The Westerly Storage Tunnel is a 25-foot diameter segmentally lined storage tunnel that is a major component of the Northeast Ohio Regional Sewer District's Project Clean Lake that is designed to capture 39 million gallons of untreated CSO overflows from entering Lake Erie. During the final stages of the project completion, a large-scale rock fallout incident occurred during the final lining installation operations at the down-stream end of the tunnel that extended beyond the designed primary support system. This paper outlines the level of coordination and collaboration between the Owner, Designer and Contractor to remediate the situation safely, quickly and effectively.

Concrete-infused cloth is used in several civil and mining surface applications whose circumstances are similar to some of those in underground mining. A feature of this material is that it cannot be overhydrated. In underground conditions, however, the excess supply of water to the cloth for hydration could lead to muddy and potentially unsafe working conditions, as well as resource wastage by supplying more water to the construction site than is needed. The objective of this study is to verify the water-to-cloth ratio and study the effect of hydration level on the strength of the Concrete Cloth product. We found that the strength increases with increased hydration up to a 1:2 water-to-cloth ratio by weight, after which the strength holds steady regardless of additional hydration. This confirms the 1:2 water-tocloth ratio by weight for hydration and confirms that strength is retained even if the cloth is excessively hydrated.

"Over the years many differing approaches have been developed to clearly understand the nature, mode of occurrence, associations and deportment of both free-milling and refractory gold in a wide variety of differing geologic environments and plant products. Many approaches can be taken to characterize the ore which may occur as complex fine grained gold, ultra-fine grained gold, coarse nuggetty gold, complex Asrich refractory gold and double-refractory gold. The approach taken in assessing small drill core composites from Novo Resources Beaton Creek Paleoplacer gold project located in the Pilbara region of Australia was complicated by the nature of the ore, the small amount of sample available from current exploration work, and the gold grade and the grain size distribution. In this case the scope of the study was limited by sample availability although significant amounts of valuable information was also gained. This gold characterization study included the following elements:??Size fraction assays??Ore microscopy??Preparation of heavy mineral concentrates from sized fractions (screening) of crushed or milled head using heavy liquids and Superpan table.??Systematic scans of the heavy mineral concentrate, middling, and tailing fractions using TIMA Automated Scanning Electron Microscopy integrated with an Energy Dispersive Spectrometry to provide semi-quantitative elemental analysis of the individual grains found in the sample.The unique methodology employed to detail the gold deportment was the combination of the Tescan Integrated Mineral Analyser (TIMA) and the Oxford INCA GSR software. This technique not only allowed us to document the deportment of gold but recognize other associated minerals, which included gersdorffite, chalcopyrite, uraninite, coffinite, brannerite and several Rare Earth-bearing minerals.INTRODUCTIONGold deportment studies are commonly carried out on preliminary gold exploration projects in order to determine the various limitations, which may effect processing of the potential ore. This is often because it may be expected that there may be a refractory component to the gold, which may limit physical separation techniques and suggest more costly hydrometallurgical techniques. Often when carrying out gold deportment studies the mineralogical methods may be limited to assuming that the gold will be fine and easily found using standard techniques of optical microscopy or Scanning Electron Microscopy. This may not always be the case as various geological environments may pose their own individual problems to determining the deportment of the gold grains."

