Introduction This text is intended to provide the operator and turnkey contractor with the basic data for sizing vibrating screens to be used in ore crushing plants. The basic capacities, modifying factors, etc.. used in the area requirement calculations were developed empirically and modified to their present values based upon years of practical applications. It must be pointed out that screening is much more of an art than an exact science; however. the information presented here should provide for reasonably accurate screen sizing when applied to many metallic ores. Types of Screens There are two types of screens which can be used for strictly sizing applications. These are two- and four-bearing screens; both are inclined circle-throw machines. Two-Bearing Screens The motion of a two-bearing screen is generated by unbalanced weights attached to the vibrator shaft. A mathematical model is presented which allows the free or hindered settling velocity to he calculated for any size or- shape particle in any fluid, and at any percent solids up to the maximum. The validity of the model is supported by comparing calculated velocities (or viscosities) with measured values for 1073 data points contained in 80 sets of data encompassing a range of Reynolds’ numbers, from 0.002 to 770.000. The average error was 0.69%, with an average standard deviation of 6.65%. The derivation of the model is too lengthy to include in this paper, which will specifically present the application of the model to the free settling of minerals and spheres, prediction of the friction factor in wind tunnel tests, the viscosity of suspensions of spheres, the hindered settling of mono-sized spheres and closely sized minerals, and the settling of large spheres in suspensions of small spheres.

Introduction The grinding of coal-water slurries has received increasing industrial attention during the last decade. In particular, there is long-term interest in the use of pulverized coal-water slurries to replace oil in combustion equipment and in the development of coal gasification/liquefaction processes that require coal-water slurries as feed. More specifically, the use of coal-water slurries in gasification requires grinding a high-density slurry containing the smallest amount of water consistent with slurry pumping and spraying. As part of a fundamental engineering research support program aimed at the industrial implementation of dense coal-water slurry grinding, this author has published several papers on how specific rates of breakage vary as a function of slurry rheology (Klimpel, 1982,1982/83). These papers demonstrated that there is a consistent pattern of change in specific rates of breakage of coal in dense slurries with controlled variation in slurry rheology. By matching rheological data with laboratory grinding results, it was possible to identify directly slurry conditions that correspond to: 1) slowing down of breakage rates, 2) the occasional acceleration of breakage of some sizes, and 3) conditions where chemical additives will increase rates of breakage. In brief, these conditions were analyzed using two different criteria: a) the net production rate of material less than some specified size (e.g. kg/min of minus 325 mesh) in a standard batch laboratory mill test as a function of controlled changes in grinding conditions, and b) the use of the one-size-fraction feed method, which consists of following the disappearance of this largest size over grinding time in a batch laboratory mill to arrive at well-known specific rates of breakage (Austin et al., 1984). Detailed references to the methodology used as well as the conclusions are available (Klimpel, 1982, 1982/83) and will not be repeated here. The purpose of this paper is to further demonstrate several additional characteristics of dense coal-water slurry grinding that were shown in a simplified sense in the earlier publications of the author but which have clearly demonstrated themselves as being very important in the industrial simulation and scale-up of such coal-water grinding systems. In particular, this includes the clear and unambiguous demonstration of how the simultaneous acceleration of breakage of some size fractions and slowing down of the breakage of other size fractions is occurring as a function of changes in coal-water slurry density. In the earlier publications (e.g. Klimpel, 1982), it was shown by specially designed experiments that the addition of fine material and/or the use of a chemical thickening agent accelerated the specific rates of breakage of coals of coarser size fractions using the one-size-fraction method. There were also numerous examples given of non first-order breakage (the slowing down of coal breakage rates) using also the one-size-fraction method due to the presence of excessive amounts of fines which corresponded to the development of a rheological yield value. The problem with the simulation and scale-up of any laboratory and/or pilot-scale mill data to an industrial scale using the mechanistic modelling approach involving specific rates of breakage and breakage distribution parameters (e.g. Austin et al., 1984) is the number of assumptions involved in translating the smaller mill breakage parameters to the predicted larger mill breakage parameters. It is apparent, at least to this author, that to accurately simulate and predict larger scale equipment performance from smaller scale data (given that the larger scale data performance is known and hence predictions can be thoroughly checked) requires a better knowledge of breakage parameters than is currently available. More specifically, it was felt that one of the chief problems was the inability of the one-size-fraction method of determining breakage parameters to sufficiently represent the actual magnitude and sometimes even the directions of. the complicated interactions involved with slurry density changes in coal-water slurry grinding. Thus, a special set of experiments was conducted in a somewhat larger batch ball mill (0.457 m diam x 0.610 m length) than the 0.203-m-diam mill used in the original rheology characterization paper (Klimpel, 1982) so as to minimize any unusual effects due to wall-ball interactions (2.54-cm-diam balls used in both mills). More importantly, the measurements of specific rates of breakage were done using a proprietary tracer method on a portion of a given size fraction, which was then remixed into a natural feed size distribution before grinding. The experimental procedure and analysis of subsequent data was done in exactly the same manner as the radioactive tracer technique on coals as originally developed by Gardner (1962). The advantage of such an approach is that it makes no assumptions such as the independence of the specific rate of breakage of any size on the absolute sizes and amounts of other sizes present (both larger and smaller) in the mix of natural feed material. It will be shown that the measured rates of breakage using the direct tracer technique and the one-size fraction method on the same coal are indeed different. In fact, an accurate assessment of what is happening to the rates of breakage as a function of changing slurry density can only he made by measuring particle breakage under grinding conditions approximating the size distributions actually being produced in practice. Experiment procedures and results The pilot mill used was 44 cm diam x 60 cm long with a volume of 91,250 cm3 and was fitted with six 0.5-in. lifter bars.

