One of the present trends in the mining industry is the increased use of mining contractors. In the past, many project owners have utilized mining contractors for topsoil stripping or overburden removal, usually on a short-term or periodic basis. In recent years, mining contractors have not only removed the overburden, but mined the product as well. Why is this change occurring? A prevalent trend in the mining industry appears to be the outsourcing of non-core and non-strategic functions, allowing producers to focus more on areas of technical expertise where higher incremental value is added—that is the processing, refining, and marketing of the product. As capital allocation becomes more critical, this trend is likely to continue.

The optimisation of a mining operation requires precise ore grade control, metallurgical accounting, and laboratory sampling protocols, which are implemented by using accurate and flawless sampling systems. Good sampling practices, and sampling technologies in these fields have been historically poor and too many existing sampling systems available on the market are flawed in many ways. This is mainly the result of a poor understanding of the Sampling Theory, and the natural result of international standards on sampling that fail to present the Sampling Theory in a logical way, that still promote non-probabilistic sampling, and that fail to address the important details that make a correct sampling system. Many standards barely mention the Sampling Theory in appendices when it should be clearly the main body of a reliable standard on sampling. As a result, many standards show only little expertise in the Sampling Theory. Conventional statistics should only be a scientific tool for the Sampling Theory to reach its height, which has always been well understood by its creators. Conventional statistics can indeed be addressed in appendices of standards in sampling, but not the other way around. Until the Sampling Theory is recognised as the main body of a standard on sampling, incorrect sampling technologies will plague the market, and make it impossible for mining operations to optimise their mining and metallurgical processes. This paper makes a short list of correct new sampling technologies that have been created with respect to the principles taught in the Sampling Theory. Also, suggestions are presented to create better international standards on sampling, which would provide a stronger incentive for manufacturers to build correct sampling systems, and for engineering firms to install only sampling systems that respect the rules of sampling correctness listed in the Sampling Theory.

EVEN the weather man joined in a friendly conspiracy to make the fall meeting of the Industrial Minerals Division at Rolla, Mo., Oct. 23-25. the splendid surges that it was. Following weeks of rain, the foliage of the Ozarks was still green, merely enlivened here and there by splashes of autumn coloring. In contrast to the tranquil beauty of the School of Mines campus under smiling Indian summer skies, the pace of the meeting was lively. Registration was larger than at any previous meeting and included an unusual number of prominent names and delegates from all over the country. From 125 to 150 were present throughout the three technical sessions, at the Thursday evening smoker, and also at the banquet on Friday; when students trooped in to the technical sessions the audience was augmented occasionally to over 200.

Treatment of industrial wastewaters generally advances with specific chemical concentration and mass-flow targets, established by National Pollutant Discharge Elimination System (NPDES) permits. Treated discharges must also address toxicity to test and receiving water organisms. Various parameters might need consideration during treatment design and planning, such as the known toxicants, hardness, alkalinity, solids, nutrients, metals in both the dissolved and particulate state, and even flow. Since toxicity is used as a "catch all" regulatory monitoring tool, design of treatment systems should focus on the various factors contributing to toxicity.

LINN BRADLEY, H.' D. EGBERT and W. W. STRONG (communication to the Secretary*).--In the discussion of the paper, a request was made for a further explanation of the curves given on Chart I. In preparing the curves given on this chart, a typical blast-furnace top gas having the following composition by weight was assumed: Per Cent. C02 21.00 CO 24.00 Hz 0.25 CH4 0:25 N2 54.50 For any given top-gas temperature, Curves A, B, C, D, and E indicate in British thermal units the sensible heat lost in cooling the top gas to 60° F. by wet-cleaning methods. Top-gas temperatures are plotted as abscissae, sensible heats above 60° F. in British thermal units are plotted as ordinates, and separate curves are drawn for top gases carrying various amounts of moisture. For any given stove exit-gas temperature, curves A1,-B1, C1, D1, and E1, indicate in British thermal units the sensible heat carried out of the stoves by the moisture which is left in the top gas when it is dry-cleaned and enters the stoves hot. This moisture is removed when the gases are wet-cleaned and the sensible heat which it carries out of the stoves is therefore saved. As before, separate curves are drawn for top gases carrying various amounts of moisture. The curves in Fig. 1, therefore, indicate graphically how much more sensible heat is conserved by cleaning the top gases by the dry-hot method than is conserved by cleaning the top. gases by a cold-wet method and thus removing the greater part of the moisture carried by them. They also show of how little moment it is from a heat conservation standpoint whether or not the moisture carried by the top gases is removed before they enter the stoves. That wet cleaning secures the removal of this moisture and is thus to be recommended from a heat conservation standpoint is an argument often advanced by advocates of wet cleaning. The curves of Fig. 1 show how fallacious such an argument is.

