMT performance at 8 kg/t of DCMT, pH 10.5, 30 min of shear conditioning and 10 min of flotation conditioning. The Aminpro plant model simulation confirmed that 4 to 8 kg/t DCMT under certain shearing and conditioning times achieved superior or equivalent Mo–Cu separation efficiencies when compared\ to NaHS.

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. If the long axis of the mineralization is not generally north-south or east-west.

Previous testing was performed by researchers at the National Institute for Occupational Safety and Health (NIOSH) to improve longwall dust control using underside shield sprays with a longwall directional spray system. This testing provided encouraging results toward respirable dust exposure reductions for longwall personnel, achieving as high as 99% dust reduction at some sampling locations along the longwall personnel walkway. Additional laboratory testing was conducted to test these underside shield sprays in conjunction with a shearer-clearer spray system located on the longwall shearer body. The purpose of this testing was to determine if the underside shield sprays interacted positively or negatively with the shearerclearer sprays. Results from this testing indicate that while the shearerclearer system influences where the respirable dust particles are directed, underside shield sprays can still lower respirable dust exposure for longwall personnel.

"Diesel particulate matter (DPM) is a major occupational health hazard in underground mine environments, even with available abatement technologies. Prior work has demonstrated that micrometer-scale water droplets, or “fog,” may be effective in removing significant number fractions of DPM from a conditioned exhaust stream. Here, a series of laboratory experiments are described which demonstrate that such a treatment can remove significant DPM mass from an unconditioned stream. The removal mechanism involved coagulation of the DPM and drops. The fog treatment removed about 45 percent more DPM mass on average than no treatment. Varying engine load, flow rate and fog droplet number density did not significantly affect the results under the range of conditions tested. IntroductionDiesel engines have seen widespread use for well over a century due to their relatively high thermal efficiency and fuel economy (Heywood, 1988). Recently, however, the adverse health risks of diesel exhaust have become increasingly clear. The term diesel particulate matter (DPM) is used to refer to the solid components of diesel exhaust, which are an ultrafine mixture of elemental and organic carbon (EC and OC) and minor constituents including sulfates and metal ash (Kittelson, 1997). DPM is generally considered to occur almost entirely in the submicrometer range. It is classified as a carcinogen (Occupational Safety and Health Administration, 2013), and epidemiological studies have demonstrated a positive correlation between long-term exposure to DPM and other combustionrelated fine particulates and increased cardiovascular and pulmonary diseases (Pope et al., 2002; McDonald et al., 2011). Many of the risks of diesel exhaust are associated with the physical and chemical properties of exhaust components (Heywood, 1988; El-Shobokshy, 1994; Kittelson, 1997). Exposures are generally measured and regulated on the basis of mass concentration. However, DPM number density and particle size are increasingly recognized as critical factors in terms of health outcomes (Bugarski et al., 2012; Kittelson, 1997; Occupational Safety and Health Administration, 2013; Pope et al., 2002)."

Alluvial valley floors constitute a valuable land resource and have been important to ranching operations in semiarid western United States. This resource may be in jeopardy locally if the alluvial deposits are disturbed by surface mining of coal deposits. Erosion problems caused by poor land-use practices can cause trenching of the unconsolidated alluvium with a consequent lowering of the water table and depletion of soil moisture needed to support vegetation. Historical evidence of this sequence of events is abundant in geologic literature and serves as the basis for assessing potential impacts of surface mining. The potential geomorphic impacts of surface mining on alluvial valley floors with regard to fluvial processes are: (1) disruption of the longitudinal profile followed by valley trenching and high sediment yields downstream and (2) replacement of the excavated alluvium with unconsolidated material that does not have similar physical characteristics and may be susceptible to erosion. Mining may disrupt the existing hydrologic framework affecting streamflow, ground-water levels and water quality of both surface water and ground water. Although functional hydrologic and geomorphic processes are similar, each valley represents a complex environment that does not submit to broad generalizations.

For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. The resurgence of severe lung disease among US coal miners since the mid-1990s has led to efforts to better characterize and monitor respirable dust exposures, particularly focusing on mineral constituents from rock strata surrounding the coal. A rapid analysis method for silica (quartz) mass using direct-on-filter Fourier transform infrared (FTIR) spectroscopy has been developed, which can also estimate kaolinite, a primary silicate mineral in many coal mines.

In the late1970s, mineral processing plants producing copper sulfide concentrates and oxide leaching feedstocks went online with operating tonnages that exceeded traditional installations. This created a need for larger capacity belt conveyors and apron feeders. Apron feeders are slow moving, heavily loaded conveyors that feed a deep bed of ore from a bulk holding location (a bunker) as a controlled stream, often into a large capacity crusher. Apron feeders use sprockets and caterpillars, while belt feeders use rubber belts with motorized head pulleys to convey the material. The damaging of belts and clogging of transfer points from tramp iron required larger magnetic separators and the removal of tramp metal cannot prevent these serious problems. Corrective action at this location is important for two reasons: Removing tramp iron early in the ore stream protects downstream equipment from potential costly damage. Installing apron feeder magnets before the primary large capacity crusher means that secondary and tertiary crushing steps (made up of multiple parallel units) operate more efficiently, since tramp metal is removed at the onset.

Douglas W. Fuerstenau (DWF) grew up on a farm and in several small communities in rural South Dakota during the depression years, where he learned the value of hard work. Working hard can produce results but being clever and hardworking will give you a bright future. In his later school years, Fuerstenau’s family moved to Rapid City where his intellectual curiosity and capacity helped him graduate with a B.S. in Metallurgical Engineering from the South Dakota School of Mines and Technology in 1949. His technical interests led to graduate studies and completion of a master’s degree from the Montana School of Mines in 1950 and Sc.D. degree from the Massachusetts Institute of Technology (MIT) in 1953.

Respirable crystalline silica (RCS) found in dust generated by various mining processes is an important occupational hazard in the underground coal-mining industry. Exposure can lead to disabling and incurable diseases, including coal workers’ pneumoconiosis (CWP), silicosis and lung cancer [1,2]. Clusters of rapidly progressive CWP have been observed in the Appalachian regions of eastern Kentucky and southwestern Virginia, and recent cases have been generally more severe and showing more rapid progression. CWP is approximately four times as common among long-tenured underground coal miners in central Appalachia than long-tenured underground miners in the rest of the United States, and 20.6 percent of long-tenured underground miners in central Appalachia were suffering from the disease as of 2017.

Capital and energy are the dominant cost factors in nickel production from laterites. Since the 1973 energy crisis, pyrometallurgical developments have been oriented towards lower cost sources of energy and higher grade ores and hydrometallurgy towards higher recoveries and greater flexibility in types of ores treated. Energy recuperation offers some potential, but at a price. 'The lower energy acid leaching process is indicated to have the greatest potential, particularly with its inherently high cobalt recovery.

This paper will review the evaluation performed for the Cottonwood & Hackberry Creek Wastewater Interceptor Improvements Project to replace two separate aging and undersized interceptor sewers by either open cut construction or trenchless construction methods. A case study will be discussed for the utilization of microtunneling to avoid a deep open cut excavation within a landscaped roadway median to construct nearly a mile of new 60-inch interceptor sewer in an urban area adjacent to an environmentally sensitive riverine area, while minimizing the permitting and environmental impacts of construction, and minimizing the impacts to residents and vehicular trafc and restoration reuirements.
