While there could be as many directions on regulations as there are viewpoints surrounding the asbestos controversy, there are a few basic criteria that generally will influence government thinking, namely: - their definition of the problem to be regulated, - their interpretation of the scientific evidence available to them, and - their sensitivities to the views of, and the implications for, various interest groups in society. Clearly, different assessments of these criteria by various governments will lead to differing regulatory regimes. The consequence, of course, is a patchwork of non-conforming regulations among nations, with all that thin implies for the distortion of international trade and the unsettling of international relations. I would therefore argue that when governments are examining regulatory action, they should explicitly take into account their common interests in stable and cordial international relations, and when possible, efforts should be made to ensure that movement on regulation is at least, in principle, in accord with the general views of the international community.

Reasons for reexamining underground mining include: 1. The assurance that more deep deposits of useful minerals will be found. 2. The existence of deeply covered deposits of industrial minerals near large markets where quarries are becoming depleted or are lacking. 3. Surface property values, zoning and other limitations on open pit mining. 4. Expectation that underground space will be increasingly used for transportation, power plants, storage and similar purposes. 5. The improvements which have been made in underground mining. During the last three or four decades many changes and improvements have been made underground. All underground construction and mining has benefitted to some extent but the effect on the productivity of labor employed with some methods- has changed little and the use of these methods has declined. Productivity of labor in other methods has increased substantially. The relative usefulness of mining methods has changed and a vital industry, bituminous coal, has been returned to health. In this paper, consideration is limited to nine methods used with high productivity during the period under review. These methods are not necessarily better than others but they may be considered the prime methods in the sense that, in our economy, many, low grade ores, coal and the principal industrial minerals could hardly be produced by less productive means.2 Although most of the examples cited are from mining as such., the first four methods discussed can be used for the construction of stable excavations of various' shapes in sound rock.

With modern exploration techniques, it seems likely that an increasing number of the orebodies to be found in the future will be under alluvial fans or valley fill. As a result, a larger proportion of open pit mines will be confronted with the necessity for removal of substantial quantities of alluvial overburden; whereas in the past, for the most part, the open pit mine operator has dealt mainly with hard rock. If this proves to be the case, methods, equipment, and costs for alluvium stripping will become an increasingly important factor in open pit mine planning. Several operations are now faced with this situation, and various methods and equipment are used. At Pima Mining Company's operation the stripping ratio is in the range of 6/1 Well over half of the stripping volume is alluvium. The alluvium is removed almost entirely by carryalls hauling direct to a waste dump. Some removal has been accomplished by shovel and truck operation; more will be done by this means in the future. At American Smelting and Refining Company's neighboring .Mission Mine, nearly all alluvium removal is by large shovels and, trucks. U. S. Borax's Boron operation is accomplishing alluvium removal with carryalls but has been investigating other methods and equipment. The various operations in the Gas Hills Uranium District in Wyoming are stripping mainly with carryalls, although some small draglines are employed. The M. A. Hanna Company in the Mesabi Range employs large draglines and conveyor systems for removal of glacial fill. Nchanga Consolidated Copper Mines in Northern Rhodesia strips overburden with a large excavating wheel and conveyor system. There are no doubt other open pit operations with which the writer is not familiar, that are handling large quantities of alluvial overburden.

The vat leaching operation at the Yerington Mine was started in October, 1953. The original plant facilities consisted of primary and secondary crushing, eight leaching vats, precipitation launders, sulfuric acid plant and the necessary maintenance, warehouse and administrative facilities. By 1961, 35,000,000 tons of oxide ore had been removed from the mine exposing the underlying sulfide ore body. A 5,000 ton per day concentrator was constructed and put into operation to treat the sulfide ore in November, 1961. The original crushing plants were used for both oxide and sulfide ores. By adding a third crushing shift for six days per week, the treated ore was increased from 12,000 to 17,000 tons per day. To balance the oxide and sulfide ore reserves, the concentrator was expanded to 13,500 tons per day in 1967. Again, no additional crushing facilities were added. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to 9,000 tons per day. Instead, the addition of two crushing shifts per week, and improved operating procedures, increased the treated ore to 26,500 tons per day, 13,000 tons to the vat leaching and 13,500 tons to the concentrator.

