INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. Cook Colliery currently mines in the Argo Seam, beneath old workings in an overlying seam. The Argo seam is up to 4.8 m thick and a continuous haulage system behind an ABM25 is used to develop first workings. Current partial secondary extraction utilises floor stripping and pocketing or sumping first working pillars on retreat. The following paper summarises this recent secondary extraction experience, particularly from a geotechnical perspective, but also considering production and ventilation issues. Outcomes and learnings are presented for mining in this challenging and close multi-seam environment. The sealed castor seam workings are within 20 m, and vary from unmined areas to large first working pillars, to partial extraction panels and full extraction panels. High stress remnant pillars and goaf-edges are notable mining considerations. The mining environment is further complicated by faulting, thrust zones and weak laminated roof.

Effective minesite water management requires that this issue be treated as a risk management exercise. The management process is generally far from simple and by necessity must involve a range of personnel covering a siteÆs commercial, operational and environmental interests and responsibilities. The challenge to be collectively faced by these stakeholders is to strike the correct balance between risk and cost. On the other hand, the challenge to be faced by technical services support personnel is to provide stakeholders with information in a format that they can use with confidence. This paper presents the application of continuous operational simulation (OPSIM) modelling techniques to establish appropriate risk profiles for minesite operations. It is necessary that the format of these risk profiles be generic and equally applicable for defining the risk of occurrence for a relatively comprehensive range of activities û eg from of a non-compliant discharge, to the risk of failure to meet production targets. What is more, the profiles need to be quantitatively based and capable of reflecting change in system response to varied operational or management strategies. The techniques presented in this paper are based around a key assumption that long-term records of the climate contain within them sets of sequences that are representative of what can be expected in the future û that is, the droughts, floods, cyclones, good years and bad, long or short, and everything in between. Therefore, if these historical records are run through an OPSIM model for a particular site, then the simulated operational characteristics can be taken as being representative of what can be expected in the future, in the long-term. This lends itself to statistical analysis and translation into the required risk based format. Water Solutions Pty Ltd have been working with Capricorn Coal Management to develop a relatively comprehensive OPSIM model of their operations at German Creek Mine, Central Queensland. Outcomes from the modelling have been used in recent times to provide mine management with risk-based guidelines for both securing and containing mine water inventories. One of the more interesting tasks has been to establish risk based inventory levels that, if reached, would trigger the immediate implementation of a contract for the desalination and re-use of mine water, at predefined rates. Also, lead-time warning of the occurrence of a possible trigger is of importance to operational and commercial planning. To service this requirement the OPSIM model is regularly used to produce lead-time estimates to defined levels of confidence. Case studies of these, and other, applications of the OPSIM model at German Creek Mine are presented in this paper and serve to demonstrate an effective methodology for practical risked based water management.

In Romania, there are significant lignite and brown coal reserves hosted by different regions of the country. The most important lignite bearing zone of the country situated in the North ? West part of Oltenia region and which covers a surface area of 2,500 km2 and host a total reserve of 3.0 billion tons of lignite, of which more than 95% can be exploited by open cast method. The paper deals with the existing geological and mining conditions of the zone , the distribution by mining basins and exploitation perimeters, the open cast working technologies and the economic outcomes obtained throughout the time. Years ago, for the improvement of the economic situation as a whole and in each unit, a large production reorganization, technology update and modernization process was started up. There are described the rehabilitation measures of the technological lines and modernization of the equipments of the production flow-sheet, measures developed at present, too and which will still continue in future. There are mentioned the equipments considered, the components under modernization and the economic outcomes obtained so far. At the end of the paper there are presented the future actions for the equipment modernization and perspectives of the lignite deposit exploitation to meet the national economy requirements of solid fuels.

