"The management of outlier grades in positively skewed gold distributions is a contentious issue. Incorporating outliers in standard ordinary kriging (OK) estimation procedures in a way that honours the data without smearing extreme grades into surrounding areas has been problematic. Cutting or capping of outliers to mitigate their influence in estimation techniques is common practice, while methods that manipulate the OK system of equations fail to honour the data. We propose a method of post-processing of kriging weights that provides realistic OK estimates and mitigates smearing without manipulating kriging equations or changing the original grades. The method requires that the data is not clustered, is approximately equally spaced, and is of the same support. Positively skewed data is ordered on attribute grade and nonlinearly transformed to a Gaussian histogram of categorical bins whose frequency is based on their likelihood of occurrence and location in the sample distributions. Factors that restrict kriging weights are calculated by dividing the percentage frequency of data in each bin by the percentage frequency of data in the bin with the highest frequency. Restriction factors applied to the kriging weights in the OK estimation restrict the range of influence in proportion to their probability of occurrence in the distribution. Smear reduction post-processing is easy to implement and addresses issues arising from negative kriging weights while considering the spatial location of samples, the sample grades, and their probability of occurrence. The method mitigates both smoothing and conditional bias.IntroductionOutliers are sample observations that deviate considerably from the standard or expected (Hawkins, 1980). These deviations can be high or low in grade depending on the distribution. The presence of outliers in a mine sampling campaign could provoke mixed reactions. Mining engineers might view high-grade outliers as a promise of achieving higher grades, while the geostatisticians view outliers as affecting the accuracy and precision of the overall estimate, among other issues. Having identified outliers, the geostatistician must decide how to account for their presence and treat them so that true underlying estimates are not distorted. Advanced knowledge of the deposit allows the geostatistician to identify and treat outliers acceptably, especially where samples are limited in number and the true grade distribution is uncertain. If ignored, or treated incorrectly, outliers are likely to lead to smearing of extreme grades into the surrounding estimates, thereby steering regions towards potential under- or over-estimation."

Full scale load tests are frequently performed immediately prior to deep foundation construction to verify the design assumptions. Occasionally, load tests are performed during design development and applied to the final design for critical and non-redundant structures. We believe that full scale load tests can be very valuable and economical for projects, especially in a geologic environment where the record of full scale load testing is very limited or non-existent. The load testing for the Utah Transit Authority?s Airport Light Rail Trax project provides an example of the advantages of a load test in design development. The savings realized by the owner was in excess of $800 thousand dollars.

This publication reviews recent U.S. Bureau of Mines studies of frictional ignition of a methane-air environment by coal mining bits cutting into sandstone and the effectiveness of remedial techniques to reduce the likelihood of frictional ignition. Frictional ignition with a mining bit always involves a worn bit having a wear flat on the tip of the bit. The worn bit forms hot spots on the surface of the sandstone because of frictional abrasion. The hot spots then can ignite the methane-air environment. A small wear flat forms a small hot spot, which does not give ignition, while a large wear flat forms a large hot spot, which gives ignition. The likelihood of frictional ignition can be somewhat reduced by using a mushroom-shaped tungsten-carbide bit tip on the mining bit and by increasing the bit clearance angle; it can be significantly reduced by using a water spray nozzle in back of each bit, which is carefully oriented to direct the water spray onto the sandstone surface directly behind the bit and thereby cool the hot spots formed by the worn bit. A bit replacement schedule must be used to avoid the formation of a dangerously worn bit.

