There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

"In the conceptual stages of engineering, benchmarking and empirical ratios are commonly the only references for estimating the production rate of greenfield projects. For underground mining projects, the lack of similar cases often makes the comparison difficult due to each project’s unique geology, rock quality or other singular characteristic. This paper discusses an analytical alternative for determining the maximum achievable production rate for underground stoping mining by modeling production as a continuous process. The results show that long-term maximum capacity depends exclusively on the achievable development rate and the development intensity of the design. In operations constrained by backfill, the development rate could be limited by the backfilling rate. Extraction rate and stope size only have impacts on capacity estimates during the ramp-up period.These findings allow shaping of the maximum capacity profile of a project. They can be used as a tool for quick assessment of conceptual capacities, and sensitivities of mining rates. Benchmarking tests compared favorably with projects, mines in operation and scheduling exercises. IntroductionA key consideration in the value proposition of a mining project is its capacity or production rate (Tatman, 2001). At a conceptual level, it is common practice to refer to empirical references (Taylor, 1986; Long, 2009), rules of thumb (de la Vergne, 2014), benchmark ing studies or consultant experience to estimate or validate a target value. There is, however, a lack of analytical methodology to guide an early estimate of the maximum capacity.Araneda and Gaete (2004) presented an interesting mathematical approach to estimate the capacity of panel caving mines. Using a continuous model, they confirmed that the mine capacity is essentially determined by the rate of area incorporation, in terms of area per period, and ore column height. A study was made of zircon powders bonded with phosphoric acid or aluminium orthophosphate. The influence of strength of solution of the phosphatic binders on the modulus of rupture over a temperature range was investigated. Physical properties of three grades of zircon powder bonded with phosphatic binders were studied at various temperatures. Examination of x-ray diffraction data indicated that phosphates ofzirconia are preferentially formed to phosphates of silica. However, zircon in the presence of excess phosphoric acid also forms phosphates of silica upon heating.Resistance to attack by slags from blast and open hearth furnaces was determined on phosphate-bonded zircon mortars in a cup test with industrially made ladle bricks. Zircon powders bonded with phosphates proved to have high P.C.E. values. The first satisfactory results of a plant trial with phosphate-bonded zircon mortar, used in a steel ladle, are now being assessed in larger scale industrial tests prior to accepting the mortar as a steel plant refractory.

The design of pile foundations is much more commonly verified by means of a full-scale test, than is the design of other foundation units. The reason is not that our knowledge of pile behavior is more uncertain than our knowledge of other foundation types making the verification necessary, but more that the loads in a structure are more concentrated to single foundations in a structure founded on piles as opposed to structures on footings or mats. Therefore, should a pile cap fail or move, the adverse consequence of this is often drastic, as the piled structure has little freedom to transfer its need for support to other foundation units. Consequently, it becomes important to assure the design of piled foundations. In many, maybe in most instances, the static pile loading test is routine and geared toward determining an at least capacity, only. However, in these times there is an ever increasing liability of the professional, demands for increased economy of the foundation, and frequent lack of the involvement in the test of the experienced old-timer exercising good judgment. Furthermore, modern pile design is leaving the single, simple concept of capacity and requires more information from the test to assist in determining aspects of long-term behavior and settlement. Therefore, even the straight forward, routine static loading test requires improved planning, execution, and analysis.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much infor- mation was collected on the salt resources and industry of the United States. The more important features of the information thus gath- ered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geologi- cal Survey, which will supplement this report, relating to salt- making processes, and will describe comprehensively the salt resources of the United States. Persons desiring a copy of that report should apply to the Director of the United States Geological Survey, Wash- ington, D. C. In addition to the discussion of processes, this report gives a brief description of the more important sources of salt in the United States. This description has been abstracted from the much length- ier description contained in the report to be published by the Geo- logical Survey.

