Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. About 25 percent of the mass fraction of tailings from a hard-rock mine consists of particles of a respirable size (smaller than 10 μm) [1]. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. Respirable tailings dust, primarily composed of quartz or free silica (SiO2), may cause silicosis, chronic pulmonary disease, bronchitis, collagen vascular diseases, and chronic granulomatous infections [2].

"This article details the use of an alternative testing method to the 2004 "Post-Tensioning Institute (PTI) Recommendations for Prestressed Rock and Soil Anchors" manual’s recommendations for temporary and permanent rock anchors for applications in shafts and tunnels. This method was developed and used for the Black River Tunnel (BRT) project in Lorain, OH as a means to reduce testing time of rock bolts during shaft construction while maintaining a similar level of quality control and assurance. The following sections will detail the project background, subsurface characteristics, shaft construction, the 2004 PTI testing method and associated difficulties, the alternative testing method and conclusions reached.Project backgroundThe city of Lorain is located in north central Ohio on the south shore of Lake Erie, approximately 40 km (25 miles) west of Cleveland and 119 km (74 miles) east of Toledo. The city chose to build a large-diameter storage tunnel and pump station to meet its requirements to reduce sanitary sewer overflows to the nearby Black River. NTH Consultants Ltd. (NTH) was retained by the city’s prime consultant, Malcolm Pirnie Inc. (now the water division of Arcadis), to perform a geotechnical investigation, develop design and construction bid documents for the tunnel and shaft liner systems and ultimately provide oversight assistance during the construction phase of the project.The BRT is an approximately 1,700-m (5,560-ft) long, 7-m (23-ft) diameter rock tunnel to be lined with a 5.8-m (19-ft) inside diameter secondary concrete lining (Fig. 1). The tunnel is designed to accept flow at a new drop shaft (Shaft 3) located on the west side of the Black River, across from the city of Lorain Black River waste water treatment plant (BRWWTP). The tunnel will be dewatered at the south end by a large diameter pump station (Shaft 1) located in the existing Lorain Port Authority Public Boat Launch. Flow from the new pump station will be discharged into an existing shallow interceptor sewer and directed back to the BRWWTP."

In 1984, work was started to determine the viability of heap leaching silver-containing waste dumps from Cerro Rico near Potosi - Bolivia, at an elevation of 4300 meters (14 100 it.). The result today is an unusual heap leach utilizing fine crushing, grinding, and agglomeration to process 1000 tonnes per day of ore containing 200 g/tonne silver. The unique metallurgical, economic, and political factors will be discussed which led to the decision to build a heap leach rather than a conventional agitation leach plant. Capital and operating costs will be given along with some of the uncommon process design and equipment problems encountered while developing the operation.

The lignite surface mines of Ptolemais basin operate according to special environmental terms regarding the concentrations of heavy metals and trace elements in water discharges. Based ?n the results of lab analyses and in-situ measurements conducted so far it is concluded that the concentrations of heavy - toxic metals and other trace elements are low or negligible. The deviations from the upper concentration limits specified by laws and regulations are rare and non-systematic both on their spatial or temporal distribution. The same results prove also the relation between water quality and type and nature of the sediments forming the Ptolemais basin and the carbonated and metamorphic rocks forming the surrounding mountain areas.

The City of Toronto's Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors (NTC) ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. 120 m of Starter tunnel and 70 m of Tail tunnel were excavated with roadheaders to help with the launch of the TBM and as part of the contract base scope work. JayDee Canada in Collaboration with Everest Equipment Co. developed an innovative approach to design and build a stand-alone Ring Machine Erector nicknamed Enterprise to erect precast segmental lining in Starter and Tail tunnels in lieu of Cast-In- Place concrete. This paper describes the design and provides feedback on the innovative procedure used to install the rings.

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

The emphasis in the title of this paper should be placed on the world "Total", since the detoxification of cyanide in its free and weakly-complexed form with H202 has already found application in many areas, including the treatment of mining effluents. One of the most common forms of cyanide found in gold-mill effluents is hexacyanoferrate (usually ferrocyanide), which is included in measurements of total cyanide but is too stable to be oxidized by H202 or any other conventional oxidizing agent. This has led to the view that H202 cannot be used to detoxify effluents containing hexacyanoferrates, when a limit has been set on total cyanide. A process is described in this paper which does meet this requirement, and which has already been demonstated in two Canadian gold mills. Before describing the new process, the terms "free", "total" and "weakly-complexed" cyanide will be defined as they are used in this paper.

How do you think the US Bureau of Mines closing will affect SME? The demise of the bureau represents a challenge, an opportunity and, above all, new responsibilities for our profession. A lot of good professionals are seeking new positions. A lot of worthwhile research is available for transfer to the private sector. Logic dictates that worthwhile projects of any defunded government activities should find support in the private sector. The bureau may be gone but its legacy is deeply rooted in the profession. The bureau’s contributions will be remembered as long as there are mines and miners. Its1994 research program was divided into three major areas: environ-mental technology; health, safety and mining technology; and minerals and materials science. There must be a place in either the government or private sector to continue these worthwhile activities.

