To mine safely and efficiently the working conditions must be systematically de¬fined. Their uniqueness distinguishes mining from other engineering professions. The worst case in underground mining is delineated and termed "encumbered space'", since it "seriously impedes motion or action." Working space is inherently hazardous, transitory, and expensive, inducing it to be of low quality, tight and congested, vulnerable and deteriorating, and isolated and inaccessible. These adverse conditions, are damaging to cumbersome, mobile equipment, and affect all activities, including surface work. The conditions are reorganized using the fundamental engineering dimensions: space, matter time, people, and money. Comprehensive tables are presented with attention paid to "disaster potentials". Examples are cited.

The operation of a series wash thickener-two stage filtration circuit determines the soluble loss in many hydrometallurgical operations A study of this circuit yielded expressions which permit calculation of soluble loss for almost any condition of operation. The soluble loss over a range of the circuit variables is presented to illustrate and evaluate circuit performance, The interrelation of factors affecting filter performance and some of the wash circuit, variables are quantatively described. Filter wash, which is governed by wash zone size, filter pulp level and filter feed pulp density, has the greatest affect on soluble loss. Excepting clothing blinding and flocculation the factors which decrease filter capacity also decrease soluble loss. Repulping with water, under some circumstances, can bean important means of soluble loss reduction. Water for primary filter wash, leach pulp density repulp density and wash thickener underflow density have little effect on soluble loss. The dilution of both o the filter pulps with wash solutions is suggested as a means of reducing soluble loss, and at the same, time, controlling the performance of the filters. Blowback and filter cloth blinding seriously increase soluble loss.

Because of the extremely low utilization of strain energy in the breakage of solid particles, the energy efficiency prevalent in comminution technology is extremely poor. Schoenert considered that single-particle comminution under slow compression is the most energy-efficient mode of comminution and that energy efficiency should be compared to that. The usual method for grinding minerals and cement has been the ball mill, in which the hit-and-miss aspect of loose-bed comminution severely reduces energy efficiency. The fine grinding of minerals is a particularly energy-intensive process. Schoenert showed that the energy consumed in the comminution of particles in confined beds is second only to that of single-particle comminution under slow compression and developed the method of conducting particle-bed comminution continuously in a high-pressure roll mill. Since its first industrial installation in 1985, the high-pressure roll mill has established itself as the comminution device of choice for significantly improving the productivity and energy efficiency of size reduction from coarse size feeds down to products finer than 20 microns. The first of several hundred installations were in cement plants. The preliminary design and optimization of the industrial operation of high-pressure grinding roll (HPGR) systems, owing to the continuous nature of the device, cannot be efficiently done through laboratory experiments and needs to be achieved through proper system modeling. While the energetics of size reduction in high-pressure grinding rolls has been modeled very well, no model exists for the macroscopic variables in HPGR comminution. In high-pressure roll mill grinding, size reduction results from confined particle-bed comminution under compressive stresses such that the daughter particles produced are highly fractured, stressed, or otherwise weakened. This paper attempts to relate the comminution / compaction behavior for confined particle-bed under compression in a piston-die press with the macroscopic variables in HPGR comminution. A model describing the pressure-densification relationship is presented and used to accurately simulate the macroscopic variables in high-pressure grinding rolls, utilizing experimental data for particle-bed comminution with the piston-die press. The accuracy of the predictive simulations strongly suggests that, starting with a few batch-mode laboratory-scale experiments, it should be possible not only to identify the optimal operating conditions for existing operations but also to successfully design new industrial high- pressure grinding roll systems.

Historically, coal miners have known that roof shales can deteriorate in contact with humid mine air, causing massive roof falls and injuries from falling rock. It is critical to recognize rocks prone to weathering and to adequately support these rocks in order to ensure the long-term stability of the openings. In a recent study, NIOSH has used a wet/dry cycling test to determine the moisture sensitivity of over 800 specimens of roof rock from 25 U.S. coal mines. Fireclays and some gray shales are the most moisture-sensitive. Rocks with disturbed bedding, in contrast to flat-bedded rocks, are also more sensitive to water. Black shales are relatively un-reactive to moisture and serve to protect more reactive gray shales above. Mines that have roof rocks with moisture-sensitivity indexes above 40% can experience slaking roof conditions, and many require high coverage surface controls. Three case studies are presented in which the moisture-sensitivity index is correlated to roof conditions underground, and can be used to indicate long term deterioration. Engineering measures are described to control moisture-sensitive roof. In one case, roof screen not only reduces injuries from rock fall but also is shown to reduce roof falls. Nine rock properties were determined for rocks coming from 49 locations and having a wide range of compressive strengths. Plots of the nine rock properties versus each other were prepared. A stepwise multiple linear regression analysis was performed to obtain several equations for predicting compressive strength. Both linear and curvilinear relationships were assumed between compressive strength and the other rock properties. The prediction equations had multiple correlation coefficients ranging from 0.947 for an equation with 1 variable (point load tensile strength) to 0.986 for an equation with 25 variables. Of the properties tested only point load tensile strength could be used alone to estimate compressive strength with fair accuracy.