Ensaios de dureza e tração foram realizados, evidenciando aumento de dureza na zona de mistura e falha no metal de base. Simulações térmicas calcularam temperaturas globais máximas em torno de 1176 °C e diferentes ciclos térmicos ao longo da espessura da junta, conferindo diferenças microestruturais e mecânicas nestas regiões

"Natural fibers, as a class of material, are attracting the interest of engineering sectors owing to specific advantages such as comparatively reduced cost and lower density as well as environmental benefits associated with renewability and biodegradability. For industrial applications, thermal properties, among others, are required. These are major requirements, especially in the case of an insulating natural fiber. In the present work, thermal properties of the curaua were investigated by photothermal techniques, i.e., the open photoacoustic cell and a method based upon the monitoring of the temperature evolution as a function of time. This investigation, in tum, permitted to evaluate two important thermal properties: the thermal diffusivity and the specific heat capacity of the curaua fibers. Indirectly, by means of simple mathematical relations, the thermal conductivity was also obtained. The results were compared with other materials and characterize the curaua fiber as an efficient insulator.IntroductionMaterials are gaining attention in recent years owing to their benefits for the environment as compared to synthetics. Being biodegradable, yearly renewable and recyclable, the natural planted-based are considered fully sustainable [1]. In particular, their life-cycle, from growing to industrial processing, absorbs as much C02 as it is emitted and makes them neutral with respect to greenhouse gases responsible for global warming [2]. Typical examples of these environmentfriendly materials are the lignocellulosic fibers that have been used in simple items such as ropes, baskets, textile, modest roofing, etc, since the beginning of our civilization [3]. In the past few decades, these natural fibers have been extensively investigated [ 4-1 O] as a possible reinforcement phase of polymer composites in substitution for synthetic fibers. In fact, engineering application of lignocellulosic composites are today in the market, especially in the automobile industry [11-13]. Out of the hundreds available natural fibers, only part of them exhibits superior properties to be qualified for composite reinforcement."

The Crown Building, built circa 1921, is a 26-story iconic building located at West 57th Street and Fifth Avenue in the heart of Manhattan. The paper highlights collaboration between the geotechnical engineer and foundation contractor to develop economical and practical solutions to foundation design and construction challenges associated with this complex redevelopment project. The project includes both below-grade and above-grade expansion of the occupied building, and required undermining the existing foundations, and essentially doubling the foundation loads. The below-grade expansion required surgical foundation work including drilling minicaissons, shoring columns, underpinning, and excavating 20 feet of rock.

The reaction temperature was controlled at between 1400°C to 1600°C. The synthesized products were mixtures of alumina and silicon carbide in the form of whiskers. The effects of milling time of precursors and reaction temperature are presented. XRD and SEM analyses indicate complete reaction of precursors to yield Al2O3-SiC as product powders, with the SiC having porous and whisker morphology.

Porous and permeable rocks deeply buried in sedimentary basins contain immense volumes of hot water with the potential to supply low-grade heat energy. A part of Canada with sizeable potential for low-grade geothermal energy is the northern Williston Basin of southern Saskatchewan. In this region, the University of Regina has conducted a geological study investigating the feasibility of producing large quantities of warm water suitable for space heating in the Regina - Moose Jaw area. The study has shown that the most favourable geothermal reservoirs are in the Basal Clastic Unit (Cambrian Ordovician), which, at an approximate depth of 2,000 metres has predicted temperatures of 71°C to 74°C. We anticipate sustainable flow rates from these reservoirs of 100 to 300 ms/hr. The water contains about 150,000ppm of total dissolved solids, mostly sodium chloride. It is anticipated that the sulphate content will be 3,000 to 6,000 ppm, that the dissolved oxygen and hydrogen sulphide content will be small, and that the waters will be neutral to slightly alkaline. It is anticipated that the piezometric level will be 46 m below the ground surface for reservoirs in the upper part of the Basal Clastic Unit and 141m below the ground surface for the lower reservoirs of the unit. Plans are to build a low-grade geothermal research, testing and demonstration facility at the University of Regina. To be a practical demonstration, the facility will have to handle very large volumes of water. Because of high salinity, the water will be re injected into a subsurface reservoir. We do not anticipate insurmountable problems because of salinities or as a result of corrosion provided that the waters are not aerated during handling

