INTRODUCTION In each given set of operational criteria for tunnel design, ground conditions dictate the selection of the most appropriate construction method and tunnel lining. The designer has the responsibility to choose or restrict the choice of the tunnel lining to insure that the final solution provides a cost-effective permanent construction which will require the minimum of maintenance and endure to the benefit of future generations. This Paper deals with some of the aspects of precast concrete tunnel linings, their history and development through the years. It does not purport to be a comprehensive review of all that has ever been tried or developed but, hopefully, a starting point to encourage discussion and development for the future. BOLTED LINERS As a result of anticipating a shortage of cast iron tunnel lining in 1936 when work was proceeding on London Transport's Central Line Metro, a design for the precast reinforced concrete bolted lining was born. The design took the form of the traditional cast-iron lining but with substantial concrete stiffeners to take the shield ram forces. This new lining was used to construct some 14,000 feet of running tunnel using a ring width of 1'8" which was the standard cast-iron width of the time. (Groves, G.L., 1943)

In addition to developing various types of coal-interface detection systems, the US Bureau of Mines is actively involved in developing a coal rib-thickness monitoring system for high wall mining applications. One particular system that shows promise uses a ground-penetrating radar system to detect the coal-air boundaries of coal ribs. Based on preliminary laboratory and field tests, results indicate that this method can be applied successfully in highwall mines to maintain a constant rib thickness. The coal seam should be relatively clean in the vicinity of the antenna (e.g., have minimal partings or dirt bands) for best results.

INTRODUCTION The use of roof and rock bolts to reinforce the strata is an established method of rock support in both underground and surface excavations. However, the need to drill a hole, extract the drill-rods, and then place the bolt is time-consuming and costly. This becomes even more significant if the bolting is repetitive and extensive as in coal mining. Though the main thrust of this development was directed towards coal mining, the basic concepts are also widely applicable to all excavations. The authors, therefore, feel that this innovation should be of interest in rapid excavation and in tunneling. In the case of coal mining, it has been established from past statistics that the roof-bolting operation is the most hazardous activity. This is primarily because of the operator being exposed to unsupported ground. It is evident that remote installation of roof bolts would markedly improve the safety of the operation, if accomplished more readily with self-drilling bolts rather than the conventional two-step variety operation. Thus, in addition to increasing productivity, this development can be considered to be a milestone towards further improvements. The objective of this program was to establish the technical and economic feasibility of self-drilling roof bolts for use in coal mines. It might be clarified at the outset that this work was, therefore, directed primarily at showing that workable self-drilling bolts with less cost can be developed, which could be effectively used in mines. It was not to fabricate a production model bolt.

The Waste Isolation Pilot Plant (WIPP) is a geologic repository for disposal of transuranic waste and is operated by the US Department of Energy. The repository is located at a depth of 655 min the Permian age salt beds of the Salado Formation. The exhaust air from the facility is independently monitored by the Environmental Evaluation Group to verify compliance with regulatory release limits for radioactive materials. A May 1995 video inspection of the exhaust shaft identified fluid migration into the uppermost 25 m of the shaft. Since then, water has been observed flowing in from cracks in the shaft lining between 16and 25 m below surface level at an estimated rate of between 5 and15 m3/d. This water inflow has not only negatively impacted the equipment in the shaft, associated duct-work and monitoring equipment located at the top of the shaft, but also challenged efforts to verify compliance at the WIPP. This paper provides an analysis of these effects.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

Pyrite depression is of great interest in sulfide mineral flotation, where pyrite is a common gangue mineral. Since the floatability of pyrite is a function of the pH and a variety of other chemical factors, pH control is a critical part of sulfide flotation circuits. A wide variety of pyrite-depressing chemicals have been studied and used in sulfide- mineral processing, with considerable success. However, there are certain applications where there are still no satisfactory pyrite depressants, and even when suitable depressants are available, there is always a need for less-expensive reagents. Microorganisms, such as the bacteria Thiobacillus ferrooxidans, are known to depress pyrite flotation. However, the dependence of the depression on the type of organism or on suspension pH is still being determined. In this study, the relative effectiveness of various microorganisms, and the effect of pH, has been examined. Screening tests using microflotation showed that every microorganism tested was capable of depressing naturally hydrophobic pyrite at acidic pH. Larger-scale experiments with two of the screened organisms and two different pyrites showed that microorganisms are very effective depressants at acid pH, but are largely ineffective at neutral and alkaline pH where the pyrite surface is not naturally hydrophobic.