The design of most underground support systems has largely been based upon empirical rules. This design method has proven to be satisfactory in most cases as witnessed by the number of successfully completed works. However, the adequacy of this approach to the developing technology of ground support systems associated with deep excavation has not been substantiated. In cases where the material has definite time-dependent behavior parameters, rules of past experience become extremely vague and conservative. The Spokane Mining Research Center is currently engaged in extensive research to develop rational design methods for underground structures which will account for the many interacting factors such as in-situ properties of the rock mass, excavation methods, proposed types of support system, construction sequence, and environmental variables. Many thickener operations continue to be constrained by their ability to process consolidated underflows with high yield stress and associated rheological characteristics. To maximise separation efficiencies within a thickener operation the use of both engineering and reagents are always considered. BASF is developing a Novel Flocculant Technology (NFT), which combines both of these aspects to enhance the performance of the thickener operation, improving the areas of pumping efficiency, underflow density and throughput. The development progression through stages of laboratory scale batch test work to pilot scale dynamic testing has demonstrated the ability of BASF NFT to maintain effective flocculation performance whilst increasing the rate of underflow consolidation, and significantly reducing the associated underflow yield stress of the treated material. This paper will present application data through full scale dynamic testing conducted on a granite washing circuit to demonstrate the performance benefits that NFT offers to a thickener operation. Compared to the conventional flocculant treatment, within the operation parameters and conditions employed during the full scale trials, the NFT produced a reduction in underflow rheology (yield stress) of around 45 % relative to a given solids and improved the underflow consolidation by providing at least 20% relative higher underflow solids loading than the upper limit of the given typical thickener operation. A concepção de desenvolvimento sustentável tem resultado no aumento de pressões ambientais para a melhoria da eficiência na utilização de recursos, e para a significativa redução das emissões e da geração de resíduos. No processo de fabricação de aço nas siderúrgicas com fornos elétricos a arco ocorre a geração do resíduo sólido denominado pó de aciaria elétrica (PAE). O PAE é constituído por diferentes óxidos metálicos. Contém cromo, chumbo e cádmio e, por isso, é classificado como resíduo classe I – Perigoso pela NBR 10004 [1]. Gerado em grandes quantidades diariamente em todo o país, o PAE é disposto principalmente em aterros industriais. A indústria da construção civil, devido a quantidade de matérias-primas consumida e variedade de produtos disponíveis – cimento, concreto, agregado, cerâmica, entre outros, apresenta-se como alternativa para a reciclagem de resíduos gerados em outros setores da econômica. Estudos indicam o potencial uso do PAE na produção de materiais da construção civil, tais como cimento e concreto. O objetivo deste trabalho é apresentar uma revisão da literatura sobre a viabilidade técnica da adição do PAE ao cimento como alternativa de valorização desse resíduo. Os estudos sugerem que em quantidades próximas a 1%, a adição de PAE não afeta de forma significativa as propriedades do cimento.

The Phosphate Recovery Corporation operates three flotation plants, Nos. 1 and 2 concentrators about three miles northeast of Mulberry, Florida, and No. 3 plant at Wales, Tennessee. These plants represent the first commercial phosphate flotation operation and are also believed to be the largest nonmetallic flotation operation in the world at the present time. The details of this paper will be confined to plant No. 2, this being the newest and largest concentrator in Florida, and the flow sheet being practically the same as at plant No. 1. The No. 3 plant has been operated but a short time and has been shut down since December, 1932, on account of the decrease in phosphate rock production. The phosphate washers usually are located centrally on a known deposit so that about two hundred acres of ground can be mined economically to each washer location. The washers are moved to new areas when the distance becomes too great for economical pumping. The flotation plants are built either adjacent to a washer, so that current debris may be utilized, or on the site of a former washer where there is sufficient accumulated debris available for mining, and the flotation plants must also be moved from time to time. Most of the water used in the Florida flotation plants is recovered after passing through a circulating system where most of the fine suspended matter is settled out, but some make-up water is obtained from deep wells near the plant. Power is obtained from the Tampa Electric Co. through the distribution facilities of the International Agricultural Corporation. Flotation concentrate is hauled from the plant by trolley over the International Agricultural Corporation's trolley system, to the drying plant at Prairie, one mile northwest of Mulberry. The objective of this study was to determine the magnitude and sources of environmental noise from mining operations near populated areas, to de-scribe monitoring techniques, and to identify applicable existing noise abatement techniques. To this end, noise surveys of a representative sample of mines and quarries were conducted. Noise levels at site boundaries and near specific equipment and ensembles of equipment were measured. Noise exposures in terms of annual day-night sound level were calculated for the boundary noise measurement locations. In addition, the relative sound level contributions were estimated for the mining equipment noise sources affecting the boundary locations. Noise abatement methods falling into three categories were analyzed: equipment practices, operational/administrative practices, and equipment quieting. Selected applications of noise abatement methods were evaluated in hypothetical situations with emphasis upon machinery selection and use. Procedures for measuring noise around mining operations were provided.

