This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

A novel nondispersive electro-optical gas analyzer has been designed, fabricated and tested. The instrument is based on a pressure modulated absorption technique. Key features of this new gas analyzer technique include long-term zero and calibration stability. The technique was investigated for the gases carbon dioxide (CO2), carbon monoxide (CO), methane (CH4) and nitrogen dioxide (NO2). The delivered analyzer was capable of measuring the three species CO, CO2 and NO2. It is a compact (300 cu in) package, is battery powered and weighs 15 lbs. Some thirty readings of each gas may be made on a single battery charge.

Phase designs are the foundation upon which all open pit mine sequence optimizations and budgets should be built. Unfortunately, at times, mine engineers skip the step of developing realistic pit phase designs - designs that include access ramps and mineable widths. Without mineable phase designs, their optimized schedules are based on theoretical pit shells or ?quick-and-dirty? plans with no ramps. The output from such optimizations is almost always overly optimistic. Without mineable designs, the production estimates are misleading, because they overestimate ore, and underestimate waste stripping requirements. Worse yet, when plans are not based on realistic phase designs, they can point to exactly the wrong decision in feasibility studies (i.e. ?go? when it should be ?no-go?). This paper discusses the importance and features of good pit phase design, and demonstrates the pitfalls of relying on optimized production sequences that are not based on properly designed pit phases.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. The study on improving surface coat refuse disposal site inspections included surface inspections of 15 refuse disposal sites. Monthly aerial photos were taken of the sites and computer methods were used to determine elevation changes. Photogrammetric techniques that were used are described in detail. A comparison of the results of each of these inspection techniques is included. A detailed evaluation of the photogrammetric techniques was made and conclusions were drawn concerning the advantages and disadvantages of using aerial photography and photogrammetry as part of the inspection procedure. Operators' opinions of the aerial photography methods are included.

Security concerns have prompted the Department of Homeland Security to investigate the use of recording systems on all vessels holding materials used for blasting; a new regulation is expected in the near future. By measuring the strain developed in the legs of vessels with bolt-on sensors, it is possible to monitor the weight of vessel contents. Several companies make this type of sensor and recent versions give the required accuracy. This paper describes two generations of sensor, the second generation having a simpler method of installation that uses standard power and hand tools. Three types of indicator are available to monitor the material weight. 1) A simple electronic bar-graph indicator with a digital weight display. 2) A touch-screen display showing bar-graphs of multiple silos with digital weight displays plus their associated trend graphs, recent readings and an alarm log. 3) A data acquisition unit which acquires the weight digitally from up to 32 vessels and stores the raw and filtered date and time stamped data in a local computer database. This local computer then transmits the data via an Internet connection to a secure central database which allows the weights of all the storage vessels for a company to be viewed anytime and anywhere via the Internet. Historical trend graphs can be viewed and the data can be uploaded into an Excel file for further processing; for example to determine filling or discharge amounts. In addition, E-mail and SMS (Short Message Service) text alerts can be sent automatically when selected alarm levels are reached. Current research and development includes connection of vessels to the central database by a cellular wireless modem when a local computer or Internet connection is not available, as well as connection of remotely located vessels to a central point via “Wi-Fi bridge" radio data links. Future versions will include digital I/O (Inputs and Outputs) to record, for example, activation of filling and discharge devices as well as opening and closing of doors.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

Dak., April 30-May 1, 1963, under the cosponsorship of the University of North Dakota and the Bureau of Mines. This symposium, the third in a series, had as a general objective the dissemination of information concerning advances in technology and utilization of solid fuels, with emphasis on lignitic coals. Approximately 150 representatives of industry, government, and educational institutions from 21 states and 3 Canadian provinces were present at the symposium. Those attending were welcomed by Marling J. Ankeny, Director of the Bureau of Mines, representing the Bureau, and Dean T. H. Clifford, Vice President of the University, representing the University.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. Double benching has been utilized as an excavation technique in open pit mines for many years. This process involves drilling, blasting, and excavating the material for the design bench height. A second bench is then excavated without the creation of a catch bench, i.e. only minimal offset from the first bench face is allowed when drilling off the second bench. The result is a double high bench face or double bench. When drilling off the second bench, the offset of the drill from the bench face projects the lower bench face into the pit up to an extra five meters. This reduces the maximum attainable bench angle, enhances the probability of rock escaping the catch bench and increases the overall strip ratio. The generally utilized process of trim blasting also can impact on the final bench profile by contributing to blast damage of the face. BHP Billiton Diamonds Inc., Ekati Mine Diamond MineTM, has pioneered the usage of a technique that eliminates this offset. Double benching is accomplished by drilling a single, 30m pre-shear (two 15m benches) to define and protect the final bench profile. This article provides a comparison of the attained face angles obtained in the field utilizing both of the above methods, as well as a comparison with the analytically predicted angles prior to excavation.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.