Only South Africa can be considered in terms of resources of amphibole asbestos. There are two asbestos producing fields, one in the Northern Cape Province (producing only crocidolite), and one in the Eastern Transvaal (producing only amosite). This chapter discusses the banded ironstone sequence in which amphibole asbestos occurs, and the genesis of the fiber is briefly reviewed. Also, the properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300 000 t of arnosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production chat could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. The mining methods are also reviewed and evaluation techniques are discussed. The only two types of amphibole asbestos exploited at present in South Africa are amosite [the white colored amphibole asbestos) and crocidolite (the blue colored asbestos). As is well known, crocidolite has been mined in South Africa from the early part of this century, and amosite since the early 1930's. Since these dates, asbestos mining has developed into a significant mining industry. The annual production of crocidolite is approximately 170 000 to 200 000 t. and amosite production is in the region of 80 000 to 100 000 t. CLASSIFICATION OF AMPHIBOLE ASBESTOS Four types of amphibole asbestos are produced economically in the world today: (1) crocidolite, the fibrous equivalent of riebeckite, (2) arnosite, the fibrous equivalent of grunerite, (3) trernolite, and (4) anthophylite. The names trernolite and grunerite apply equally to the crystal and fibrous forms of these minerals. For comparison and clarification purposes, the six known varieties of asbestiform minerals known in the world are shown in Table 1. All the asbestos minerals were originally developed as cross fiber seams in veins or fractures, or were controlled by the lithology. Post- fiber effects caused slip, sheared, and folded fiber seams. Crocidolite and amosite occur in banded ironstone of early Proterozoic age of the Transvaal Supergroup. The fiber seams are developed in certain defined lithological units in the banded ironstone sequence. The lithological units have a remarkable lateral persistence with respect to their chemical nature and physical appearance. Vertically, the banded ironstone sequence displays a heterogeneous nature. Commercial Applications The features and properties that make amphibole asbestos commercially attractive are: 1) The long average length of the fibers is good for greater wet strength in composites. 2) The high tensile strength of crocidolite makes it superior to all other types of asbestos. 3) It is characterized by dispersion in most liquid media, particularly amosite in water. 4) Since the surface charge of amosite and crocidolite is negative, the fibers produce an open lattice work in water with a high bulk volume giving excellent filtration rates and rapid drainage in a wet asbestos cement mix. 5) The insulating properties of amphibole asbestos mats are still important, particularly in a corrosive environment, despite the introduction of many other synthetic insulating materials. 6) Corrosion resistance, particularly acid corrosion resistance. 7) Due to the high modulus of amphibole fibers, resins reinforced with these fibers exhibit

The effect of various flotation depressants and surface treatments on the floatability of coal derived pyrites in the presence of XIBC was investigated with a modified Hallimond tube microflotation cell. The floatability of pyrite particles which had been cleaned with hot dilute (5%) hydrochloric acid was relatively large. However, the floatability of such particles was reduced greatly by the addition of specific depressants such as calcium hydroxide and also by treating the pyrite with an aerated warm alkaline solution. Although this treatment and these depressants also had some effect on the floatability of coal particles, the effect was much less than on the pyrite particles.

