"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining-substances; to promote health and safety, in the mineral industries; to conserve Material resources , and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other Mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. "11.1. INTRODUCTIONA royalty is the most common form of interest retained by an owner who is disposing of his property or by a joint venturer who ceases, voluntarily or otherwise, to participate in the joint venture.1 Rarely does a non-participating party have a direct interest in the property and/or assets of a project, except during the period when a non-participating joint venturer may be having his interest diluted.2 In fact, it is most unwise to permit a non-participating party to have such an interest. It may give rise to significant problems that could prevent or substantially delay the development of an orebody and require a considerable amount of time, effort, and money to correct.3In negotiating a royalty, it is important to be aware that there is no law or convention that says, “You just don’t do that in a royalty agreement.” As with any agreement, inventiveness and flexibility on the part of the negotiator are not just assets, but virtual necessities. It is also for this reason that it is essential to read the royalty provisions, particularly the definitions, fully and carefully, especially if you are the recipient. On the other hand, if your inventiveness and flexibility cause your accountant to question the advisability of one of your ideas, pay close attention to him.4 He will, no doubt, have had experience with many royalties, and no competent professional adviser disparages a client’s ideas without good reason. Besides, he will probably be the person who will be determining the royalty or certifying the determination of it. At the very least, he will be auditing your general financial statements, which must, of course, reflect the royalty determination. Heeding his advice not only may make the determination easier but also will probably save you money in professional fees later on. Nevertheless, do not simply accept his comments or recommendations without understanding what they mean, why they have been made with respect to your royalty agreement (sometimes professionals have comments that they make as a matter of course and, even though they may be valid, you should require them to be justified to you), and how they will affect your royalty determination.It is surprising how many corporate payors insist that their standard royalty provisions5 be used as a matter of policy, thereby effectively tying the negotiator’s hands. It is even more surprising, and to professional advisers frightening, how many of the senior employees who insist that such a policy be adhered to, virtually without variation, do not know what is in the standard provisions and would be hard-pressed to explain them to a property owner. If standard provisions are appropriate, by all means use them, but do allow experienced and sensible negotiators some flexibility and make sure that everyone within the corporation who may have to use such provisions – negotiator and supervisor alike – knows what they contain and why they are as they are. For example, there are often good and convincing reasons to describe a deduction in a certain way or to include a certain specific type of deduction. On the other hand, quite often the answer to the question “why?” is that “it has always been there”; this is, or should be, an unacceptable answer. In any event, if you, as the negotiator, appear to know what you are talking about, are familiar and comfortable with your royalty provisions, and are backed up by your boss with the same words or reasoning, a property owner cannot help but be satisfied that you are knowledgeable, even if he still does not agree with your provisions. Finally, if you do use standard provisions, make sure that they are reviewed and updated regularly."

A brief review of the silver industry is presented to set the stage for the analysis of the distribution of silver production by source from various types of mines in Canada and of the changing relationship between the total output of silver and the total output of base metals. The decline in the average grade of the Canadian mines is also discussed and a trend for the future is proposed. The report then examines in broader aspects the world primary silver production and concludes, in the section on outlook, that the effective supply in primary silver will grow at a rate significantly lower than the growth rate expected for base metals. A cumulative deficit of some 900 million ounces is projected for the period 1975-1980 and a further deficit of some 1,100 million ounces if projected for the 1980-to-1985 period.

The limiting criterion in the use of stainless steel for certain forming operations such as coining is its hardness, which determines parameters such as required striking pressure, wear on dies, and integrity of pattern detail. Attention is given here to the development of ultra-soft ferritic stainless steels for coinage. In the first instance, the influence of carbon content on the striking properties of a series of commercial and experimental 17%Cr alloys was evaluated. It was found that a lower carbon content permitted the striking of relatively highly profiled and intricate patterns, provided that the hardness did not exceed 125 HV. Hardnesses as low as 115 HV were achieved in the fully annealed condition, but these alloys required high striking pressures. In a further study, three grades of experimental 14%Cr ferritic stainless steels were produced with a view to optimizing the ductility. When the residual impurities were minimized, hardness values of about 100 HV and lower were achieved. Micro-alloying additions allowed the heat-treatment response and grain size to be controlled. Excellent tensile properties, with elongations of up to 42 per cent, were achieved in the fuly annealed condition, and highly profiled patterns were produced in coining trials.

