For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

"The Anomaly A area of the Clarence Stream gold deposits in southwestern New Brunswick contains mineralized structures that bear geometrical relationships to regional folding events. The four mineralized zones of Anomaly A (AD, MW, 93, and Murphy) are hosted by turbiditic graywacke, quartzose wacke, siltstone, and argillite sequences of the Kendall Mountain Formation. A regional scale structural analysis reflects at least four deformational events, three of which appear to control the folded geometry of Anomaly A (D2, D3, and D4). F2 and F3 folds are coaxial and are refolded into a dome and basin geometry by F4 folds. The mineralized zones are subparallel to axial surfaces of F2 folds. Structural analysis of a mineralized zone exposed at surface indicates that gold mineralization is hosted by a quartz-vein system that comprises veins generated during both D2 and D3. Threedimensional representations of Anomaly A created using drill-core data and ®GoCAD suggest that the quartz-vein system was emplaced in fault structures during D2 as well as within brecciated dilation zones during D3. Three of the four zones that make up Anomaly A have F2 hinge surfaces that can be linked through a geometry compatible with the style of F3 and F4 folds. The apparent continuity of these three zones indicates the potential for kilometer-scale mineralized structures at Anomaly A. "Urban Mining is a term that is increasingly being used, and represents an appreciable source of secondary materials for the metals extraction industry, a source that does not incur mining costs, but does, at present, incur considerable disposal costs. Electric Arc Furnace Dust (EAFD) is probably the most common of these materials, with an estimated global production of 8 million tonnes annually, of which 1 million tonnes is generated in North America. The contained annual metal value in EAFD at current prices is of the order of $6 billion, yet, apart from the zinc, virtually none of this is recovered.Despite many attempts over the years, with pyrometallurgical, hydrometallurgical or hybrid processes, currently the only commercially viable method of treating these materials is smelting in a Waelz Kiln (or a Rotary Hearth Furnace), which essentially recovers only the zinc, in an impure oxide form, and generates a secondary slag waste, which is still toxic and requires disposal. This paper describes the development of a chloride-based treatment process to recover all components of the EAFD in a marketable form, which centres around the novel hydrochloric acid recovery and recycle operation. Laboratory, miniplant and pilot plant data are presented, leading to the definition of a viable process flowsheet enabling the recovery of pure iron and zinc products (the principal components of EAFD), together with secondary products such as copper, silver, lead, cadmium, magnesium and manganese. A rigorous mass-energy balance is used to examine the preliminary economics involved."

Rockbolt failures at the Waste Isolation Pilot Plant have been recorded since 1990 and are categorized in terms of mode of failure. The failures are evaluated in terms of physical location of installation within the mine, local excavation geometry and stratigraphy, proximity to other excavations or shafts, and excavation age. The database of failures has revealed discrete areas of the mine containing relatively large numbers of failures. The results of metallurgical analyses and standard rockbolt load testing have generally been in agreement with the in situ evaluations.

The gold mine sector is presently facing low gold prices as well as technological challenges. Its competitiveness and survival will depend on new mining methods and equipment to improve ore extraction. In 1999, Natural Resources Canada has invested new funds over a period of three years at CANMET?s Experimental Mine to establish the Narrow-Vein Mining Project. A team of engineers and researchers specialised in mining, mechanics and electronics engineering are working to meet the critical need of ore-extraction technology. CANMET?s program in mechanisation and automation for narrow vein mining had, prior to 1999, realised several important achievements, many in co-operation with a consortium of mining companies (Soredem). The investment of new funds in this area will contribute to develop technologies to improve the productivity, as well as health and safety conditions of the narrow vein mining industry. Several important impacts of this project will be monitored. Specifically, a database of methods and equipment used in narrow vein mining is being developed. A key thrust is to identify operators? needs with respect to the development and automation of mining methods and equipment. Based on those needs, research and development projects will be created. The main problems identified following meetings with mine operators are described with a few elements of solution and the Web site created for the broadcast of the results is presented.