The probability of detachment of quartz particles from air bubbles during bubble oscillations was investigated by means of a vibration method. Theoretical calculations of the detachment force based on the work of Nutt and Schulze for a single spherical particle show a correlation with the experimental results described. However, the forces that were determined experimentally were considerably lower than the theoretically derived values. Some of the factors which were expected to affect the probability of detachment, such as particle size, bubble size, collector concentration and vibrational acceleration, were also investigated

"Conventional base metal milling practice normally consists of crushing, grinding and cyclone classification followed by flotation. It is the authors' belief that the commencement of flotation after cyclone classification leads to inferior metallurgical results and that implementation of flotation of grinding mill discharges can result in increased recovery due to reduced overgrinding, reduced activation of contaminating minerals and improved dewatering circuit results due to the production of coarser concentrates.The concept of recovering minerals from the discharge of grinding mills is not new! Gold concentrators have utilized jigs and flotation cells while iron ore plants have employed magnetic separators to recover gold and magnetite respectively from the discharge of grinding mills. More recently, a Reichert cone has been used to recover sulphide and oxide base metal minerals from screened rod mill discharge. 1To the authors' knowledge, the first application of flotation of base metal minerals from the discharge of a production plant grinding mill was at the Lake Dufault concentrator of Corpor'1tion Falcon bridge Copper. Located 10 miles north of Noranda, Quebec the Lake Dufault concentrator commenced operations in August, 1964.The installation of flot11tion cells in the Lake Dufault grinding circuit proved so successful that an identical system was installed in the Manibridge concentrator of Falconbridge Nickel Mines Limited. Located 90 miles southwest of Thompson, Manitoba the Mamibridge concentrator commenced operations in June, 1971 and due to exhaustion of economic ore reserves discontinued production in May 1977."

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Neutralization with lime is a simple, cheap, and effective means of treating acid raffinates from uranium processing to' raise the pH, reduce the concentrations of dissolved salts (including heavy metal impurities), and remove amine by adsorption. Two-stage neutralization, using limestone in the first stage at approximately pH 4 and lime in the second, lIlay be advantageous.Lime neutralization of mffinates in the pH range 7 to 8· 5 generally reduced the radium ·concentration to 10 to 200 pCi 1-1, but ·there was considerable scatter in the experimental data. The radium concentration was further reduced to less than 3 pCi 1-1 by co-precipitation of barium (radium) sulphate with 10 mg Ba (as barium chloride) per litre of raffinate. Adsorption of radium on barytes was -also effective in reducing the radium concentration in neutralized raffinate to less than 3 pCi 1-1.The radium concentration of pit water was readily reduced to less than 3 pCi 1-1 when pit water containing 0·01 M sulphate as ammonium, calcium, or sodium sulphate was treated with 20 mg Ba per litre of pit water.Adsorption on barytes was also effective in removing radium from pit water containing 0·03 M sulphate.

BauxsolTM, prepared by treating bauxite refinery residues with Mg2+ and Ca2+, has an excellent ability to remove arsenic from acidic waters. The addition of BauxsolTM to sulphidic waste rock at the Gilt Edge Mine, South Dakota, reduced As concentrations in leachate water from 35 mg/L to < 0.005 mg/L; the concentrations have remained below 0.005 mg/L for the five years since the treatment was initiated. However, ordinary BauxsolTM does not effectively remove As from near-neutral water and it needs to be acid-treated or blended with small amounts of reagents, such as jarosite or ferrous sulphate, to increase the proportion of positively charged binding sites on the particles. The use of a jarosite/BauxsolTM blend can effectively treat ponded water, and As(V) concentrations can easily be reduced from over 1 mg/L to < 0.001 mg/L; As(III) has to be oxidised to As(V) for effective removal. Metal contaminants in the jarosite are trapped by the BauxsolTM and only very small amounts of the As, or other elements bound during treatment, are liberated using a TCLP leaching test. The exhausted treatment reagents meet the criteria for classification as an inert solid and do not need to be disposed of in a secure repository.

