In this talk I will report on an effort to reassess the risk of pile driving to juvenile salmonids migrating through Puget Sound. The study was motivated by the concern of the construction industry that provisions restricting pile driving during the spring migration is resulting in an unbalanced burden to the industry. In simple terms the industry wants to know if some construction can be conducted in the spring without harming the juvenile fish. Fisheries agencies have agreed to reconsider their regulations in the context of additional studies. So, in this talk I will present some thoughts on risk assessment in general and the results of our study to assess the impact of pile driving on Snohomish River juvenile pink and chum salmon that migrate through the Navy Homeport construction site at Everett. The research, which is being carried out by the Fisheries Research Institute at the University of Washington, was planned and is supported in a joint effort including: the Washington Department Fisheries, National Marine Fisheries Services, U.S. Fish and Wildlife Service; General, Manson, and Hurlen construction companies, the Department of Transportation and a number of Puget Sound ports authorities. I will first briefly discuss the early life history of the juvenile salmon the regulations are designed to protect Second, I will outline the legal criteria required for risk regulation and some specific thoughts on how a reassessment of pile driving risk might be approached. With this basis I will report on our research and how it can be applied to a new risk assessment.

"Evaporites, such as salt and potash, pose unique problems to ground-support designs not encountered in other rock types. Evaporites are subject to continual creep and no amount of ground support can successfully arrest this process. Common ground-support techniques that are useful for most rock types may reduce the effective life of bolts in evaporite mines and can create unseen hazards. A different approach to ground support must be applied to provide long-term support in areas where high creep rates are present. The goal of effective ground-support designs in these situations is not to contain the rock and prevent it from moving; rather, the ground-support design must be able to move along with the rock and contain any fully detached slabs until additional remediation measures can be undertaken. The most appropriate ground-support designs will consider both the expected movement of the rock and the duration that the area needs to remain accessible.INTRODUCTIONEvaporites, such as salt and potash, pose unique problems to ground-support designs not encountered in other rock types. The factors that must be considered in design stem from the deformation behavior of salt, which can fail in a brittle manner, akin to most rocks, but can also deform in a slow, ductile manner, resembling the stretching and elongation of steel. The deformation behavior of salt has been well established in technical circles where it has been studied for decades (Hardy and Langer, 1984). Much of the research in salt mechanics is related to repository science, specifically at the Waste Isolation Pilot Plant (WIPP) in southwest New Mexico. RESPEC has been continually involved in the WIPP from the initial design considerations (Gnirk, Grams, and Zeller, 1977) to the current day (Keffeler, 2016) and has been able to leverage cutting-edge research of salt mechanics into practical solutions for mining operators. While a detailed description of salt mechanics is not provided in this document, Fossum and Fredrich (2002) include a fine overview of salt mechanics. "11.1. IntroductionThe recovery of platinum-group elements (POE) from ores is a subject which has received almost no mention in the literature. Edwards (1975) refers to the process used for refining of the POE, throughout the Western World, as a so-called ""conventional"" process .... ""not because of the simplicity or convenience of the operations, but more probably because of the inertia of established processes and the aura of secrecy with which the major platinum refiners have surrounded this process."" There is no doubt in this writer's mind that the latter is also applicable to the dearth of knowledge of the mineralogy, geochemistry and ore deposits of PGE and that the poor recoveries, mainly attributed to the mineral beneficiation stages of concentration, are also affected by this traditional secrecy. Fortunately, this attitude is changing, due no doubt to the advantages that accrue from more open research which may be critically assessed in the literature in the traditional manner. Examples of this more open approach to recoveries and recovery problems are represented by Newman (1973), who gave some typical recovery percentages for Merensky Reef ores, and the recent encouragement and cooperation on mill samples from the Sudbury area by lnco Metals Company (cf. Cabri, 1981a).In general, platinum-group elements are recovered from an ore by the use of a physical concentration method, such as gravity separation or flotation, followed by further upgrading using further physical, wet chemical or pyrometallurgical techniques. The final process of refining in which the individual platinum-group elements are produced in pure form is outside the scope of this chapter.Platinum-group element deposits naturally fall into different categories according to the recovery process best suited for them, viz. those amenable to gravity separation, those amenable to flotation, and those where platinum-group elements are by-products of base metal sulphide, chromite and miscellaneous other deposits."

