The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

The Mining Foundation of the Southwest will hold its 15th annual American Mining Hall of Fame Awards banquet on Saturday, Dec. 6,1997 in Tucson, AZ, preceeding the Arizona Conference of SME. The Mining Foundation's Hall of Fame, located in Tucson, recognizes outstanding contributions to the mining industry by individuals and industry partners. A permanent display of honoree vitae is located at the Arizona Historical Society at 949 E. Second St. in Tucson. Each year, one living award recipient and up to two honorees from mining history are chosen by the Hall of Fame committee and the board of governors of the Mining Foundation. In 1989, the Mining Foundation also initiated a Medal of Merit to recognize outstanding individual technical and professional contributions to the mineral industry. And in 1995, an award was instituted to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee is James R. Moffett, chairman and chief executive officer of Freeport-McMoRan Copper and Gold Inc. He will be present as guest of honor and featured speaker. The Hall of Fame will induct John V. Dorr, metallurgist and chemical engineer. Also inducted will be Frederick L. Ransome, a geologist. Medals of Merit will be awarded to Hugo T. Dummett, senior vice president, Exploration BHP Minerals, and Spencer R. Titley, professor in the Department of Geosciences at the University of Arizona. An Industry Partnership Award will be presented to the Colorado School of Mines for its continued support to the mining industry through education and research. Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

The Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the U.S. coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy-duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise in the future as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment, and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations.

Washington Metropolitan Transit Authority Section E8a consists principally of twin tunnels 1,713 meters (5,620 ft) long, excavated to a diameter of 6.35 meters (20.83 ft) using an open face shield, with a primary lining of four unbolted precast concrete segments expanded at the crown, and a full circle unreinforced concrete final lining with a finished tunnel diameter of 5.08 meters (16.67 ft). The tunnels, constructed in Cretaceous age sediments, are mostly in stiff to hard clay except for a few areas along the alignment that contain dense to very dense fine sand in the upper portion of the tunnel that created a mixed face condition. At two locations unexpected heavy water inflows produced very serious problems in both tunnels. Water flows in the interface area were generally more than 378.5 1pm (100 gpm) and reached as high as 2,649.5 1pm (700 gpm) in the mixed face ground. The nature of the tunnel inflows, the consequences, and the corrective measures adopted will be the subject of this paper.

Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.

Compliance standards for respirable dust which are reduced because of high quartz concentrations have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.

Batch laboratory-scale flotation tests were conducted on some carbonate-containing sedimentary phosphate ores to obtain concentrates suitable for chemical processing. The phosphate samples tested contained both calcite and dolomite. The calcitic phosphate ore was from Israel and the dolomitic ores were from China, India, Egypt, and Pakistan. The phosphate sample from Pakistan also contained a significant amount of silica. Several flotation techniques that have been proposed for upgrading carbonate -containing phosphate ores and concentrates were tested. Two processes gave better results compared with the other processes tested: a modified IMC anionic process and a. phosphoric acid depression process. At the best flotation conditions tested, phosphate concentrates assaying 32.5%-36.5% P205, 44.0%-51.0% CaO, and 0.6%-1.0% MgO were obtained at 69%-76% overall P205 recoveries from run-of-mine (ROM) ores containing 16.0%-25.0% P205, 40.0%-52.0% CaO, and 1.0%-11.6% MgO.

The, control of drilling and blasting is a complicated dynamic system whose aim is to ensure safety and prepare rock of required grade and the standard level of broken material reserves Unlike other processes drilling and blasting, as an object have the following features: -a large variety of drilling and blasting methods due to specific conditions of blasting, various types of drilling equipment, schemes-of blasting, types of explosives and others; -relative continuity of drilling, the character of mammoth blasts being discrete; -increased requirements to the safety of blasting;; -a great. number of control parameters, some of them having a qualitative characteristic but not a quantitative one; -availability of feedforward and feedback with other mining processes in terms of time and space. These features predetermine the hierarchical structure of an automated system of planning and control of drilling and blasting (fig.1). The system is implemented on the basis of unity of the data base and in interre lation with other problems of controlling mining operations. An automated system of this kind makes it possible to take optimal decisions actually on all the levels and stages of operations, with rock having been blasted before extraction.

