"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

Acid rain legislation as proposed by President Bush [1], if enacted, will immediately refocus current thinking on the economic decision-making as related to coal preparation facilities. Unit operations currently ignored because of their costs, will become mandatory to coal plant designers and operators to ensure maximum energy recovery and sulfur reduction in the entire coal stream. Hydrogen sulfide generated by the anaerobic respiration of sulfate-reducing bacteria was used to treat pH 2.2 water from the abandoned Rio Tinto copper mine in Nevada. The untreated water contained 550 mg/L Fe, 140 mg/L Al, 90 mg/L Cu, 80 mg/L Mn, 60 mg/L Zn, 4 mg/L Co, and 2 mg/L Ni. The bench-scale treatment system examined consisted of a bioreactor for H2S generation and three precipitator/clarifier units for metal sulfide precipitation and recovery. The treatment system reduced the concentrations of all metals except Mn to less than 0.1 mg/L. Manganese concentrations were reduced by 96 percent to 3.3 mg/L. A CUS/SO concentrate (33 pct Cu) and a ZnS/5° concentrate (28 pct Zn) were produced that may be suitable for metal recovery at existing smelters

Due to economic aspects and environmental regulations recycling of slag and waste from ferroalloy production became a very important issue for the companies during the last years. The treatment of slag depends prior on the composition, especially on their content of valuable metals and impurities. The final aim should be a total re-use of these materials in the industry e.g. cement industry, pig-iron production etc.. Therefore, to reach the required physical and chemical properties for a further use, possibilities of a metallurgical treatment have been investigated. The conditioning of slag with a high V-, Mo- and P-content via reducing metal bath showed to be one alternative. To determine the optimal process parameters, practical investigations with different slag compositions and thermodynamic calculations were carried out.

Micro-computed tomography (Micro-CT) is an X-ray imaging technique that produces high-resolution 3D computerised ‘virtual’ models of geological specimens based on the X-ray attenuation of different materials in the specimen. The ‘virtual’ specimens are made up of voxels, the 3D equivalent of pixels, each assigned a gray value based on X-ray absorption. Micro-CT has enormous potential for allowing non-destructive, digital analysis of structure and composition when the mineralogical phases can be digitally separated. However, variation in X-ray flux between scans results in highly variable grayscale values for identical materials. Consequently, materials usually have to be segmented manually, which is subjective, inaccurate, labour-intensive and time consuming. Here we present a protocol and imaging software package that can be used to accurately and precisely extract quantifiable information in a repeatable and objective fashion. The software will allow the separation, visualisation, measurement and analysis of spatial and volumetric distribution of different mineral phases without damaging the specimen. This paper explains the potential use of this protocol and software package to ultimately allow automatic segmentation and quantification of gold in drill core samples, removing subjectivity and inaccuracies from data processing.

In this study, we review the role of mechanical activation in the pyrometallurgical, hydrometallurgical, and electrometallurgical processing of titanium feedstock. Mechanical activation has been shown to decrease the activation energy of chemical reactions, thus enhancing process efficiency and product quality by reducing processing time and energy consumption. Pyrometallurgical processing is energy-intensive and time-consuming. Hydrometallurgy is costly, requires high-grade feed material, and generates toxic waste. Waste generation and process complexity are the major drawbacks of electrometallurgy and solvent extraction. Bioleaching via a mechanically activated pyrometallurgical process can be identified as an alternative method, but the lengthy processing time is the major disadvantage. Mechanically activated titanium concentrate can be used in a finely tuned combined metallurgical process to overcome the challenges and drawbacks in these technologies.

This paper examines some of the fundamental economics of mining - in particular, for optimisation studies, for production rate determination and for reserve estimates.It includes introductory discussion on the principles as to how economics drives mining investment decision-making, applicable to the optimising of pit shapes and production, or truck fleets, or any other part of the mine.The main part of this paper looks at the decision to start-up a mine and why the 'optimum' production rate to start-up a mine is not the point of lowest cost according to traditional discounted cash flow (DCF) analysis. The optimum production rate is usually substantially less than this rate. The paper recognises the difference between typical mining investments and investments in other industries that do not have the unique characteristics of mining and the problem of uncertainty resolution. It examines the marginal revenue effects, the marginal cost of capital and the value of a real option to expand pending uncertainty resolution as determinants of optimum initial production rates.The final part of this paper looks at applying these principles to renewable and non-renewable resources. It examines mine life and reserve estimates from an economic perspective.