Arsenic (As) removal behavior from Changgoon mine tailings was investigated using Acidithiobacillus ferrooxidans (A. ferrooxidans) in well-controlled batch reactors by varying pulp density (0.5?4%, pH=1.8, temp=30oC), reaction initial pH (1.8?2.2, pulp density=0.5%, temp=30oC), and temperature (25?35oC, pulp density=0.5%, pH=1.8). The initial concentration of As in the mine tailings used for bioleaching tests was about 30000 ppm, and the size range of tailings used in this study was 63?74 µm. The reaction speed and initial cell concentration were fixed to 150 rpm and 107 cells/mL, respectively. To complement leaching experiments, pH, oxidation/reduction potential (ORP), and amount of ferrous/ferric ions in leachate were analyzed. Scanning electron microscopy and x-ray diffraction analyses were also conducted for the samples before and after leaching to see if any morphological and compositional changes in tailings took place during leaching process. The As leaching efficiency increased with decreasing pulp density, decreasing pH, and increasing temperature in the presence of A. ferrooxidans. Specifically, no significant change in As removal rate was observed when pulp density d 2% while the removal rate dramatically decreased at pulp density of 4%. Regarding pH effect, As removal rate was much more enhanced at lower pHs (i.e., 1.8 and 2.0) compared to pH 2.2. Increasing temperature was observed to tend to enhance As removal rate, showing about 20% enhanced leaching rate under 35oC compared to 25oC and 30oC at the elapsed time of 5 days. The results for As removal behavior at different conditions (i.e., pH, temperature, pulp density) were consistent with the change in pH, ORP, and ferric ion concentration in leachate, showing greater removal rate at the condition with lower pH, and higher ORP and ferric ion concentration in leachate. Furthermore, decreasing removal efficiency was likely in part due to the extent of the formation of by-product (i.e., jarosite) of ferric ions.

Shaft lining reinforcing analysis of two shafts under construction has been presented in this study. The first shaft was driven from the surface, while the second was deepened. Mining and geological conditions have been studied with respect to the lining capacity. The improvement of shaft stability comprised two elements, i.e. reinforcement of the shaft lining capacity and improvement of the strength properties of the rock mass. In both tested cases, the particular hazard was connected with non uniform loadings of the lining, which could generate shearing stresses within lining structure. Thus such elements as armored concrete with high strength properties, bolting and injection sealing of the rock mass, and the use of special ring reinforcing the shaft lining have been used in order to reinforce the shaft-rock mass system. Practical conclusions related with new technological solutions, allowing the rock mass and shaft lining reinforcement, have been included for the present study. The Henty Gold Mine, located in Western lasiuania use, uuiusatise solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. The initial paste fill design was based on the Bad Grund and Ranunelsberg Mines paste fill systems of Preussag in Germany and comprised pumping filtered tailings paste some 1.2 kin uphill from the mill to the mine portal, where cement was to be added before being distributed underground. The system was designed following initial testwork that was undertaken on a bulk sample of ore mined from the scar surface Sill Zone. Subsequently, during the mining of the Zone 96 orehody, it was found that there were significant mineralogical variations in the composition of the ore mined. Following processing, the resultant Icach residue caused significant changes in the paste rheology and therefore the pump and flow characteristics. An alternative solution was implemented that involved the use of agitator trucks to transport the cemented paste to the portal. This required modifications to the fill preparation system and also the underground distribution system. Laboratory strength tests of the HDPF using actual gold plant leach residue showed low early strengths were attained with HDPF containing only filtered leach residue. Therefore, high binder addition rates or an increase in the fill cycle time would be required to allow the fill to gain sufficient strength. A considerable amount of potentially acid generating waste rock also requires underground disposal. By blending the waste rock with the HDPF, the strengths were improved and the required cement addition rate reduced by about one-half. The potentially acid funning waste rock is encapsulated in the highly alkaline cemented paste, minimising the potential for acid generation.