The goal of any business is to seek the maximum profitability for the organization through optimization the use of resources, processes and the application of new technologies. An analysis of various case studies demonstrate that blasting can have positive impacts on the crushing and milling processes resulting in increased profitability for the mining industry (Grundstrom, Kanchibotla, Jankovich & Thornton, 2001). This paper describes the case study of two copper mines in Peru producing Cu-Mo and Cu-Au concentrates, which together with their strategic partner, have implemented a project focused on the improvement of rock fragmentation. The project was based on techniques of pattern size reduction, the use of high energy explosives and the technology of electronic initiation. Combined, these techniques were shown to have significantly impacted the efficiency of downstream processes.

Hydraulic fracturing to precondition the orebody to enhance rock mass cavability is gaining acceptance in underground cave mining applications. Assisting cavability is becoming important as an increasing number of cave mines are being implemented in hard, deep and competent rock masses where clamping stresses are higher and cave column heights may be in excess of 1000 m. Propagating large caves to surface in such conditions can be challenging as risks such as slowed propagation and air gaps can develop during the process.Underground-based hydraulic fracturing is routinely used at Cadia East as a means of preconditioning the orebody to assist in cave propagation, fragmentation and seismicity reduction. This paper presents a summary of a surface-based hydraulic fracture program that was successfully implemented to assist in the propagation of the Cadia East Panel Cave 1 (CE-PC1) cave to surface through competent overlying rock masses. In this case study, the propagation of the CE-PC1 cave slowed as the cave grew past 750 m in height, initiating a Trigger Action Response Plan regarding the cave propagation rate. Surface-based hydraulic fracturing was subsequently used to stimulate the cave to propagate through the final 450 m to surface. Sustainable development is a critical discussion topic in the mining industry today. The topic is necessarily broad and complex, covering an entire spectrum of related areas, from geology to end-use products. The objective of this keynote address is to focus on the chemicals and chemistry aspects - especially research and technology transfer - in sustainable mineral processing. Chemicals came to play a critical role in mineral processing during the last century, and they will play an equally vital role in confronting the sustainability challenges of the 21st century, particularly in the areas of greener chemicals, water efficiency and water resource management; waste reduction and remediation; minimising environmental impact, safety and health risks (meeting and exceeding the requirements of regulations); energy efficiency; and converting mineral resources into reserves. This keynote address argues that the current research framework is no longer adequate to serve the goals of sustainable mineral processing. The problems studied are often too narrowly defined or irrelevant, while the research efforts are fragmented and the methods and approach employed are often too reductionistic to produce useful knowledge. A new framework for research is needed. This address further argues that a new framework based on a holistic or systems approach can best tackle the challenges of sustainable mineral processing. Central tenets of this approach include a recognition that, in complex systems, the behaviour of the whole system is more than the sum of the individual contributions, and that interactions occur in real time, often in subtle and complex ways. The focus is thus on the behaviour of the whole system. Indeed, a comprehensive understanding of the system through large-scale measurements should precede a study of parts or of idealised models of the complex system. The result will be a sound knowledgebase, better solutions to the challenges of sustainable development, and improved technology transfer. Developing such a framework will pose a formidable challenge, requiring significant time and effort as well as a confluence of diverse specialties and strategic collaboration. Fortunately, recent developments in the context of reagent optimisation provide us with a prototype of a holistic approach. We can also draw upon methodological innovations in the biological sciences, where the critical need for a systems approach is well recognised and significant advances have been made.

The U.S. Bureau of Mines and the U.S. Geological Survey conducted a mineral survey of the Elk Creek RARE II area during the summer of 1981. The study area encompasses 18,900 acres [29.5 sq mi (7,680 ha)] along Elk Creek, 18 mi (30 km) southeast of Covello, California. No mineral resources were identified by the U.S. Bureau of Mines during this survey. Assay results of samples taken in this area indicate only trace amounts of manganese and chromium. No radioactive or fluorescent minerals were detected. No oil and gas, coal, or geothermal leases have been recorded for the study area.

