What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

The increasing pace of modern mining makes constantly greater demands upon the several contributing departments of rock breaking and transport, and rock-drilling, as the spearhead of attack, has received a great deal of attention with respect to both machines and steels. By a series of mechanical improvements, combined with the application of selected heat-treated alloy steels, the rock-drill has now been developed into a machine capable of rapid drilling and long service under severe working conditions. As a factoryproduct made under strict metallurgical control it is as foolproof as, say, the modern automobile, and, like its prototype, it can be kept in efficient operation by a minor amount of attention during use and by periodical adjustments and replacements.The same cannot be said, unfortunately, of the drills with which the machine is supplied; in conventional mine-shop practice these are made of the best tool steel shaped and heat-treated under the poorest of metallurgical conditions.The crudities of steel-shop practice have, in fact, always prevented the full exploitation of the steels available at any time, and even at the present day the general standard of treatment offers a contrast with the quality of the steels which moves the metallurgist to amusement, despondency or outrage, according to his temperament. Nevertheless, the tendency persists to meet the increasing demands of the rock-drill primarily by the use of still better steels, and secondarily by improvement, of the steel-shop practice. Athird type of development is the introduction of factorymade tools in the form of detachable bits and rods. "Permanent magnets have been applied extensively to several electronic products such as printers, TV sets, microphones, microcomputers and headphones, presently manufactured in large scale by industrial economies. Sm-Co alloys represent about 20% of the world market for permanent magnets and their industrial processors generate 20-30% of magnetic scraps which can be recycled. This paper discusses a process route to recycle SmCo5 using acid treatment, solvent extraction of Sm and electrowinning of Co. The results confirm the feasibility of the alternative proposed. Basic operational variables are suggested as guidelines to design a plant for recycling magnetic scraps.The use of hydrometallurgical processes to recycle scraps from the industry of permanent magnets has been suggested in some recent papers related to recycling of metallic alloys [ 1 ]. These research efforts might be understood as a worldwide tendency towards the development of self sustainable metallurgical processes which mean the reduction of environmental impacts.CETEM -Center for Mineral Technology leads in Brazil several research programs concerning recycling and treatment of industrial residues. The work on samarium purification and concentration by solvent extraction, producing also a solution of cobalt sulfate as partially reported here is one of these programs. Previous results related to the sulfuric acid digestion of SmCo5 are presented somewhere else [2]"

Classification of mineral resource estimates is one of the most important responsibilities of the Competent Person. In recent years, classification decisions have been driven more by the detailed block-by-block attributes generated by the now widely applied geostatistical estimation methods, and less by a general geological overview. This is increasingly resulting in æspotted dogÆ outputs, in which blocks of Inferred Resources or unclassified material separate blocks of Measured and/or Indicated Resources, or individual drill holes are surrounded by annuli of Measured and Indicated Resource blocks. Not only are such outputs potentially misleading, since they ignore fundamentals such as continuity of geology and mineralisation between drill holes and the imprecise nature of resource estimation, they can also cause substantial problems for engineers undertaking mine designs and estimating ore reserves, particularly for underground mines. Competent Persons for mineral resources must keep in mind the purpose of their work, and should use their experience and judgement to avoid or smooth out æspotted dogÆ classifications, providing a result commensurate with the level of geological and resource estimation confidence. For their part, ore reserve Competent Persons must understand the resource estimation and classification process, and should question resource classifications that are not consistent with the level of geological and resource estimation confidence.

In recent years the production of steel from directly reduced iron ore pellets has expanded rapidly. However, continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Although at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for direct reduction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluation of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those designed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of parameters such as reducibility, swelling and sticking tendency, however, it is necessary to develop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

Changes in reductant and energy inputs which are required to adjust the slag composition in anilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input does also hold for the changed inputs during transient changes in FeO content. This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

The film you see is a slow motion view of a typical half million ton taconite blast at one of Erie's mines. This blast is made up of 220 drill holes and a total of 325 thousand pounds of blasting agent. The second view of the same shot is taken by a remote control hi speed camera located 1500' directly in front of the blast. Shortly you will see some violent camera movement as the air blast shock wave strikes the camera location. As the blasting sequence progresses the rock fly becomes evident, and if you will look closely amidst the clouds of smoke, rock fragments weighing up to 1/2 ton begin to cascade into view. These missles are the chief concern of blast security. The next camera shot at 4000 frames/second vividly describes the primacord firing lines detonating the blast. Travelling at 22,000 ft./sec., this white snake of fire travels to each hole, detonating the blasting agent. Before we get into the matter of blast security, let me locate our operation for those of you not acquainted with Minnesota's iron ranges and tell you something about our company.