The near depletion of high-grade ores, among other factors, has necessitated the consideration of alternative PGM sources. Various factors in the metallurgical processing of ores result in valuable minerals being lost to the tailings, and hence, PGM tailings are a possible alternative PGM source. However, as the value residing in PGM tailings remains unquantified and uncharacterised, there is a challenge in knowing the recoverable fraction of value contained in PGM wastes. This paper outlines the in-situ techniques of oxygen uptake and EDTA extraction for their possible use for determining the recoverable value in PGM tailings. After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. The Wamum and Idzan Creeks Prospect, located 79km W of Lae, Morobe Province, Papua New Guinea (PNG) was discovered by the exploration arm of Conzinc Riotinto of Australia Pty Ltd (CRAE). The detailed surface exploration and 11 vertical holes drilled by CRAE, combined with the recent work by Highlands Gold Limited, indicate the occurrence of porphyry copper-gold mineral- isation and associated alteration. The prospect occurs within andesitic volcanics of the Middle Miocene Langimar Beds. It is bounded by NE trending faults to the NW and SE. The alteration and mineral- isation is hosted in the andesitic tuffs adjacent to high level quartz diorite and hornblende diorite stocks. A NW trend to alteration and mineralisation is obvious in Wamum and Idzan Creeks. The main alteration type is propylitic with minor zones of potassic alteration. A late sericite-quartz-kaolinite-pyrite alteration overprinted the earlier alteration and mineralisation. Copper and gold mineralisation is related to a quartz-carbonate-chalcopyr-ite-pyrite (¦ bornite) vein stockwork and biotite ¦ K-feldspar alteration. The mineralisation system at Wamum and Idzan creeks is low in total sulphides. It is considered as a high- level fracture-controlled system with limited low grade Cu-Au mineralisation.

After the explosion at Middelbult Colliery, South Africa in May1993, which claimed 53 lives, the South African Coal Mining Industry and the Safety In Mines Research Advisory Committee (SIMRAC) united forces to establish a surface facility to develop and test on-board flame suppression systems for continuous miners and roadheaders. The first test that was conducted in this newly constructed test tunnel at the Kloppersbos Research Facility, CSIR was in July 1995.Since then 70 tests have been conducted using the facility and have focused on on-board active ignition suppression systems for continuous miners (CM) and road heading (RH) machines to enhance the safety of South African mine workers in collieries. These suppression systems are mounted on the CM or RH machine and detect the occurrence of an ignition by means of light-sensitive sensors. The electronic signal from the sensor triggers the suppression system, creating a flame-suppression curtain, containing and extinguishing the flame in the immediate vicinity of the ignition. Forty-three tests have been conducted with an active on-board suppression system present inside the test tunnel. Since flame propagation speed is an extremely important parameter, the CSIR-Miningtek made the results of the test programme available for re-analysis. Flame speed depended on whether a machine was present in the heading or not, the geometry of the heading and the volume and composition of the explosive mixture of gas. Flame speeds of up to 190 m/s were recorded. However, the active suppression systems were almost always successful in containing flame propagation.

At the turn of the century the keys to industrial success were coal and iron. At that time, Pennsylvania was the ranking mineral producer among the States and close to 90% of the Nations energy output was generated by coal. The growth of this Common-wealth into the greatest industrial State in the nation has been due to the huge resources of easily accessable coal found by the early settlers. It was the development of these deposits that provided the United States with a new source of fuel energy. For nearly a century, the Commonwealth was the chief powerhouse of our nation and the chief source of its industrial blood and bone. In 1928 it was truly said that coal was king in Pennsylvania. Pennsylvania that year mined a billion dollars worth of coal. A single train carrying this output would reach more than twice around the world at the latitude of Pennsylvania. Coal formed nearly 67% of the freight of Pennsylvania and was responsible for its four billion dollar iron and steel industry. Coal was the real reason why Pennsylvania although 32nd in size was second and not tenth or fifteenth in wealth, population and industry. Pennsylvania was slow to take-up her heritage as the greatest coal producing State in the union. But the knowledge that coal was present was not slow in accumulating. In fact the Indians were aware of its existence long before the white man arrived. They knew that many of the hills were underlain with black stones that would burn. It is reasonably certain that Arnold Viele, the first white man to cross the mountain in this State saw coal in them in 1692. But awareness was not enough. The population in these days was confined to southeastern corner of the State and the population at this time had little need or interest in the resources further inland. Pennsylvania anthracite was discovered in 1762 but was first regarded only as a curiosity. Commercial productions started in 1820. Kuala Lumpur, Malaysia is underlain by karstic limestone. Firm clays, mudstones and siltstoncs of the Kenny Hill Formation overlie the limestone for about two thirds of the city. The remaining third has deep deposits of very soft alluvium, or tin mining slimes, overlying the limestone. It is only recently that large buildings have been constructed in the area. Arup Jururunding have been concerned with several projects located on the limestone, although space here only permits the description of four sites in detail. The experience has allowed the development of a design approach for the foundations. The aim is to make the architectural scheme compatible with the geology. This is not always possible, and examples are given of both situations. The case histories give examples of compensated foundations, and piled foundations include steel H-piles, precast concrete piles, micropiles, bored piles with rock sockets, and barrettes up to 90m deep.

