Flocculation is an important step in the treatment of coal preparation waste waters. The effects of polymer charge and molecular weight and solution pH and ionic strength on the adsorption and flocculation characteristics of a series of polymeric flocculants on some typical waste water constituents have been studied experimentally. The results indicate that the nature and extent of flocculation are strongly system-dependent. For the case of coal, both adsorption and flocculation behavior can be correlated with the polymer conformation in solution. For the mineral constituents, on the other hand, adsorption and flocculation depend also on the surface properties of the solid.

Mr. Chairman, Ladies and Gentlemen, I'd like to take just a moment of your time before we examine the current position of the asbestos industry and its market outlook to take a searching look at the product itself. I feel that if we are to understand the problems that beset this basic mining and manufacturing industry and, more important, if we are to appreciate the solutions to these problems that I plan to put forward in a few moments' time, then we had better look at asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. This has resulted in asbestos finding its way - in fact, being welcomed - into literally hundreds of applications.

Leach dumps in Butte are relatively new in comparison with older established dumps in other areas throughout the West. With the exception of one 10 million ton dump, all dumps have been formed on a prepared base. This is necessary because the entire leach dump area overlies an alluvial fill which varies in depth from 100 to 400 feet and through which solution would be lost. Preparation of the leach pad consists of first removing all vegetative material and compacting the exposed surface with rollers. This surface is covered with a 4" layer of minus 1" crushed rock which in turn is roller compacted. A 3" compacted layer of asphalt hot mix is then applied to the crushed rock surface. Final sealing is effected by a 1/4'? coating of catalytically applied hot asphalt. Dump leaching was inaugurated in 1964. First solution applied was wholly made up of mine water pumped to surface through a central pump shaft. Sulfuric acid was added on surface at a surge pond to control pH of the leach solution. Acid addition is necessary not only to benefit the leach dumps, but to prevent the formation of ocher scale within the pipe line distribution system. Mine water pH is on the order of 2.8. The combination of ferrous and ferric iron as well as magnesium and aluminum salts is such that ocher forms at a pH of 2.38. It is therefore mandatory to control pH at 2.0. Dump effluent pH is held at 2.3 or less.

