By implementing a converter downstream of the reduction furnace it is possible to broaden the product range significantly. The converter can also successfully be used to strip furnace slag from chromium oxide. Some process alternatives and their economical, practical and environmental implications are studied using process models developed based on UHT?s long experience in stainless steelmaking, stainless steel process control and charge chrome refining. The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

The U.S. Bureau of Mines contracted a study to review the air and water monitoring requirements of five Federal environmental acts (the Federal Water Pollution Control Act, the Safe Drinking Water Act, the Clean Air Act, the Surface Mining Control and Reclamation Act, and the Resource Conservation and Recovery Act) and to compile information on the currently available monitoring instruments. A literature review of the acts and their associated regulations was conducted to determine applicability to the mining industry as well as any air and water monitoring requirements. In addition, an industry search and literature review was performed to assess the instrumentation available to comply with the monitoring regulations. Based on this research, the instruments are classified by general applicability to air, surface water, or ground water monitoring, then catalogued by monitoring parameters. A discussion is provided on recommended and innovative monitoring techniques.

This report presents the results of an extensive laboratory testing program to determine the physical properties of shotcrete including the use of fast-set agents, controlled set cements, and both wet and dry shotcreting equipment. Shotcrete was placed under simulated field conditions using the dry and wet processes. Mechanical properties obtained for accelerated and nonaccelerated shotcretes include compressive, flexural, and shear strength, elastic modulus and Poisson's ratio, and shear and tensile properties of shotcrete bonded to coal, sandstone, and shale. Physical properties measured were unit weight and permeability to methane gas. The data show that rapid setting shotcrete has the potential for improved coal mine ground control. There is no clear evidence that either wet or dry process shotcrete is superior to the other; however, indications are that regulated set cement is preferred to cement containing fast-setting admixtures.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. This summary of international mineral exploration activities for the year 2009 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on industry exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2009: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2009 and were compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2009, primarily for base metals (copper, lead, nickel and zinc), diamond and precious metals (gold, platinum-group metals and silver). Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis prior to 2008. The MEG survey methodology was changed in 1999 to include companies with exploration budgets greater than $100,000, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2009 survey is reported by MEG to cover an estimated 95 percent. Companies who chose not to participate in the MEG study, private companies that do not publish data and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 86 more companies in its 2009 survey than it did in 2008.

Most mine ventilation engineers are involved in ventilation planning and design in some capacity. Ventilation modelling software used by a competent experienced ventilation engineer is extremely useful in developing good ventilation designs by allowing assessment of a wide range of potential options. Unfortunately, ventilation modelling undertaken by persons who do not have sufficient experience or knowledge usually results in a façade that covers up a fundamentally unsatisfactory design. Ventilation models are produced for a wide variety of purposes including: fault-finding of a problem area in a mine and options analysis for resolution of such problems; a complete review or optimisation exercise of an entire mine’s ventilation system; or a much longer life-of-mine type of study. Models can be intended as the basis for studies with diverse purposes such as primary shaft or airway sizing, primary fan specification, examining re-entry times after blasting, resolving leakage or recirculation, or investigating the impact of fires or underground climate or cooling requirements. The concepts of ‘materiality’ and ‘fitness for purpose’ are essential to developing or using a ventilation model and serious mistakes have been made in wrongly using a ventilation model for purposes for which it was never intended, often because it is simply the most recent model on the mine site. Mistakes at this level often translate into faulty ventilation strategies and inefficient or ineffective use of scarce capital for ventilation projects. Validating a ventilation model is a time-consuming and expensive process and not every model must (or even should) be fully validated to meet the objectives at that time. This paper discusses the application of quality assurance in ventilation planning with particular respect to the ‘basis of design’ (BOD) as well as the standards for validating a ventilation model. It also provides a recommended way of dealing with non-conformances in measured versus modelled values of critical parameters in the model.CITATION:Brake, D J, 2015. The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