Renewed interest in olivine refractories has led to efforts to characterize them employing modern techniques of experimentation and data analysis. Initial studies have focused on determination of physical and thermophysical properties. Special equipment for the determination of thermal shock resistance and creep behavior have been constructed. Optimal compositions for maximizing various properties are being identified using appropriate statistical techniques. The overall goal is to develop response surfaces for each of a selected group of engineering design and use properties. Development of ?olivine Refractories? in the United States The term "olivine refractories" is used here because it does appear that domestic deposits of this rock will be the focus of renewed interest and "olivinell is the preferred term in this country. There are extensive deposits of high quality olivines extending through parts of Georgia. North Carolina and in the state of Washington. The eastern olivines are much more localized and extensively altered compared to the western materials. The Washington olivines exist as massive rock deposits in the Twin Sisters mountain area northeast of Seattle and their inaccessi-bility has slowed efforts to develop them. The North Carolina olivines have been used in steel plant applications since the 1930's. Geologists use the term "olivine" to describe assemblages of ortho-silicates. 2RO.SiO2, wherein the RO may be MgO. FeO. MnO. etc. When the RO consists essentlally of MgO and FeO. the material is called dunite and. as such, is synonymous with "refractory olivine." Refractory olivines utilizing North Carolina materials were developed for brick products by Birch and Harvey in this country around the mid-1930's. (I) Their work was completely independent of that of V. M. Goldschmidt and co-workers who used massive dunites located in Denmark. LOOKING back over the industrial and commercial progress of the United States during the last half century the outstanding influence has been the growth of the use of the fluid fuels, petroleum and natural gas. At the turn of the century these fuels supplied only 8 per cent of the energy requirements of the nation. Last year nearly 45 per cent of our heat and power supply were derived from these fuels. These figures are merely statistical reflections of the fundamental change in our national economy which has affected, in so many amazing ways, the life of this generation. The factors which have caused this change are still operative. The trend which has thus been established still continues and growth in the use of these fuels is, in all probability, still well below the peak, both for this country and for other parts of the world. Two great wars have not essentially changed this basic trend; if anything they have served to accelerate it. World War II did not alone increase our requirements for liquid fuels; it demonstrated the absolute essentially of petroleum resources to our national security. At its simplest, the classification and characterisation of an orebody is a matter of Where, What and When. Where and with what spatial resolution are measurements taken, What properties are measured, and When are the data acquired, processed, and delivered to create the most value. This paper delves into how existing and near-term advances in measurement technologies, field automation, and whole-system-digitisation are combining to open new routes for mine and exploration productivity improvement. Commencing when the initial exploration hole is dug, the advancement in deployment of survey technology—from expert-operated, to driller-operated, to driller-integrated—is used to demonstrate a template for adoption of higher technology measurements. We then introduce and discuss the multi-use measurement as offering outsized returns from a single measurement run, highlighting two new technologies that acquire rock strength while drilling and downhole assay data as examples. For rock strength, we highlight a novel approach to determining Uniaxial Compressive Strength (UCS) while drilling, its relationship to and advantages over Mechanical Specific Energy (MSE), and how it offers utility to multiple downstream processes. For downhole assay, we detail how a back-tophysics approach to Pulsed Fast and Thermal Neutron Activation (PFTNA) analysis offers significant advantages over other measurement methods and earlier implementations of PFTNA, generating a rich data set that can significantly extend and improve the information on which mining decisions are made. Finally, we discuss the possibilities enabled via optimising data delivery, collection, and curation— noting a fundamental limitation of historical systems and exploring the possibilities that will be unlocked by soon-to-market solutions that better enable Orebody Characterisation data to (virtually) move in space and time with rock material post-blasting. Ultimately, the value of optimising the Where, What, and When from point of measurement to the moment it generates maximum value will create greater life-of-asset production for a lower cost and energy input.