O presente trabalho tem como objetivo investigar a influência da adição de carvão vegetal e do seu tamanho de partícula na reatividade do coque. Para isso, um carvão vegetal de eucalipto foi adicionado a um carvão médio volátil americano em três teores (3%, 5% e 8%) e em duas faixas granulométricas distintas (abaixo de 1 mm e entre 3 mm e 4 mm). O carvão individual e as misturas de carvão/carvão vegetal foram carbonizados em um forno de escala laboratorial (1 kg). A reatividade dos coques produzidos e do coque de referência foi avaliada e comparada usando análise termogravimétrica. Também foram realizadas análises morfológicas através de microscópio óptico e eletrônico, usando amostras antes e após os ensaios termogravimétricos. Baseado nos resultados, a influência da introdução de carvão vegetal na reatividade do coque foi analisada e discutida neste trabalho.

IN spite of the uncertainty in the bituminous coal industry during 1933, progress worth recording has been made. Along with other industries, coal has felt the effects of business stagnation, but even in the worst weeks of the past four years, .the total production of bituminous coal in the United States was seldom less than half the production in some of the best weeks of the more prosperous years, a record better than that of many industries. However, the competition of other fuels and sources of power, together with the increased efficiency in the use of coal, has brought anxiety to producers. This has resulted in pressure for reduction of costs, not always by the wisest means. On the other hand, the effort to survive has directed increasing interest toward research, a wholesome development in a difficult situation. Wages, limitation of hours of labor, and the NRA have occupied much time and thought. Following a period .of wage cutting paralleling price cutting, the industry found itself rather suddenly faced by the President's Agreement, followed in due course by the Code, and then in many places by the agreement with the United Mine Workers. Although there is still some uncertainty in regard to the detailed working out of the new arrangements, there seems to be an honest endeavor by the signatories to the Code and Agreement to work them out in a straightforward manner.