This paper aims at the application of quantitative criteria for evaluating the mineral potential of square cells representing areas in terrains being explored at a reconnaissance level. The assumption is made here that the evaluation methods used by an expert economic geologist can be organized into geological models for establishing associations within imaged areas, that correspond to pixels with similar characteristics. UTM-registered multiple data sets have been constructed which include seasonal LANDSAT 2 and 4 images, SEASAT scenes, selected airborne radar images, digitized aeromagnetic, gravity, bedrock geology and topographic elevation maps. The area of interest is located in the Bathurst Inlet, District of MacKenzie, N.W.T., where a preliminary mineral potential evaluation was performed by the Geological Survey of Canada to assess its suitability for a national park. The multiple data sets described in this paper can be used for many studies at different resolutions, for comparing processing methods in remote sensing and, most importantly, for evaluating the physical and spatial relationships between the different images in registered data sets.

In 1997, Sveciala began a program to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed shortcomings that were process related or mechanical related, while some of the approaches emphasized he production of low-value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot-plant development and commercial plant design of such a process.

"Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. Chamber pressures can reach 3-5 bar yet the vast majority of testing is performed under atmospheric conditions. This paper illustrates how pressure influences foam stability and conditioned soil behavior, and how atmospheric test results must be viewed in the context of expected chamber pressures. Torsional shear strength, compressibility and abrasivity of foam conditioned sand were found to be ideal when the void ratio was above the ASTM-determined maximum void ratio, achieved by sufficiently expanding the soil grain structure with foam, herein when the foam injection ratio at pressure exceeded 45%. Otherwise, the engineering properties of foam conditioned sand were not ideal, i.e., appreciable torque and abrasivity, low compressibility. INTRODUCTION Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. The formation soil at the cutterhead must be transformed into a highly compressible, low shear strength and low permeability medium within the excavation chamber to allow effective EPB performance. This behavior must be maintained for a certain residency time while the soil is in the chamber and screw conveyor. The vast majority of published studies on conditioned soil behavior have been performed under atmospheric conditions (Quebaud et al., 1998; Bezuijen et al., 1999; Psomas and Houlsby, 2002; Vinai et al. 2008; Thewes et al., 2012; Peila, 2014); however, the desired soil behavior must occur under chamber pressures that can reach 5-7 bar. The influence of pressure on conditioned soil is significant and is dramatically different than behavior under atmospheric pressure (Williamson et al., 1999; Mori et al., 2015). This paper illustrates how pressure influences conditioned soil behavior and how atmospheric test results must be viewed in the context of expected chamber pressures. The influence of pressure on foam bubble size (including with time) is shown through digital image analysis. The influence of pressure on foam half-life is also investigated. The compressibility, shear strength, and abrasivity of conditioned soil under pressure is presented and explained in terms of density, soil and air compressibility and porosity."

China was the world’s leading producer of barite during 1995 with 35%. The United States followed with14%. India produced 9%. Other producers included Morocco, Turkey, Mexico and Germany. Domestic production of barite during 1995 was estimated to be 600 kt (660,000 st). Nevada produced 85% of the total. Georgia was the second leading barite-producing state. The United States is the world’s largest consumer of barite. During 1995, it used 1.6 Mt (1.8 million st). US reliance on imported barite during 1995 was about 63%of total consumption, according to the US Geological Survey.

The Stillwater Mining Company Base Metals Refinery (BMR) leaches a PGM bearing nickel/copper smelter matte to produce a concentrated platinum/palladium filtercake. The BMR employs a two-stage sulfate based leaching process. The first stage (nickel atmospheric leach circuit) leach is performed under atmospheric conditions at elevated temperature to leach the majority of the nickel present in the matte feed. Approximately 85% of the solids mass fed to first stage leach report to the second stage (pressure leach circuit) leach. The pressure leach circuit consists of two batch autoclaves in parallel. Each autoclave has a separate feed tank. This paper will describe the second stage leaching process and report associated operating costs.

Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimise the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focussed on ore characterisation and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blastability indices as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model however it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables as well as higher plant throughput. Additionally, the initiative has benefited both Brownfield and Greenfield projects on the PPRust operation.

