Respirable coal mine dust (RCMD) is a complex mixture of carbonaceous and mineral particles with a variation in size and shape. Accumulation of RCMD in the lungs of underground coal miners results in severe respiratory damage and ultimately progressive pneumoconiosis known as the black lung disease. The occurrence of the black lung disease dropped to a low of 2.1% in 1990s but has increased to 3.1% in 2000s [1], prompting more research on coal mine dust mitigation. In addition to surveying the impact of new mining technologies on the size of generated dust and exposure measurement, a comprehensive characterization of physico-chemical properties of RCMD particles are essential for a better understanding of the adverse health effects of coal mine dust. Such vital factors include particle size, surface charge, morphology, composition, and agglomeration state. The respirable fraction of RCMD, has been designated as particles < 10 μm in diameter, and almost all studies on the RCMD toxicity have focused on micron-sized particles. However, recent toxicological studies have shown that nanoparticles (particles with one dimension less than 100 nm) can have a magnified toxicity compared to the larger particles with the same chemistry [2]. Nanoparticles have a much higher specific surface area compared to the same mass of larger particles and are thus more reactive. Most micron-size particles can be cleared by the body’s defense mechanism. However, inhaled nanoparticles can easily deposit in all regions of the respiratory tract and can translocate to vital organs. [2].

Work on the design of Kelex 100 was initiated several years ago at the Research Laboratories of Ashland Chemical Company. The effort was specifically directed toward the synthesis of an organic molecule which would strongly and selectively chelate copper ions in acidic solutions and form an oil soluble complex which would be stable in contact with an aqueous phase having a pH of approximately one. This publication describes efforts to establish data which could be used to estimate the economic utility of the new reagent. For helping to accomplish these ends, the author wishes to acknowledge the assistance of Mr. A. V. Henrickson of Hazen Research, Inc. for gathering a portion of the data presented here and to thank the copper companies who supplied leach solutions for studies described in this paper.

The nonlinear network optimization algorithm developed in this paper solves the following mine ventilation design problem: find the location and size of all fans and regulators which minimize the overall system power consumption while satisfying all physical, legal, and operational constraints. This work includes the formulation of the problem within the framework of mathematical optimization, the development of the computational theory, and the creation of an efficient solution methodology. The algorithm has been implemented on a microcomputer, and a small but representative example is included. The algorithm presented in this paper has four limitations. First, the optimization process is for a single point in time: the dynamic nature of a mine ventilation system in an evolving mine is not directly addressed. Second, the topology of the ventilation network is required input information. The mathematical algorithm does not optimize the size or location of the mine ventilation airways; however, the post optimality analysis techniques can be used to aid in topological decisions. Third, the problem is formulated using volumetric flow; thus, heat and moisture transfer are ignored. Fourth, the capital cost of ventilation equipment is not included in the formulation.

The word "line" has been used loosely for many forms of the common steel plant flux. For example, many people use the word "lime" for nigh calcium and dolomitic limestone, for high calcium and dolomitic quicklime (also called caustic lime, calcined lime; burnt lime, pulverized and pebble lime) and ;van for clinkered dolomite. Calcium hydroxide, also called slaked lime and hydrated lime, is called "lime" but is seldom used as a flux except when the quicklime air slakes in open boxes or bins. All of the above forms of "lime" are used in the steel plant. Calcium hydroxide is used for water treatment, acid neutralizing, and as a lubricant for wire drawing. All the other limes are used as fluxes in the sintering plant, blast furnace or steel producing furnaces. In the production of self-flux or super-flux sinter, high calcium and dolomitic limestone fines are used. Where quicklime fines are available, they may be added to the sinter mix also. The blast furnace uses both high calcium and/or dolomitic limestone. A few trials have been made using iron oxide stabilized dolomitic lime in an attempt to reduce coke consumption and to increase the production rate. The trials were very successful but would&apos; not be economical, except in periods of coke shortages, with resulting extremely high coke cost and exceptionally high hot metal demand.