The Bureau of Mines investigated a HCI-02 leaching procedure to recover Cu, Ni, and Co from a low-grade bulk sulfide flotation concentrate prepared from the Duluth gabbro complex. Since the Duluth gabbro complex is the largest known and unexploited Ni resource in the United States, the development of options for extracting the metal values from the flotation concentrate of this domestic resource is necessary. Conditions were determined for producing a pregnant solution low in Fe to facilitate recovery of the metal values. Leaching experiments were conducted at 15 pct solids, 1000 to 1200 C, 0.2 to 0.3 g HCI per gram concentrate in a 50-gal reactor pressurized to 50 pSig with 02. Base metal extractions from the concentrate were, in percent, 90 to 92 Cu, 99 Ni, 97 to 99 Co, and 0.1 .Fe. Precious metals extractions were erratic and unpredictable; at best their extractions were, in percent, 55 Au, 90 Ag, 40 Pt, and 45 Pd. The reaction time at 1200 C was 0.5 h. The use of compressed air instead of 02 as the oxidant was also investigated. Solvent extraction using LIX 622 was used to remove Cu from the pregnant solution. Cementation on Cu was tested for precious metals recovery, while sulfide precipitation was used to produce a Ni-Co product. A conceptual flowsheet for treating the Duluth gabbro concentrate is proposed.

The Groote Eylandt manganese ore deposits contain mainly pyrolusite and cryptomelane with lesser amounts of the manganese minerals lithiophorite, todorokite, psilomelane, and nsutite. The major non-manganese minerals which occur are quartz, kaolinite, and goethite.Determination of the mineralogy relies mainly on x-ray diffraction analysis. Quantitative methods for the determination of pymlusite and cryptomelane in Groote Eylandt manganese ores have been developed, A large amount of isomorphous substitution may occur in the manganese minerals and a number of minor and trace element associations have been noted. A correlation has been established between the potassium and cryptomelane contents for a wide range of ore types. Anomalous calcium, magnesium, and sodium values occur in samples containing todorokite, and barium is associated with psilomelane. Groote Eylandt lithiophorite appears to contain negligible amounts of lithium (<O· 05 per cent).A relationship between the H20+ and the Al203, K20, and Fe203 contents has been estahlished indicating that much of the combined water content is due to the presence of kaolinite and goethite, and cap be removed by beneficiation of the ore.

Used in conjunction with geology and geophysics, geochemistry provides powerful exploration tools of special relevance to Australian environments. New methods are needed that will confront the forthcoming emphasis on locating concealed orebodies. Deep weathering is conducive to techniques using groundwaters or gaseous emanations as sample media. Increasing use is anticipated for isotope measurements and for recognition of country rock characteristics that denote proximity to mineralization. Improvements in the sensitivity, reliability and portability of analytical instruments will underpin the contributions of geochemical methods to future mineral exploration.

In the course of the development of the Red Coulee field, northwest of Coutts, Alberta, a considerable amount of information has been gathered by the Department of the Interior regarding the chemical character of waters encountered in the drilling of wells in this area. The writer, in this paper, has undertaken to assemble the available material with the idea of deducing what relations, if any, may exist between the different waters from the same well, and also how these compare with waters encountered in similar horizons in other wells. From no other district, with which the Department of the Interior has had to do, have there been received so many samples of water, and yet not all the waters logged in the drilling reports were sent in for analysis. The information, therefore, herein contained is not as complete as the writer would have desired, but sufficient evidence has been accumulated to indicate some very definite tendencies in the chemical nature of the waters of this field. The drilling of Red Coulee wells has been carried out exclusively by percussive tools. These permit 'dry' drilling, and, consequently, water-sands are recognized when encountered. Had rotary tools been used, information regarding water-sands would have been very meagre, if not entirely lacking, since, in the mudding-off process, water-sands would have been overlooked, with the result that, should water break through into a completed well, its source would not be known and remedial efforts would be greatly handicapped, if not entirely defeated.

