Several shale-hosted Pb-Zn-Ag deposits have been discovered in the northwestern Brooks Range, Alaska. Best known among these are the Red Dog, Drenchwater Creek, Lik, Ferric Creek, Hot Dog Creek, and Competition Creek deposits. They occur in a tectonically disturbed sequence of of Mississippian to Triassic shales, argillites, and cherts, and most are spatially associated with volcanic rocks. The sulfides are hosted in shales as disseminations, banded layers, massive lenses, and crosscutting veins. Detailed geologic descriptions of sulfide prospects in the Brooks Range were given by Tailleur (1970), Nokleberg and Winkler (1978), and Plahuta and Robinson (1979). Lange et al. (1980) discussed the formation of the deposits, the nature of the mineralizing solutions, and the temperature of formation on the basis of sulfur isotope studies. More recently, Harrover et al. (1982) detected a correlation between sulfide mineralization and high-temperature formation of charts associated with the sulfides by oxygen Isotope and chert crystallite size determinations.

There is a plethora of former industrial sites where coal mining operations have left large slurry impoundments. These contain raw washed fines, which have previously been too expensive to process to requisite grades for commercial use. New technology has been developed for fine material processing, namely the Imhoflot pneumatic flotation G-Cell. This froth flotation technique is a highly efficient means of concentrating coal and is particularly appropriate to the nature of materials encountered in tailings ponds. The high volumetric throughput resulting from the vastly reduced residence time in the cell allows for drastically reduced equipment sizes when compared to conventional flotation cells. This means the process, when combined with innovative pre treatment and filtration equipment can be developed as a mobile plant concept. This is seen as a minimum requirement when re-treating and rehabilitating fine coal ponds.

Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. Air pollution control in primary aluminum smelter . Various processes are known for air pollution in electrolysis plants. Mainly two systems have to be taken into consideration: -Treatment of concentrated gases collected directly from hooded pots. This is normally achieved by either dry or wet process. This is not the object of this paper as these processes have been already described. -Treatment of low concentrated fumes. A certain amount of gaseous and solid fluoride (35 % of total fluor pollution) goes out of the hooded pot. Gases commonly called secondary fumes are generally treated by wet process. The object of 'this paper is to describe two plants with specific treatment for secondary fumes. 1/ A plant in operation in Vlissingen (Netherlands) for PECHINEY. 2/ Presentation of tests carried out by a specialized Company. The results of such tests have been used for the design of the scrubbers presently under construction for ALUMINIO ESPANOL San Ciprian (Spain).

"In the mining industry, high-level commitments to adopt sustainability have been made at the corporate levels of mining companies, but there continue to be problems when attempts are made to adopt these high-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into day-to-day minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies. A proposed methodology to achieve integration of sustainability at the operational level will direct the systematic and rigorous identification and characterisation of sustainability issues in an operation. The methodology allows different approach strategies for assessment, comprehensive accounting of sustainability indicators and has the ability to identify sustainability issues which may have significant business implications that cannot be identified using traditional analysis processes."

A comparison of the IMC Anionic Process and the CLDRI Process, based on pilot plant testing of waste pebble by Jacobs Engineering is presented. Estimated costs for constructing and operating a beneficiation plant utilizing dolomite flotation are given. Research to develop practical flotation processes for removing dolomite from low-grade phosphate rock has been a high priority for the Florida Institute of Phosphate Research. The Institute funded the above pilot plant programs in 1998 and 2000. The Florida Phosphate industry currently deals with the increasing dolomite content of ore reserves by practicing selective mining. Heavy media separation plants installed at two mines to remove dolomite from pebble are not being operated. The flotation separation of dolomite from waste pebble requires that the flotation feed be ground. Grinding liberates the mineral species and produces particle sizes small enough to be floated. Only two dolomite flotation processes, the IMC Anionic Process and the CLDRI Process, have been successfully demonstrated on flotation feed that has not been deslimed after grinding. Deslimed flotation feed, relative to undeslimed feed, has improved flotation performance and reduced reagent consumption. However, for the above mention processes, undeslimed ground feed increases the yield of concentrate because the phosphate desliming losses are avoided.

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. Bentonite represents one of the main players in the stability of the drilling mud. Its particle size and particle size distribution affect the physical properties of the drilling mud especially the rheological properties. Therefore, a specific particle size distribution was recommended by American Petroleum Institute (API) for use in drilling mud. To clarify the effect of individual size and size distribution, in this study, the bentonite sample was classified into different size fractions. Each size fraction was tested separately in terms of controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness, and packing density. The effect of each size fraction on the rheological properties of the suspension was correlated to the behavior of the whole particle size distribution in the bentonite sample. The results indicate that the coarser the particles, the higher the rheological properties; in this case, the API mixture is the highest. The filtration loss and cake thickness for the API mixture are lower than that of the individual size fractions due to its wider size distribution due to the filling of voids between larger particles with smaller ones, which lead to bed compaction and consequently lower fluid loss and cake thickness.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. Surface enhanced Raman Spectroscopy carried out in real time has been applied to identify surface species formed during gold leaching in chloride and thiosulfate media. Chloride ion is adsorbed prior to the gold dissolution potential, but its coverage is significantly diminished at the beginning of leaching. A gold chloride band is again observed when dissolution is rapid, together with bands characteristic of AuC14- ions in solution. With thiosulfate, a thin gold sulfide layer is formed slowly in the potential region where leaching occurs. At higher potentials, thiosulfate is oxidized to sulfur and sulfate, both products being identified by Raman spectroscopy.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