This paper describes the ventilation planning that was per- formed at the Barrick Gold Corporation, El lndio Mine. The El lndio Mine is located at an elevation of approximately 4,000 m in the Andes mountains east of the coastal city of La Serena, Chile. The ventilation planning program consisted of a detailed ventilation survey of the mine and the establishment of a correlated com- puter model. A series of network simulations were conducted to determine the optimum position, size, and configuration of new ventilation raises and main fan exhaust system. Modifications to existing mine infrastructure including; driving of drifts, slashing of airways, and positioning of ventilation controls were examined. Detailed costing information was developed to optimize the location of the new main exhaust raises and fan system. The final ventilation system is expected to increase the mine airflow from the existing 157 m=/s to over 315 mls. This increase was necessary to accommodate an expansion in mine production, diesel equipment utilization, and deeper mine development. Furthermore, the increased airflow was required because of the de-rating of diesel equipment and large air volumes necessary to dilute diesel exhaust at high elevation.

The Lower Cretaceous salt deposits of the Gabon Basin and Congo Basin were said down on ton of an Burly Cretaceous Lato Jurassic, continental graben fill that represent!) the rifting phase of the Afro-American continent. The salt 13 characterized by high percentages of potash and magnesium salts and the scarcity of sulphates and carbonates. The salt probably originated from a brine that was already enriched in high-soluble salts before entering the Gabon Congo basins. Their low-solubility equivalents are found in the Cuanza Basin of Angola. Commercial mining of the potash salt is only possible in those onshore areas where it is essentially undisturbed, shallow and of the right chemical composition. These conditions are net in Congo where the Holle mine produces from rich sylvinite deposits.

An atomic force microscopy (AFM) image analysis has been applied to study in situ the adsorption of hydroxamic acid collector, i.e., octanohydroxamic acid (OHA), on malachite in aqueous solutions. AFM images show that hydroxamic acid collector adsorbs strongly on malachite mainly in the form of insoluble copper hydroxamate complex. Increasing the collectors’ concentration and the adsorption time both increase the adsorption of hydroxamic collectors on malachite. Results from the attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that the collector adsorbs strongly onto malachite, with strong absorbance spectra being detected, and the ATR-FTIR results confirm those as obtained by AFM. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of malachite. The findings of present study also show that AFM image analysis is a powerful tool for the study of the hydroxamic acid collectors’ adsorption on malachite surface and it can help with the development of novel collectors for malachite flotation.

A collaborative research project is undertaken by Anglo American Coal and CSIRO to develop appropriate strategies for gas and spontaneous combustion management of longer panels. Extensive computational fluid dynamics (CFD) modelling studies have been conducted and calibrated using operational longwall goaf gas data to obtain a fundamental understanding of goaf gas flow patterns in longwall panels of 1.0-km and 3.0-km lengths and a detailed investigation of the effect of various mining and operational parameters on goaf gas flow patterns. The modelling studies have also been used to investigate the performance of various gas drainage and proactive inertisation strategies during various stages of longwall panel extraction. Simulation results indicated that apart from tailgate (TG) side goaf holes, gas drainage from maingate (MG) goaf holes and the mid panel start-up goaf holes would be useful for flat seam field conditions. Operation of 8–10 goaf holes is recommended for field site conditions with high goaf gas emissions of 6000 L/s. The modelling results indicated that the traditional inert gas flow rate of 500 L/s currently used in some mines would be insufficient to achieve effective goaf inertisation in long panels. Results indicate that 3.0- km-long panels would require 1500 L/s of inert gas and there is a need for multi-point inert gas injection strategy for effective goaf inertisation. In this paper, details and results of modelling investigations and recommended strategies for gas and spontaneous combustion management in 1.0-km- and 3.0-km-long panels are presented.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering the seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois, and Kentucky, and by others in Wyoming and New Mexico, have shown the presence of such a gamma background (Nelson, 1989). Natural gamma coal thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company in Pennsylvania and west Virginia (Nelson and Bessinger, 1988).

