Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

"Los Pelambres, majority owned by the Chilean company Antofagasta Minerals, is one of the leading producers of copper and molybdenum in the country. It is located high in Andes Mountains, over 3000 metres above sea level, 316 km from the nation's capital, Santiago.The maintenance service supplied to Los Pelambres over the past 13 years has evolved to the point that FLSmidth now provides an integrated service crucial to the management of their customer's assets. The contract initially involved specialty mechanical, electrical and instrumentation maintenance and has developed to encompass maintenance planning and plant control systems.The integrated partnership has delivered excellent results in the areas of improved availability, reliability and return on investment. The operation is now amongst the industry leaders in plant availability.The integrated maintenance service has delivered: An increase in plant availability from 93%, in the first year, to 96.5% today, generating approximately $50 million additional income per year, Quality work procedures, Process and equipment improvements, Major shutdown planning involving more than 700 personnel, 6000 parts and over 2 000 discrete activities.The ongoing success of the partnership requires a high level of understanding between both companies. A commitment to maintain a long term sustainable relationship, based on a ""win - win"" culture, is the key to this success. As a discipline, geophysics covers an enormous range of scales and applications - from planetary geophysics through to the monitoring of acoustic emissions of rock samples. Although it is not a core discipline within the mining industry, geophysics has a useful role in providing information on the nature of the rock mass and the way it is responding to the mining process. For coal mining purposes, geophysical studies mainly seek to - delineate boundaries between the coal and the various layers within the surrounding strata - determine the physical properties of the rocks in-si tu, and - monitor the response of the rocks to the mining process Some of these applications may be associated primarily with mine planning, but once a mine is underway, most geophysical results can be used for the purposes of ground control. For example, insights into the nature of a geological fault mapped by a 3D seismic reflection survey will be relevant to determining support requirements while mining through it. In some instances there are parallels in the use of geophysics by the petroleum industry. Seismic reflection and wireline logging techniques have mainly been developed for petroleum exploration where their on-going development continues to provide spin-offs for the coal industry. The 3D seismic survey techniques that we now routinely employ were in their infancy 25 years ago and, almost certainly, the high quality borehole scanning tools that are now available would not have been developed without the need for petroleum well evaluation. Mining has also led to the development of specific techniques. An example is microseismic monitoring for the management of roof conditions during longwalling, and also the prediction of rock and coal bursts. The use and success of this technique have grown greatly over recent years. Another example lies with the use of geophysical wireline logs to predict rock strength and in rock mass classification. Coal seams also provide an unusual geophysical situation in that they form seismic and electromagnetic waveguides. The in-seam seismic and radio imaging methods have been developed to exploit these geological properties. In this paper I address the development and application of geophysical methods such as these with a particular emphasis on their role in ground control. We will see that there have been many developments over the past 25 years but we should also think about the future and how geophysics needs to be developed. From a miner?s perspective, one obvious area of need is in the detection of voids in the vicinity of current mine workings, be they old workings or karsts within nearby carbonate beds.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. The present study aimed to investigate the depyritization of coal using iron oxidizing and sulphur oxidizing acidophilic chemolithotrophic microorganisms in an iron free 9K growth medium at varying pulp densities. Three different coal samples used in the shake flask study from three different countries such as domestic anthracite (Korean), Indonesian and Chinese lignite. Experiments were carried out in batch at a controlled temperature of 35 °C and varied pulp densities of 8%, 10% and 12% (w/v) with a working volume of 100 ml containing 10 ml of microbial inoculum and 90 ml of the iron free 9K growth medium. Coal samples were crushed and ground to fine size fractions <100 microns by attrition mill wet grinding. The progress in the experiments were followed by the regular measurements of pH, redox potential, viable planktonic cell count, residual Fe2+ ion concentration, amount of acid addition and amount of slaked lime addition. The pyritic sulfur removal percentage varied between 90-95% with highest sulfur removal with China coal (95%) followed by Korean Coal (93-94%) and slightly lower level for Indonesia coal (90%). However the pyrite oxidation was highest for Korean coal ranging between 78-80% followed by a similar level of pyrite oxidation of 50-61% for the Chinese and Indonesian coal. It was found that 10-12% pulp density would be fairly feasible for all the different coals tested leading to an economical process. Another benefit from this study is the iron free 9K growth medium, which will reduce the operation cost and overall it?s an environment friendly process.