Development of a process for winning copper from pelletized chalcocite concentrate without matte smelting and converting is underway at the Twin Cities Metallurgy Research Center, Bureau of Mines. The new route from concentrate to metal includes 2-stage fluid-bed treatment; pelletized concentrate (33 percent Cu, 7 percent S) is first desulfurized (to about 0.5 percent S) in an oxidizing atmosphere, and in the second stage the calcine is metallized by reduction with hydrogen. Thereafter, the reduced product plus 10 percent CaO is routed to a smelting furnace to separate metallic copper from the gangue. Recovery and the Cu content of the product at this point are in the 97-98 percent range. The metal must be refined to remove sulfur and iron to make wirebar copper. An important feature of the process is the pelletizing of the fine concentrate into mini-pellets prior to fluid-bed treatment, which has permitted shorter reaction time, decreased dusting, and facilitated subsequent processing.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

Case studies covering operations dating from the mid-1930's to the present day are used to illustrate this development. The roasting of ores and concentrates is reviewed and various gas cleaning flowsheets are discussed with particular reference to environmental requirements. A sequence chart is provided to show the development path of a potential roasting project.

The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles) northeast of Winnemucca, Nevada. The deposit is owned by First Miss Gold Inc. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 m (1 400 ft.) to 671 m (2 200 ft.), along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate within the beds has been replaced with silica, pyrite and arsenic sulfides.

The Rosebud district is located in the Kamma Mountains, southeast of the townsite of Sulphur, Nevada. Since discovery in 1989, LAC Minerals, in joint venture with Equinox Resources, has delineated a resource containing approximately 570,000 ounces of gold and 5,500,000 ounces of silver. The deposit is of the volcanic-hosted epithermal quartz-sericite type. Mineralization occurs in tabular zones in and along the hanging wall of the South Ridge fault, and in cross-cutting high-angle structures. Multiple stages of discontinuous stockwork gold-and silver-bearing quartz-calcite-clay veins cut variably clay-altered, silicified, and sericitized rhyolitic Miocene volcanic rocks.

The EUROPEAN ORGANIZATION for NUCLEAR RESEARCH (CERN) has undertaken the construction of a LARGE ELECTRON POSITRON COLLIDER (LEP), near GENEVA (Switzerland). The facility includes the main 27 km long tunnelled ring, 18 shafts, 20 experimental caverns and many auxiliary galleries. Roughly 800 000 cu.m were excavated in the molasse at 50-140 m depths, using roadheaders for caverns and auxiliary tunnels and 3 WIRTH, 4.5 m diameter, fullface TBMs for the main circular tunnel. Each TBM performs 25-30 m/day. Provisory lining behind them uses either precast concrete elements or shotcrete. Works a e being carried out by a joint-venture of European contractors led by FOUGEROLLE (France).

The Barneys Canyon orebody is a sediment-hosted disseminated gold deposit located 8 km (5 miles) north of the Bingham Canyon porphyry copper mine. Mineable oxide reserves are 8.6 million tonnes (9.5 million short tons) grading 1.64 g/tonne (0.048 oz/ton) gold. Host lithologies are carbonates and siliciclastics of the Park City and Kirkman-Diamond Creek Formations of Lower Permian age. Gold distributions are controlled by favorable stratigraphic units and associated alteration, and structures. Dominant alteration is decalcification and bleaching of carbonates, and argillization and bleaching of sandstones. Gold to silver ratios are greater than 1:1. Anomalous trace metals include arsenic, antimony, mercury and thallium. The Melco deposit lies 2.4 km (1.5 miles) southwest of the Barneys Canyon deposit. It is spatially associated with a steeply northwest-dipping siliciclastic breccia in the Kirkman-Diamond Creek Formation at the contact with underlying orthoquartzites of the Freeman Peak Formation. Both gold-bearing oxidized and sulfide lithologies are present, often in sharp contact. Mineable oxide reserves are 2.8 million tonnes (3.1 million short tons) grading 2.40 g/tonne (0.07 oz/ton) gold. Anomolous trace metals include arsenic, antimony, mercury and thallium, which are generally present in concentrations greater than those at Barneys Canyon, particularly in sulfide-bearing material. A spatial, temporal and genetic relationship is proposed between the Melco deposit and late-stage gold mineralization at Bingham Canyon, although both the Melco and Barneys Canyon deposits have many similarities to Carlin-type gold deposits.

Longwall mining is the preferred method for removing underground coal since a larger amount of coal can be removed faster and with less waste when compared to the room-and pillar type mining. Thus, the coal tonnage removed each year by longwall mining methods has increased dramatically. However, a high extraction rate results in surface subsidence which has adverse effects on the environment and on surface structures. Predictions of structural damage are dependent on the magnitude of the expected horizontal strains. Three methods for predicting subsidence characteristics are considered in this paper: the graphical method, the profile method, and the finite element method. All three methods can be used to predict ground movements and horizontal strains. However, the finite element method, which takes into account the structural properties of the stratigraphy and equilibrium of the overburden, is theoretically the more logical choice for use in subsidence prediction.

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.