After half a million meters drilled with Wassara we are now confident that ITH hammers powered with simple water will become an established product for production drilling. Today four drill rigs in LKAB Malmberget equipped with Wassara drill about 25 000 m per month of 4 1/2" holes. In Kidd Creek, Canada, Was sara is used for production drilling in stopes with good results. The first Wassara 6" hammer has drilled a 36 meter long, completely straight horizontal cut hole for drifting in the LKAB Malmberget Mine. Main advantages are about doubled penetration rate, very good air quality and improved hole cleaning which facilitates stabilized drilling. Disadvantages are resistance to new technology and, in some cases, the increased use of water.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. This paper describes an integrated computer facility supporting the functions and responsibilities of shift operations, scheduling, maintenance and management using real-time interactive techniques. The functions and responsibilities as related to coal export terminals are specifically addressed, although these functions would be equally applicable to other terminal configurations and other commodities. A discussion of the resulting benefits are presented: - throughput efficiency - long-term planning and scheduling, using simulation - operations monitoring and protection - demurrage/despatch optimization - preventative maintenance - operational productivity

Deep "paste" thickeners have been used in the alumina industry for several decades to improve chemical recovery and allow “stacking” of the red mud for disposal. These paste systems have eliminated many traditional tailings ponds in addition to providing better tails washing and better water recovery. This technology is not widely used or understood in other mineral processing applications. However, there is growing worldwide recognition of the advantages of concentrating mill tailings to a “paste”, i.e. a solid suspension that does not settle or segregate. This technology offers several alternatives to the traditional tailings pond such as “stacking” or mine backfill. More water recovery is possible than with high rate thickeners. Process benefits come in the form of better chemical and metals recovery through better washing in counter current decantation (CCD) applications. Obtaining a true paste (non-segregating suspension which exhibits a yield stress) and understanding the handling characteristics for applications outside alumina, are recent developments. Achieving all of the benefits available from a paste system requires careful design that takes into account the specific requirements of the disposal application along with the peculiar difficulties in producing and handling paste. In fact, design of a paste system is markedly different from a conventional system. Project design usually requires the cooperation of experts in several interrelated specialties including geotechnical, thickener design, pumping and discharge design and controls. A successful project must coordinate all activities to ensure that the overall objectives for the project are achieved. This paper describes the properties of paste, reviews the applications, and discusses the design of a complete paste deposition system.