"A new sensor based sorting system has been developed, providing a possibility for laboratory scale testing and further scale-up of the separation results to the industrial operation. The new system contains different sensors as: X-ray detectors, visible light cameras, NIR cameras, ultraviolet cameras and magnetic sensors, in the same sorting unit. The sorting unit allows advanced calibration options and fine-tuning of the installed sensors to achieve the best separation effect under controlled conditions. Finally, the processed material can be analysed and separated by the rejection mechanism, similarly to the industrial scale operation. At the same time, the process is carried out with limited amount of material allowing detailed statistical calculations for processed particles and all sensor types. The optimal settings and sensor types are specified for the industrial application.The paper describes the scale up of the results achieved for iron ore and coal, where the test work was first carried out using the new laboratory sorting system and where the industrial scale sorting system has been built, in the final stage. The industrial scale sorting results showed a very good correlation between the laboratory and full scale operation. Thanks to the detailed study carried out in the laboratory equipment, the settings of the sensors in the full scale operation provided much better separation efficiency. It was especially important to provide proper setting for the X-ray sensor data calculations, which can be very critical for achieving the best results. During the industrial scale sorting of coal, the input material had 40-55% rock particles as the direct source of ash in the coal stream. The optimal laboratory unit settings and transferring these settings to the industrial sorter, provided 98.8% efficiency for removing rock particles with only few % losses of coal."

The U.S. Bureau of Mines has designed, fabricated, and tested a prototype track maintenance vehicle for underground coal mines. The vehicle uses a stiff rotating brush to clean the track so that a visual inspection is possible. It is also equipped to measure track gauge and cross-level. The objective of this report was to describe the track maintenance vehicle and detail the results of investigations into present underground track inspection procedures and cleaning technologies, which led to the development of the prototype. Recommendations are made concerning the integration of components of this prototype vehicle into current track cleaning and inspection systems used in underground mines.

Eddy current separators are increasingly used by the auto shredder operators to produce higher grade of nonferrous metal concentrate for recycling. While this increases the unit price of the concentrate, metal losses through inefficient metal recovery quickly offset the price differential. We show how to optimize the eddy current separation system at the shredder to maximize mate- rial throughput, nonferrous metal recovery and grade of the nonferrous metal concentrate.

"ABSTRACTThe paper addresses the application of automated monitoring, control, and navigation to improve dragline performance. SummaryImproving dragline performance in the Canadian coal mines is critical to the continued success of the industry. Draglines represent a large capital investment and coal prices are low by historic standards. This paper argues that the introduction of monitoring, control, and navigation on draglines offers an opportunity to significantly reduce a dragline’s operating cost per cubic metre moved. To place the importance of this in perspective, a North Dakota mine calculates that every 1% increase in dragline productivity means a savings to the mine of US$340,000 per year. MonitorsAutomated dragline monitoring is a well established technology with commercial products available since the early 1980s. The three main reasons for placing monitors on draglines are (Walker, 1993):1. productivity increases: reduce variations between different operators’ performance across different shifts;2. quality increases: increase the percentage of ore and waste loads that go to the correct destination; and3. special projects (engineering projects): justify installing static field exciters and regulator upgrades; implement power management; aid operator training; study high performance buckets, rigging changes, and various excavation sequences.Mines as diverse as Kennecott’s Cordero- Rojo Complex in the United States and Natal Coal Corp.’s Optimum Mine in South Africa report dragline productivity increases of 10% to 20% in the region attributed to the implementation of dragline monitoring."

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

The average man one meets on the street thinks of an explosive as a medium of death and destruction, something unstable which should be given a wide berth, because he knows little or nothing about its use or its stability. Briefly, explosives are compounds that develop very large quantities of heat and gas in an extremely short time and in a small space, thereby exerting enormous pressure upon surrounding bodies, and by the rapid expansion of this highly heated gas are able to perform a considerable amount of useful work. The amount of heat generated and the volume of gas produced by the decomposition of an explosive determines the amount of mechanical work it can do, and the time occupied by its change from solid or liquid condition to gaseous condition determines its shattering effect. Explosives manufactured by reputable people are not extremely dangerous, on the other hand they are quite safe if handled in a proper manner. Furthermore, before an explosive can be placed on the Canadian market a sample must be submitted to the Explosives Division of the Mines Department, who may condemn or permit its manufacture, according to their findings regarding its safety in handling and its stability during storage.