INTRODUCTION THE Argosy Gold Mines, Limited, which joined the ranks of active Ontario gold producers during the summer of 1936, holds a group of 21 claims on Casummit lake, in the Patricia portion, district of Kenora, northwestern Ontario. The Company is developing and mining goldbearing quartz veins that occur in a series of greywackes and slates of probable Keewatin age. The writer made a geological examination of the property and the surrounding area for the Ontario Department of Mines during the early part of the field season of 1936. This paper is a report on the general geology, structure, and ore deposits at the mine and is based almost entirely on data compiled during the examination. HISTORY Mineralization was first discovered on the property in May, 1929, by A. F. Hewitt, who, with J. A. Borthwick, decided that the country had prospecting possibilities and commenced work in April. Mr. Hewitt staked, and with his partner, J. Ziyone, still holds the group of claims lying immediately east of the present Argosy holdings. Mr. Borthwick staked six claims, K.R.L. 9,681 to 9,686, inclusive, adjoining Hewitt&apos;s on the west and later added claims K.R.L. 9,733 to 9,740, inclusive, to his holdings. F. Fiskness, who was also prospecting in the region, discoveted No. 1 vein on Borthwick&apos;s claims, and with his two partners, L. Parth and H. Jones, staked claims K.R.L. 9,758 to 9,763, inclusive, to the northwest of Borthwick&apos;s and Hewitt&apos;s ground. In July, 1929, the Casey Mountain Operating Syndicate, which held ground to the northwest, secured an option on Borthwick&apos;s claims. The Fiskness-Parth-Jones property was added in January, 1930, to protect the west dip of the veins. During the winter of 1930-31, the veins were explored by diamond drilling, No. 2 for a length ?of 900 feet and a vertical depth of from 51 to. 375 feet? and No. 3 .t~ a slope depth of 175 feet. I~ August, 1.931, after the msrallat10n of a miming plant, the Casey Summit Gold Mmes, limited, was incorporated to take over the property from the Syndicate. The Maple leaf Mines optioned a controlling interest in the stock in August, 1933, and on September 17th, 1934, brought a 50-ton amalgamation mill into production. From early in October to December 27th, 1934, when the mill was closed down, 4,094 tons of ore were treated to yield 887.89 ounces of gold and 87 .26 ounces of silver( ! ).

The Hatch Mott MacDonald/Bechtel Joint Venture team is designer and construction manager for the 5.25-mile Tunnel Segment of the overall 16-mile Silicon ValleyRapid Transit Project, which extends the existing Bay Area Rapid Transit (BART) system southward from Fremont to San Jose. The Tunnel Segment includes twin boredtunnels, mined cross passages, and three deep station excavations situated in highlyvariable ground, high ground water table, and a dense urban setting with high-risebuildings adjacent to the largest excavation. This paper will discuss design challengesthat have arisen with the excavations and the proposed solutions.

One of the most intensive of material rivalries is the confrontation between zinc die castings and plastic injection moldings. Pressed hard by the plastics industry, zinc die casters are learning how to make parts with less material yet without sacrificing quality. The key to this new trend is the technique of Thin Wall die casting. The obvious benefits of Thin Wall are lighter weight and lower cost. Again, obviously, these are the very selling points that put plastics into many appliance and automotive parts formerly made of zinc. One of the factors that has been most conducive to the outstanding growth of plastics has been the increasingly prevalent concept that "adequate" properties are sufficient, especially if there are cost advantages. Most of modern design today is oriented around the reasonable life of a product, rather than indefinitely extended life. This is simply an acknowledgment of the existence of a design environment that pervades many areas, reflecting the life-cyclic desire for change. Too often, so-called "weight-saving" materials end up being very costly - not only in production, but in durability and dependability. Change for the sake of change usually doesn&apos;t effect a change for the better. In the majority of cases, the best bet is to design in traditional materials and minimize the material needed, while maximizing the efficiency of the production process. Component prices of products to be produced from either plastics or zinc must be studied in detail to determine which material will produce the lowest cost of manufacture. It is not uncommon for two parts, similar in appearance at a casual look, to have a considerable difference in energy requirements and production costs. Detailed cost estimates of the advantages of each material should therefore be prepared for zinc and plastic parts before the final design and material selection decisions are made.