This paper describes an investigation to separate and selectively recover silver, gold and platinum from jewellery and laboratory wastes, and produce technical grade material suitable for training purposes. Nitric acid was employed to dissolve and separate silver and other impurities from gold and platinum, which were then dissolved in aqua regia and precipitated selectively. The current work quantified the effects of temperature, stirring rate, leaching agent concentration and solid: liquid ratio on the recovery of the various noble metals and in summary yielded the optimum treatment conditions in each case. It was found that increased leaching reagent concentration (in the case of Ag), temperatures and stirring rates enhanced the recovery kinetics and optimum yield of the three noble metals. An increased liquid to solid ratio also enhanced the recovery of the silver. Recovery yields 97.1%, 99.9%and 99.4% for silver, gold and platinum, respectively, were obtained. The recovered silver, gold and platinum had purities of, respectively, 98.3%, 99.1% and 99.0%. A cost saving of approximately R10 000 per kilogram of scrap refined could be achieved by the in-house treatment of the waste, not to mention the time-saving benefit.

Construction vibrations may be harmful to adjacent and remote structures, sensitive instruments and people. Construction vibration sources have a wide range of energy, displacement, velocity and acceleration transmitted on the ground. Effects of different dynamic sources and soil conditions on construction vibrations is analyzed. Consequences of construction vibrations are developed in various ways. It is important to assess intolerable vibrations before the beginning of construction activities. Guidelines for preconstruction survey are presented. Pre-construction survey and prediction of anticipated vibrations by IRFP method, monitoring and control of measured vibrations are important steps in preventing intolerable vibration effect.

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. "INTRODUCTION Initiated as a part of the Bureau of Mines program for development of strategic minerals for national defense, Investigation of the fluorspar deposits of the Northgate area was begun in June 1944 and completed in March l946. Mining Operations were active in the district during most of the period of investigation.The Fluorspar, Fluorine, and Camp Creek mines develop the two more promising vein systems known in the area, the Fluorspar group of claims covering one vein system and the Fluorine and Camp Creek groups the other. Figure 1 shows the location of the properties. The Fluorspar and Fluorine properties were operated (except during the winter months) by the Western Fluorspar Corp. The Camp Creek mine was operated during 1943 and 1944 by Kramer Mines, Inc.The properties were examined April 20 and again November 4 to 12, 1943, by C. R. Wilfley, a Bureau of Mines engineer, who recommended work to determine ore reserves and to serve as a guide for development. Investigations by the Bureau of Mines covered all three properties."

The storage capacity of any given tailings storage facility (TSF) is a function of the volume available for the tailings, for which the geometry of the final upper surface of the tailings is most important. One of the advantages that can be obtained from thickening tailings prior to discharge is that the tailings can be stacked at a steeper beach angle than is obtainable with conventional low-density slurries. However, there is at present no universally accepted method available for the accurate prediction of tailings beach slopes. This paper examines the current situation with the objective of putting the quest for a method for the accurate prediction of beach slopes into perspective. The paper references published reviews of the best-known beach slope prediction methods. However, there do not appear to be any independently verified projects or published references to projects on which a Class A prediction has been validated for any of these approaches, and in those instances where projects have been implemented correlation of actual with predicted slopes has been poor - often due to differences between the properties of the tailings assumed in the design and those actually achieved in the field. The author also concludes that flume-scale testing cannot be taken as a reliable indicator of full-scale performance, and suggests that the outcome of any current predictive method should be used by experienced practitioners as only one of a range of indicators in order to suggest a range of slope angles likely to result for any given operation. Practice has shown that it is possible to manipulate beach slopes by changes to the disposal technique, such as limiting the rate of discharge per discharge point and by increasing or decreasing yield stress, but the impact of these changes cannot readily be predicted. There are also newly emerging technologies, such as the injection of a polymer into the tailings at discharge, that will enhance the dewatering of tailings and hence expedite the consolidation of the tailings, that could well facilitate the development of steeper beach slopes. The overall conclusion is that with the current state of knowledge, the accurate prediction of beach slopes is not possible. Furthermore, in view of the inherent variability of the tailings parameters from any operation, it may well be of more value to concentrate on developing an understanding of the means by which the tailings parameters may be manipulated by the operators to achieve a given beach slope than to concentrate wholly on developing a generic beach slope prediction model.

