The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

[In many coal-mining countries, during he pest decade, there have been made extended studies and accurate measurement of movement of roof strata, tests of the physical properties of specimens cut therefrom, and tests of the strength of end load on artificial supports. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidents in mints, the Bureau of Mines began systematic measurement of the movement of roof strata to in coal mines in the fall of 1935. It was decided that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end a cooperative agreement was made with the Pittsburgh Coal Co., Dr. L. E. Young, vice president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed, This paper gives an account of the methods used in the investigation, excerpts from the date obtained, and such generalizations as appear to be justified.]

Merchants perform a number of functions in the copper market. As a major distribution arm of the copper industry, they secure scrap and other copper bearing materials for processing into usable refined shapes. These are ultimately sold to fabricators. Merchants ' hedging and arbitrage activities help keep values in proper relationship from product to product or region to region. Through these switching and trading operations, they optimize the flow of copper from mine to consumer. And finally, merchants act as a repository for copper units during times of surplus and a stockpile from which to draw during tines of shortage.

OCI Wyoming mines two flat-lying trona seams that are 3- to 3.5-m- (10- to 11.5-ft-) thick, about10 m (33 ft) apart and 250-m- (820-ft-) deep at its Big Island Mine in Wyoming. Continuous miners and a yielding-pillar system have contributed to improvements in resource recovery and productivity. The use of yield pillars minimizes the stresses transmitted from the upper to the lower seam. However, yielding must not impact the good, long-term stability needed to prevent subsidence for a large portion of the mine beneath the Green River channel.

With the increasing use of lead-free solder alloys, low melting point alloy is often required due to the heat- sensitive parts or substrates in modern electronic devices. For such demand of low melting point, the nanostructure lead- free solder alloy, having excellent metallurgical characteristics and a melting point of <215oC, were developed by mechanical attrition of conventional lead free solder alloys (Sn-Ag-Cu, Sn-Ag and Sn-Cu). The decrease in melting point due to nanosize effect was calculated theoretically as function of particle size and the theoretical results were compared with experimental values measured by differential scanning calorimetry. The newly developed alloys have eutectic composition of Sn-3.5Ag-0.7Cu, Sn-3.5Ag and Sn-0.7Cu and the melting point depression found to be 5.10C, 4.10C and 6.20C when the bulk alloys reduced to 80 nm, 92nm and 96nm sizes respectively.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. Paper presented at the Mining Institute of Scotland's annual general meeting held in Glasgow, 8th April 1916. Although there is nothing novel or difficult about the sinking described, circular shafts are not numerous in Scotland so the details connected with such a sinking may be of interest. The shaft was sunk at Dykehead Colliery, Larkhall, which has been worked for over 50 years from the upper seams. It became necessary to sink another shaft to serve as a replacement downcast, by which the output might be maintained and some of the lower seams won. As the sandy clays regularly caused bulging into the rectangular shaft and sinking of the surrounding ground it was decided to make the new shaft circular and to enclose its mouth in a foundation-block of concrete resting on the solid clay. Details are given of the sinking, brick seating and lining, kettle strike, water-rings and doorhead lintels as well as the permanent fittings, winding gear and the cages themselves

"The Johnny Mountain gold mine in northern British Columbia, owned by skyline Gold Corporation, has been in operation since August 1988. Mill operating difficulties at the start of the operation resulted in a depleted cash flow situation and quick improvements were required to generate a self-sustaining financial basis of operation. In October 1988, Melis Engineering Ltd. was contracted to identify metallurgical difficulties, implement necessary modifications, and undertake mill operations and personnel training in order to achieve production targets.This paper presents the operating difficulties which existed at start-up and describes the methodology used to overcome production problems. Metallurgical testing results are described along with the modifications made to the milling circuit to suit ore metallurgy. Plant changes led to the operation of a simple gravity/flotation circuit to recover gold as bullion and in a copper concentrate. Operation of the originally installed cyanidation circuit was discontinued. This contributed to substantial savings in operating costs and virtually eliminated environmental problems. PROPERRTY LOCATION ANR DESCRIPTIONThe Johnny Mountain mine site is located in northern British Columbia along the Iskuit River about 60 km east of Wrangell, Alaska and 275 km north of Terrace, B. C.. "The Federal Bureau of Mines serves the mining industry by approving equipment that is designed to prevent explosion, fire, shock, or toxic hazards in mines when such equipment is used and maintained in a proper manner, through research, consultation, testing, and inspection, the Bureau studies machinery and component parts submitted by manufacturers and others. Before receiving the Bureau's approval as permissible for safe use in mines, equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's various permissibility schedules. An important phase of the Bureau's research is the testing of diesel engines.Mobile diesel-powered equipment can be used safely in underground noncoal mines and tunnels when mechanical ventilation is provided to dilute and remove the exhaust gas and to replenish oxygen in the underground atmosphere. Safe ventilation is determined by suitable tests of each engine used in a diesel machine. This ventilation cannot be predicted safely, accurately, and economically from any general empirical relationship.In determining safe ventilation, the quantities of carbon dioxide, carbon monoxide, and oxides of nitrogen generated by a diesel engine must be ascertained. These quantities are related to the displacement of the engine, its speed of operation, the design of the combustion chamber, and the fuel:air ratio needed to produce useful power. At overrich fuel:air ratios, all diesel engines generate excessive quantities of toxic carbon monoxide and smoke. The results of engine tests are used to determine a maximum fuel-injection rate at or below which carbon monoxide can be controlled by a reasonable ventilation and smoke is essentially eliminated. Toxic oxides of nitrogen are related to fuel:air ratio and the design of the combustion chamber. Their concentration in the exhaust cannot be controlled by engine adjustments, and each engine appears to have individual characteristics concerning formation of these oxides. Production of oxides of nitrogen frequently is the most important factor in determining safe ventilation."