This paper on coarse particle recovery (CPR) summarizes a process to capture coarse particles that are not recoverable by regular flotation. Several porphyry copper operations in the world operate analogous circuits that recover non-floated copper from tailings; however, the case presented here is unique in that extensive underlying test work has allowed the authors to elucidate some fundamental principles behind recovery enhancement. This paper discusses an overview of the flowsheet that is proposed to Minera Escondida Ltda., the nature of copper in the feed to the CPR circuit, and the various unit operations within the recovery circuit.

This circular describes the activities and publications of the Bureau of Mines, Explosives Research Laboratory4 for the fiscal year 1960 (July 1, 1959 -June 30, 1960). Part 1 describes briefly the principal projects that were active during the report period, and presents some data not scheduled for publication elsewhere in the near future. Certain of the results are only preliminary and should be regarded as tentative, pending the findings of the completed investigation. Publications that appeared during the report period are listed and described briefly in part 2. In general, the research activities reported in these publications antedate fiscal year 1960. The published material relating to activities that are still current is indicated by references in part 1.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

A data science based dilution study was conducted to identify the causes of dilution at South32’s Cannington Mine (Cannington), a large open stoping operation. In terms of industry benchmarks for unplanned dilution, Cannington is already performing very well, and so opportunities for improvement are more difficult to identify. The study is based upon back analysis of nearly 150 case studies from the mines reconciliation database, and has quantified the relative effect and significance levels for the following dilution parameters; time until paste filling, faulting and cable bolt reinforcement. Specifically, significant contributions were associated with faults and stope open duration. Quantifying the effect of faults on stability graph accuracy enabled a site specific adjustment to improve the predictive ability of the Cannington stability graph (unstable stope specificity improved from 63 per cent to 74 per cent). Despite Cannington’s already high levels of stope performance compared to industry benchmarks, data science methods have identified a complex interaction between identified dilution factors (ie stope open duration, presence of faults and cablebolting). Specifically, a third order Factorial ANOVA (Analysis of Variance) provided evidence that stope open duration reduces the effectiveness of cable bolts in faulted ground (average dilution = 2.1 m, p-value = 0.13). These results are consistent with site observations of a relationship between the stope open duration and the extent of failure when unravelling on a fault, even when cables are present.CITATION:Maher, K, Stewart, P C and Robotham, S, 2016. After the global financial crisis of 2008, African mining is entering anew phase of development. The rapid withdrawal of emerging market funding from the critical exploration and development industries provided a hiatus in funding, a gap which was quickly filled by Chinese and other Asian investors. While the continent is still economically dependent on its extractive industries, the prevalence of Dutch Disease has undermined Africa?s ability to benefit fully from its mining, oil, and gas industries. While the extractive industries are closely related to many of the more fragile and failed states in Africa, it is equally true that the strongest states in Africa have mining-based economies. This paper explores the possible linkages between mining, strong and weak political economies, and poverty in Africa. It draws the conclusion that neither Dutch Disease nor Resource Course is a given in resource-endowed countries, and that it can be avoided if the mining economies in these countries are actively integrated into their respective broader economies and used to foster economic diversification. The author asserts that given the capacity constraints of many African governments, it is contingent on mining companies to become integrally involved in catalysing diversification around their infrastructure and supply chains.