Producing copper companies were active during 1941 owing to the national defense program the United States and the requirements of the friendly belligerent nation. This activity extended to the American owned properties in South America, the major part of whose product was taken by the Metals Reserve Co., a U.S. Government agency. Anaconda Copper Mining Co. is building a new converter plant at Anaconda, with four units of the Peirce-Smith type. The addition is being built adjacent to the reverberatory plant so as to avoid the necessity of hauling matte and slag. It is expected to be completed this year.

There are many large rhodunite-bearing veins containing manganese in the Eureka-Animas Forks area of the San Juan Mountains in Colorado. The Sunnyside vein is the largest known vein in the area. As observed on the surface, the vein is mineralized over 8,000 feet and attains a maximum width of 200 feet. The average width of the vein and its branches and ramifications is 58 feet in the area that was mapped in detail. The weighted-average analysis of surface and underground samples from the northeastern extension of the Sunnyside vein is 8 percent manganese. Most other known veins in the area have a similar manganese content. The Hidden Treasure vein lies southeast of the Sunnyside-No Name-Mastadon vein. The weighted average of the analyses of surface and underground samples from this vein is 13 percent manganese. Exposures of the Scotia-Silver Chord vein are visible over a strike length of 4,000 feet on Treasure Mountain. Diamond-drill holes show that the vein contains 10 percent or more manganese to a depth of 400 feet. The vein has an average width of 28 feet. The Independence vein is exposed on the surface for a distance of 600 feet and has an average width of 6 feet. Three cut samples taken across the vein had an average content of 20.7 percent manganese. Sampling of the outcrops of eight veins in the Placer Gulch area also indicates manganese. Numerous other veins cropping out in the surrounding area are similar to the outcrop of the. Sunnyside vein system mineralogically and are worth investigating.

From 1997-2000. PT INCO undertook the Fourth Line Expansion Project (FLEX) to increase annual production rates from 90-100 to 150 Mlbs Ni/year (68,000 MT Ni/yr). In 2003, PT INCO nickel production underwent a major sustainable step jump that finally exceeded the targeted rate. This paper presents the changes that led to this achievement. The focus of mining changed. Improving Ni grade was important but only if electric furnace feed met target chemistry so that on-specification slag could be produced. The intensity of diamond core drilling for exploration was dramatically upgraded, mine planning strategy was totally re- vamped and an ore chemistry quality assurance team was formed. In the processing plant, measurement systems were upgraded for better control. Teamwork between sections vastly improved. The final step jump in production occurred when the fifth hydro-electric power generator was added to the furnace grid to allow the power-starved furnaces to cruise in operation at 70+ MW. The Bureau of Mines studied the effect of varying the, diameter of explosive charges on the generation and propagation of strain waves. The parameters compared were strain amplitude, impulse, energy, and pulse shape. Three different explosives were detonated in three different charge diameters. Charges of cast 50/50 pentolite-detonated at the same velocity in 5-, 2.5-, and 1.5-inch diameters. Charges of ammonium nitrate-fuel oil prills and 45-percent semigelatin dynamite showed a strong detonation rate-diameter dependency. Detonation of these two explosives was considered nonideal. Differences in the diameter of the charge caused less difference in the strain-generating abilities of pentolite than in those of the other two explosives. This was also true for impulse and energy. Rise and fall times of the strain pulses for all three explosives were proportional to detonation time and cavity volume, respectively.

The increasing demand for iron ores prompted the Bureau of Mines to investigate the sources of past production in Kentucky to determine whether reserves of usable ore still exist. Preliminary investigation showed that the holdings of the Rose Run Co. were the most promising, inasmuch as the deposit had not been exhausted by past mining and the property was near railroad facilities and but 80 miles from the blast furnaces at Ashland, Ky. The Bureau conducted a churn-drilling and sampling program to investigate the depth, thickness, and iron content of the ore beds so that they might be evaluated as a possible reserve of low-grade iron ores. The Rose Run area in Bath County, Ky., was explored by 74 churn-drill holes totaling 2,059.4 feet of drilling and 4 cuts and test pits. Fifty-seven drill holes and the four test pits penetrated the ore bed at an average depth of 22 feet. The bed had an average thickness of 2.54 feet. Analyses show that the calcium and magnesium carbonate content is more than sufficient to flux the silica and provides an excess that needs an admixture with other siliceous iron ores.