A review is presented of developments in mill liners to improve performance in terms of wear, impact, as well as mill grind and throughput. These developments are in response to the growth in size of SAG mills and the use of larger ball loadings and ball sizes in modern SAG milling practice. Shell liner developments include specific mechanical design features such as special bolting, directed metal flow to prolong liner life and a focus on the process aspects of the mills to provide more effective grinding motion with reduced wasteful ball-on-liner impacts. Grate design developments aim to provide high throughput of material, especially in the larger size fractions, while providing good impact and wear life. Curved pulp lifters are designed to ensure, at high mill speeds, complete discharge of coarse solids from the mill.

Automation, data analytics and optimisation are key trends in the mining industry. Doing more, and better, while expending less resources targets KPIs around efficiency and productivity. With the explosion of data, the next step is to develop an optimal level of processes and systems to harness this data to support value-in use decisions. Typically, significant amounts of resources and effort are invested to develop realistic simulation models. However, models are frequently not integrated with existing systems, and therefore are underutilised. When we consider the specialised process of blasting, integration with upstream and downstream processes is a significant driver to realise sustained improvements and value. The application of genetic algorithms and cloud computing to solving complex mining problems has advanced over the last 15 years, in particular with mine scheduling. Genetic algorithms are unique in that they support true multi-objective optimisation, utilising population-based methods to present trade-offs between multiple solutions. Secure in-cloud processing speeds up the processing, with results delivered in timeframes that are not feasible with desktop computing.

Geophysical signatures of the Taranaki and Tongariro volcanoes reflect similarities in their age, composition and hydrothermal histories, but also reflect differences in host rock settings and edifice evolution. The Taranaki volcanoes have strong positive gravity anomalies showing that their edifices largely consist of dense andesite which reflects substantial lava production or dyke injection during construction and that large sub-edifice dyke/stock complexes occur. In contrast, the Tongariro volcanoes have strong negative gravity anomalies indicating low density edifices of volcaniclastic material; no sub-edifice intrusions can be identified, probably because of the lack of density contrast with host basement rocks. Strong positive magnetic anomalies over the younger cones can mainly be attributed to near-surface andesite lavas or dykes whereas subdued magnetic effects are associated with hydrothermally altered zones within both edifices and sub-edifice intrusions. &nbsp;

A crescente preocupação da indústria automobilística com questões ambientais e com a segurança do condutor e passageiros, fez com que o setor siderúrgico desenvolvesse aços com maior valor tecnológico, entre eles surgiu os aços avançados de alta resistência, onde encontra-se o “Dual Phase” (DP) utilizado nesse estudo, que é caracterizado por uma microestrutura associada a uma matriz ferrítica com ilhas dispersas de martensita. Neste trabalho utilizou-se amostras de um aço baixo C e Mn, com micro adição de Nb e Mo, em desenvolvimento, onde se propôs uma avaliação das propriedades mecânicas através de um Ultramicrodurômetro, as amostras extraídas após a laminação a frio seguiram para o recozimento intercrítico, em escala laboratorial, com auxílio de forno Mufla e um equipamento de análise termomecânica (TMA), com 7 temperaturas de encharque distintas e subsequente resfriamento com patamar isotérmico a 600°C por 20 minutos. Onde observou-se que a utilização do ultramicrodurômetro instrumentado mostrou ser uma ferramenta com grande potencial para a avaliação almejada.

A general outline of the significant features in the quality and manufacture of the more common refractories is given. Where possible, linkage between quality development and control and service applicationhas been shown and explained. INTRODUCTIONThe refractory industry is no stranger to change. New processes and revision of old processes in other industries are the harbinger of new and revised products in refractories.Few of the changes are dramatic; generally they are evolutionary rather than revolutionary. New developments are additional to, and inclusive of, established practice.Therefore in this paper it is necessary to repeat much of what is already known in order to show the development taking place.FIRECLAY REFRACTORIESGeneral technology Fireclay refractories are the most common, the most varied and the most versatile of all refractories. Virtually any composition of silica and alumina up to the composition of kaolin is possible. For purposes of comparison they may be classified in the Continental fashion in accordance with chemical composition or in the American way according to &quot;duty&quot;. That the two methods are equivalent is shown by an inspection of the alumina-silica diagram of Bbwen and Greig (1924). &apos;Fireclay refractories are composed of a glassy and a crystalline component derived from the chemical and physical nature of the raw materials used in their manufacture.