"IntroductionTHE PROPERTY of Madsen Red Lake Gold Mines. Limited. comprises fifty-eight claims located between Russet and Faulkenham lakes in Baird and Heyson townships of the Patricia portion of the District of Kenora. The mine is seven miles •by road from the hamlet of Red Lake. This latter centre is .connected to the Trans-Canada Highway at Vermillion Bay, Ontario, by provincial highway No. 105 which has a total length of one hundred and thirteen miles.The Madsen property went into production on August 11th, 1938, with a milling plant rated at 300 tons per twenty-four hours. Changes made in the crushing plant during October, 1938, allowed a •finer feed to be delivered to the mill and increased the milling •capacity to 400 tons per twenty-four hours. During 1948, steps were taken to add an additional 400-ton capacity unit to the milling plant. This latter work was completed by May, 1949, giving the present total milling .capacity of 800 tons per twenty-four hours.It was realized in the early 1940's that, eventually, considerable material suitable for backfilling in the mine would be required. As there were no large deposits of gravel or sand anywhere near the mine, officials of the Company considered it advisable to investigate the feasibility of using mill tailings for mine •backfill. Since Madsen mill tailings contain approximately 80 per •cent of minus-200-mesh material, it was not considered practical to use them for underground backfill without first removing the finer material. as the slimes present in a product of this fineness would without doubt preclude any drainage whatsoever. Table I gives a sizing analysis of Madsen mill tailings and Table II a quantitative chemical analysis of the ore."

"Declining ore grade, leading to increased material transport and plant throughput requirements, is one of the major challenges in the current mining environment. This is accompanied by rising energy and labor costs, decreasing plant productivity and the requirement for highest plant availability. Siemens’ answer is the latest gearless drive technology for grinding and conveying. Gearless drive solutions are surpassing the mechanical limits of conventional drive systems serving to utilize the principle of economies of scale. By elimination of various components of the drive train the maintenance activities and spare parts inventories are reduced. The advantages are culminating in the incomparable availability of the Siemens’ gearless drive technology of 99.46 to 99.71% - as confirmed by real operational data from the Antapaccay mine in Peru. It was the first plant worldwide to use gearless drives for both applications. Especially those components that are at the edge of current manufacturing or power limits are eliminated. The used equipment provides the possibility to scale up and increase the power transmitted to the driven machine. This finally results in a possible increase of throughput respectively transported or processed material. In order to apply this principle of simplification we will take a look at the components of a conventional drive system consisting of: - Driven equipment (mill, conveyor, slurry pump…) - Components altering the rated speed (gearboxes, girth gear / pinion) - The electric motor - Starting devices for the motor (VSD, CCV, LRS, clutch…), which are necessary because a direct across-the-line start of high power motors with load would result in a significant drop in the line supply voltage - Alternatively a variable speed drive (VSD) or cycloconverter (CCV) to utilize the possibility of speed variation during operation - The electrical supply system (cables, switchgear, transformers, protection equipment) Intermediate gearboxes are not required when a motor is used with a rated speed that directly matches the speed requirement of the driven equipment. Furthermore the VSD can be used to smoothly start the motor and to vary speed during operation, which means that it satisfies both requirements."

This user&apos;s manual covers a set of 5 computer codes which were generated during development of a simulation of deep ocean mining operational economics. Table 1.1 provides a summary of these codes, and a more thorough description of each follows, In addition to the descriptions in this user&apos;s manual, internal documentation is provided throughout each code, except for the very simple ones, for ease of understanding or possible modification. The two major codes are MINER, which performs the deep ocean mining system operational simulation, and MSWEEP, which calculates the sweep and feed efficiencies for a set of collector paths generated by MINER. The standard operating procedure is to input the system and operating parameters to MINER, which computes a set of collector paths automatically and stores the information in the fife PATH.DAT. MSWEEP subsequently retrieves the collector path data in PATH.DAT, and uses it to calculate sweep and feed efficiency. Separating MINER and MSWEEP allows parmetric execution of MSWEEP without recomputing the collector paths with MINER. PIPEST, RESP, and OBSTCL are special-purpose codes described in more detail in the following documentation.