Fractional replication of factorial design, a general method for planning experimentation and for analysis of data obtained, is described as applied to a flotation investigation. This method leads to determination of optimum process conditions with minimum experimental effort. Its advantages over simple factorial design are demonstrated. A METHOD for planning experimentation and for analyzing the data secured will be demonstrated. This method, termed fractional replication of factorial design, employs a relatively small number of individual experiments to determine which of a large number of process variables are controlling, to determine which combination of levels of these variables is most likely to produce optimum results, and also to predict what results will be obtained with a particular combination of conditions not already tested. Although the general method is not new, having been developed by Finney in 1945,' the extent to which it can improve the effectiveness of applied research generally has not been recognized by metallurgists. The fractional replication procedure is particularly useful in flotation experimentation and an example from such an investigation will be used in the paper. However, it has equal value in any investigation in which similar experimental difficulties are encountered. In developing a flotation process for a particular mineral separation, the investigator is inevitably confronted with the following difficulties: 1—There are a large number of potentially important process variables. 2—Results of individual experiments are not highly reproducible, due in part to the difficulty in precisely controlling all the variables. 3—Considerable effort is expended in conducting individual experiments. 4—There are practical limits on the number of individual experiments which can be made. In situations of just such a type, modern statistical methods of planning experimentation and analyzing data have their greatest value. Applications of one such technique, called factorial design, to problems of this type have been described by Dorenfeld and others.'-' The simple factorial design is an efficient procedure when the investigator hopes to provide a comprehensive understanding of the effects and interrelationships of a small number of variables over a limited range. In applied research, this is seldom the main objective. Rather, the investigator usually wishes to determine which of the many potentially important variables are in fact controlling, which levels of the controlling variables will provide opti- mum metallurgical results, and what these results will be at optimum conditions. Interest in detailed trends is limited to the controlling variables and to levels in the region of optimum conditions. Simple factorial design has serious deficiencies for such objectives and is not the most efficient method of experimental design. Deficiencies of Factorial Design In a simple factorial design, an experiment must be made at every possible combination of each level of every variable, once these have been chosen and the levels of each to be included have been decided upon. As the number of variables or levels of each increases, the experimental program quickly reaches prohibitive size. For example, an investigation of only four variables, each at four levels, requires 256 individual experiments. Often upon completion of such an extensive program, it is found that one or more of the variables has metallurgically unimportant effects or that a poor estimate has been made as to the appropriate range of levels to be investigated. The result is that only a small proportion of the data obtained falls in the range of real metallurgical interest. Indeed, it frequently can be anticipated that certain combinations of levels of variables will not produce results of interest, but they still must be included so that the essential balance, or orthogonality, of the design will be retained. It may be true that factorial design will provide the greatest amount of information from a given number of experiments, but it does not necessarily follow that it will lead to the desired information with a minimum number of experiments. Much of the information provided may be of little value. Advantages of Fractional Replication The disadvantages of simple factorial design are overcome to a great extent by a modification known as fractional replication. This is a technique for sampling systematically the potential data of a full factorial experiment, that is, the data which would have been obtained if the complete factorially designed program had been completed. Only a fraction of the total array of experiments is made, but the experiments are chosen in such a way that the important advantages of factorial design and the accompanying analysis of variance are retained. The data obtained from the first group of experiments are used to determine which of several variables are controlling and which levels of these variables are most likely to produce the desired result. Peñasquito is Mexico's largest gold producer, consisting of two open pits - Peñasco and Chile Colorado - containing gold, silver, lead and zinc. Over the next three years, mining activities in the pit are expected to be focused on lower grade ore in the upper parts of the Peñasco pit while stripping is emphasized to ensure an economically optimal pit shell design to maximize the net asset value of the operation. By 2019, Peñasquito’s gold production is expected to benefit from an improvement in mined grades as it recommences mining higher grades at the bottom of the Peñasco pit and significantly enhanced metallurgical recoveries with the planned completion of the Pyrite Leach Project ("PLP").