A proposed process for the direct production of battery¬grade Mn02 leaches manganese ore with HCl to remove heavy metals selectively. The acidic manganese chloride solution produced is contaminated with Cu, Ni, Co, Pb and Fe at levels that preclude immediate utilization. This paper reports on screening tests to measure the uptake of Cu, Ni, Co, Pb, Fe and Mn from acidic chloride solutions onto different chelating ion exchange resins. Dow M-4195, which contains the bis-picolylamine,functional group, showed promise for detoxifying manganese chloride process solutions. Column ion-exchange tests demonstrated the ability of this resin to produce pure manganese chloride solution from an acidic manganese chloride leach solution contaminated by Cu, Ni, Co, Pb and Fe.

High pressure fluid energy grinding, or jet milling, is a versatile method of continuously fracturing solids into fine particles to gain substantial increases in exposed surface area. Applications in the minerals industries include calcium carbonate, talc, barytes, mica, diatamaceous earth, bauxite, rutile, coal, kaolin, sepiolite, diamonds, etc. The basic principles can be extended to provide continuous drying and delivery of discrete particles from a wet process slurry. The main design and operational features of jet mills and dryers are described, relating energy consumption for both air and steam milling and hot air drying techniques. Mean particle sizes in the order of 1 micron are achieveable from pre-milled feeds, or maintained from similar slurries in the drying mode. Aspects of feed preparation and multi-stage processing are discussed.

"SUMMARY The Hachinoshiri tunnel is a 2,469 m long two-lane road tunnel on the Chubu-Odan Expressway. Since more than 70% of the total tunnel length consists of low strength rock masses the competence factor of which is less than 1.0, it is expected that a self standing span cannot be achievable because of no ground arch to be established. The tunnel was thus designed with tunnel support patterns forming multi-arc early ring closure that can develop the load-carrying capacity estimated from the exerted earth pressure, Po, which can result from the competence factor, cf. The tunnel support pattern was selected based on the competence factor at tunnel face, then the subsequent tunnel support patterns were determined with reference to the monitoring data. The tunnel construction adopted full-face excavation accompanied by early ring closure using a 330 kW road header. The proposed construction methods at this tunnel site have turned out ensuring tunnelling in massive squeezing rock, so that they can be verified as reasonable tunnelling technologies, clarifying the relationship between the characteristics of the mechanical behaviour of the tunnel and its design parameters. INTRODUCTION The presence of highly weathered mudstone having the competence factor less than 1.0 where the tunnel became unstable with the early ring closure having the distance to early ring closure, Lf, of 6 meters, resulting in difficulty in maintaining the inner section of the tunnel, prompted a substantial amount of high strength double support and replacing of the tunnel support (Sato et al., 2015). Based on the mechanical characteristics learned from the construction, the mechanical stability of multi-arc tunnels was investigated using 3D FDM analyses with respect to the ratio of the radius for early ring closure, r3/r1, and the distance to early ring closure, Lf, so that tunnel support patterns for early ring closure can be established in terms of the competence factor, of, which was employed for a 725 m long section. Consequently the tunnel support patterns for early ring closure which can be determined from the competence factor became applicable to tunnel construction. The relationship between the characteristics of the mechanical behaviour of the tunnel and its mechanical parameters was also clarified. The early ring closure method adopted ensured tunnelling in massive squeezing rock, verifying its effectiveness in stabilizing the tunnel."

Expert Systems are being used in the Mineral Industry with ever­increasing frequency. A major advantage of these systems over conventional computer programs is that the knowledge and intelligence of human experts can be captured directly onto a computer for transfer to novices or other lesser experts. These programs allow rapid construction of process models that are not well-understood in fundamental terms, but for which good operational reasoning exists. In addition, user-friendly access to "high-tech" knowledge can be provided to unsophisticated personnel who otherwise might be turned off by unintelligible jargon. As such, these systems can be important training tools for new operators. This paper describes the features of Expert Systems that relate to gold processing plants. Applications include grinding circuit control, supervisory control of reagent addition and pulp density, monitoring and control of CIP/CIL carbon inventories and the operation of carbon stripping and regeneration facilities.