Milling circuits are known to be difficult to control. In order to address these difficulties, it was decided to develop and test a model predictive controller (MPC) for a milling circuit. A milling simulator was written using Microsoft Visual C++ and used to design and test the MPC controller. Due to the large number of tuning parameters in a controller of this type, an optimizing algorithm was written that automatically tunes the controller. Good, robust control was obtained when the controller was tuned using this algorithm. Control was further improved by combining feedback and feed forward control and by using quadratic programming in the MPC algorithm. The movement of the manipulated variables was reduced by using a novel technique that allows the controlled variable to vary within a specified region around the set point. An optimiser controller was also successfully implemented to control the circuit at its maximum throughput.

The conditions under which vanadium is rendered insoluble by silica in the alkali-roast process have been investigated starting with both slag and reagent-grade materials. The inert phase is a glass formed slowlyfrom soluble NaV03 produced at lower temperatures. It contains approximately 30 per cent V in a partly reduced state; iron is not a principal component. Some of the vanadium in the inert phase is slowly returned to a soluble form by heating in an oxidizing atmosphere below the temperature at which the glass is formed (750°C). As the reaction leading to the required, soluble form of vanadium is also slow between 600 and 750° optimization and control of the temperature profile and atmosphere in the furnace, and the residence time of the solids, are necessary to ensure high vanadium extraction during subsequent leaching.

"The self-heating of sulphides can be a major hazard in mining operations and concentrate handling, particularly during transportation and associated storage. Self-heating results from the oxidation of sulphide minerals and can vary from being insignificant to highly reactive and potentially hazardous to both humans and infrastructure. It is essential that there be a reliable test methodology that can measure and categorize a given sulphide material as to its self-heating potential. By their nature, sulphide ores and concentrates are complex and variable mineral mixtures making it difficult to predict their self-heating behaviour a-priori based on mineralogy or with a simple “snapshot” test. Furthermore, self-heating behaviour will depend on the state of oxidation of the sulphides as well as time, temperature and humidity. A review of available testing apparatuses and protocols that can be used to assess self-heating potential is presented. Each of these methodologies was examined in relation to its ability to measure and reliably predict the latent self-heating hazard of a sulphide material. Several of the methods were tested and compared to illustrate their strengths and weakness. The results indicated that a number of the test protocols may produce false negative indications of self-heating potential, constituting an obvious concern to the industry.INTRODUCTION Sulphides as well as other materials (coal, wood chips, hay, powdered milk, to name a few) that are stockpiled in an air atmosphere may undergo oxidation reactions which can result in the evolution of heat (Beever, 1984) (Hudak, 2002) (Blanchard, 2007). If the rate of heat generated exceeds the rate of heat dissipation, the stockpile temperature will rise, potentially leading to “hot spots” in the most reactive areas, and possibly even fires. The heat generation rate, the “self-heating” rate, depends on many factors such as the type and composition of material, particle size, moisture content, oxygen availability, ambient temperature and humidity, and of prime importance, the extend of prior oxidation, or more specifically, the presence of oxidation products. The desire of operators that mine, process or transport sulphide-bearing materials with a potential for self-heating is to have an accepted and reliable method for evaluating and quantifying the potential hazard of their material. The challenges are how to best measure the self-heating properties of given samples, and based on results, predict the behaviour of the bulk material over time and in-situ. Generally, when evaluating a given material one derives the self-heating characteristics of that sample at the time and under the conditions of testing, which will be referred to as a “snapshot test”. If that material is invariable, i.e. it will not change its response over time, then it may be considered to be a “predictive test”. However, if as a result of continuing oxidation or other changes, the material becomes more or less reactive with time, then a “snapshot test” is unreliable with respect to predictive ability."

"The development of uppers drilling at Brunswick Mining is reviewed. This paper describes design criteria for drilling patterns and the research required for selection of a suitable drill jumbo. The success of the uppers drilling program based on operating procedures is highlighted. IntroductionBrunswick Mining and Smelting Corporation Ltd., operates a 10 500 tonnes per day lead /zinc/copper I silver underground mine some seventeen miles southwest of Bathurst, New Brunswick .The No. 12 orebody, first discovered in 1952 by a group headed by M.J. Boylen, had extensive development, including two shallow shafts (500 ft), and test work carried out on it by St. Joe Lead between 1953-1957. However due to complex metallurgy and depressed metal prices, the operation was suspended.In 1961, a group comprised of M.J . Boylen, K.C . Irving and Patino acquired the rights of St. Joe Lead to the No. 12 property. A concerted development plan was initiated along with construction of the necessary sur face facilities and by July 1964, the property was in production at 4500 tons per day.In 1967 Noranda Mines Ltd. acquired operating control of Brunswick Mining and Smelting Corporation Ltd."