"SGS implemented two rules-based fuzzy logic expert applications on two grinding circuits operated by Peñoles Group in Mexico. Both expert systems are based on control strategies that push against process constraints to improve throughput. Based on proven methodologies, the projects also required some new approaches that led to permanent changes to the mill control strategy.This paper provides descriptions of the implementation, operation and performance of both expert systems. It also reviews how improved production rates were achieved through the use of a common set of expert technology tools. An overview of the resulting control strategies implemented on the two circuits is presented. The paper also discusses the identification of the process constraints within each circuit and how these constraints are used within the expert systems.INTRODUCTIONMexico-based mining company Peñoles Group and the Advanced Systems group at SGS, formally known as MinnovEX Technologies Inc., collaborated on the implementation of two expert systems in two grinding plants, both located in Northern Mexico.The primary objective of the expert systems was to increase throughput whilst still maintaining the cyclone overflow product size within an acceptable range. The secondary objective was to achieve a high level of utilisation of the expert technology.In order to achieve these objectives, SGS proposed a proven methodology which leveraged the existing operating and technical expertise at site through the client’s involvement in the design and implementation stages. The in-house operating and technical expertise of SGS was also brought to the project and implemented with the client’s approval at all stages. At both sites the final acceptance was defined upon meeting both process and utilization parameters.The development and deployment of rules-based fuzzy logic applications has matured as a technology and consequently, clear definition of process states and their place in the logic structure to control a given circuit are now transferable. The key to the robustness of the control logic depends on selection and tuning rules for maintaining stability and optimizing a given circuit. Application integrators need to have a standardized approach for timely integration and deployment; a critical component to avoid the common critiques that expert applications are idiosyncratic and difficult to maintain."

The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

The potassium mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H20) found in large deposits in western Texas and southeastern New Mexico is associated with varying amounts of halite (sodium chloride, NaCl) and anhydrite (calcium sulphate, CaSO4). Although the anhydrite, because of its low solubility and slow rate of solution, is relatively inert, the halite is dissolved immediately in any process solution with which the polyhalite comes in contact. Limited quantities of sodium chloride in the liquors used for the hot extraction of polyhalite materially improve the results obtained,4 but only a very small sodium chloride content may be desired in the entering polyhalite in other procedures, such as Bureau of Mines process 75. In. all of the processes suggested for the recovery of potassium sulphate from polyhalite the control of the sodium chloride content will be desirable, if not absolutely essential to efficient operation. OCCURRENCE OF HALITE IN POLYHALITE A preliminary estimate of the amount of halite associated with typical deposits of polyhalite may be derived from drill cores, although it should be remembered that only 50 or 60 core tests have been made in the many hundreds of square miles of the Permian basin. From a mineralogical study of 41 of these cores, Schaller and Henderson6 state: In many of the sections of core that seem when viewed by the unaided eye to consist essentially of polyhalite, both halite and anhydrite are present in greatly varying quantities - with very minor quantities of clay and magnesite.

"SGS Minerals commissioned an internal R&D program to develop in-house expertise to design, set up and operate REE separation pilot campaigns at its Lakefield, Canada site. A team approach was used that included expert consultants in the field of REE separation as well as in-house expertise supported by the on-site Analytical Laboratories.A mini pilot scale SX circuit was designed and constructed consisting of several modular banks of 30 stages each. About 80 stages of mixer-settlers were used to separate Pr and Nd from La and Ce contained in a synthetic REE chloride stream simulating the raffinate from an initial La-Nd|Sm-Lu+Y separation.Two pilot campaigns were operated totalling 25 days of 24/7 operation with 99.4% plant availability in the final 20 day campaign. Purities of > 99.9% in the Pr-Nd strip liquor and > 99% in the La- Ce raffinate were achieved and simultaneously sustained in the second campaign for prolonged operating periods. Key to controlling and adjusting the circuit was the rapid assay turnaround (as low as 2 hours) provided by the on-site SGS analytical lab. This permitted the operating team to modify conditions and observe the effect of changes relatively quickly considering the large number of stages. A portable XRF analyser was also used to track evolving assay trends in the circuit. The small physical size of the circuit enabled longer operation with a limited amount of sample.This paper discusses the design of the circuit, operating conditions, some of the key operating factors and controls and results obtained.INTRODUCTIONSGS Minerals commissioned the design of and built a solvent extraction (SX) pilot plant for the separation of rare earth elements (REE). The plant consists of a battery of 120 mixer-settlers set up in a dedicated piloting facility.The purpose of the programme was to develop capabilities and in-house expertise in REE SX separation technology. The program aimed to establish operating procedures, sampling regimes, and analytical methodologies and protocols for this type of process/plant. A team comprised of SGS personnel and several external consultants with prior industrial and REE separation piloting experience was assembled to achieve these objectives."
