On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

The use of a static bath of a heavy liquid of intermediate density between two mineral phases has been employed for beneficiation for over one-hundred years (1-6). In the case of the heavy liquid separation of coal from its included mineral matter, laboratory (3) and commercial (2,4) techniques have employed a halohydrocarbon or mixtures thereof, or solutions of inorganic salts and water with a specific gravity in the range of 2.0 to 1.30. As a laboratory tool, the heavy liquid separation is generally regarded as a standard permitting the "ideal" separation of a product coal and reject mineral matter. Each of the products in this case is polyphase since the separation is only based on apparent specific gravity of the product or reject material. The "Otisca Process" is an anhydrous heavy liquid separation process which employs a parting liquid with certain physical and chemical characteristics which make it particularly advantageous for expanding the laboratory separation process into the realm of commercial coal cleaning. The two key characteristics of the parting liquid are: 1) the heavy liquid does not react significantly with the coal product or reject material, and 2) the liquid permits complete dispersion of the coal product particles throughout the separation bath. The first point, i.e., the lack of liquid coal reaction (7-11), may be cited as one of the major reasons for the failure of other attempts at commercialization of heavy liquid processes. For example, if reaction does occur between the heavy liquid and coal or mineral matter, complete heavy liquid recovery becomes a very expensive complex process. The costs of heavy liquids alone prohibit their loss in the process as will be demonstrated later.

According to the previous research, it is found that the thickness of cover is mostly less than 100 m for highwall mining system. However, for most of the Chinese surface coal mines, the mining depth is over 150 m; on the other hand, the shovel-truck is the most common mining technology. As a result, a lot of residual coal will be remained around end-walls. Considering these facts, the calculated methodology of highwall mining system under thick cover is presented in this paper. Meanwhile, numerical simulation of highwall mining system under thick cover was carried out. The outcome shows that the calculated methodology for pillar stability of highwall mining system under thick cover presented in this paper is acceptable. In other words, the highwall mining system is feasible to extract the residual coal around end-walls in Chinese surface coal mines. Thus, not only coal recovery ratio can be improved, but also can increase the production life of surface coal mines in China.

This report is the 18th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations. The previous 17 reports have covered fiscal years, but this report covers not only the fiscal year from July 1, 1952, to June 30, 1953, but also July through December 1953, to bring the report to a calendar-year basis. Most of the material in this report relates to publications issued during the reporting period, Some work is mentioned briefly on which publications have not yet been issued or on which data are riot expected to be published, for security or other reasons, and in a few instances publications issues before the reporting period but not included in the previous report are mentioned.3/ Further details on the published work described herein may be found by referring to the publications cited in the footnotes. During the reporting period, the Bureau directed its research and technologic work on coal toward developing end encouraging increased conservation and more efficient use of our mineral fuel resources through more efficient and safer mining methods and improved methods of preparing and utilizing these fuels. Some significant advances, particularly in coal-mine safety, mining methods, and development and utilization of low-rank coma have been made.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

The beneficiation test on low grade phosphate ore from a state of Russia is carried out. The rougher-cleaner ? re-cleaner system is used in the flotation process, The fineness of grind is 39.07% minus 200 mesh. The result indicates that concentrate containing 31.25% P2O5 can be obtained from the flotation feed assaying 6.18% P2O5, with 93.54% P2O5 recovery. The test result is also a guideline for further development of some currently operated phosphate beneficiation plants.

A fim de recuperar-se todos os materiais presentes em painéis fotovoltaicos, o emprego de solventes orgânicos para promover a dissolução da fração polimérica e liberação dos componentes é uma alternativa ao tratamento térmico tradicional. Com o objetivo de verificar-se o impacto dessa etapa na recuperação de prata, o metal de maior valor presente nos painéis de silício cristalino, comparou-se taxas de recuperação de prata para rotas distintas de separação de materiais e cominuição: uma rota por dissolução do encapsulante através de solventes e uma rota por tratamento térmico e destruição do encapsulante. Utilizando-se o isopropanol como solvente, ainda foi analisada a contribuição da cominuição para a liberação da prata. Os ensaios de lixiviação foram realizados com soluções de 5M HNO3, analisando-se as concentrações de prata por ICP-MS. O processo de calcinação foi realizado em forno a 480°C, a dissolução do encapsulante realizada com isopropanol e a cominuição realizada em moinho de facas. Foi concluído que a separação com isopropanol não afetou a quantidade de prata lixiviada na etapa de recuperação de metais. Além disso identificou-se que a cominuição não seria necessária sob as condições de lixiviação utilizadas, já que poderia potencialmente contribuir para perda de prata no processo.