Froth removal rate is perhaps the most important parameter in scaling up from laboratory tests to plant froth flotation circuits. The WEMCO froth factor, the percentage of the froth height over the lip of the cell, accounts for the difference between laboratory and plant froth removal rates. As laboratory tests are generally run with a high pulp level, laboratory results are directly comparable to plant results only when a high froth factor (high pulp level) is run in the plant. When a plant does not have a high pulp level, laboratory results must be modified by using a ratio between laboratory and plant kinetics to predict plant results. This ratio, which accounts for the froth factor is important in testing any new reagents or reagent dosage levels. CQ Inc. researchers have used predictive scale-up equations using this froth factor coupled with equations for kinetics and the residence time distribution in the froth flotation cells. These equations show that modifying the froth factor in the plant can have a large impact on flotation cell yield and reagent use. EQUATIONS DESCRIBING FROTH FLOTATION Scaling up from laboratory- to plant-scale coal froth flotation has been the subject of much research and debate over the years. Determining the proper rate equation to describe flotation kinetics and an equation to describe the residence time distribution in a bank of flotation cells have been particular areas of study. As shown in Tables 1 and 2, various rate equations and residence time distribution equations have been proposed in the literature. These equations consist of one or two parameters giving the rate constant(s) in units of time-1 and a parameter for recovery at infinite time, [Roo]. Dowling, Klimpel, and Aplan (1985) evaluated the rate equations in Table 1 for their ability to fit froth flotation kinetic data and found that all of the equations give reasonably low standard errors. Several of these equations, however, proved to have superior confidence limits for the parameters. Other equations have also been proposed to describe the recovery versus time profile. Most recently, Diao et al. (1992) proposed a first-order form with a sine wave distribution. As indicated in Table 2, investigators have suggested many equations to describe the residence time distribution in continuous froth flotation. To measure the water residence time distribution in a bank of cells, a soluble tracer is often used, with the level of tracer being measured over time at the tailings discharge. This response is then put on a dimensionless basis as described by Austin et al. (1984) in order to compare mixing behavior between cells or under different conditions. Coal flotation cells are generally of the flow-through or hog-trough variety allowing for some degree of backmixing and short-circuiting. While the water residence time distribution (see Figure 1) at the end of one cell in a bank of 1.4 cu ft WEMCO froth flotation cells may approximate perfect mixing conditions (Arnold, 1989), the water residence time distribution at the end of a bank of cells does not. Figure 2 shows the RTD for various flotation cell types compared to that for perfect mixers in series. To better describe the water residence time distribution in coal froth flotation cells, Van Orden (1986) used an equation similar to the perfect-mixers-in-aeries equation. This

A new method is proposed for measuring the grindability of solids and the energy efficiency of grinding mills. The method is based on a similarity law of fracture mechanics for elastic materials in conjunction with the self- preserving character of the size distributions formed when feed particles are comminuted individually in compression. The single-particle grindability index reflects more closely the inherent resistance of a solid to size reduction than the grindability indices currently in vogue. The performance of grinding mills is evaluated in comparison with the single-particle breakage mode, which has the highest energy utilization or efficiency of all mechanical grinding routes. For a given set of stipulations, the performance index of the commonly used ball mill when grinding dolomite is found m he only 21%. compared to 44% for the high-pressure roll mill, a newly-invented energy-efficient mill. The difference is also reflected in the energy consumed per unit mass offines produced when closed-loop grinding circuits are simulated, which shows that the high-pressure roll mill circuit is invariably more energy-efficient than the ball mill circuit, provided the energy input per pass through the mill does not exceed a prescribed limit. Theoretical upper bounds on the yield of the ground product in a desired size range and lower bounds on the energy investment are calculated from the single-particle breakage mode which has, apart from the highest energy utilization efficiency, a minimum dispersion in size of the comminuted particles. Data on theoretical hounds for seven minerals/ores are presented. It is argued that it is unlikely that a grinding mill can be designed and a comminution circuit constructed whose performance exceeds these bench-mark values.

Horizontal stresses are caused by global platetectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20o in the stress shadow of the gob. INTRODUCTION Technologic progress depends on new and innovative ideas, the practical application of these ideas, and finally as the technology is developed and demonstrated, the engineering improvement or replacement of existing capabilities. In many areas the new ideas, although known, are not immediately put to practical use in all applicable fields. Good technologic forecasting for research and development within the excavation field coupled with adequate technology transfer is necessary to ensure timely application of innovative ideas to remove bottlenecks in the total system. The purposes of this paper are (1) to show the potential ability of technologic forecasting to meet future demands in rapid excavation through the acceleration of excavation rates by research and development in several related technologic fields, (2) to provide a brief review of the initial development of the ARPA (Advanced Research Projects Agency) Rock Mechanics and Rapid Excavation Program, (3) to draw attention to the research projects completed or underway in the FY 1970-1972 ARPA program and explain where information or program results can be obtained, (4) to summarize the progress and accomplishments of applied research contracts in the rock disintegration element of the ARPA program, and (5) to discuss the research directions planned for the remaining years of the program. The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