(Wilkes-Barre Meeting, June, 1911.) OF the several extensive deposits of brown iron-ore in Cuba, including those of Mayari and Moa, that of Mayari was the first to be systematically explored, and was selected as the scene of the first operations in the development of this class of ore. Construction-work, begun in the spring of 1907, involved the building of 16 miles of standard-gauge railroad and two large double-track inclines, the installation of mining-machinery, a nodulizing-plant, power-plant, shops and shipping-facilities, and the dredging of an extensive basin for deep-draught vessels. Unusual weather-conditions delayed the completion of portions of this work so that the entire plant was not in operation until December, 1909. The ore in its natural state contains a very large percentage of water, which increases to some extent with the depth below the surface. Near the surface it is red in color, with somewhat granular structure. The color gradually changes with depth, finally reaching a bright yellow. The consistency also changes towards, the bottom to a clay-like, sticky mass. The relative proportion of red and yellow ore is quite variable; in some places the yellow reaches close to the surface, while in others the red extends almost to the underlying serpentine. Fig. 1 is a map showing the Mayari division of the Spanish-American Iron Co. The ore lies on an irregular plateau about 15 miles long and 5 miles wide at the widest point, entirely covered with pine trees and brush, which grow directly on the ore. The elevation at the northern extremity, which is approached by the railroad, is about 1,700 ft. above sea-level. At the southern end the general elevation is about 2,000 ft. Ore is removed by means of scraper-bucket excavators and steam-shovels, these machines loading into special standard-guage, side-dump steel cars of 100,000 lb. capacity. A short haul

"PURPOSEThe purpose of this presentation to the Canadian Mineral Processors is to review gold heap leaching systems currently in use and discuss their applicability to Canadian ores. The author's experience with the development and operation of heap leaching spans the past four years at. Pinson, and visits to many ether heap leaches in the western United States.INTRODUCTIONBy way of introduction to the heap leaching system, I will describe in slight detail the method used at Pinson Mining in northern Nevada. This will be followed by a discussion of optional methods in use at other operations visited.The Pinson orebody is a finely disseminated, well-oxidized hydrothermal deposit. Gold particles are finer than 20- microns. The orezone hostrocks are metamorphosed and silici¬fied limestone and shale. Sulfides and carbonaceous materials are negligible.The Pinson open-pit mine has operated since June 1980. It produces 1500 tpd of C.I.P. mill feed averaging .10 oz gold per ton, and 1500 tpd of heap leach material averaging .025 oz gold per ton. Cutoff grades are 0.04 for mill feed, and 0.01 for heap leaching. Stripping ratio is 9 tons of waste and leach grade to 1 ton of mill feed.The project is located in northern Nevada at 4900 feet above sea level.,Winters are fairly severe, with freezing conditions affecting operations from early December through April. Although officially designated as ""high-mountain desert"" country, snow and/or freezing rain occur almost every week of the winter.To date, all Pinson production-scale heap leaching has treated run-90,000 tons of ore are stacked on 300 foot square clay leach pads. Cyanide leach solution is applied through ""wobbler"" sprinklers at .0025 gpm/sq ft for 60 to 90 days. The pregnant solution flows from the heap by gravity to plastic-lined ditches, into a collection sump and then through buried piping to the 2.2 million gallon pregnant solution pond."

"In early 2000, CANMET-MMSL was engaged by the Ontario Ministry of Labour (OMOL) to conduct an international study of the practices, in several key mining jurisdictions, of determining the criteria that are used to decide when the wire ropes used in mine hoisting are to be retired from service. Subsequently, the author visited key officials and institutions in Canada, the United States, the Republic of South Africa, the United Kingdom, Germany, and Poland. Material from the Australian province of New South Wales and Hungary was also included.The report that resulted included, among other sections: (1) the history of wire ropes and trends in manufacturing technology; (2) a review of mine hoisting practices; (3) the requirements regarding safety factors; (4) a review of the various operations and their potential future development; (5) the criteria for rope replacement; (6) potential future developments that could take place in both hoisting and rope inspection practices in Canada; and (7) recommendations.Subsequently, the report was issued by OMOL, and as a CD-ROM by CANMETMMSL. In this paper the author presents the key findings and the recommendations made in the study."