We look at the empirical evidence of coal block auctions in India to understand how competitive intensity affects the bid amounts in common value auctions. The results suggest that competitive intensity measured through the number of bidders for a coal block is instrumental in determining the bidding outcomes. The presence of higher numbers of bidders in the auction leads to higher bids - every additional bidder causes the bid amount to rise by INR 142.67 per tonne of coal for auctions studied for 127 coal blocks from 2014 to 2023. The paper also examines the moderating and mediating effect of competition on bids and on excess of bids from the comparative market price of coal from alternative source of Coal India Limited. The results indicate that competitive intensity does not have statistically significant impact on the relationship between common value of coal blocks and bids, neither as a moderator nor as a mediator. The strategic behavior of the bidders has also been observed as bidders have been seen to bid in a higher than market price in order to outbid the competitors.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. Born in Bothaville (OFS) on the 26th August 1919, Daniel G. Krige grew up in Krugersdorp on the West Rand. Hematriculated from Monument High School in Krugersdorpin 1934 at the age of 15 and graduated with a B.Sc. (Eng.)degree in mining engineering from the University of the Witwatersrand at the end of 1938 (age 19). In 1938 he joined Anglo Transvaal where he worked on a number of gold mines until 1943, gaining a wide range of valuable practical experience in surveying, sampling and ore valuation. He then joined the Government Mining Engineer’s Department where he worked for 8 years during which time he participated in the uranium negotiations with the British and American authorities and designed the uranium pricing formula for the contracts which led to the establishment of South Africa's profitable uranium industry in the early 1950s. During the same period he began his pioneering work in the application of mathematical statistics to the valuation of new gold mines using a limited number of boreholes and of ore reserves for existing mines. His early papers in the application of mathematical statistics, some republished in French, created world-wide interest that led to the development of the science and concepts that surround the spatial evaluation of mineral resources and reserves known as geostatistics. This technique has contributed to improved ore evaluation techniques as well as the reduction of the financial risks associated with investment in mining enterprises. Furthermore, it led to the recognition of his contributions to the evaluations of mineral deposits through the coining of the term ‘kriging’ that is used to describe a spatial mineral evaluation process known and practised in international mining circles. He continued his work in geostatistics throughout his career as Group Financial Engineer of the Anglovaal Group until his retirement in1981 and afterwards for ten years as Professor of Mineral Economics at the Witwatersrand University. He is still active as a consultant and is a registered Professional Engineer. He has published some 90 technical papers both locally and overseas, some in Russia, and has lectured and participated in international congresses in many countries. His contributions were recognized by the Witwatersrand University through the award of the D.Sc. (Eng.) degree in1963, by three honorary degrees (from the universities of Pretoria, UNISA and Moscow State Mining University), by many awards from the South African Institute of Mining and Metallurgy, the International Association for Mathematical Geology, Die Suid Afrikaanse Akademie vir Wetenskap en Kuns, the SME of the American Institute of Mining Engineers, the International APCOM Council in1999, the University of Antofagasta in Chile, and by the South African President (Order for Meritorious Service, Class 1, Gold). He has served on various Government committees, notably that for State Aid for gold mines (1967/8) and designed the State Aid formula which enabled many mines to survive a period of low gold prices; also various taxation committees, and the mining mission to Iran in 1974. He is a fellow and/or honorary life member of various technical societies locally and overseas, including the Royal Society of South Africa. During the period in the Government service he also handled several of the post-war lease applications in the Free State and Klerksdorp goldfields. The fact that decisions on new gold mines of critical importance to the State and the economy as a whole, were being taken on a limited number of drillholes without any scientific analysis of the risks of failure, stimulated him to start basic research into ore evaluation. His approach was based on the application of Mathematical Statistics to these problems, an approach of which very little was known world-wide at that stage but which had already been initiated in South Africa by Sichel via the lognormal frequency distribution model. In Krige's 1951 paper published in the Journal of the Chemical, Metallurgical and Mining Society of South Africa he covered the statistical explanation of the conditional biases in ore block valuations and stimulated the use by several gold mines of regression corrections for routine ore reserve valuations, a technique which, in effect, was the first use on an elementary basis of what is now known as kriging. His 1952 paper introduced, inter alia the basic geostatistical concepts of ‘support’, ‘spatial structure’,’ selective mining units’ and ‘grade-tonnage curves’. His 1951 paper was based on his M.Sc. (Eng.) thesis submitted in the Department of Mining Engineering to the University of the Witwatersrand, and expounded his pioneering work in geostatistics in more detail. His early research papers that had stimulated interest in several mining circles overseas, were republished in French in1955, resulting in a major research effort by French mining engineers in this field. This, in turn, led to the establishment of the now world-renowned French school of ore evaluation in Fontainebleau, Le Centre de Geostatistique de l’École des Mines de Paris. Experimental work is report on the gasification of 90-percent through 200-mesh, strongly coking Sewickley-bed coal with oxygen and with steam in three temperature ranges, namely, 2,700° to 3,400° F., 1,600° to 2,000° F., and 230° to 250° F. Thirty-one runs have been made, during which 56,000 pounds of coal have been charged to the generator at feed rates of 200 to 450 pounds of coal per hour. The average results, not the optimum results, are given in the following tabulation:

To avoid confusion, ACIP pile will be used exclusively herein.1.2 PILE CONTRACTOR QUALIFICATIONSThe ACIP piles shall be installed by an experienced Pile Contractor who upon request of the Engineer shall submit evidence of successful ACIP pile installation under similar job and subsurface conditions, including a job supervisor who shall have a minimum of five years of method specific experience.The proper installation of the ACIP piles is dependent upon the procedures used by the Pile Contractor’s field representatives and equipment provided. Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential; but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for bringing in a prospect and making it a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is headed by an engineer-promoter who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the final operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

Oil and gas within the ground are minerals and the fact that they have attributes not common to other minerals because of their fugitive nature or vagrant habit, and the disposition to percolate, and the possibility of their escape from beneath one part of the surface to another, does not remove them from the class of minerals. A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

BURYING DEAD MINERS. BURYING BODIES OF DEAD MINERS. REVISED STATUTES (HURD) 1874, P. 263. SEC. 22. LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

Lithium-ion batteries (LIBs) find wide range of applications from portable electronics to electric cars and stationary storage or renewable energy. LIB electrode fabrication is done through mixing the active material (Li-ion host) with carbon (conductive component) and polyvinylidene fluoride (PVDF), which acts as a binder. These components are dissolved in N-methyl-2-pyrrolidone (NMP) to form a paste which is then doctor bladed onto the aluminum current collector. NMP is a toxic chemical and the overall fabrication process remains costly. Efforts are made of eliminating NMP by (1) replacing the binder and (2) using a new fabrication method. Of particular interest among these new methods is electrophoretic deposition (EPD). Via the application of DC potential, particles in suspension can be electrophoretically deposited on different conductive substrates in a relatively fast rate rendering EPD feasible for industrial application. A key aspect for successful application of EPD is the formulation of a stable suspension. Within the McGill HydroMET group, we explore the potential of EPD in fabricating LIB electrodes having demonstrated its effectiveness in the case of P25 nanotitania/carbon anodes. The performance of EPD fabricated TiO2/C electrodes is compared to standard PVDF-based electrodes and shown to have comparable charge capacity. This method is now being extended to other electrode materials. In this paper an introduction to the EPD method will be made and subsequently its use in fabricating LIB electrodes will be described. The performance of the fabricated batteries is evaluated via galvanostatic charging/discharging and cycling tests.