Blasting powder is a slow-acting, black, granular explosive made of sulphur, charcoal and either potassium nitrate (saltpetre) or sodium nitrate. The blasting powder containing potassium nitrate is known as “A” blasting powder; that containing sodium nitrate, as “B” blasting powder. “A” blasting powder is a little denser, a little stronger and a little less hygroscopic than “B” blasting powder.

The production of sulphuric acid from sulphur generates heat. The majority of this heat is recovered as steam and is often used to generate electricity. Heat not recovered as steam is rejected to cooling water systems. The design of the turbine, condenser, and cooling water systems impacts the overall water, energy, and environmental footprint of the plant. This review considers a conceptual 2000 t/d sulphuric acid plant with several alternative cooling water systems. The review utilizes Hatch?s 4 Quadrant sustainable design tool to compare the alternatives on both an economic and a weighted sustainability scale.

Tennessee is the largest federal program state in the nation, with 62 active surface and underground coal mines. Tennessee's coal resources lie in 22 coal seams in 22 counties. Twelve seams are being mined at this time. Mining in the northern counties is primarily in steep slope areas in the Cumberland Mountains. The relatively flat terrain associated with the Cumberland Plateau makes area-rnining the most common production method in Tennessee's southern counties. The State of Tennessee gained primacy August 10,1982, when its regulatory program was conditionally approved, subject to the correction of certain deficiencies. On May 16,1984, the Tennessee General Assembly repealed most of the Tennessee Coal Surface Mining Law of 1980, effective October 1, 1984. With this action, withdrawal of the state regulatory program was formalized, and on October 1,1984, the Office of Surface Mining's Knoxville Field Office became the regulatory authority. Tennessee is not eligible to receive funds for an abandoned mine reclamation program because it does not have an approved regulatory program. Accordingly, the Tennessee Abandoned Mine Lands Program does not receive federal AML grants. Since 1984, AML projects have been completed under cooperative agreements between OSM and the state; emergency projects are completed by the Office of Surface Mining.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft3/sec) of water into Southern California. The 13 km (8-mile) tunneling project is well underway and consists of two, 5.8 m (19-foot) diameter TBM bores through extremely variable geological conditions. The tunnels lie near the base of the San Bernardino Mountains and several significant faults including the San Andreas Fault run within one kilometer (0.6 miles) of the tunnel alignment. Numerous other significant faults cross the tunnel alignment and water pressures in the tunnel have been recorded as high as 20 bar (300 psi). This paper describes some of the problems and challenges encountered and the solutions implemented to advance the two hybrid TBMs under conditions that ranged from hard rock with no water inflows to full-face granular material under 10-bar pressure and in excess of 32 l/sec (500 gpm) inflows. Due to the range and severity of ground and water conditions actually encountered, the Owner-Contractor-Designer team eventually found that adjusting the means and methods to be more responsive—virtually on a day-by-day basis—was needed to suit the conditions