The introduction of automation to mining has great potential to reduce safety and health risks by removing people from hazardous situations. However, automation changes the tasks performed by people and may introduce new tasks. For the system to function optimally, these tasks must be designed taking human abilities and limitations into account. Humansystems integration refers to systems engineering processes that ensure that human-related issues are adequately considered during system planning, design, development, and evaluation. During procurement of automated systems, a human-systems integration program plan should be prepared that describes the human-systems integration activities that will be performed to address each of the six core domains of human-systems integration: staffing, personnel, training, human factors engineering, safety, and health.

"An AG/SAG mill was commissioned at the Brunswick Mine concentrator in October 1998. This paper discusses the original liner design for the bi-directional AG/SAG mill, observed liner wear, subsequent liner design modifications, and benefits. The mill liners consist of steel top hat shell liners, steel end liners, rubber grates and rubber lined pulp lifters.Lifter profile and plate thickness measurements were made on monthly shop days. Trends of wear rates were used to project when liners required replacement. Wear profile information was also used to determine where liner re-design would improve wear life or minimize scrap loss. Charge motion simulation modeling was used as a tool to assist liner design modifications.INTRODUCTIONThe Noranda Inc. Brunswick Mine, located near Bathurst, New Brunswick, is a large underground lead/zinc mine with a nominal production rate of 10,000 tonnes per day. The Brunswick concentrator commenced operation in 1964 with conventional surface crushing followed by rod and ball milling to reduce run of mine ore to the required size to feed two parallel flotation circuits. In 1998 the AG (autogenous grinding) mill was commissioned for a nominal production rate of 9,000 tonnes per day replacing two surface crushing plants, three rod mills and three primary ball mills. In May of 1999 the mining rate was increased and the service of the AG mill was changed to a SAG (semi-autogenous grinding) mill with the addition of 4 inch steel balls (4% volume). The mill operates in closed circuit with 0.66 meter horizontal cyclones to produce a ground product of 90 micron nominal size (K80).The AG/SAG mill liners are steel (Norsteel, chrome-moly steel) with rubber grates and rubber lined pulp lifters.The original liner design was based on studying other AG/SAG mills and recommendations by the liner supplier, Norcast. Design factors taken into account were total cost of lining (including material and labour), protection of mill shell and impact on operating performance."

The Stress Control Method of mine design provides enhanced engineering control over the behavior of underground structures in comparison to conventional mine design methods. The same Method can be applied to achieve design control of surface subsidence. The basic mechanism relating undergroued deformation and surface subsidence is disclosed by mine simulations, using the REM (Rheological Element Method) computer code, whose predictions have been validated by field measurements. The key components of the underlying mechanism of surface subsidence have been shown to be the stress envelopes formed in the process of underground excavation. It has also been demonstrated that significant control of surface subsidence can be achieved by designing the geometry and timing of underground excavation to regulate the formation of stress envelopes. A field example is given in this paper to illustrate this application of the Stress Control Method.

It seems necessary, at times, that we should reconsider some of the more obscure causes that lead to explosions of gas and coal-dust in mines, in the hope that a recapitulation will keep before us that old and true saying "eternal vigilance is the price of safety". This explosion, while not extensive (resulting in only two much to be regretted deaths) enlarged our vision as to the possibility and probability of other explosions with more disastrous results. As this is only a partial report I shall have to omit many things that are generally included in describing a mine explosion. The mine was worked exclusively with electric cap-lamps -only firebosses and other officials carried safety-lamps. All shots were examined and fired by firebosses with a small hand-battery. Monobel was used exclusively for blasting, and clay for tamping. The system of haulage iri use was main-rope and winches, horses being employed for gathering. Compressed-air was the motive power for all winches and pumps, excepting the pumps at the shaft-bottom which were steam-driven. The mine was wet with practically no dust anywhere, except what was being made at the coal-face in the getting of the coal. Gas was found occasionally, generally in the brushing, especially where the brushing was carried up to a small seam, 2 to 6 feet above the main seam. The place where the explosion took place was known as Leigh&apos;s heading, which was being driven to the rise, immediately inbye of the siding (off No. 1 left, off the new slope) and was about 90 feet up from the level.