Cohesive clay soil poses a significant risk to earth pressure balance tunnel boring machines (EPBM) due to unstable face pressure, clogging potential, high cutterhead torque, poor muck flow, low advance rate, etc. This paper details the performance measures desired when EPBM tunneling in clay soil, and the scientifically-supported conditioning methods to transform in-situ clay to a muck with such characteristics, giving particular attention to ground conditions. The paper then examines TBM data from multiple clay soil projects in the context of these performance measures to demonstrate the influence of cohesive soil conditioning on EPBM performance.

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980&apos;s. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that &apos;larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. A cooperative research project supported by the taconite industry and the Minnesota DNR was undertaken to establish quality standards for carboxymethyl cellulose (CMC) based organic binders. The objective of this study was to identify the effect of CMC quality parameters such as degree of substitution, molecular weight, and purity as well as the effect of inorganic extenders such as sodium carbonate on performance. These factors have been evaluated by green-ball testing with two taconite concentrates followed by pot-grate tests. Balling tests with bentonite and Peridur were conducted to provide baseline data. At a constant DS the molecular weight as measured by viscosity had the greatest effect on green-ball drop strength. Dry-ball compression strength was most dependent on CMC addition rate and sodium carbonate content. DS was not found to have a major effect on green-ball quality for medium molecular weight CMC.

Mining in the Colorado Springs coal field took place from the 1880&apos;s to 1940&apos;s. The depth of mining in the coal field varied from about 10 meters to over 150 meters. Review of sequential historical aerial photographs from 1937 to 1960 indicated about 2400 chimney subsidence sinkholes had developed throughout the study area. Statistical analyses of the location and size of these sinkholes with respect to the time since mining, depth of mining, mined thickness and type of mining indicated definite trends in the time of occurrence, size, and location of these features. This data is valuable in the assessment of potential future subsidence in this and other areas of similar mining conditions.

Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to &apos;natural&apos; leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.

On July 7, 1971, noise regulations for underground coal mines were implemented under provisions set forth in the Federal Coal Mine Health and Safety Act of 1969. These same regulations now also apply to coal mine surface facilities. In August 1971, in anticipation of these regulations, the Bureau of Mines, through the cooperation of the mine operators, conducted extensive noise surveys in three coal cleaning plants. The survey was conducted in an attempt to identify those occupations where exposures would exceed the proposed regulations.

Like Russia and Ukraine, Kazakhstan is one of a few former Soviet republics well-endowed in mineral and energy resources (Fig. 1). Kazakhstan is the second largest newly independent Commonwealth state. It possesses major fuel and power centers, including 20 electric power facilities that operate on the more than 300 kt (330,000 st) of coal extracted daily. These power stations supply Central Asia, the Urals and Western Siberia with much needed electricity. Kazakhstan plays a critical role in Central Asia as it serves as both the regions&apos; economic and political hubs. While Kazakhstan already contains a robust and diversified minerals industry, the government is actively pursuing foreign investment to boost production capacity and improve efficiencies in operations. A primary objective of the Kazak government is the expansion of metal processing facilities to improve the country&apos;s long-term export potential. Since 1991, international mining companies have found the investment climate of Kazakhstan relatively favorable. This is due to tremendous efforts by government officials to create sufficient investment legislation and a national minerals policy, while eliminating bureaucratic bottlenecks common to most other former Soviet republics.

Test work conducted in the 6.4 and 10.52 m Aerofall Mills at the Iron Ore Company of Canada Carol Project showed that the conventionally used ?deflector?-type liners which form the basic principle of Aerofall Mill grinding did not necessarily provide the best grinding performance. A new design, using low profile liners incorporating radial ribs of a proper height, actually improved the mill throughput in the order of 9 to 20% without sacrificing grinding efficiency. In addition, the new design reduced liner weight and scrap losses, which resulted in a reduction of liner consumption by 25%. It provided better protection to the mill shell and reduced the overall maintenance cost for the mill