Fluorspar is the commercial name for fluorite, a mineral that is calcium fluoride, CaF2. The name, derived from the Latin word fluere (to flow), refers to its low melting point and its early use in metallurgy as a flux. It is the principal industrial source of the element fluorine. Two other minerals, cryolite and fluorapatite, have significant fluorine content. Cryolite, sodium aluminum fluoride, Na3AlF,, is a rare mineral that has been found in commercial quantities only in Greenland. The natural material has been supplanted by synthetic cryolite for its principal industrial use in the manufacture of aluminum. Fluorapatite, Ca5F(PO3)2, is a source of phosphate for fertilizer manufacture, containing a small percentage of fluorine. Commercially mined deposits of apatite have varying amounts of fluorine, chlorine, hydroxyl, and carbonate. HISTORY Fluorspar was used by the early Greeks and Romans for ornamental purposes as vases, drinking cups, and table tops. Various peoples, including the Chinese and the American Indians, carved ornaments and figurines from large crystals. Its usefulness as a flux was known to Agricola in 16th century Europe. Fluorspar mining began in England about 1775 and at various places in the United States between 1820 and 1840. Production grew substantially following the development of basic open hearth steelmaking, wherein it is used as a flux. Use was stimulated by growth of the steel, aluminum, chemical, and ceramic industries, particularly during World Wars I and 11. Fluorocarbons entered the picture in 1931. The use of anhydrous hydrogen fluoride (HF) as a catalyst in the manufacture of alkylate for high octane fuel began in 1942. Differential flotation for separating fluorspar from galena, sphalerite, and common gangue minerals in the 1930s and the application of heavy media concentrating methods to the treatment of low grade ores in the 1940s were outstanding technological advances that facilitated increased production. Pelletizing and briquetting of flotation concentrates for use in steel furnaces and the development of flotation schemes for beneficiating ores containing abundant dolomite and barite have been major improvements in the industry. USES OF FLUORITE Fluorspar is used to make hydrogen fluoride (HF), also called hydrofluoric acid, an intermediate for fluorocarbons, aluminum fluoride, and synthetic cryolite. It is used as a flux in the steel and ceramic industries, in iron foundry and ferroalloy practice, and has many minor specialized uses. Hydrogen fluoride is produced by reacting acid grade (97% CaF,) fluorspar with sulfuric acid in a heated kiln or retort to produce HF gas and calcium sulfate. After purification by scrubbing, condensing, and distillation; the HF is marketed as anhydrous HF, a colorless fuming liquid, or it may be absorbed in water to form the aqueous acid, usually 70% HF. Synthetic cryolite, organic and inorganic fluoride chemicals, and elemental fluorine are made from hydrofluoric acid. The acid itself is important in catalysis in the manufacture of alkylate, an ingredient in high-octane fuel for aircraft and automobiles; in steel pickling, enamel stripping, and glass etching and polishing; and in various electroplating operations. The manufacture of one ton of virgin aluminum requires about 12 to 29 kg of fluorine content in synthetic cryolite and aluminum fluoride. This quantity, through improved technology and recovery practices, is being lowered significantly in countries with the most advanced technology (i.e., Australia and Sweden), while others (i.e., Surinam and South Africa), remain at the high end. Elemental fluorine is prepared from anhydrous hydrofluoric acid by electrolysis. Gaseous at room temperature and pressure, fluorine is compressed to a liquid for shipment in cylinders or in tank trucks. Elemental fluorine is used to make uranium hexafluoride, sulfur hexafluoride, and halogen fluorides. Gaseous uranium hexafluoride is used in separating U235 from U233 by the diffusion process. Sulfur hexafluoride is a stable high dielectric gas used in coaxial cables, transformers, and radar wave guides. Halogen fluorides have important applications, mostly as substitutes for elemental fluorine, which is more difficult to handle. Emulsified perfluorochemicals, organic compounds in which all hydrogen atoms have been replaced by fluorine, are undergoing investigation as promising blood substitutes. They transport oxygen and, in conjunction with a simulated blood serum, perform many functions of whole blood. With further development, these organic compounds may ultimately, in emergencies, be useful in saving lives of animals and humans during periods of acute shortages of natural blood. Inorganic fluorides are used as insecticides, preservatives, antiseptics, ceramic additives, and fluxes and in electroplating solutions, antioxidants, and many other products. Boron trifluoride is an important catalyst. Organic fluorides are volume leaders in the fluorine chemical industry. Fluorinated chlorocarbons and fluorocarbons are prepared by the interaction of anhydrous HF with chloroform, perchlorethylene and carbon tetrachloride, and are characterized by low toxicity and notable chemical stability. They perform outstandingly as refrigerants, aerosol propellants, solvents, and cleaning agents and as intermediates for polymers such as fluorocarbon resins and elastomers. When we were asked to prepare a paper on gold to be part of the Economics of Precious Metals session, our immediate thought was that we should address the question of supply. Are the existing mines of the world capable of filling the demand for gold? We recognized that gold does not conform to the normal pressures of supply and demand. Major new sources of production and increased sales might have a very short term effect and depress the price but this does not last very long. Those forces that affect gold prices are very different from the ones economists normally deal with. Factors such as mass psychology, political tensions and fear are certainly more important to the gold price than supply and demand in today's world.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

It can systematically assess if the control and management systems designed for protection of sensitive ecosystems are adequate. The results of the assessment can help to identify key elements in the project that pose higher risks due to uncertainties in design. These assessments can then be used to make recommendations to further manage and reduce risks as the project is developed. QUALITATIVE RISK ASSESSMENT The general principles of a risk assessment are well summarized by Kaplan and Garrick (1981): "In analyzing risk we are attempting to envision how the future will turn out if we undertake a certain course of action (or inaction)." Fundamentally, therefore a risk analysis consists of an answer to the following three questions: What can happen? (i.e. what can go wrong?) How likely is it that that will happen? If it does happen what are the consequences?" Risk assessments can be performed using various levels of sophistication depending on the amount and accuracy of data available. A qualitative risk assessment uses descriptors throughout to express the level of risk. The definitions of the descriptors are presented in terms of the magnitude or concentration of contaminants. The results of a qualitative risk assessment can be used to: a)Document the evaluation and decisionmaking process. Although differences of opinion may exist about the definitions of the descriptors, the process is well-documented; b)Express the relative risk associated with specific activities or design elements; and, c)Select those failure modes or release mechanisms that may result in significant risks. These mechanisms can then be further developed in quantitative risk assessments. A qualitative risk assessment can be performed in a systematic approach using four steps (Van Zyl, 1987): A qualitative environmental risk assessment can be used to describe the risks associated with the development of a new mine and to make an evaluation of the adequacy of its design for environmental protection. The relative magnitude of risk associated with selected failure modes and exposure/consequence scenario assessments is the final result of a qualitative risk assessment. These failure modes are based on site specific areas and components, and mining and construction phases. The four steps of a risk assessment (hazard assessment, exposure assessment, consequence assessment, and risk characterization) are used in the development of a qualitative risk assessment. Relative magnitudes (using a five point scale of negligible to high) for each step, can be quantified in a qualitative risk assessment. Development of the descriptors for the relative magnitudes in each step is a very important part of a qualitative risk assessment. The success of a qualitative risk assessment depends on the adequacy of the information base and the subjective judgements made in each step. The quality of the risk assessment is, therefore, dependent on the experience of the assessors. A mining project in a sensitive coastal environment is presented as an example to demonstrate the application of a qualitative risk assessment. INTRODUCTION Environmental impacts from mining operations have been a significant factor in the last century. This was especially the case prior to the development of a better understanding of environmental processes and the potential impacts of acid rock drainage (ARD), and associated heavy metals, or the uncontrolled disposal of tailings and waste rock (Smith, 1987). Much care has been exercised over the last two decades in designing and operating mines to limit the environmental impacts as far as possible. All new mines are specifically designed with mitigative methods to manage such potential environmental impacts. Attention is directed to ARD impacts, safe disposal of mine waste rock and tailings, transportation and storage of chemicals and fuels, and final reclamation. A qualitative risk assessment can be used to address all project systems and activities that may potentially pose a risk to the environment.