The development of robust, economical transport infrastructure has been identified as a key driver to sovereign economic growth. Notwithstanding the value of undeveloped mineral resources, unless they can be brought to market they are of little value. Within a global context, the continent of Africa probably faces one of the most significant transport driven economic development programs as countries strive to unlock their much sought after resources.The UN’s Africa Review Report on Transport (United Nations Economic and Social Council, 2009) provides an excellent context for the issue facing African countries and the potential for investment in transport to solve many of the intrinsic problems they are confronted with. With little exception, economic development in Africa is very likely to be driven ‘off the back’ of transport development – and more specifically from heavy-haul rail as a means by which economic wealth can be derived from export of the continent’s vast natural and mineral resources to the world. The report found:transport is a key driver of economic development and poverty reduction;road transport is the most dominant mode in Africa;the ‘Cost to Market’ of African goods is hampered by the reliance upon road transport;the cost of road transport is not just economic – 19 per cent of the world’s road fatalities were recorded on African roads;African railways are seen to be disjointed and under-utilised;Africa’s ports are key to export trade - yet only six ports (three in Egypt, and three in South Africa) handle about 50 per cent of the continent’s total container traffic;the cost of transport is increasing making African trade even less competitive; andsignificant negative impacts of Africa’s reliance on road transport – health, and greenhouse emissions.We understand that mining the resource is only part of the solution – it has to be put to market at a competitive landed cost.Most African countries face huge costs associated with transport development and ongoing operation – in many cases beyond their available resources.The Australian rail industry has faced and solved many of these challenges.

The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. This article provides a comprehensive overview of the current and future situation of the Namibian mining industry, with a special focus on the tasks and new technical developments for the successful excavation of beach and marine diamond deposits. In Kansas, almost every oil well drilled into a limestone formation is treated with hydrochloric (muriatic) acid upon completion. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. To provide technology that can help decrease the dependence of the U.S. aluminum industry on imported bauxite, the main ore of aluminum, the Bureau of Mines is investigating the extraction of aluminum from abundant domestic reserves of kaolinitic clay. Miniplant studies of the continuous leaching of calcined kaolin with boiling 25-pct HC1 acid resulted in a 93- to 99-pct extraction of the acid-soluble alumina in the calcined kaolin feed. Data are presented for an acid leaching study carried out in three or four continuously stirred tank reactors (CSTR) in series, feed rates of 100 to 250 lb/hr of calcined kaolin, and total nominal residence times of 0.7 to 2.3 hr. A material balance for a 176-lb/hr calcined kaolin feed rate in a circuit consisting of three reactors, four classifiers, and five thickeners is given. Data provide detailed compositional and physical information for calcined kaolin, process liquors, and acid-leached residue solids.

This paper presents a case study in West Malaysia for passive piles failure in very soft marine clay in open excavation. In this particular case, the thickness of the very soft marine clay ranges from 5 m to 7 m (16 ft to 23 ft) from the ground surface. Preliminary site investigation reported SPT ?N? value of zero for the very soft marine clay. The design was based on a deep foundation utilizing driven piles to support the superstructure. During pile cap construction, the piles were subjected to uncontrolled open excavation, inducing bending moment in the piles, resulting in some cracked and broken piles. Analyses were carried out using an existing three-dimensional finite element code with a non-linear soil model to predict the response of these piles during excavation. Finally, the predictions of pile responses during excavation were compared satisfactorily with the observed results.