The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently studied several redirected scrubber discharge configurations in its full-scale continuous miner gallery for both dust and gas control when using an exhaust face ventilation system. Dust and gas measurements around the continuous mining machine in the laboratory showed that the conventional scrubber discharge directed outby the face with a 12.2-m (40-ft) exhaust curtain setback appeared to be one of the better configurations for controlling both dust and gas. Redirecting all the air towards the face equally up both sides of the machine increased both the dust and gas concentrations around the machine. When all the air was redirected towards the face on the off-curtain side of the machine, gas accumulations tended to be reduced at the face at the expense of increased dust levels in the return and on the curtain side of the mining machine. A 6.1-m (20-ft) exhaust curtain setback without the scrubber operating resulted in the lowest dust levels around the continuous mining machine, but this configuration resulted in some of the highest levels of dust in the return and gas on the off-curtain side of the mining face. Two field studies showed some similarities to the laboratory findings, with elevated dust levels at the rear corners of the continuous miner when all the scrubber exhaust was redirected towards the face either up the off-tubing side or equally up both sides of the mining machine.

Geotechnical investigations for the Mid-City Extension of the Los Angeles Metro revealed high concentrations of toxic hydrogen sulfide (H2S) gas as well as methane. Testing techniques employed to determine the extent of gasses, and to identify potential treatment measures, included gas sampling with cone penetrometers and soil-gas extraction with air injection testing. A gas reservoir model was developed to predict inflows into excavations. Other studies included a hazard evaluation and a general data search for other H2S occurrences and geologic conditions that could facilitate the accumulation of H2S. The paper describes the investigations and proposed design and construction alternatives.

What is the cummulative rate of recovery of copper from a sulfide leach dump? This is one of the most frequently asked questions today. We, in the industry, ask it of each other when we meet; however, the technical answers may vary from "I don't know" to 'quite good" from people within the same company. Management also poses this question because it plays a vital role in our planning for future production. The answer is difficult because of the many variables between different operations such as physical construction of the dump, topography of the original site, characteristics of dump material, mineralization, water application, etc. Each has a bearing on the rate of recovery. OPERATIONAL DATA Our method of water distribution is unique in that each dump is drilled to allow physical injection of water into the dump. The in¬jection holes are drilled vertically, on 251 centers, from the surface of the dump. Normally, the holes are drilled 40' deep and cased with 4" PVC perforated pipe.. The pipe is perforated at one-foot intervals with four V diameter holes at 901 spacing on the pipe circumference. We formerly alternated shallow holes (20'-40') with deep holes (80'-l80') in an effort to cover the entire dump and hasten oxidation. The shallow hole depth varied according to the compaction thickness. The deep hole depth varied according to the height of the dump and the original ground profile, We prefer to have the deep holes end 20'-30' above the original ground level. This generally allows us to penetrate the coarse material at the bottom of the dump. We had to discontinue the deep holes_ in order to cover more dump area in a shorter period of time to meet increased production requirements.

Preliminary test results at Occidental Research Corp.’s Irvine, CA, research facility indicate the viability of a new induced fluorescent sorting technique for preconcentration of limestone, coal, and oil shale. The patented “Oxylore”* process is a preconcentration stage that takes advantage of selective surface chemistry to label either ore or gangue particles with a fluorescent coating that can be detected by activation with ultraviolet light. The technology was originally developed by Ted Matthews (SME-AIME Fall Meeting, 1974, Preprint 74-B-328) and was acquired by Occidental in 1977. The firm has continued development of the process since its acquisition.

Automatic tripper control systems can be reliable and as such are suitable for use in the mining industry. Proper application of fundamental engineering principles provides the means for the reliability. Some of the principles are: (1) Be sure the system designer designs a system that does the job operations people want done; (2) Use sound logic design practices to avoid internal electrical problems; (3) The design must be maintenance oriented; and (4) Use good quality components. I would like to discuss a tripper control installation at Kennecott Copper Corporation, Chino Mines Division, in Hurley, New Mexico, and how these principles apply to this tripper control system. First, however, I will expand on the principles to clarify just what is meant. First, "Be sure the system designer designs a system that does the job operations people want done.? Operator acceptance is often the key to the success or failure of an automatic control system. One of the best ways I know of to get operator acceptance is to give him a system that he wants. I don't mean to imply that if bad practices or procedures exist that they should be incorporated in the control system. I do think that many designers feel they haven't done their job if the control system doesn't do things drastically different than the old manual method. Good engineering principles dictate that the job should be done right and if the manual method was right it can very likely be right for the automatic method.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. Some deposits of inhomogeneous materials, which occur near the surface and are exploitable by open-pit mining, may he characterized in real time prior to mining through groundsurface imagery. If the slice to be stripped is not overly thick, surface texture and color properties may be extrapolated to its entire thickness. Image-analysis techniques for processing ground-surface images acquired in situ or in the laboratory shortly after their acquisition have been developed. These images yield pattern vectors representative of red, green and blue (RGB) color component distributions and hue, saturation and brightness (HSB) texture parameters. The techniques were applied to a sandy ore deposit containing three lithotypes. Geostatistical analysis indicated that the data used to characterize the lithotypes were reliable. The correct recognition of the lithotypes was carried out using a multibarycenter classification algorithm. Such in situ image-analysis procedures provide a means for selecting the ore to be mined, selecting the proper ore-processing method and determining the appropriate blend to he processed. This can be done either before or during mining.

Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate. Full-scale laboratory studies were performed to evaluate the effect of passive barriers and spray airmovers on airflow patterns at a continuous miner face and in reducing underboom boilout and operator exposure to dust. Tasks included baseline data collection, smoke trace tests, detailed performance testing using tracer gas, and data analyses. Data collection was performed using a state-of -the-art gas analysis system and custom-developed software. The data were used to calculate operator exposure at various locations and to develop gas profile maps to analyze airflow patterns. The effects of the proposed underboom airflow modification devices on operator exposure and airflow patterns were examined. Based on the results obtained from the study, the base case condition, with no barriers, appears to result in the lowest operator exposure.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.