The southwestern United States has an abundance of natural lightweight aggregate (NLA) deposits of volcanic origin that are being used in the construction industry within the region. New Mexico, Arizona, Nevada and California utilize NLA in portland cement concrete and concrete masonry units for weight reduction and related economic reasons. The geological environment of the western United States is amenable to the occurrence of natural lightweight rocks because it contains Tertiary and Quaternary volcanic products that include low-density glass and vesicular material. There are two major classical types of natural lightweight materials of igneous origin; pumice and cinder. These account for the vast majority of volcanic rocks that are presently utilized as NLA. Pumice is an ejecta product generally found as part of tuffaceous units associated with nearby siliceous volcanic centers. Cinder, also an ejecta product, is associated with mafic volcanics and is most often found as a cinder cone. Both are highly vesicular. A third type of natural lightweight material, though also associated with siliceous volcanics, is less vesicular than pumice. It is best described as being a slightly pumiceous rhyolite or rhyolite-tuff breccia that occurs as a siliceous dome or tuft unit that is most likely to be glassy. Uses of these natural lightweight rocks center on the construction industry where they are utilized in lightweight portland cement concrete and lightweight concrete masonry units. The major reason for usage in portland cement concrete is cost saving effected by weight reduction in high-rise construction. The major usage in concrete masonry units, or "block", is for weight reduction that enables a mason to lay more lock.

The production data of many mines have not reconciled geostatistical estimations based on exploration and development drilling. The discrepancies in recovered metals are sometimes as large as 30%. A number of factors are responsible for such unpleasant outcomes. A major cause, however, is the lack of geological controls in the implementation of geostatistical techniques. Geological modeling establishes geological constraints and mineralization/ore envelopes. Geological constraints are usually established through drill hole interpretation. Mineralization and ore envelopes have been delineated manually based on assay grades. The issues associated with manual methods are: •Time requirements . •Inconsistent dilution. •Uncontrollable implementation variance. Although the time issue may not be a big concern for some companies, the other two have been responsible for many undesired estimation errors. A new geostatistical approach described in this study is designed on the basis of indicator and ordinary kriging. The central component of the method is the procedure for automatic delineation of mineralization and ore envelopes. The method, referred to as probability assigned constrained kriging (PACK), is demonstrated on a Carlin-type gold deposit. The estimation results are compared to blast-hole based production panels, showing that the estimated tonnage is about 2.1 % higher than the actual production, and the average grade is about 2.4% lower.