A clear understanding of the intensity of coal and rock burst is the basis for future research on burst mechanism and control. There has been a wide variety in the description of coal and rock burst damage at different countries using multi-methods, which makes the common understanding even more challenging. Therefore, this paper presents a broad review on the quantifications of intensity of coal and rock burst and seismic risk around the world, considering critical factors including seismic energy, magnitude, peak particle velocity and ejection velocity. It is found that the seismic energy of coal and rock burst can widely range from 0.002 MJ to 60000 MJ, with equivalent Richter magnitude from -1 to 4. The daily seismic energies can be used for seismic risk potential assessment, with energy levels from 0.1 KJ to 10 MJ, which is much lower than the burst sources. The magnitude of the seismic events can be also estimated based on the weight of damaged coal mass and human senses of vibration and sound. For the seismic intensity represented by peak particle velocity (ppv), it keeps constant within fault radius and attenuates with a speed of 1/r4 and 1/r in near and far field respectively, thus it is possible for a small seismic event to induce considerable ppv causing severe damage if the epicentral distance is small enough. There has not been a strong correlation between the ejection velocity and ppv, as seismic energy is only one of the energy sources that contribute to the kinetic energy of burst damage. O presente trabalho objetiva detectar e quantificar fases microestruturais formadas em pelotas submetidas a diferentes níveis de sinterização, bem como sua relação com a resistência à compressão do aglomerado. Para isto foram interrompidas queimas em Pot Grate, gerando amostras de pelotas queimadas contendo fases características de diferentes temperaturas. Pelotas cruas foram submetidas à análise termogravimétrica para avaliação da perda de água dispersa entre os grãos do minério e da água combinada com o ferro em forma de partículas hidratadas.

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

"The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."

This summary of international mineral exploration activities for the year 2007 draws upon available information from industry, literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2007: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2007 and compiled by the USGS.

ABSTRACT It has been suggested that effective disaster prevention and response in mining requires that elements of emergency management be incorporated into everyday operations, planning, and decision-making, much in the same way that the industry approaches routine risk management. Since Congress passed the MINER Act in 2006, the newly mandated structural and technological advancements in mine emergency response preparation have been made and are apparent, but measureable improvement in mineworker emergency preparedness is difficult to ascertain. To begin exploring whether measurable indicators of mine workforce preparedness can or should be addressed within a risk management framework, NIOSH researchers examined the datasets from two separate research efforts—one which measured the organizational safety climate and self-reported safety performance, and the other which measured individuals’ perceptions of their own self-escape competency. INTRODUCTION In response to the mine disasters in 2006, the United States Congress passed the Mine Improvement and New Emergency Response Act (MINER Act), which strengthened existing regulations [30 CFR, Part 48] and introduced new provisions to improve mine emergency response. Since that time, new technological and structural features, such as mandated redundant communication systems, personnel tracking systems, and lifelines in primary and secondary escapeways, have been installed in underground coal mines across the country. Additionally, mine operators are required to develop emergency response plans, provide adequate supplies of breathable air throughout the mine, provide more frequent and realistic expectations training, and are required to immediately notify the Mine Safety and Health Administration (MSHA) in the event of an accident. While the structural and technological advancements in emergency preparedness are readily observable and easily measured, levels of individual mineworker preparedness remain difficult to assess. There is a general consensus that deficiencies in competence in the non-routine tasks required for individual miners to effectively respond to a mine emergency likely remain (e.g., National Research Council [NRC], 2013), and NIOSH research continues address this concern (Haas, et al., 2015; Hoebbel et al., 2018). To maximize an operation’s capacity to effectively prevent disasters and/or respond to emergency events, it has been suggested that individual and emergency management efforts be incorporated into everyday operations, planning, and decision-making in much the same way organizations manage routine risks to health and safety (Haddow et al., 2017). To the authors’ knowledge, the mindful intersection of routine risk management policies and practices and emergency prevention and response readiness have yet to be empirically studied within the mining industry.

Rapidly increasing uranium prices and the ability to raise speculative capital in share markets worldwide have brought over 300 new participant companies into the uranium industry: “juniors” as they are known. These companies participated in a global land rush for known deposits as well as for prospective land positions in order to secure a “piece of the action” for their respective portfolios. Mostly publicly-traded companies, these “juniors” have captured the attention of world’s investing public with spectacular gains; as much as 1,000s of percent in less than four years. The initial phase is over, however, and these companies must now prove that they can be successful in exploration or production.

This report describes a method the Bureau of Mines devised for measuring the dielectric constant and loss tangent of low-loss minerals at microwave frequencies. Determina-tion of these properties makes it possible to predict the effects of using microwave heating in potential mineral processing applications. The method uses a test cell and radio-frequency (RF) impedance analyzer with automated data acquisition and analysis. In this initial phase of microwave heating research, the Bureau measured dielectric constants and loss tangents at frequencies between 100 MHz and 1 GHz. The objective was to establish a reliable data base for use in predicting the effects of microwave heating on minerals. Comparison with previously measured data showed the Bureau's measurement method to be accurate to within ± 3 pct. This report describes the method and discusses the preliminary results of the Bureau's investigations. Typical comparative data are included.