INTRODUCTION Due both to the political history of UNCLOS and the sensitivity of the ocean floor and environment to man made impacts, both the Convention (including also the 1994 Amendment) and subsequent codification (such as the ISA draft code on Exploitation of Mineral Resources in the Area) put a focus on information about, and conveyance of, technology employed by interested deepsea mining companies, to inter alia the Authority and developing countries. In contrast, companies usually are (or by their nature should be) interested in safeguarding their technology and business secrets in order to secure unique selling propositions in a competitive environment. On the background of the meanwhile maturing regulatory régimes on deep sea mining, the presentation will look into some of the key regulatory provisions mirroring these apparently antagonistic interests, how the players involved could deal with them, and how they might in some cases be reconciled. Progress of Presentation The presentation will start by briefly examining some classical methods of protection of technology, such as patents, copyrights, and (not the least) secrecy. It will be found that some of the statutory means of protection due to their territorial character may face problems in being implemented in areas outside national jurisdiction, such as the Area, but that, thinking globally, they nevertheless retain much of their value for the purpose of protection. Depending on available presentation time, a model case may be used to illustrate the above – and also some of the following – findings.

The Harts Range deposit, owned by Olympia Resources is located some 130 kms northeast of Alice Springs, in central Australia (part of Australia’s Northern Territory). The core economic minerals here are industrial grade garnet and alumino magnesio hornblende (AMH). The resource contains an estimated 2.3 million tonnes of recoverable garnet and 6.2 million tonnes of recoverable AMH, making Harts Range one of the most significant abrasive medium deposits in the world. Part of the general marketing axiom of Olympia Resources is to make high quality products from the garnet and also a special series of blended garnet/AMH products to match the needs for other sectors of industry. The deposit mineralization is of alluvial origin and thus, requires no significant liberation regimes. Over 50% of the head feed is in the form of SiO2/quartz and as much as 17% is –63micron clay slimes and mica. Original pilot scale testwork for flowsheet development centred around fairly conventional wet gravity systems, with spiral concentrators being the pre-eminent separating device. To a point, this type of flowsheet was going to achieve some of the aims albeit fairly predictably. The one area that this circuit would be very limited though is in the recovery of the very coarsest of the medium SG minerals. This was going to be a very important and longer-term costly flaw. Amongst the highest demand, greatest value of products to be produced will be the range of garnet & AMH in the +600 microns sector. A flowsheet dominated by spirals would be fated to forfeit a significant proportion of these coarse minerals to tails. At the Outokumpu Technology P/L test facilities in Perth, testwork was conducted using a pilot scale Floatex® Density Separator, the LPF-230 model. Using a twin stage approach, whereby a primary Floatex® underflow reports directly to a secondary Floatex®, recovery of the economically important +600 micron garnet was increased from 65% in the spirals-only flowsheet to 95% using the Floatex® based flowsheet. Finally, the other significant aspect of this approach is in substantial simplification of the circuit required and a huge reduction in plant footprint. Also, the nature of using hindered settling provides substantial opportunities for process control and automation.

DURING my senior year at college a professor said to his class that a student who failed to obtain a passing grade in that certain subject could not graduate with his class and that his diploma would be withheld until the failure had been removed. In that way for four years a diploma had been made to appear to us as the objective in attending college. We grew up to think that a diploma was the means of providing employment; consequently, a diploma could not be jeopardized and, heeding the professor's remarks, we resolved to put forth special efforts and make good. During one of our class periods this same professor digressed briefly from his prepared lecture in metallurgy and advised the boys to join a national technical society. He spoke with earnestness and sincerity. After class we students discussed those remarks. We concluded that the professor had not convinced us. We were already members of technical societies at school and saw no need of joining another. In fact, even up to that moment a society had never indicated to any of us that joining it had any relation to landing a job, and we were fully aware that joining another society meant paying out more money, for fees and dues, which money we then needed to buy food, clothes, and perhaps a new slide rule. Furthermore, we knew that joining a society was not part of the curriculum and, therefore, the diploma could not be withheld if we did not follow the advice. Our conclusion was that we would not join but would concentrate on our work that assured getting our diplomas.

[Several processes for recovering manganese from low-grade ores have been proposed3/4/5/ in which an aqueous slurry of the ore is leached with gas containing nitrogen, oxygen, and sulfur dioxide as obtained from burning sulfur or roasting sulfide ores. The manganese dioxide is dissolved, and most of the sulfur dioxide is oxidized to sulfate, but an appreciable quantity of dithionate is usually formed, together with acid from oxidation of the sulfur dioxide.