Cr-Ni-Cu¦PGE deposits are known to occur in early Archaean mafic-ultramafic rocks. Early Archaean mafic-ultramafic (MUMF) rocks occur in the western Dharwar craton and range in size from small pods to schist belts. These MUMF pods consist mainly of meta-peridotites, tremolite-actinolite schists, serpentinites, amphibolites and metabasalts. Spinifex, nodular and ocelli textures are also present. The rocks have been subjected to greenschist and amphibolite facies metamorphism. Geochemical studies were undertaken to evaluate the possible occurrence of economically important elements in the mafic-ultramafic enclaves around the major Arsikere-Tavarkere lineament and surrounding gneissic terrain adjoining local shear zones that occur as discontinuous pods between Arsikere and Chennagiri. Talc-serpentine and tremolite- actinolite schists contain chromite which is rimmed by ferrit-chromite. A notable feature of these MUMF rocks is that they exhibit high MgO (22 - 40 per cent), total iron (8.34 - 10.01 per cent), Ni and Cr (~3000, 2800 ppm) contents, with some samples showing komatiitic affinity. The rare earth elements (REE) data show slightly fractionated patterns with enriched LREE (LREE/HREE ~5.0) and negative europium anomalies. The Pt and Pd values reach 6500 and 191 ppb. The MUMF rocks, especially those exhibiting high chromium contents and occurring near shear zones, are potential hosts for economic platinum group element (PGE) deposits.

The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

In addition to compliance with government emissions and reporting requirements, mining and mineral processing companies are increasing energy efficiency to reduce costs and become more competitive in the global marketplace. One of the major obstacles to identifying opportunities for increased energy efficiency is the lack of readily available data on energy use, and more importantly the energy use linked to production data, that identify energy reduction opportunities. As well as energy reduction, mining and mineral processing companies often struggle with the prediction of energy use, and are often penalized for under or over forecasting. Once again, it is the lack of timely information that makes this prediction difficult. This paper looks at expanding the use of a Manufacturing Execution Systems by integrating with Energy Solutions. This will provide automatic, timely information, at a granularity that makes it easier to identify energy reduction opportunities, reduce energy costs, and better predict energy use in a mining and mineral processing operation.

Past issues of Minerals and Materials have discussed such aspects of the economy as consumption and investment expenditures, interest rates, productivity, and international trade barriers and their effect on the minerals industry here and abroad. In this issue, we will (l) look at recent indications of a possible economic recovery, (2) present 1983 expectations reflecting the results of industry surveys conducted by the U.S. Department of Commerce (DOC), and (3) briefly discuss the contribution of the U.S. mining industry to total gross national product (GNP). THE RECOVERY Throughout most of 1982, DOC's Composite Index of Leading Indicators provided evidence of impending improvement in the economy. The index increased moderately during eight of the months in 1982 and then jumped an estimated 3.6 percent in January 1983 (table 1). While the leading indicators continued to predict improvement, the general economy, as measured by the Index of Industrial Production, continued its slide through November 1982 (table 2). Finally total industrial production increased in December 1982 and continued on an upward path in January and February, as predicted by the leading indicators.

A new Safety Library Publication (SLP), SLP-27, which is titled “Security in Manufacturing, Transportation, Storage and Use of Commercial Explosives” was recently released by the Institute of Makers of Explosives (IME). SLP-27 makes recommendations for both general security and enhanced security at explosives sites when security risk levels, declared by the Department of Homeland Security (DHS) using its Advisory System, have temporarily increased.

This paper presents an approach for estimating the fatigue life for the base of powered roof supports (shield) manufactured by the FAZOS roof support company. FAZOS?s powered roof supports are designed to operate on an inclined coal seam in full caving with a medium, strong roof strength. This shield support is utilized in conjunction with a shearer and face conveyor for a complete longwall mining system. To design shield support, it is essential for contractor to know the physical (hardness, toughness, etc.) and mechanical properties of material (tensile strength, Young?s modulus, etc.) used for the shield support as well as the geotechnical properties of the mine site. The fatigue strength of the shield support material depends on the mean stress, alternating stress, cycle frequency, transport dimensions, mine environment and other factors. In order to estimate the fatigue life for a powered roof support system, it is assumed in this paper that the support must keep the roof stable in the mine under variable load cycles. The approach selected in this study contains Goodman?s model (Goodman, 1899) for all blocks in the design housing which is subjected to sinusoidal load. On this basis, the degree of fatigue damage was calculated and compared to the results of experimental tests. It will be shown that there is a significant detrimental effect on the fatigue life of the base of the powered roof supports due to geometrical notches. The Ramberg-Osgood model and damage accumulation rule (Palmgren-Miner) (Miner M., 1945) were used and numerical analyses were conducted, utilizing ANSYS finite element software. These analyses play a very important role in longwall casing design. The proposed method allows assessment of the yield state and forecast of the structure cracking, taking plastic strains occurrence into account. The presented method is universal and can be applied for fatigue life estimation of other subassemblies of powered roof supports. The final portion of the paper presents results of variable amplitude loading simulations on the S355N and S690Q steel used to make powered roof supports. The results of the physical tests were compared with the results from finite element methods. The proposed approach to calculate fatigue life gives the best correlation between the experimental results and calculated values of fatigue life for the powered roof support base. Finally, the design process uses a simple approach to predict fatigue life in a short time, reducing design costs and providing longer service life for roof supports.