The ldaho Cobalt Belt represents a unique geologic environment containing some of the largest known reserves of cobalt in the United States. Stratabound cobalt-copper-gold deposits formed within a sedimentary basin that was generated by the rifting of an Archean cratonic block. Host rocks for these deposits are the Early to Middle Proterozoic Yellowjacket Formation comprising a suite of clastic sediments, volcaniclastics, and mafic tuffs that accumulated in the intracratonic rift basin about 1.7 b.y. ago. Rifting was probably initiated during a regional heating and doming event that may date back to 1.8 b.y. ago. During this time, other rift basins were likely to have formed in the region. They probably represent the precursors of a much larger depositional environment having characteristics of an Atlantic- type or passive continental margin where younger formations of the Belt Supergroup were deposited. The Yellowjacket Formation has been subdivided in the Idaho Cobalt Belt into three genetic units representing various subenvironments of a deepwater clastic fan complex. A northwest- trending deep-basin structural trough accumulated fine-grained muddy sediments that were periodically interrupted by distal turbidites of the subaqueous fans. Subsequent progradation caused the deposition of coarser-grained clastics of the more proximal portions of the fan complexes. Submarine fan lobes were built across northwest-trending tectonically active basin growth faults. These in-basin structures caused a great deal of penecontemporaneous deformation within the Yellowjacket sequence. Northeast-trending fault zones formed an orthogonal set of fractures that controlled the shape and size of sub-basins, and were also an influence on lateral migration of dominantly fine-grained clastic material. The eruption of mafic tuffs at about 1.7 b.y. ago added a new component to the Yellowjacket sedimentary sequence. Around the Blackbird mine area these tuffs commonly occur either near the base or within some of the sandier sequences. Since most of the sand influxes were largely controlled by basinal tectonism, the tuffs were probably erupted during tectonically active periods of basin development. The dynamic nature of the sedimentary environment probably caused much of the tuffaceous component to be mixed with other clastics and even resedimented as volcaniclastic material. In time, the change to a higher energy sedimentation regime resulted in such a dramatic clastic dilution of the tuffs that they could not survive in the areas of the vents, and, if present, they must have been distributed elsewhere in the basin.

Now in the midst of a full-on cultural shift, they are also key players in the continual effort to re-examine and calibrate practices to meet dynamic and increasingly complex objectives.SME’s technical position statementAs a home for so many technical experts and practitioners, SME has long recognized the importance of a commitment to sustainable development by the mining and minerals industries. In April 2016, the Society formally adopted a technical position on the topic following years of participation in, and support for, related activities. The full position statement appears below. Asbestos is not the name of a distinct mineral species, but rather the commercial term applied to the fibrous form of several minerals differing widely in composition. There are some 30 known varieties of asbestos but of this number only 6 are of economic importance, and these, in order of economic significance are chrysotile, crocidolite (or blue asbestos), amosite, anthophyllite, actinolite and tremolite. Chrysotile asbestos was formed by the introduction of hydrothermal solutions into fractures in serpentinised ultrabasic host rocks. These solutions dissolved magnesium silicate from the wall rocks, and with subsequent lower temperature and pressure they became supersaturated, and crystals of chrysotile asbestos formed. The chemical composition is variable but is classified as a hydrous magnesium silicate, containing a high percentage of magnesia and water, plus varying amounts of alumina and ferrous and ferric iron. Other asbestos minerals are formed by a similar process but with a different host rock e.g. crocidolite occurs only in iron' formation. The chemical composition of asbestos minerals other than chrysotile, shows a wide variation, but in general may be classified as silicates, or metasilicates, containing varying amounts of calcium, magnesium, sodium and iron.

In recent years, a great deal of effort has been put into automating mining equipment with the goal of improving worker health and safety and increasing mine productivity. Significant progress has been made in automating mining equipment such as load-haul-dumps and drills in underground environments where global positioning systems are unavailable. This paper addresses automating the task of positioning the shuttle-car (SC) under the continuous-miner (CM) coaldischarge conveyor during cutting and loading operations. A stereo depth camera is mounted on the SC. Machine learning based algorithms are applied on the camera’s output to identify the CM discharge conveyor and segment the scene into various regions such as roof, ribs, and personnel. This information is used to plan the shuttle car path to the CM discharge conveyor. The approach currently uses a 1/6th scale continuous miner and shuttle car in an appropriately scaled mock mine

The classification of rock and coal will assist in automated coal rib rating and shearer horizon control, and is studied with machine learning techniques in this work. A database of rock and coal images is created by filtering photographs taken by researchers from the National Institute for Occupational Safety and Health (NIOSH). The classifier was trained with patches extracted from the coal and rock images, and an accuracy score of 0.9 was obtained. The trained classifier was then applied to classify rock from a new coal rib image with three rock layers of different thicknesses, and good agreement was achieved. The results demonstrate that it is promising to use machine learning techniques and rib images for rock and coal classification.