The? use of hydrogen peroxide to detoxify gold mill waste waters containing cyanide and other toxic substances is already an established technology. Recent advances have extended the range of application of hydrogen peroxide treatment to include the removal of complex iron cyanides, the simultaneous removal of cyanide and toxic metals down to very low levels and treatment of barren bleeds, CIP' pulps and tailings pond discharges. Three treatment plants are described here. Each was installed at a gold mine in North America in 1987 and each illustrates a different application of hydrogen peroxide. The need for individual design of the detoxification plant to fit particular requirements is shown by the examples chosen.

Stressmap is a program whereby the earth's stress field is charted in detail and utilized for design of mines and mine exploitation. This program is implemented by mapping the attitude (location, direction, dip, and extent) of induced rock ruptures during the process of hydrafracturing drill holes contiguous to mine interest. The program includes utilization of ancillary naturally occurring stress relief signals, They are precipitated because the earth is indeed dynamic and the strata of the crust are continually adjusting to load and/or strain differentials resulting in rock deformation and fracturing. These fracturing adjustments occur as small to tiny earthquakes comparable to Richter magnitudes of one, zero, minus one, and smaller events termed microearthquakes. Obviously, the earth's stress field changes due to continued differential loading and crustal movements; therefore it becomes conspicuously evident that resolving today's stress field as opposed to paleostresses is most important for efficient, economical, and safe mining operations.

This paper addresses considerations for the use of artificial support of pit walls in surface mines, a new project of the Bureau of Mines. Results to date indicate that a polymer-coated cable with embedded grit could provide good anchorage for stabilizing benches and highwalls, and an electronic method of recording discontinuities in the field is being reviewed and developed for application to mining. The objectives of the work in progress are to define the engineering parameters and evaluate the concepts for artificial supports in order to provide safe working environments when pit slopes are steepened to increase ore recovery and reduce overburden handling.