"As a part of the United States Department of the Interior program for the development and use of Alaska raw materials, the Bureau of Mines is conducting an investigation of deposits f nonmetallic minerals accessible to the Alaska Railroad for use in building materials in the Alaska Railroad-belt area. The results of the investigations, to date, indicate that raw materials for the production of brick products are in plentiful supply as clay in the Anchorage area, as fire clay at Sheep Mountain, and as shale in the Healy Creek coal formations near Healy, Alaska.Shale for the production of lightweight aggregate or Haydite occurs near mile 67 on the Glenn Highway, and preliminary tests give excellent results. Physical tests are new in progress on commercial-size concrete building units made with this aggregate. Another shale deposit in the same formation was located at mile 16 on the Matanuska Branch of the Alaska Railroad, and preliminary tests give comparable results.Natural lightweight aggregate in tree form of pumice and pumicite occurs in Katmai National Monument and has been used with excellent results in lightweight-building units in Anchorage and Fairbanks. These deposits will be investigated in more detail by the Bureau of Mines during 1952.One small perlite deposit near Healy, Alaska, showed excellent expanding properties, and the product compares favorably with commercial perlites being used in the States for plaster and concrete aggregates. Additional investigation by the Bureau of Mines to delimit the known occurrence and, if possible, discover others were planned for the 1951 field season.The pumice from Katmai National Monument also was considered for use as a pozzolan in pozzolan-portland concrete. Tests by the Bureau of Reclamation indicate that the pumice sample submitted by the Bureau of Mines would be satisfactory in strength development but is not outstanding. Natural activity is good and is greatly improved by calcination at 1,4000 F. Water requirements and shrinkage also are satisfactory. However, the material is ineffective in reducing expansion owing to alkali-aggregate reaction; and, if reactive aggregate is used to make concrete, it would not insure against excessive expansion. An attempt will, be made during the 1952 field season to delimit pumicite deposits along the Alaska Peninsula more amenable for use in pozzolan-portIand concrete.Because the Railroad belt has such a rigorous climate, insulation for new construction is of prime importance. Luring the Bureau of Mines, investigation of building materials all samples were submitted for chemical analyses as possible sources of raw materials for the production of rock wool, one of the best insulation mediums. Four areas having deposits of the required constitu¬ents were located as follows: Anchorage area, with Potter limestone and argillite; Cantwell-Windy area, with limestone and shale; West Fork of the Chulitna River area, with limestone and agrillite; and Homer-Seldoyla area, with Seldovia limestone and Homer clay. It was planned to take bulk samples of these formations and submit them for testing during the 1951 field season."

As a part of the program of investigation of domestic sources of manganese in the western United States, engineers of the Bureau of Mines examined. and obtained samples of ore from two properties in the vicinity of Barstow, San Bernardino County, Calif. In addition to these, samples from two other properties in the same vicinity were submitted by the owners. As the ores were too low-grade to be acceptable for the direct production of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration by ore dressing. The Big Reef manganese claims axe about 140 miles east of Barstow, Calif. The claims were leased by W., E. Thurber of San Gabriel, Calif., from the owner, C. S. VanDoren of Daggett., Calif. Manganese oxides occur as a replacement deposit in heavily brecciated andesite along a fault plane. Four samples were taken by an examining engineer of the Bureau of Mines from the ore zone, which, when composited, were representative of all the exposed ore. Preliminary tests were made on lot B, and final tests wore made on the composite sample. The Trans-Oceanic property is about 20 miles southeast of Barstow, near Newberry, in the. Pisgah mining district, Calif. The sample, submitted by the owners, was taken from a 1,000-ton reject clump from a hand-sorting operation. The ore occurs as a replacement of rhyolite.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities.