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation&apos;s clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies&apos; assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

In the past ten to fifteen years, many organizations have applied business process re-engineering (BPR) to significantly improve their business competitiveness or stave off closures. The mining industry in Southern Africa is no exception and documented examples can be drawn from South Africa. Although the concept is superficially simple, its application has been marked by a high failure rate of about 70 per cent because it has been generally misunderstood. Shabanie mine, a chrysotile asbestos fibre producer in Zimbabwe took cognisance of this fact by cautiously embarking on a modular BPR programme in October of 2002. A year was used as a complete cycle or module for re-evaluation of the programme. Shabanie mine adopted BPR as part of management efforts to remain competitive amid serious threats to operational viability. These threats included hyper-inflation driven rising production costs, a declining world asbestos market and a possibility that Russia could take over the shrinking world asbestos market by dumping low-priced asbestos fibre. The only competitive advantage that the mine had was the high quality of its long-fibre chrysotile asbestos. The major BPR thrust was therefore to redesign processes for improved productivity and ultimately achieve a lower cost per ton of final asbestos fibre product. In addition, corporate culture change and cost-saving were also factored into the programme. This paper discusses the implementation experience of the BPR programme at the mine. The main BPR beneficial highlights are improved productivity, sizeable cost-savings, positive corporate culture change and identification of secondary projects. One of the lessons learnt from this programme is that mining companies will have to deal with the HIV/AIDS pandemic if they are to sustain high levels of productivity into the future.

This report is one of a series published by the Federal Bureau of Mines to describe methods and costs of mining uranium on the Colorado Plateau. The Navajo Uranium Division of Kerr-McGee Oil Industries, Inc., mines uranium from several deposits of carnotite-type ores, which lie buried in the Lukachukai Mountains on the Navajo Indian Reservation, Apache County, Ariz. The country is rugged and isolated Constructing and maintaining roads has been a continuous task. The ore bodies occur within the Salt Wash member of the Jurassic Morrison formation and are similar to other such deposits on the plateau. The current mining activity in the Lukachukai Mountains is a result of uranium-ore discoveries in 1949, although the Navajos undoubtedly knew of the outcrops of yellow uranium minerals long before that time. The ruggedness of the country and the heavy soil cover over much of the surface hampered prospecting, but probably the main reason the ore was not found sooner is that no one took the trouble to look for it in the Lukachukai Mountains.

First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn&apos;t lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

"The largest cost centres of the David Bell Mine concentrator are grinding, leaching and effluent treatment. Optimizing results during the 6th year of operation are listed below: o SAG mill slurry density control and operating strategies improved liner life and media consumption by 10 and 25%, respectively.o Poly-met liners clad the SAG mill except for the feed end. Lower noise levels and reduced mill downtime have resulted in an improved and more efficient workplace (time required for liner changes is 2 to 3%).o A comparative grinding media study using seven different marked media at the same time showed media wear rates range 120 to 198 mg/kWh and ball mill charge replacement frequencies of 8.3 to 13.1 per year, and that a meaningful wear test must include all media to be tested at the same time in the same mill. High quality carbon steel cylinders had the best economics.o Pre-aeration, using pure gaseous oxygen is accomplished in pipe reactors. Small bubble generators provide oxygen in the first three leach tanks. 1500 to 3000 kg of oxygen is consumed per day. Leach kinetics have improved and trends indicate increases in gold recovery of three to seven ounces per day at reduced costs. Effects of reduced cyanidation of accessory metals on the effluent treatment plant will be discussed in a separate paper."