Originated and developed in the civil tunneling industry, the Ground Reaction Curve (GRC) has provided a robust methodology for evaluating and designing ground support in both tunnels and underground mining scenarios. This paper presents a preliminary assessment in the utilization of the GRC concept for the evaluation and design of the pillar-support system with respect to overburden stress and displacement. This initial assessment will be based on and backed by past research on this topic. Underground mine instrumentation is planned for a longwall mine in the Appalachian coal field based on the research and findings in this paper to support the postulated hypothesis. INTRODUCTION Since the early 1970’s, the mining industry has evaluated the structural stability of a pillar by dividing an approximated pillar load by an approximated pillar strength. While this design methodology has served the industry well in the past, as modern mining operations continue to develop in more complex geological and geometric conditions coupled with market economics, industry professionals are in dire need of a modified stability assessment approach which considers both the stress condition and material displacements. Within the civil tunneling industry, the GRC approach has been successfully utilized in designing underground support measures that enhance the stability of an underground excavation. Through the incorporation of current industry knowledge and understanding of ground and support behaviors this paper looks to investigate into preliminary assessment for the development of a Modified Support Response Method (MSRM) to further improve the analysis of local and global underground stability. CURRENT PILLAR DESIGN METHODS AND THEIR LIMITATIONS Globally, multiple pillar design methods have been utilized in the design of underground excavations. Each of these methods approaches the calculation of pillar stability a little differently with respect to material properties, underground geometries and stress conditions. Analytical solutions can be used to determine the strength of homogeneous materials like concrete, but not in case of non-homogeneous and non-isotropic mineral deposits in a mine. These equations are often derived using empirical methods. Pillar strength is defined as the maximum resistance of a pillar to axial loading (Brady & Brown, 1985). The strength of mine pillars is typically estimated through indirect methods. In the past, researchers have correlated the strength of a given size and width of a rock specimen to the strength of a mine pillar. The first study on the effect of geometry on rock strength was done by (Bauschiger, 1876) on Swiss sandstone samples. Since then several empirical equations to determine pillar strength had been published by many researchers like (Bunting, 1911), (Griffith & Conner, 1912), (Greenwald, Howarth, & Hartmann, 1939), (Holland & Gaddy, 1957), (Evana, Pomeroy, & Berenbaum, 1961) and (Holland C. , 1964).

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

This paper analyzes the 1982 coal mine accident data collected by the Mine Safety and Health Administration (MSHA) for key equipment types, by mine type, and by geographic region. The differences in hazards associated with the various equipment types are studied both in absolute (i.e., total number of incidences) and relative (i.e., incidence rate or the number of incidences per 200,000 employee or exposure hours) terms. The paper compares and contrasts the total number of incidents as well as incidence rates classified by several types of severity measures such as lost workdays cases, mean number of lost workdays per lost workdays case, fatal cases, non- fatal cases without lost workdays, total number of cases, and total number of lost workdays This statistical analysis shows that significant differences in hazards exist not only due to equipment type but also due to mine type and geographic region.

On February 5, 1973, Eastern Associated Coal Corp began shortwall mining in their Federal No. 1 Mine, thus marking the first attempt in the United States at modern shortwall mining, i.e., using a continuous miner to extract coal open-ended from pillars 100 to 200 feet wide, under the protection of a self¬-advancing roof support system (1)1/. Since then, four additional shortwall faces have been operated. While the number of face-years of shortwall experience in the United States is limited, this experience has been anything but uniform. Differences in operator motivation, coalbed parameters, geologic conditions, panel dimensions, and face equipment all have contributed to a wealth of knowledge which can provide guidance for the design of future shortwalls. The purpose of this paper is to review the history of shortwall mining in the United States and to assess its value to the U.S. coal industry in terms of the health and safety of the miner, the percentage of coal recovered, coal production, worker productivity, and relative cost performance.

Laboratory tests on controlled airflow recirculation have shown the development of transient states in response to changes in system prevailing conditions such as those generated by a sudden start-up and stoppage of fans. Researchers in many European countries have developed various models to explain these phenomena. However, these models failed to consider some important factors such as diffusion and dispersion of gas in turbulent flows. For both in-line and cross-cut recirculation, tests have shown that after the start- up of a booster fan, the gas concentration in the system fluctuates, reaching high levels at the initial states and slowly dying out with time. These fluctuations cannot be represented adequately by simple step-wise functions but rather by smooth, albeit complex equations. In this paper, the phenomena are explained by the convection-dispersion theory, and represented by a mathematical model. Based on a few simplifications and applying Fourier's Transform Method to the differential equations of the flow recirculation model, an integral form of gas concentration function was derived. The Simpson Integration Method was used to compute numerical results for two laboratory tests. The paper also discusses the range of the dispersion coefficient to improve the accuracy of the model.

A sampling program was conducted in 2008 to determine the run of mine characteristics of 5 coal seams. The sampling program included size analyses and float sink determinations. The samples were analyzed for ash and mercury concentrations for each size and gravity fraction. This paper will report on the sampling program, the analytical results, and the correlations determined in the data set investigated.

In order to develop the pulsating high gradient magnetic separation technology, a type of laboratory pulsating high gradient magnetic separator (PHGMS) has been manufactured. Experiments of its separating performance were carried out. They show that PHGMS can significantly increase the grade of the magnetic product and avoid the matrix to be blocked. The characteristic curve of the pulsating fluid was measured and a formula for estimating the grade of the magnetic product was established in PHGMS.

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

Literature research is an inexpensive, yet effective tool for the direct discovery of ore deposits. Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.