INTRODUCTION In the early 1950s, underground miners and tunnel¬ing contractors were experimenting with ways to supple¬ment or eliminate track-bound loading and hauling equipment. Diesel-powered crawler and rubber-tire mounted front-end loaders and trucks designed for use on the surface were being modified and tried with limited but encouraging success. Miners began working with interested manufacturers to explore the develop¬ment of vehicles specifically designed to meet the de¬mands and constraints of underground material han¬dling. By the mid 1960s, load-haul-dump (LHD) vehicles were firmly established as a fundamental part of what has become known as the "trackless" mining concept, used in many mines and many countries around the world. The flexibility, mobility, and versatility of these units have given the industry a useful tool and have added new dimensions to mine development and produc¬tion. Many old mines have been redesigned to accom¬modate these trackless vehicles, and few new mining plans have failed to find some use for the concept during some phase of development and production. By 1977, several manufacturers in several different countries were producing a variety of LHD vehicles to meet the growing worldwide demand. GENERAL DESCRIPTION LHD vehicles combine certain characteristics of conventional front-end loaders and dump trucks, spe¬cifically designed for materials handling in underground mining and tunneling. The design intent is to provide one vehicle with one man, with the vehicle loading itself, hauling the load over level or inclined haulageways, and dumping the load. A typical production cycle of the most popular units has the operator driving the vehicle forward, forcing the bucket into the muck at or near floor level, and using the tractive effort of the vehicle and the prying action of the bucket to roll out and tilt back the load as shown in Fig. 1. With the bucket rolled back into the carrying position on the boom and the boom resting on the main frame of the vehicle, the load is hauled (trammed) to the dump point as shown in Fig. 2. At the dump point, the boom is raised, the bucket is rolled forward, and the load slides out as shown in Fig. 3. After dumping, the bucket is rolled back to the carrying position, the boom is returned to rest on the main frame, and the unit is driven back to the loading point for another load. There are two other types of LHD units that are slightly different in the cycles that they perform. One uses a hopper arrangement carried on the front of the machine, with a small bucket mounted ahead of the hopper. Several passes with the small bucket load the hopper, which is dumped by opening its floor. Al¬though this concept is several years old, it has gained less than 0.5% of the total market. The most recent LHD concept differs in that it has one bucket nesting inside another. The smaller inner bucket is loaded first, and it is then tilted back and above the larger bucket. When the larger bucket has been loaded, it is rolled back, and the total load is trammed to the dumping point. The dumping operation tilts the buckets in the reverse order from that of the loading operation. The impact of this new concept on the mining industry has not been measured yet. This chapter concentrates on the LHD vehicles employing the cycle described by Figs. 1 through 3, since these LHD units constitute an estimated 99% of the units in current use. Foreword Sir William Halcrow and Partners are responsible for the design of the Ahmed Hamdi Tunnel as Sub-contractor to the Contractor, Osmac, a joint venture formed by the Arab Contractors, Osman Ahmed Osman and Company of Cairo, and Tarmac International of London. Throughout the paper the term "Client" refers to the Employer, the Ministry of Housing and Reconstruction, which latterly became the Ministry of Development and New Communities of the Arab Republic of Egypt. At the time of writing of this paper only a few hundred metres of the tunnel have been driven, but the design is substantially complete. Introduction The Ahmed Hamdi Tunnel, which is at present under construction, will be a two-lane tunnel crossing beneath the Suez Canal approximately 15 km north of the town of Suez at El Shallufa. It will become the first permanent connection across the Canal since 1967 and is visualised by the Egyptian Government as an early step in the development of the Sinai Desert along the eastern bank. The tunnel will carry pipelines for treated water and electric power cables to assist in this development. The tunnel, which will be 1640 m in length, is being driven through hard clay and mudstone using a tunnel shield fitted with hydraulic excavators. The primary lining is being constructed with precast, bolted reinforced concrete segments with an internal diameter of 10.4 m. The road deck structure and the walls of the air supply ducts beneath it are formed with precast, reinforced concrete units erected immediately behind the shield.

The mutual growth of the rare earth industry and the Mountain Pass Operations was no coincidence. It was the commercial availability of rare earths on a scale first made possible by the capacity of the Mountain Pass Operations that spurred research and development efforts toward new applications for rare earths. The first important demand on Mountain Pass was europium oxide for the activation of red phosphor for color television tubes in 1964. Since that time, other rare earths have become even more important, and Molycorp is continuing to supply an ever widening variety of rare earth concentrates and compounds. We enjoy saying that rare earths are not really rare, and that they are not earths, either. Of course, we are talking about the 15 metallic elements with atomic numbers 57-71, called the lanthanides, which occur in nature always together in very similar proportions. Their scarcity can be gauged by the fact that there is more cerium in the earth's crust than there is tin, and more europium than cadmium. The word "earths" comes from the early chemical term for oxide. The rare earths were discovered as oxides, and the term has persisted.

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. The consumption of industrial minerals, like most other commodities produced from the earth, depends on the demand for the goods and services that use these materials. Minerals are not generally used directly by final consumers (table salt is a notable exception) but instead are used to either make products that are then purchased by customers, or the minerals are used to make industrial products that eventually contribute towards producing other goods and services. Therefore the demand for industrial minerals in most uses is derived from the ultimate demand for goods and services by consumers. The problem for producers of industrial minerals is that the demand for their mineral product fluctuates greatly in response to the changes in the production of goods and services over the course of the business cycle. In this respect, the producers of industrial mineral are innocent victims, subject to market fluctuations outside of their control. Because the demand for most minerals depends on the demand for the product and because minerals typically make up a minor portion of the costs of producing the product, changes in the price of the mineral often do not influence demand for it to a significant degree in the short run. This is described as a very low price elasticity of demand, as shown by the steep slope of the hypothetical demand curve in Figure 1. This demand curve shows that changing the price of the mineral does not alter the quantity demanded very much, but shifts in the demand curve will be the important determinant of the quantity of the mine.ra1 that is sold. The shifts are caused by the changing demand for the products using the mineral over the course of the business cycle.