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Flyrock produced by blasts in surface mining and quarrying is a major hazard that can result in serious injuries or property damage. This paper presents a fully integrated and automated approach for reviewing blast outcomes from a wide variety of rock blasting environments from the perspective of flyrock safety associated with blasthole collar ejections. The process is applied at a corporate level for an explosives service provider handling up to 100 blasts per day from mines, quarries and construction sites throughout the US.Flyrock risk minimisation has inspired research and the associated development of a reliable flyrock model to estimate flyrock ejection velocities and the resulting maximum projection distances of fragments. In spite of significant achievements in this area, flyrock incidents continue to occur, mostly due to implementation mistakes. An efficient preventive measure is continuous blasting process improvement that relies on on-site video recording, storage, automatic analysis and classification of the recorded blasts followed by the automatic generation of reports.In this paper, a novel blasting video analysis system that is capable of processing a large quantity of video records is presented. Blast analysis and parameter measurement are fully automated and are carried out using videos recorded with a conventional consumer camera. The blast video recording process does not require the use of surface markers, range poles or objects of a predefined size for scaling purposes.Although automatic video analysis is commonly used in many application areas, such as video surveillance, traffic monitoring and robotics, the algorithms that have been developed to recognise and track solid objects with well-defined shapes, textures and colours are not efficient at dealing with blasts, which, by their nature, have dynamically changing parameters. Moreover, very strong camera vibration caused by blasts that cannot be totally compensated by camera image stabilisers may cause conventional computer vision algorithms to fail.This paper presents novel computer vision methods developed for automatic tracking of the trajectory from a blast ejection point to the highest point reached by blast particles and the ejection velocity. The system also uses colour and motion analysis to detect the emission of toxic fumes during a blast. The solution is vibration tolerant and can differentiate foreground and background data, even in the presence of camera vibration. Moreover, the blasting video analysis method can automatically categorise correctness of the measurements and therefore indicate cases when additional visual inspections may be required to verify reports generated automatically.CITATION:Kharitonenko, I, McKenzie, C K, Papillon, B E and Popov, P, 2015. Modern management of uranium mine or mill waste storage facilities (WSFs) often requires that they be remediated or decommissioned with a cover system. In addition to creating a self-sustaining landscape that supports the end land use, cover systems are intended to reduce long-term risks to human and ecological receptors from the stored waste to acceptable levels. The performance and longevity of a cover system will be strongly influenced by the features or shapes of the WSF final landform. Hence, cover systems and landforms must be thought of as an integrated design. Based on the author’s experience, the most important elements of the design process for maximizing the potential of WSF final landforms / cover systems being sustainable over the long term are noted in this manuscript. Several key items that must be considered and addressed during the planning phase of constructing a WSF final landform are also described. Various methods for monitoring performance of a WSF final landform are also reviewed. Key aspects associated with decommissioning a tailings WSF and waste rock pile at the former Cluff Lake uranium mine in northern Saskatchewan are included to illustrate many of the practical insights provided in this paper.

In the Pilbara region of Western Australia, an iron ore mine is undertaking a high wall cut-back to improve stability and allow access to deeper ore deposits. Several sections of the wall have been classified low factor-of-safety due to unstable localised geology, and therefore an engineered approach to vibration critical blasting was required. The use of electronic detonators allowed multiple signature (seed) holes to be incorporated into a production blast adjacent to the low factor-of-safety area, therefore providing baseline vibration data to be used for future modelling with the added advantage of eliminating unnecessary pit closure downtime typically associated with a signature hole program. All subsequent blast patterns also incorporated multiple signature holes to provide additional data and allow continual updating – and therefore improved accuracy - of the blast prediction model. Electronic detonators and blast initiation systems were combined with advanced blast vibration modelling software to produce optimal timing sequences with predictable vibration outcomes. Although minimising vibration was the primary focus, blasting induced frequency was also a concern for the project team and therefore initiation sequencing was optimised to also avoid undesirable frequencies. Minor variations in ground factors (vibration transmission and attenuation) were noted, and therefore justified the inclusion of regular signature holes which allowed continual vibration model updates. Blasting results produced vibration and frequency measurements within allowable limits and closely resembled the predictive model. These positive results were achievable through the combination of electronic detonators, advanced modelling software and good onsite practices by engineering and on-bench teams alike. This project will remain ongoing as the pit progresses to deeper benches, and therefore the same methodology will be applied; quality and continual data collection, the use of electronic detonators, and optimisation via advanced vibration and frequency modelling software. Os aços inoxidáveis são largamente utilizados nos mais diversos segmentos da sociedade, tendo como principal característica a resistência à corrosão. Existem muitos estudos sobre o comportamento destes aços, que se apresentam com diferentes composições, estruturas e propriedades, mas algumas características ainda precisam de muito estudo, como exemplo a interação do metal com o hidrogênio. O hidrogênio nos metais é estudado há muitas décadas pela sua alta capacidade de mobilidade intersticial, todavia seus mecanismos de fragilização são pouco compreendidos e propostos em algumas teorias. O presente trabalho busca caracterizar os efeitos do hidrogênio em um aço inoxidável ferrítico tipo AISI 409 quando tensionado em ensaios de achatamento comparativamente entre amostras hidrogenadas e não hidrogenadas. Os testes no material de base evidenciaram que o hidrogênio age na perda de ductilidade deste aço inoxidável, apresentando facetas de clivagem ao ser tensionado. Os resultados obtidos sugerem que a fragilização por hidrogênio representa um risco e um desafio à Indústria, reforçando a necessidade de desenvolvimento de pesquisas e estudos para minimização dos efeitos do hidrogênio nos metais.