The construction and modification of tunnels brings a requirement for precise measurement of convergence and divergence to safeguard the structure, maintain safety and provide the assurance needed to maintain efficient progress. Established methods include manual measurement using tape extensometers and automated methods using photogrammetry and automated total stations. Drawbacks include the need for frequent access, power supply, cabling, and cost. The paper describes how the development of reliable optical displacement sensors (ODS) has changed the landscape. ODS sensors are connected to a long-range wireless mesh communications network via a solar-powered gateway outside the tunnel, with data instantly transmitted to the internet. A sensor and its reflector target can be installed in 20 minutes and is maintenance free for a decade. Tunnel movement is measured to sub-millimeter precision with repeatability of ±0.15 mm. Integration of a triaxial tilt sensor allows slope distance to be converted to horizontal and vertical changes and allows rotational movement to be determined. Applications include new-build and long-term structural health monitoring. Case studies will be given, including the refurbishment of rail tunnels in Spain where the ODS measured movement during track lowering in a situation where no other automated system was considered viable.

A geotechnical data management system has been developed to manage drillhole and mapping data generated from in house and consultant administered field programs. This system comprises a data collection interface with integrated validation, processing and reporting functionality. Development of the database required careful consideration of how and what geotechnical information is gathered in the field, a clear understanding of the interdependency of the parameters, and the outputs required to support geotechnical design.The acQuire Geoscientific Information Management System was selected as the preferred software to support the process because of its ability to easily manage data from capture in the field through to quality reviews and ultimately into reports. Initially only geotechnical logging of diamond core was considered, subsequently the system has been expanded to support additional geotechnical data sources such as laboratory test results, traverse and window mapping data. This paper focuses on the core logging data acquisition, validation, analysis and presentation of data.The acQuire Geoscientific Information Management System has proven to be a robust platform for the capture, interrogation, and reporting of geotechnical data. Data entry objects have been created to manage seven different areas of geotechnical data collection ranging from core logging to mapping to automated reports for falls of ground.

Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

It has been a generally held concept that crushing operations were, by their nature, too simple to benefit from the implementation of advanced process control. The commissioning of an OCS¬ expert control system and image-based oversize detection system, VisioRock, at the Pilbara Iron Tom Price facility are dispelling these notions. A constraint-based OCS¬ expert control system has been designed and commissioned on the high-grade crushing and screening plant along with a vision-based oversize detection system functioning on six product conveyor belts. To date, the expert control has demonstrated the ability to increase production by maximising dynamic constraint utilisation. Dynamic constraint utilisation is a concept developed by Rio Tinto Technical Services for effectively evaluating constraint-based control logic performance. The VisioRock system has been installed and configured and has been operating for a period of several months. Currently, Tom Price and Metso personnel are working to define correct oversize detection thresholds. Details of the plant implementation are discussed.

Recently artin has indicated that the recovery of resistivity at 145°C following elongation of molybdenum at room temperature was the result of the annihilation of vacancies. The activation energy for this process was, according to Martin, 1.26 ev. This energy seems to be a reasonable one for the activation energy for the diffusion of vacancies in molybdenum. However, impurity atoms such as carbon, nitrogen, and oxygen4 have an activation energy for diffusion in molybdenum of the same order of magnitude (i.e., 1.45, 1.15, and 2.09 ev, respectively). Cottrell and Churchman have already correlated the return of impurity atoms to dislocations in cold-worked iron with the return of the upper and lower yield point. According to cottrel16 the diffusion of carbon atoms to dislocations results in the return of the yield point. As the carbon atoms become trapped by dislocations, Bhatia has shown that a decrease in the electrical resistivity is to be expected. Cottrell and Churchman were able to correlate experimentally the decrease in electrical resistivity with the return of the yield point. Since one would expect strain aging to occur in molybdenum, an experiment was performed to determine whether the resistivity recovery at 150°C for molybdenum cold-worked at room temperature can be correlated with the return of an upper and lower yield point. For this experiment 3/16-in. tensile bars of Climax molybdenum, 99.961 pct pure, were used. The specimens were annealed at 1000° C for 1 hr in an argon atmosphere and then were elongated up to 10 pct on a Baldwin-Lima-Hamilton FGT