The interest in spark plasma sintering has been growing considerable over the past few years. This has been brought about by the unique advantages of the process, which include reduced sintering temperatures and times and the production of materials with unique microstructures and properties. Despite its current reputation as an outstanding process that has solved major problems such as nano-powder consolidation, it has so far been largely limited to the manufacture of simple shapes, due to its inherent geometric configuration. In this paper we present preliminary results on spark plasma "extrusion" that can allow the production of extended geometries via electric-current processing. Preliminary results on the processing and microstructure of spark plasma extruded aluminum are discussed.

Although for many years considerable attention has been given to devising safe and efficient methods of using explosives, with some success, relatively little has been done to provide satisfactory storage facilities for them. This was known long before the present war began, but it was emphasized during the past 30 months? inspections of explosive magazines by employees of the Bureau of Mines in administration of the Federal Explosives Act of December 26, 1941. These inspections have revealed woeful in adequacy as well as definite hazards and the urgent need for obtaining better storage facilities either by remodeling old magazines or constructing ink new ones that would afford suitable protection for the contents against theft, fire, deterioration, and detonation. The purpose of this paper is to offer suggestions and to show by sketches and drawings some of the fundamental features of suitable magazines. Type of construction and available materials differ with different; localities, but the information herein contained can be applied to most magazines, whether already constructed or the construct: on of which is planned. It is hoped that this information will be helpful and will aid persons who are trying to provide suitable storage for explosives end detonators. It is also hoped that States and cities will be made aware of the unbelievable laxity practiced in storing explosives in the United States and will take some remedial action.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be "land poor" but "coastline rich," meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. The Independent State of Papua New Guinea (the State) recognizes this tremendous opportunity and is taking a leadership role in this emerging industry by becoming a 15% partner in Solwara 1 (with an option to increase their investment to 30%).The Solwara 1 Project has been gaining momentum since Nautilus Minerals and the State signed an Agreement on April 24. This new agreement with the State in which they have staked a minimum 15% interest as a meaningful partner, underscores the State’s continued and widespread support for the Project. Signing of this Agreement was a historical occasion and a milestone achievement for Nautilus Minerals and the people of PNG.The machinery being built for the Solwara 1 Project is taking shape. The Seafloor Production Tools are now over 90 percent complete. Assembly of the biggest tool, the Bulk Cutter, was completed in April this year and assembly work on the Collecting Machine and the Auxiliary Cutter commenced in May and June this year respectively. The Riser and Lifting system, which will be used to transfer the mined material from the seafloor to the surface within an enclosed system, is over 50 percent complete. The critical path for the Solwara Project is to secure a suitable vessel arrangement. Nautilus aims to have this completed by the end of this year."

Titanium ranks as one of the more abundant elements, is widely distributed, and occurs in concentrated form in numerous deposits. This substance was discoveres 140 years ago; but despite the efforts of metallurgists and chemists to find a place for it in industry, only within the last 10 or 15 years has the increased use of titanium pigments provided any extensive outlet for titanium ores. Even to-day titanium is confined to a few highly specialized industrial applications. The metal itself is now quoted regularly in trade journale, but scarcely yet can it be said that the production or use of the metal. has progressed very far beyond the laboratory stage. Ferroalloys containing the element were largely used for a time, especially in connection with the manufacture of Bessemer steel rails; but as American rail- ways adopted open-hearth rails in preference to Bessemer rails, the demand for the alloys in the rail manufacture gradually dwindled into insignificance. New outlets for ferrotitanium have been found in the steel industry; and the production of titanium alloys, both in the United States and in Europe, has increased in recent years. By far the largest use of titanium at the present time, however, is in pigments. The manufacture of titanium white began in Norway, but at present the United States is the leading producer. One of the two companies now operating in the United States is also the leading factor in European production. Although titanium occurs, in many minerals, the principal commercial sources are rutile (the natural oxide, Ti02) and ilmenite (iron-titanium oxide, FeO. TiO2). The latter is a coal-black mineral, but it is the one used in the manufacture of the titanium white of commerce, as well as in the manufacture of ferroalloys and arc-lamp electrodes. Rutile, the natural oxide, is not pure white and, being less common in nature, costs more; it is, therefore, reserved for use in the manufacture of titanium chemicals employed in relatively small amounts in dye works and bleacheries and for sundry minor purposes. This paper summarizes the titanium industry, with special reference to its economic aspects. It is offered as a survey of current trade literature and as a digest of material in the files of the bureau and is presented in response to numerous inquiries from prospective producers as to ways and means of exploiting deposits. (At present, much of the ilmenite consumed in this country comes from overseas, principally from British India..). A forthcoming circular, devoted to deposits of titanium-bearing ores, deals with foreign and domestic sources of supply.