Depletion of easily accessible coal reserves and stringent competition in coal marketing has led to the coal industries&apos; need to more accurately assess alternate development scenarios and to develop well-conceived produc¬tion plans. This, in turn, has encouraged the active use of the computer during resource eval¬uation and mine planning. Morrison-Knudsen, (M-K) has developed proprietary software, known as "EAGLES", to support not only its own mine planning and development activities but also the mining industry in general. The EAGLES system provides complete geologic modeling, mine planning, production modeling, equipment modeling, and cost and financial modeling capabilities. In addition, EAGLES can be used for geotechnical studies, environmental assessments, and surface and groundwater hydrological evaluations. Another important tool used in today&apos;s mine development is Landsat (remote sensing). Landsat is especially useful in the evaluation of mining activities at remote mine locations and for megascale assessments of geologic structures and hydrologic regions. The use of scientific systems in the development of surface mines is being well integrated into today&apos;s mining operations and will be a major factor in the planning, development, and operation of mines in the future.

As lithium-ion batteries (LIBs) become more prevalent in the mining industry, new hazards of battery fire and explosion are emerging. Efforts must be taken to ensure that workers are safe from these new hazards, such as batteries undergoing thermal runaway in underground areas that may have explosive methane-air mixtures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) investigated overpressures generated within a sealed battery enclosure filled with an explosive methane-air mixture and a single cell lithium-ion battery driven into thermal runaway using an accelerating rate calorimeter (ARC). For both iron phosphate (LFP) and nickel manganese cobalt (NMC) lithium-ion cells, the explosion overpressures remained unchanged with varying percentages of methane concentration in the atmosphere surrounding the cell. It’s likely that the gases released from the battery undergoing thermal runaway caused an inert atmosphere within the sealed canister. The results from this study will help mining equipment manufacturers develop proper measures to keep miners safe while working with lithium-ion batteries in underground gassy mines

Preventing pillar squeezes, massive pillar collapses, and bumps is critical to the safe and efficient recovery of coal during room-and-pillar retreat mining. To help prevent these problems, the U.S. Bureau of Mines (USBM) has developed the Analysis of Retreat Mining Pillar Stability (ARMPS) computer program. ARMPS calculates stability factors (SF) based on estimates of the loads applied to and the load-bearing capacities of, pillars during retreat mining operations. The program can model the significant features of most retreat mining layouts, including angled crosscuts, varied spacings between entries, barrier pillars between the active section and old (side) gobs, and slab cuts in the barriers on retreat. It also features a pillar strength formula that considers the greater strength of rectangular pillars. The program may be used to evaluate bleeder designs as well as active workings. A data base of 110 pillar retreat mining case histories has been collected across the United States to verify the program. It was found that satisfactory conditions were very rare when the ARMPS SF was less than 0.75. Conversely, very few unsatisfactory designs were found where the ARMPS SF was greater than 1. 5.

Valdez Creek Mining Co. properties consist of multiple intersecting paleo-placer channels containing appreciable quantities of coarse gold. Reverse circulation drilling, combined with geophysics, is used for both exploration and development reserve determination. Classical drill-blast-load-haul open pit mining techniques used for the 22,000 cubic yard per day production schedule required modification to compensate for arctic winter operating conditions. High wall stability problems within the glacial sediment overburden necessitated developing multiple dewatering methods and variable pit slope designs to eliminate unstable pit wall conditions. Processing mine run fluvial gravels utilized a classical winter protected screening plant-sluice box recovery system enjoying high metallurgical recoveries and zero discharge tailings disposal.

Since 1992 the Grasberg Mine, located in the remote regions of Indonesia, has utilized the Modular Mining System. Over the last several years, major steps have been taken to maximize this productivity enhancement system. These steps include; the Automated Lineup, the Linear Program upgrade, tracking of Mean Time Between Failure, a MEDS system interface, a VMIS system interface, and implementation of the new Graphical Operator Interface Console with Global Positioning, This application of new technology and innovation has lead to improved performance, understanding and reporting, as well as the quality of the Indonesian Engineers. These efforts have contributed 10 Grasberg achieving one of the lowest mining costs in the copper industry.