The mining industry worldwide has recognized in the past the need to apply specific rules and guidelines in the reporting of mineral resources and reserves. The high financial investment and risk associated with any mining project and the ever stricter environmental and social controls were the forces behind this recognition. For years the industry experienced the development and enforcement of several codes for reporting accepted by different countries. The implementation of any code can be a confusing task as the guidelines are sometimes general and open to different interpretation. The use of computers in the estimation and reporting of mineral resources and reserves is necessary, particularly when trying to implement particular code guidelines. This paper discusses ways to implement a reporting code in a computerised resource/re-serve estimation study. The implementation is demonstrated using a gold deposit project as an example. The effects of mining, metallurgical, economic, marketing, legal, environmental, social and governmental factors are taken into consideration. This paper also discusses well established reporting codes and the possibility of reaching a single, universally applied code that could be used by Greek mining companies.

Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. INTRODUCTION Sublevel long-hole stoping is a large tonnage stoping method that may be used when there is a fairly com¬petent straight vein and the walls will stand with little support. It is a method that lends itself to a high degree of mechanization. Two variations of the method are illustrated in Figs. 1 and 2. Fig. 1 illustrates development typical for a 3-m (10-ft) wide vein. Initial development is by a lower haulageway, which may be either track or trackless. A two-compartment raise is driven in the footwall of the vein. At about 12 m (40 ft) above the main head¬ing, a footwall scram is driven and pockets through the vein are cut on 7.6-m (25-ft) centers. Each of the sub¬level blocks selected in this example is 45.7 m (150 ft) long by 12 m (40 ft) high. Stoping starts at the slot raises at stope endlines and retreats to the timbered raise. This retreat sequence starts on the lowest sublevel and the opening cut is blasted into the slot raise. This retreating system is used in order to provide a good safe back over the miners working in any given sublevel. A crawler-mounted down-the-hole or conventional pneumatic drill puts the holes down from one sublevel to the next on any desired drill pattern. Gravity flow brings the broken ore down to the scram level. The illustration shows a large slusher mounted at the timbered raise and slushing from the pockets back to the raise chute. Development of the ore block in Fig. 2 is typical for a 5.5-m (18-ft) wide vein. Initial development is by a trackless heading driven in the footwall of the vein. Pockets are then put into and through the vein on 7.6-m (25-ft) centers. For ease in using trackless rubber tired mucking equipment, these pockets are crosscut to the vein at approximately 1.04 rad (60°) rather than per¬pendicular. A two-compartment timbered raise is driven down from one level to the next. Endline slot raises are again put through from level to level. Each of the sub¬level blocks selected in this example is 40-m (130 ft) long by 33.5 m (110 ft) high. Stoping starts at the slot raises and retreats back to the timbered raise. Long holes are drilled from one sub¬level down to the next by starting between the lowest pair of sublevels and then working up the ore block. Mucking out of the pocket drawpoints is accomplished by rubber-tired load-haul-dump (LHD) units which then dump into a centrally located orepass.