Caterpillar has been involved in highwall mining since the purchase of Bucyrus in 2011. The Cat® HW300 is a continuation of the Superior Highwall Miner that was first sold in the USA in 1994. Currently, there are more than 80 machines supplied worldwide, and Caterpillar envisions increasing the population steadily in the coming years. The Cat highwall miner product group, based in Beckley, WV, has been involved in the sales of all miners to date. With the dealer model that Caterpillar is using, more people, dealers in particular, need to be trained on the application of highwall mining. A site investigation is a highwall specialist?s work, and Caterpillar assists dealers and customers in determining the technical feasibility of highwall mining on mine sites. With the ever-increasing amount of requests, it proved to be important that people without highwall mining expertise, yet who are familiar with mining, could perform a very quick analysis of a potential highwall mining site to determine at an early stage if it is worthwhile to invest the time and money of all parties?customer, dealer, and Caterpillar?in further follow-up. Therefore, Caterpillar would like to introduce the Cat HW300 QuickScan tool.

Ticor South Africa is currently involved in the mining and processing of a heavy mineral oredeposit at Hillendale Mine on the KwaZulu-Natal north coast. The orebody is characterized by a high ultra fine fraction (-45µm) that has a variable rheological behaviour when subjected to shear and hydration. Experience at Hillendale has shown that the ultra fine mineral tailings are sensitive to shear history in terms of shear intensity and shear duration as well as hydration history. This phenomenon expresses itself right through the primary beneficiation process influencing the mineral separation, but is especially prevalent on the residue disposal i.e. slurry transport and deposition on the tailings impoundment. Tube viscometer test work was conducted on the flocculated fine tailings that indicated that there was a change in rheology as a result of shear. This paper presents the results of the on-site test work conducted at the mine to measure the rheology at various stages in the process.

West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

The objective of the present endeavor is to compare the performance of a pile raft system in foundation sand subjected to lateral loads. To study the behavior of pile raft system in sand a laboratory test was conducted on small scale model foundation system. The raft and pile was modeled by square concrete foundation of 250 mm x 250 mm x 15 mm in length, breadth and thickness and 25mm diameter and 250mm long circular pile located at the center of the raft. The system was tested under static lateral loads of 6.25N, 12.5N, 18.75N and 25 N respectively resting on dry Kasai River sand. A vertical surcharge pressure of 1.5kPa (10 kg) was applied on top of the model raft for each case. The results of the model tests have been simulated by a general purpose 3-D finite element software and the model has been validated with experimental results. The moments of the pile obtained from the model tests and those predicted by the numerical analyses for all the lateral loads matches reasonably well. For matching the trend of bending moments obtained from experiments, validation with theoretical results have been done with the help of Matlock and Reese (1960) approach for a single value of lateral loading. Moreover, a parametric study has been conducted with 5mX5mX0.3m raft size with 0.5m diameter and 5 meter long pile with increasing number of piles namely 2, 5 and 9 respectively to study the response in terms of moment and lateral deformation under available earthquake loadings, like Loma Prieta (1989) and Darfield Christchurch (2010). Bending moments of piles and load deformation curves for lateral loading have been studied for each case in which it is observed that the bending moments of pile significantly reduces (around 4 times) as the number of pile is increased to two, but it decreases to a nearly constant value (it saturates) as the number of pile is increased to five and nine. Moreover, the lateral deformation of piled raft system drastically reduces (around 2.4 times) for two pile system, and it saturates to a constant value with five and nine pile system. All these results indicate the constancy of stiffness irrespective of the number of piles in the piled raft.