In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

A public awareness of and commitment to abate pollution of water, air, and soil continues to stimulate demand for industrial minerals and rocks capable of neutralizing strong and weak acids. The role of acid neutralizing agents is 1) to treat acidified water and soil until the desired pH is attained and 2) to remove acid-forming compounds from industrial processes to mitigate the formation of acidic discharges. Environmental applications for these agents include: acid rain mitigation, neutralization and prevention of acidic industrial process discharges, and treatment of acid mine drainage and coal refuse. Desulfurization of industrial flue gases involves removal of sulfate compounds capable of combining with hydrogen to form acids. Details of flue gas desulfurization are covered in the previous chapter on Flue Gas Desulfurization. Ideally, the neutralization of acids results in an upward adjustment of effluent pH 7, or neutrality. The final pH value for many acid treated wastes, especially industrial discharge streams, is commonly over neutralized to pH 8.5 to 9.5. The Clean Water Act sets the upper discharge limit at pH 9. ACID NEUTRALIZATION REAGENTS Acid neutralization is accomplished by adding alkali metal and alkaline earth metal compounds to acidic water or soil until the desired pH is attained. The commonly used alkali ions are calcium (Ca), magnesium (Mg), sodium (Na), and potassium (K). Sodium hydroxide, high calcium and dolomitic hydrate, high calcium and dolomitic lime (quicklime), high calcium and dolomitic limestone, soda ash, and magnesium oxide are the compounds most commonly applied to raise the pH of acidic waters or soils. Limestone and dolomitic limestone, which are calcium and magnesium carbonates, and their equivalent oxides and hydrates formed by calcination, are the industrial materials most commonly used in the manufacture of reagents for acid neutralization. Approximately 327 kt of high calcium and dolomitic lime were consumed for acid neutralization purposes in 1988. Magnesite and brucite are industrial minerals that compete with dolomitic limestone for the magnesium-oxide market. Production of caustic calcined magnesia for neutralization purposes exceeded 6 kt in 1990. Soda ash is an industrial mineral gaining increased acceptance in the neutralization of acid waste discharges. Approximately 182 kt of soda ash were consumed in 1990 for acid waste treatment or acid prevention by flue gas desulfurization. Other mineral products either consumed in minor quantities or receiving attention as future neutralizing agents include zeolite and hectorite. In some cases, waste products have been found to be suitable and cost effective for neutralization of acids. Common wastes gaining acceptance include basic slag, phosphate mining refuse, cement kiln dust, fly ash, and mine tailings.

Assembling consistent data for a 40-year time series is a challenge because of the many changes that have occurred in this period. In many cases, because of process improvements and consumer requirements, grades of materials change in a 40-year span. This can lead to a wide fluctuation in price data simply because of increased costs for premium grades. Sources for obtaining price data can also change during a 40-year period. Changing the data source also introduces anomalies in a time series. In some cases, published price data are not representative of the real value of the material and provide little basis for further analysis. For some industrial mineral commodities, there are only a few producers, and value and production data are considered proprietary. In the data presented in this chapter, every attempt was made to ensure that the data were as consistent and representative of the industry as possible. However, the factors mentioned above may have introduced inconsistencies in some of the data series. Many different factors influence trends for industrial minerals because of the diversity of end uses for these commodities. Trends in production and prices for most of the industrial minerals can be related to one or more of the following: changing demand or technologies in end-use industries, development of new end uses, the effect of environmental regulations, production and processing technology changes, energy costs, foreign competition and substitution by other materials, and production as a byproduct of other minerals. World economic conditions, such as recessions and inflation rates, also play a part in some production and price trends. Data for 40 years of production for industrial minerals in the United States are presented in [Table 1] in 10-year increments. Unit values for the industrial minerals, in actual and constant 1990 dollars, are shown in [Tables 2 and 3].