ZrB2 and TiB2 are significant metal borides. They are being used in various industrial areas from space technology to nuclear industry owing to their physical properties such as high melting point, high thermal/electrical conductivity and low density. Present study was conducted in two main stages: self-propagating high-temperature synthesis (SHS) reactions and leaching. ZrO2, TiO2, B2O3 were used as starting material and Mg was used as a reductant to produce ZrB2-TiB2 powders via SHS. Therefore, it was aimed to determine production parameters, leaching conditions and comprehensive examination of final product features. The samples were characterized by using chemical analysis (AAS), XRD, XRF and SEM/EDS techniques.

Mining and metallurgical processing of gold and base metal ores often results in solid wastes and effluents containing high concentrations of arsenic. In addition, arsenic can be released to the atmosphere from gold roasters and base metal smelters. Speciation of arsenic in roaster products, in a stack sample from a copper smelter, in organic soils impacted by smelter emissions, and in an anaerobic effluent treatment system at a smelter site was determined in order to broaden our understanding of the nature and occurrence of arsenic in a wider range of metallurgical wastes. Micro-XANES spectra obtained from iron oxide particles forming in a gold roaster indicate preferential enrichment of As3+ species in maghemite-rich domains and microlayers. In comparison, haematite-rich iron oxide particles are dominated by As5+ species. It appears that maghemite is retarding oxidation of arsenic and its volatilisation during roasting. Arsenic occurs as both As3+ and As5+ species in a stack sample emitted from a Cu smelter, confined to fine-grained secondary product layers accumulated on the surfaces of spherical Cu particles. This is probably resulting from condensation of As species upon cooling following their volatilisation during the combustion process. Soil samples collected at various distances from the Cu smelter are dominated by As5+ species including monomethylarsonic acid and tetramethylarsonium iodide as the organic arsenic species. The presence of reduced As3+ species highlights the importance of organic material influencing the speciation of arsenic and mineralogical transformations taking place within the soil profile. The XANES spectra indicate that arsenic occurs predominantly as aqueous arsenite species in the anaerobic treatment system, contrary to the conventional thinking of As retention by the formation of secondary sulfides.

Constructed stream diversions are a common element of mine sites across Australia. A review of constructed stream diversion performance in the Bowen Basin funded by the Australian Coal Association Research Program (ACARP) in 1999 found over 80 per cent of constructed stream diversions failed to meet regulator and operator expectations. Since that time, improvements have been made in the assessment, design, monitoring and management of constructed stream diversions. Fundamental to these improvements has been the development of a better understanding of the regional stream systems and efforts to replicate the natural stream processes in the function and operation of constructed stream diversions.This paper discusses the history of constructed stream diversions through the Bowen Basin in central Queensland recorded in the outcomes of a series of ACARP funded research projects. Further, the paper reports on the outcomes of a current ACARP funded project that has reviewed the success or otherwise of constructed stream diversions in the region. The assessment has compared the performance of diversions that have been designed to replicate and provide for ongoing stream geomorphic processes with those diversions that were designed and built prior to the development of these design improvements. Production of technical stone is an important economic branch in Slovenia. In 2009, we had 95 dolomite quarries, 27 limestone and 6 silicates quarries, according to the Ministry of Economic Affairs. Together they produced nearly 15 million tons of aggregates. The production in quarries is mostly performed with drilling and blasting method and only a minor part with other method like mechanical mining method.