"SGS implemented two rules-based fuzzy logic expert applications on two grinding circuits operated by Peñoles Group in Mexico. Both expert systems are based on control strategies that push against process constraints to improve throughput. Based on proven methodologies, the projects also required some new approaches that led to permanent changes to the mill control strategy.This paper provides descriptions of the implementation, operation and performance of both expert systems. It also reviews how improved production rates were achieved through the use of a common set of expert technology tools. An overview of the resulting control strategies implemented on the two circuits is presented. The paper also discusses the identification of the process constraints within each circuit and how these constraints are used within the expert systems.INTRODUCTIONMexico-based mining company Peñoles Group and the Advanced Systems group at SGS, formally known as MinnovEX Technologies Inc., collaborated on the implementation of two expert systems in two grinding plants, both located in Northern Mexico.The primary objective of the expert systems was to increase throughput whilst still maintaining the cyclone overflow product size within an acceptable range. The secondary objective was to achieve a high level of utilisation of the expert technology.In order to achieve these objectives, SGS proposed a proven methodology which leveraged the existing operating and technical expertise at site through the client’s involvement in the design and implementation stages. The in-house operating and technical expertise of SGS was also brought to the project and implemented with the client’s approval at all stages. At both sites the final acceptance was defined upon meeting both process and utilization parameters.The development and deployment of rules-based fuzzy logic applications has matured as a technology and consequently, clear definition of process states and their place in the logic structure to control a given circuit are now transferable. The key to the robustness of the control logic depends on selection and tuning rules for maintaining stability and optimizing a given circuit. Application integrators need to have a standardized approach for timely integration and deployment; a critical component to avoid the common critiques that expert applications are idiosyncratic and difficult to maintain."

As part of the Bureau&apos;s intensive investigation of domestic manganese deposits, lots of ore for testing were collected by Bureau engineers during examinations of several properties in Juab County, Utah. One low-grade and two intermediate-grade samples (13.5, 25.3 and 27.5 percent manganese) were procured by engineers of the Bureau of Mines from the 900--and 1,100-foot levels of&apos; the Tintic Standard mine, situated 2 miles southeast of Eureka, Utah. The ore bodies were described as blocks of ore approximately 60 feet long, 40 feet wide, and 20 to 100 feet deep. The manganese-iron association in the Tintic Standard ores was intimate, and no significant concentration of the low-grade sample was made by ore dressing, However, both of&apos; the higher-grade samples were readily beneficiated to marketable manganese products. Ore from the Oxen No. 5974 claim, 2 miles northeast of Eureka, Utah was low in grade (19.4 percent manganese) and was not amenable to the production of high-grade concentrates owing to the intimacy of association of the manganese minerals with silica. However, a fair manganese recovery was obtained in a product that, when sintered, assayed plus 40 percent manganese. The ore body is reported to be a replacement in limestone and is composed of manganese oxides intermixed with silica, decomposed rhyolite, and limestone. The Fields property consists of five mineral claims situated 3 miles north of Eureka, Utah. The deposit is a replacement in a contact between limestone and a quartz dike. Tests were made on representative samples of a 50-ton lot stored on the property. Although the mineral association in the ore (22.2 percent manganese) is not particularly complex, the physical properties of the manganese minerals render the ore refractory to ore-dressing beneficiation. As the ores varied widely in physical and chemical characteristics, samples from each property were considered as separate ore-dressing problems.

Strategy is about making choices. Mining companies choose to do certain things and not to do other things. Mining is a long-term business, and the choices made typically have large investments attached to them, long payback periods, and significant socio-economic consequences. In today’s uncertain world, it is important to make the right choices. The mining industry in South Africa finds itself in a difficult situation. Operating conditions are tough, the socio-political environment is complex, and financial performance is under pressure. The choices made by all the stakeholders in this industry in the short term will shape the future of the industry. This paper characterizes some of the big, difficult decisions faced by the mining industry in the South African context, and discusses how these decisions could be approached in a fact-based and robust way.