Some 146 kt (4.69 billion oz) of gold have been mined throughout history. Of this, 70% has been mined in this century alone, with 17% produced from 1985 through 1996 (Fig. 1 and Table 1). Until the mid-19th century, placers were the chief source of gold. Advancements in mining, metallurgy and geological thinking have resulted in underground mining (first of veins plus stockworks and later of Rand-type deposits) becoming the principal source of gold. With the demise of the South African deposits and the move towards lower grade ores, the primary source of gold will be from disseminated deposits exploited through large, open-pit mines. For the past 200 years, there has been a fairly constant ratio of about 31 g (1 oz) of gold to each person alive. If this ratio is to be maintained, annual gold production will have to rise from about 2.3 kt/a (73.9 million oz/year) to more than 3.1 kt/a (99.7 million oz/year) by the year 2000. To effect this increase, an unforeseen breakthrough in exploration or metallurgy is needed. Barring this, there will be pressure for an increase in the price of gold. This article traces the historical production of gold from 4000 B.C. - the earliest record of gold mining - to today and relates this 6,000-year record to advances in geological thinking, mining engineering and extractive metallurgy. It also proposes that man's thirst for gold, reflected in the price he will pay for gold, and his ability to find, mine and refine gold have combined to effect an equilibrium based loosely on the historical ratio of 31 g (1 oz) of cumulative gold production per each man or woman alive.

Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

"Based on the geological conditions of the No. 10203 mining face of the Xinyang coal mine, a numerical model of the longwall backfilling face is built using the FLAC3D software to calculate the limit broken length of the key strata. Based on the deformation laws of the immediate roof, the backfilling parameters are determined. Furthermore, the movement laws of the overburden strata with different volume filling rates (0, 40, 60, 100, and 100%) and with different layout forms of the filling strip (under a volume filling rate of 60%) are analyzed. The results of the numerical modeling show that the stress of the two sides of the working face and the deformation of the overlying rock are gradually reduced with the increment of the volume filling ratio. In view of the deformation of the roof strata within the allowable range, a volume filling rate of 60% is selected to simulate and analyze the filling effect under different layout forms of the filling strip. The filling width, stress concentration area, and layout form of the filling strip are the key factors to control the movement of the overlying strata. In addition, the probability integral formula is used to calculate and predict the ground subsidence on the filling area, which confirmed that the backfilling mining method is fully applicable in the Xinyang coal mine. The results of this study provide a certain theoretical basis for the determination of the filling process in the field.INTRODUCTIONIn China and other coal producing countries, gob is managed using the caving, filling, supporting, and slowly sinking methods (Zhang, Zhou, and Zhang, 2009). With the continuing development of the concept of green coal mining (Guo, Deng, and Zou, 2004), the filling method, which is safe and environmentally friendly, has been widely used in the field. On one hand, this method could reduce waste rock and other waste discharge. On the other hand, it could effectively slow the surface subsidence. Recently, strip-filling mining mostly adapted the arrangement of the strip backfill with equal intervals and widths (Xie et al., 2004), but the reasonability of this arrangement should be discussed. To arrange the intervals and width of the strip-filling body reasonably, Feng et al. (2019) put forward the “constructional backfill mining (CBM)” concept. The CBM is a type of backfill mining with low backfill rate, strong structural stability, and good backfill effect. The targets of the CBM include the efficient usage of solid waste resources in mining areas to reduce the backfill cost, the improvement of backfill materials and backfill technologies to increase the backfill efficiency, and rational planning of backfill and mining scheme to reuse the underground mining space. The determination of proper width and intervals for the strip-filling body is the main content of the CBM. Strip-filling mining using cemented coal gangue backfilling is the main method to undertake overburden of the overlying strata and to slow down the surface deformation. It also plays an effective role in cost reduction (Xu et al., 2007). This study focuses on proper determination of the strip-filling body parameters according to actual geological conditions by a simulation. It provides an appropriate reference for backfill mining in the Xinyang coal mine."