At that time most of the national engineering societies of the country will hold important meetings in that city. Engineers will thus have an opportunity not only to see the Fair at a time when special programs have been arranged for their benefit, but will have the opportunity to meet their professional brothers and to attend technical sessions of direct interest to them. The A.I.M.E. headquarters will be at the Stevens Hotel, and it will be to the interest of every Institute member who expects to attend the Fair at that time to secure his accommodations as promptly as possible. Everyone present today is especially aware of the need for minerals in this society of ours. The words 'especially aware' were deliberately chosen because this is a meeting of the NZ Branch of The Australasian Institute of Mining and Metallurgy not a dilettante group such as some of our critics. Members of the Australasian Institute of Mining and Metallurgy knew that our great farming industry, our shelter, our transport and our energy supply, are largely dependent on a flow of minerals into this country despite the presence of large coal and natural gas reserves. Flow in was said because New Zealand imports most of its mineral requirements with all the consequential strategic and economic disadvantages. If the above statements are accepted by this gathering it would be a premise fairly stated that New Zealand has a great need to discover and develop minerals.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

"The Pulp Chemistry Monitor (PCM) has been installed and operated in a number of concentrators in Australasia, and has produced some very interesting results. PCM measures the pH, Eh, dissolved oxygen, temperature and oxygen demand of process streams within a concentrator continuously and in real time.In the example presented in the paper the cleaner feed pulp chemistry is measured, and related back to changes in the mineralogy as well as variations in metallurgical response. For example, a decrease in Eh and dissolved oxygen as well as an increase in the oxygen demand. These changes in the pulp chemistry appear to coincide with increases in the feed grades, probably higher pyrite grades. Further, these variations in pulp chemistry and feed mineralogy have a negative impact on the concentrate grade and recovery.The implication is that if the pulp chemistry is monitored it is possible to predict changes in the mineralogy of the system, and from this the metallurgical response. Further, the changes in pulp chemistry can be used in a control system to counter the changes in mineralogy and maintain the metallurgy.IntroductionIt has long been recognized at a fundamental level that the flotation behaviour of sulphide minerals is dependent on the pH and Eh of the system (for example: Tolun and Kitchener, 1964; Woods, 1976). However, measuring pulp chemical parameters within an operating concentrator has had limited attention. Woodcock and Jones (1970a and b) were among the first to actually collect data from operating plants. Jones and Woodcock (1984) identified some of the chemical complexities of flotation pulps, and noted that most concentrators already operate at high levels of metallurgical performance but there was still considerable scope for improvement. These gains would, in part come from more effective chemical control. In the same volume, Healy (1984) discussed metal ion hydrolysis and precipitation, redox chemistry and how the surface chemistry of sulphide minerals can be influence flotation behaviour. The impact of grinding environment on the pulp chemistry and flotation response of a complex polymetallic sulphide ore is discussed by Forssberg and Subrahmanyam (1993). Their work essentially contrasts the pulp chemical and flotation performance of pulps ground with conventional ferrous grinding media to a fully autogenous system. The data suggested that the reduction or removal of iron hydrolysis contamination from the system could have a positive influence on flotation behaviour, and perhaps the first stage of “controlling” the chemistry of the system should be in the grinding circuit. Grano et al (1995) demonstrated that the collection of pulp, solution and surface chemical data could identify weaknesses within a concentrator, and from these data develop, test and implement solutions that improved the process. Greet et al (2006) showed that the pulp chemical trends observed through primary grinding and rougher flotation circuits of most sulphide flotation concentrators are approximately the same. There are differences in the magnitude of various pulp chemical parameters (pH, Eh, dissolved oxygen, temperature and oxygen demand) as a result of variations in the feed mineralogy and processes employed. Further, it was noted the Eh shifted to more reducing values of the ten days measurements were collected, and this change could be traced to an increase in the iron sulphide content of the feed. Metallurgically, this resulted in an increase in nickel recovery through the recovery of nickeliferous iron sulphides, and a decrease in nickel concentrate grade."