"The mining market is researching innovative methods to train the workforce for mining which is normally extremely difficult to get. Thus, the dynamic simulation-based technologies become an essential pillar to educate and train the inexperienced staff at the pace required by this industry. Even if Operator Training Simulator (OTS) systems are commonly used in most of industries, knowledge transmitted to operators are unfortunately not ""capitalized"" in general. The OTS systems are usually delivered as a single hardware and software platform and very little as a full service long-term.In this article, an integrated solution to increase the efficiency of the operators is proposed. This solution is based on the combination of dynamic simulation, processes knowledge, virtual reality and the knowledge capitalization through the creation of simulation scenarios and e-learning. The Codelco Ministro Hales plant simulation project for a copper concentrator plant is presented as a real life example.IntroductionDynamic and real-time process simulation have proven to be a must in the development of greenfield projects, providing mechanisms to design and test controls design, interlocks, start-up, shut down sequences and operator training, among others (see (McMillan, 2006) for further details). Early adopters of this technology were utility power plants; in the petrochemical industry have become a standard, and in the mining industry the use of dynamic simulations is growing, especially in new projects and training of operations personnel for the adoption of best practices and new technologies, see (Nikkhah & Anderson, 2001) and (Toro, Ortiz, & Yutronic, 2012).This paper outlines a solution that utilizes dynamic simulations as the base of an integrated platform for operational effectiveness, which takes into account the current scenario of new mining projects and operations, where high turn over rates and needs of specialized workforce have given a special value to this kind of technologies."

This report is in partial fulfillment of Contract S0241051 awarded to COMINEC on June 27, 1974. &apos;Me purpose of the work under this contract is to develop a conceptual design for an automated longwall mining system. The conceptual design will serve as the basis for future design and development of an automated longwall mining system capable of sustained production in excess of 2,500 tons per shift with reduced manpower which will ultimately be demonstrated in an area where conventional longwall mining has been successful. 1.2 DEFINITION OF THE PROBLEM 1.2.1 Why An Automated System The most obvious benefit of automation and remote control in a longwall mining system is the reduction of accidents consequent upon a reduced working force in the hazardous face areas. However, another important aspect of the problem is the skilled labor shortage which is being compounded by the need for vastly increased coal production. The United States coal mining industry had a working force of almost 600,000 miners in 1928 but was able to muster only 145,000 miners in 1970. The miners required to staff the additional working sections and the new mines necessary to meet our energy needs are simply not available. Only automation and remote control will permit a reduced work force with increased production by keeping the face equipment operating continuously.

Sampling errors result from heterogeneities within the lot under study. Within a rock mass in situ heterogeneity results in the geological nugget effect, which accounts for most of the natural variability. In broken rock, constitution and distribution heterogeneities are important. A major result of the constitution heterogeneity is the Fundamental Sampling Error (FSE) which is the smallest residual error that can be achieved. It cannot be eliminated, but can be minimised and refl ects the fact that the broken rock sampling process is never completely free of error. Together with other sampling errors, FSE contributes to the total nugget effect. The FSE for a sampling protocol can be evaluated using the so-called Gy equation. Its practical applications to low-grade gold ores have often been unsuccessful due to problems linking the FSE and minimum sampling mass and the defi nition of key parameters such as the liberation diameter. Well-designed sample protocols minimise the total sampling error and hence the nugget effect. Reduction of the nugget effect is a key requirement for all sampling programs whether related to exploration and resource evaluation, metallurgical test sampling, grade control or metallurgical plant sampling. This contribution reviews the relationship between heterogeneity, FSE and nugget effect in gold deposits; and emphasises the need for FSE management throughout the mine value chain.