In the last 40 years, the froth flotation process widely spread in the paper industry becoming the dominant technology for ink removal from recovered paper slurries and cellulose fibres recovery. Most of current models used to describe the flotation deinking process are based on hydrodynamic and statistical theories of ink particles collision/attachment to air bubbles. The complexity of these theoretical models, together with the variability of the recovered papers composition, does not allow to define a set of æeasy to handleÆ equations to be used for modelling industrial flotation cells. This main limiting aspect makes that, in several deinking process modelling tools, basic parameters used to characterise the flotation unit, ie yield, ink removal efficiency, water loss, are constant parameters. Although in some process simulation tools the flotation yield/efficiency is adapted to process control parameters (air ratio, pulp flow, pulp consistency), physicochemical variables (namely the pulp frothing aptitude, the pulp surface tension and the ink adhesion energy to air bubbles) are not taken into account to adjust the flotation yield/efficiency. Data collected during recent laboratory and pilot plant experiments focusing on the role of surface active substances on the flotation efficiency were therefore interpreted and used to identify general trends that could be described with simple semi-empirical models. A set of model equations using surface tension and froth removal height as main variables was then defined in order to describe the behaviour of a pilot flotation cell. Trends obtained during the dynamic simulation of the deinking pilot plant were in good agreement with experimental data obtained under similar experimental conditions, thus indicating that developed equations can forecast with good approximation the behaviour of a flotation deinking unit.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on developing the tools needed to mechanize a mining operation with a reasonable expectation of success. Mechanical mining entered the 1990s with new machines, new operating methods and new ideas for the future. Mechanical mining can provide higher production, increase safety, reduce roof support requirements, create smoother openings for better ventilation, substitute continuous production for cyclical drill-and-blast procedures, and create opportunities for automatic and teleoperated control. The full promise of this important technology still lies ahead. Obstacles include: • Long-term production prediction: Mechanical systems have a high capital cost. Although recouped by lower operating costs, the tradeoffs are not always clear to mine operators. • Cutting tools for hard rock: Rock of more than 103.4 MPa (15,000 psi) cannot be cut by flexible mining machines. • Machine designs: Many machines cannot convert the required power into rock cutting capability. • Engineering: Better use of the machines in the mine is needed.

Construction of foundation piles or diaphragm walls through rocky or boulder containing formations has been long-standing difficulty. It has been widely understood that the down-the-hole hammer is the most capable mechanical means but is restricted in drilling diameter by the unavailability of drillhead sufficiently large diameter and the difficulty of disposal of cuttings. A great number of submersible motordrills have been used for the construction of cast-in-place piles and diaphragm walls and the reverse circulation system employed has demonstrated its advantage of the prompt removal of cuttings. The development of multi-head down-the-hole hammer drill combined with reverse circulation system presents a powerful engineering choice for those "hard-to-drill" ground formations. This paper will introduce the features of the system and some actual operation results in the foundation engineering through those hard rocky ground formation in some countries.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

One consequence of the distribution in orientation of Bragg diffracting planes in an elastically bent foil is that simultaneous diffraction occurs from ±g pairs, where g is the reciprocal lattice vector to a diffracting plane. If such Bragg contour pairs are indexed, then the variation in orientation with respect to the incident electron beam is known. This note describes a construction by means of which Bragg contour pairs may be indexed by inspection. Referring to Fig. 1, the Ewald sphere radius is l/h, where is the wavelength of the electron beam, and the half spacing of first-order reciprocal lattice planes is l/d, where d is the corresponding spacing in direct space. The angle subtended by the zero and first-order planes at the center of the Ewald sphere is a = sin-' Thus, to represent a pair of first-order Bragg contours on a stereographic projection, measure ±a from, and along the normal to, the zero-order plane. The traces of the required Bragg contours pass through these points and parallel to the zero-order trace. In practice, it is desirable to enlarge a stereographic projection of the zero-order planes before making the construction. As an example, a stereographic projection of first-order Bragg contours up to line 27 for an fcc crystal is given in Fig. 2; if required, higher-order contours can easily be added. Fig. 2 is, of course, a map of first-order Brillouin zone boundaries. One use of this construction is the measurement of large elastic fields in electron microscope specimens. Fig. 3(a) shows a pattern of Bragg contour pairs due to lattice distortions near a large precipitate. This particular example is of a T-phase precipitate in Hidu-minium 54 (A1 + 6 wt pct Cu, 0.5 wt pct Mn). Foil buckling is produced by annealing during observation and may be evidence for evaporation from the precipitate.' Comparing Figs. 2 and 3(0), it is evident that the axis of high symmetry in Fig. 3(a) is [lll]. The strain in a bent foil is approxinlately t/2r, where / is the foil thickness and ? the radius to which the foil is bent. To determine purities of purified samples, new techniques for analyzing spectral data were developed.