The Telfer concentrator, located in the Great Sandy Desert of Western Australia, consists of a dual train gold/copper operation processing ore from one underground and, currently, two open pit mines with differing mineralogy. The flotation circuit of each train was designed to operate in several modes depending on the feed mineralogy. The majority of ore mined at Telfer is processed in a sequential mode where copper minerals are first floated into a saleable copper concentrate followed by the flotation of an auriferous pyrite concentrate which is treated in an on-site hydrometallurgical plant (carbon-in-leach (CIL)). Gold is recovered as a gravity product within the primary grinding circuit, to the copper concentrate, and to a lesser extent, the CIL circuit.Since Telfer was re-opened, with a new concentrator, in 2004, the processing plant has struggled with poor copper concentrate grades, partially due to the excessive entrainment of non-sulfide gangue minerals in the copper flotation circuit and, more recently, due to composite copper particles produced when processing ore from a supplementary satellite pit that has not previously been processed through the new Telfer concentrator. Gold recoveries in the CIL circuit have also been below industry standard. This paper presents the implementation of recent changes made to the circuit to address these performance issues. The reconfiguration of the circuit has involved the installation of the following major equipment items: two ISAMillsÖ in ultra-fine grinding applications (one in the copper circuit and one in the pyrite circuit), two Jameson Cells to improve fine gangue rejection and a bank of 5 + Outotec TC30s to recovery copper and gold from the reground pyrite stream. Stoppings are required to resist lateral forces on the face of the structure to control pressure differentials created by ventilating air. The design criteria in other parts of the world, including Australia, exceed this requirement by specifying over pressurization control to as much as 14 kPa (2 psi) in the active sections and 35 kPa (5 psi) in the main ventilating control areas. This is done to provide protection to the mine workers from explosive or air blast events within the mine that can create this over pressurization. The National Institute for Occupational Safety and Health (NIOSH) has been conducting research to develop a new testing protocol for rating mine ventilation stoppings. The premise of this work is that arch-loading conditions more accurately reflects the transverse load capabilities of stoppings in underground coal mines than the freestanding flexural strength test specified in the current Code of Federal Regulations (CFR). This work clearly shows that the transverse load capabilities of dry-stacked, mine ventilation stoppings are dependent upon the material strength of the block and the height and thickness of the wall, none of which are part of the current CFR criteria based on ASTM E-72 specifications. This paper compares the transverse load capabilities of several block materials and wall dimensions commonly used in stopping constructions based upon simulated three-hinge, rigid-arch loading tests of half-wall constructions in the NIOSH Mine Roof Simulator. The results indicate a wide-range of transverse load capacities, ranging from as low as 21 kPa (0.3 psi) to as much as 117 kPa (17 psi) for the conditions evaluated in this study. The current CFR criteria do not distinguish between applications of these stopping designs despite their wide variance in transverse load capabilities, which is not conducive to employing ventilation control strategies that isolate certain sections of the mine to prevent injury to mine workers.

This paper presents results from three case studies involving longwall mine panels at which the measured ground movements were compared with the numerical model predictions based on the finite element method. A new approach called the "displacement approach" was used in this study. The general concept of this method is based on the assumption that total roof collapse occurs behind the mine face as it advances. This assumption appears to be true for almost all longwall mining conditions. The prediction based on the numerical model appears to compare well with the measurements.

NO new ferrous alloys have been produced in the last five or six years that are as outstanding contributions to civilization as were the high-speed steels of the early part of the century or the stainless steels announced at the close of the World War. There have been, however, many developments of major importance having to do either with modifications of existing alloys or with new methods of treatment of older iron or steel alloys. Only a limited number of these new developments can be discussed and their selection does not necessarily imply that these are the most important but merely that they are of general interest rather than perhaps of greater importance in highly specialized fields.

The use of plate and frame filter presses for dewatering cement copper at Kennecott' s Bingham Canyon precipitation plant is described. The dewatering process begins by periodically flushing a dilute copper slurry from cone precipitators to a rake thickener. The thickener underflows intermittently to an agitated surge tank which feeds the filter presses with a relatively constant slurry containing 10 to 20% solids. The presses operate with a three-stage cycle; loading, air blowing and discharging. Exothermic reactions occur during the air blow which cause actual drying as well as promoting dewatering via simple filtration. At the completion of the air blow, the presses are discharged onto a conveyor belt which transfers material to the load-out building for shipment to the smelter. An extended investigation was undertaken to relate moisture content in the filter cake to maximum press temperature, acidification of press feed, percent solids in the feed, and percent insol in the copper. Of these, press tempera¬ture and feed pH (3. 5 to 1. 0) have the greatest impact on drying. Because the discharged filter cake is hot and continues to undergo exothermic oxidation, significant drying occurs during subsequent handling so that a product containing 8 to 14% moisture is delivered to the smelter.