The resultant load vector is the representation of the forces applied to a longwall roof support element by caving strata into a single, quantifiable measure of support resistance. The relatively complex kinematics of the shield support prohibit a determination of support resistance simply by summation of leg forces. A method is being investigated by the Bureau of Nines to determine the resultant load vector by instrumenting supports with pressure transducers and strain gages to measure leg, canopy capsule, and lemnisoate link forces. This concept has been laboratory tested in the Bureau's Nine Roof Simulator. Functional relationships among variables have been assessed, and confidence intervals have been established for prediction of the resultant load vector parameters.

In a consideration of the various means whereby more economical and more efficient use may be made of the fuels in the United States, the possibility of obtaining for the production of illuminating gas other and cheaper fuels than the Pennsylvania coals demands attention. For the Government, as well as for private corporations and the householder, there can be no more economical and efficient way of using some coals than through the medium of illuminating gas. In the stove, gas reduces the labor cost of heat production and lessens the drudgery of the kitchen; burned in the Welsbach mantle, it is an excellent and cheap illuminant. In addition, the coke that remains after the gas has been recovered furnishes a smokeless fuel that has about the same heating value as anthracite. Hence any investigations that will indicate how local coals through proper treatment may be substituted for the higher priced and rapidly vanishing Pennsylvania gas coals will bring about lower prices for both gas and coke and will also aid to conserve for use in metallurgical processes the coking coals of Pennsylvania and of ot,her States. The annual drain on the gas-coal resources of this country and the importance of the gas and coke industries are indicated by the fact that 8,390,129 tons of coal were carbonized in retorts in the United States in 1909. The resulting salable products from by-product ovens were 15,791,220,000 cubic feet of coal gas, 6,254,644 tons of coke, and 60,126,000 gallons of tar. The total value of all by-products was about $28,508,637.

Thermogravimetric analysis (TGA) has been used to research the pyrolysis and combustion processes of coal used in rotary kiln of iron ore oxide pellet. Furthermore, the effects of air flow and oxygen concentration on the combustion behavior of coal were examined with TGA. The results showed that two individual stages can be distinguished for the pyrolysis of coal, the water evaporation stage and the de-volatilization stage. And the information on ignition and burnout characteristics can be obtained from the combustion process analyzed by TGA. Large air flow almost has no effect to the combustion process except that it enhances combustion intensity. However, the combustion process is further accelerated under oxygen-enriched conditions. With all experimental results, it could provide an attractive approach of analyzing coal for the rotary kiln process.

It is a question that begs to be asked when more than 100 of some of the best and brightest in Colorado mineral processing and their invited guests are gathered in one room. They are there for the 66th Annual Colorado MPD Meeting held at The Broadmoor in Colorado Springs: three days of finely curated talks and social events where participation was strong, and information was exchanged and connections forged in a relaxed, informal atmosphere.Water, tailings and social licenseNot surprisingly, water management, with the associated issues of tailings and social license, was high on the minds of those present. The Mount Polley and Samarco tailings dam failures have had repercussions across the industry. “There are big challenges with respect to tailings, and social and environmental pressures to find better ways to treat them,” said Steve Hearn of Huntsman Corp., a view echoed by Bob Kilborn of Kilborn Group LLC. Metso Minerals director Keith Butler said, “Water conservation is a key issue today. Many mining activities are now located in remote areas, so it has social and economic impacts on mining operations.” For Brian Olson of Samuel Engineering, wastewater and reclaimed-water treatment is interesting.Fittingly, the first talk of the meeting was on dry stack tailings by Michael Blois of Takraf USA, who went over both the advantages and disadvantages. “The average now is over one tailings dam failure a year,” Blois said, “and that is one too many.” But the technology may not be the right fit for all projects. In his talk on the KSM project, Jay Layman, president and COO of Seabridge Gold, showed how it isn’t practical for KSM and how Seabridge reached the decision on a cyclone sand tailings managementfacility as the preferred management strategy.The luncheon keynote also dealt with a tailings pond spill, but of a different kind. Bob Schafer, chief executive of Eagle Mines Management, spoke on the federal missteps that led to the spill into the Animas River from the Gold King Mine, a mine that had been a dry mine throughout its life and up to the 1990s."