Although the evaluation of autoclave oxidation for Getchell ore was begun nearly 40 years ago, its ultimate implementation in 1989 represents the first substantial improvement in the economics of processing this refractory ore. Sulfide ores at Getchell were previously roasted prior to leaching (in the 30's and 60's), resulting in somewhat lower recoveries than are currently realized by autoclave oxidation. Recoveries on the order of 90% are expected from the high-arsenic sulfide ore over the expected 10-year mine life.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

Phosphorus may be incorporated into sedimentary rocks in at least four different ways: (1) by the accumulation of detrital mineral fragments, (2) by the accumulation of phosphatic organic debris, (3) by diagenesis and (4) perhaps by the primary precipitation of calcium phosphate. Based-on the petrographic examination of Cretaceous and Tertiary sediments from the northern and central parts of the Atlantic Coastal Plain, Diagenesis is the most important of these mechanisms. Both syndiagenesis and epidiagenesis are required to explain the origin of all the diagenetic phosphate mineral species which occur in the northern and central parts of the coastal plain. Syndiagenesis produced much of the coastal plain's apatite. It was operative below the sediment-water interface while the substrate was being compacted. Compaction forced pore waters, which were enriched in phosphate by the decomposition of organic matter, upward through calcareous sediments. The PO43- radicle replaced the CO23- and calcareous nodules, pellets and shell fragments were converted to apatite. Epidiagenetic reactions occurred in the subaerial environment where downward percolating meteoric waters carried phosphate in solution to cites where cation activity was sufficiently high to form new minerals. Vivianite may form where ferrous iron is available and wavellite and variscite may form in the presence of aluminum rich minerals. Textural evidence suggests that many of the reactions were repeated. Computor analysis has opened a new world of information for the mining of resources. This paper is directed at the mining of coal. The same procedures apply to most mining projects. The available facts when evaluated against the variables produce the answers. The project must be carefully analyzed, so that the facts can be organized in a data file. The file can be expanded as additional information is obtained during the entire life of the mine. If the mine is pre-planned, the file will be expanded in an orderly fashion and updated information will be available at all times. The development of a property goes through several phases; Exploration, Economic Analysis, Development, Production, and Reclamation. Each phase is an expansion of the data file. The validity of the answers is directly related to the accuracy and quantity of available data. The basis for a data file is horizontal position, and elevation of each piece of information. A coordinate system and datum are reference for a digital (X, Y and Z) position in a spatial system, a three dimensional digital model of the mine. The current practice is to use the State Plane Coordinate system and elevations as established by the U. S. Coast and Geodetic Survey. Each state has adopted this system by law. In the event there is litigation, it is an advantage to have the data on the legally recognized system. The control must be expanded so that all data can be assigned a digital position, and planned to fulfill the requirements for all phases of the mining operation. One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A. A relatively large sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B. When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves. C. Values are usually erratically distributed within the gravel mass. Therefore, some placers with a more uniform value distribution may be adequately assessed with a minimum number of samples whereas a deposit with a highly erratic distribution of values may not be adequately sampled regardless of how many samples are taken. D. The investigation of a placer deposit should be made by, or be under the direction of, a person experienced in the art of placer sampling. F) During a sampling program, items that must be observed and noted in addition to the sample size and valuable mineral content should include boulder size and number, clay content, bedrock conditions, water, frozen ground, false bedrock, and any other physical characteristics that would affect mining of the deposit.

The LA Effluent Outfall Tunnel is the first tunnel in the United States to incorporate post- tensioning into the precast segmental lining. Several unique components were integrated to ensure that the post tensioning could be carried out successfully in the tunnel, even concurrently with the TBM excavation. This also required the development of new processes both in the casting facility and in the TBM to ensure that the almost 3,700 rings could be successfully manufactured, threaded, stressed, and grouted. This paper will discuss the material selection, fabrication, and installation of, as well as lessons learned from, this first in country tunnel lining.