The Petroleum Experiment Station of the Bureau of Mines at Laramie, Wyo., in cooperation with the University of Wyoming, has in progress chemical and refining studies of Wyoming black oils. In general, these crude oils are characterized by their high sulphur, high asphalt, and low gasoline content and are called black oils because of these properties and their color. Characteristics of the various Wyoming black crude oils, as determined by the Bureau of Mines Hempel method of analysis, have been published.4/

The roasting process of copper concentrates containing variable quantities of arsenic in a fluidized bed regime was analyzed, considering the technical literature published on the topic in the last quarter century. Although emphasis has been given to the analysis in the fluidized bed regime, other processes have also been considered, under a reducing, neutral or oxidizing atmosphere. The kinetic mechanisms of roasting, as well as the models that have been applied or those likely to be used to explain the kinetics of arsenic removal, are analyzed. Regarding the kinetic mechanisms, those that have been applied to copper concentrates with both high and low arsenic content are included. The roasting kinetic model includes the kinetic data analysis techniques, general models, equations and an estimation of the conversion degree through dynamic, differential and integral methods, as well as particular models for mineralogical components, such as smelter dust and copper concentrates with low and high arsenic content.

Geologists, engineers, technicians and surveyors have successfully utilized technical software in the mining industry for over 30 years. Software for processing survey, geology, mine engineering and planning information make these functions more efficient by automating repetitive tasks and reducing data processing errors. While these systems have been improved incrementally overtime, new systems that represent giant leaps in technology have been introduced to help mining operations increase productivity and reduce costs. However, their widespread use within the industry has left individual companies without a competitive advantage. Additionally, the ability of these applications to provide the productivity improvements required in today’s uncertain market conditions has since peaked. The next wave of technology—integration of independent software applications—is just starting to emerge and will have a significant effect on the productivity of mining operations. To reap the productivity gains required to remain competitive, mining companies must exploit the collective knowledge and experience of every employee in the organization. Integration of independent software application allows companies to leverage information from all activities, enabling staff to make better decisions to improve productivity. This paper outlines the importance of integration as productivity enabler. Key performance indicators, strategic mine planning, resources management and mine-to-mill integration are discussed as processes that enable productivity. The Gemcom Enterprise Mining System (GEMS)is introduced as the industry’s first integrated solution that enables these productive processes. The paper concludes with a comment on the level of change required to realize the benefits of integration.

The east span of the San Francisco-Oakland Bay Bridge (SFOBB), which is one of the most heavily traveled bridges in the world, will be replaced due to seismic safety concerns. The majority of the new bridge will be founded on large-diameter (1.8 to 2.5 meters), approximately 60- to 100-meter-long pile foundations The large-diameter steel pipe piles and soil conditions are similar to those used/encountered in many offshore structures. Thus, the design methods used are based on site-specific modifications to the procedures recommended by the American Petroleum Institute rather than the conventional procedures that have been formulated and used for the design of much smaller piles. Pile foundations will experience their maximum loads during the design earthquake. For the Safety Evaluation Earthquake, tension loads of up to approximately 80 to 90 meganewtons (MN) and compression loads of up to approximately 120 to 140 MN were calculated. Due to the economic importance of the SFOBB and the consequences of catastrophic failure in both economic and human terms, the design and analysis of the pile foundations supporting the bridge consider a number of aspects of pile-soil behavior that are normally ignored. Those aspects include: 1) the effects of consolidation and setup, 2) the behavior under dynamic loading, 3) the losses of resistance under cyclic loading, and 4) the load-settlement behavior of the piles under severe cyclic loading conditions. Since the treatment of complex aspects of pile foundation behavior is not codified in any guiding documents, several project-specific methods were developed for design and analysis of the foundation piles.

Introduction Ground failure, violent or otherwise, is a problem to be contended with wherever underground operations are carried out. The character and extent of the failure, whether superficial or of more serious proportions, is determined by a number of factors, among which might be mentioned: the depth and dimensions of the underground workings; the types and distribution of wall rocks; structural features of the ore and enclosing rocks; the degree of metamorphism; the dip of the orebody; concentration of mining operations; the rate of mining; the history of the excavations made on the orebody in question. This last factor implies the consideration of such points as the arrangement and distribution of stoping both past and present, the current sequence of scoping, the type and effectiveness of the support used in old and current workings, and the amount and distribution of unmined parts of the lode. With such a variety of conditions, it is only natural that the situation at one place in a mine will not be the same as that obtaining in another part of the same mine and, more than likely, will be quite different in another property.
